This document summarizes information from the Arkansas Prevention Needs Assessment Survey (APNA) for Stone County. It finds that in 2016-17: - Tobacco use was highest among 12th graders at 28.2% and above the state rate. The average age of first use was younger than 2015-16. - Marijuana use was also highest among 12th graders at 17.9% and above the state rate. This was a change from 2015-16 when 10th graders used the most. - Alcohol use was highest among 8th graders at 4.0%, the same grade as 2015-16. It also identifies the top three risk factors in Stone County as poor family management,

5.  Checks are built into the survey so untruthful surveys
can be eliminated if they:
 Report an impossibly high level of substance use
 Claim to use an non-existent drug included in the survey
 Report on the survey that they were “Not honest at all”
 Confidentiality of the survey is stressed throughout survey.
 Because the survey is anonymous, most of the reasons to exaggerate or deny
behaviors are eliminated.
 Survey was carefully designed to ensure honest responses from
participants.

is 4.8% higher than the state rate (5.6%).
 The grade that uses the most is 12th grade (28.2%).
 This is different than 2015-16, where 10th grade
used the most (24.0%).
 The average age of first use for cigarettes in Stone
County for 2016-17 is younger than last year. The
combined average age for first use is 11.9.

11.  Stone County’s rate for 2016-17 (7.4%) is 3.1%
higher than the state rate (4.3%).
 The grade that uses the most is 12th grade (17.9%).
 This is different than 2015-16, where 10th grade
used the most (17.3%).

12.  Annual health care expenditures in the State
directly caused by tobacco use: $1.21 billion.
 State Medicaid program’s total health expenditures
caused by tobacco use: $293.1 million.
 Estimated annual health care expenditures in
Arkansas from secondhand smoke exposure: $93.6
million.
 Citizens’ state/federal taxes to cover smoking-
caused gov’t costs: $1,046/household.

14.  Stone County’s rate for 2016-17 (1.6%) is 0.2%
higher than the state rate (1.6%).
 The grade that uses the most is 8th grade (4.0%).
 This is the same as 2015-16, although 8th grade’s
rate last year was 2.1% lower (1.9%).

15.  Risk factors are characteristics at the biological,
psychological, family, community, or cultural level
that precede and are associated with a higher
likelihood of negative outcomes.
 Protective factors are characteristics associated
with a lower likelihood of negative outcomes or that
reduce a risk factor’s impact. Protective factors may
be seen as positive countering events.
