Guidelines for Writing Advocacy Letters
1. State clearly, what you would like your reader to do.
2. Explain briefly why you think that he/she should do this. Help your reader
understand the need for action on his/her part, but avoid giving so much detail that
you bore or annoy him/her.
3. If the action you are requesting would require the reader to contact you, provide your
telephone number, fax number, and/or e-mail address.
The following additional guidelines will be helpful when drafting your letter:
• Locate Your Policy Maker’s Name and Addresses
Most local telephone books have a section dedicated to the office addresses and
telephone numbers of local elected officials. They may be listed by district
numbers. Internet websites can display this information based upon your zip
code.
• Use Formal Business Letter Style
The date should be at the top of the page. The policymaker name and address
should be just below, on the left margin, above the salutation. Close with a
handwritten signature and your typed address, e-mail, and phone number.
• Introduce Yourself
Begin your letter with a brief introduction including your name, city of residence,
and indicating your credentials. It is helpful to state that you reside in the area to
which the policy maker is assigned.
• Provide an Overview of your Issue or Topic.
Using data and statistics can really help make your case. Make sure these are
reliable and accurate.
• State the “Ask”
Within the first paragraph, be clear on what you are asking the policy maker to
do. Are you asking to develop a policy, earmark funding, or create a program?
• Make it Personal
Policy makers are most influenced when they can see how something affects
constituents directly. Tell a story about why this important or why you have a
passion for this topic.
• Wrap-Up
Restate your “ask.” Offer to provide additional information. Always thank them

The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:

Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

Border towns and spaces of (in)visibility.pdf
This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

Emeryville, CA 94608-3517 t (510) 596-4300 | f (510) 596-4389 COVID-19 EMERGENCY RENTAL ASSISTANCE PROGRAM Proposal Summary: Direct the City Manager and staff to create an Emergency Rental Assistance Program to provide homelessness prevention funds to assist affected renters within the City of Emeryville. Take $400,000 from the Emeryville Disaster Relief Fund and create a grant program to assist low- income and vulnerable renters within the City of Emeryville. Eligibility: • Applicant Households must be an “Affected Residential Tenant” residing within Emeryville, as defined in Emeryville’s “COVID-19 Emergency Residential Moratorium Urgency Ordinance” adopted March 19, 2020. • Applications must be submitted by a household member who is a signed tenant to a current, written lease for a Residential Unit within the City of Emeryville. • Applicant Households must document a loss of household income related to COVID-19 impacts. This may include evidence that employment was suspended or terminated, that applicant could not go to available work because of school closure/loss of childcare or could not work because of a coronavirus-related illness. • Applicant Household income must be at or under 100% AMI. Multiple eligible members of the same household may apply jointly for assistance. Maximum one application per household. Assistance: Eligible households will receive direct financial assistance up to $3,000/month. Financial awards will be pro-rated based on the percentage of Applicant Household leaseholders who can document COVID-19 income impacts, as defined. An application may be submitted by an Applicant Household once per month during the duration of the Alameda County Public Health Department’s Emergency Order, provided the economic impacts for the Applicant Household are ongoing. All applicants will be referred to other basic services and assistance programs, including unemployment insurance, nutrition assistance, general cash assistance programs, mental and behavioral health assistance, and others. Implementation: The City Manager is authorized to identify a non-profit or contract provider who has the capacity to administer this program and provide emergency homelessness prevention assistance in the form of financial aid to Emeryville residents. Considerations in selecting a provider to implement this program shall include existing contracted services, providers familiar with the Emeryville community, the ability to receive applications from residents via online services, an outline of basic documentation requirements, and contingencies for assisting undocumented tenants in the community.
