Kim Howard has over 20 years of experience in architectural design, planning, and construction project management. She has worked on both commercial and government projects, including sustainable design projects that achieved LEED certification. Currently, she is a Program Manager for federal energy service performance contracts, where she leads project development and manages technical proposals and energy conservation measures.

QUALIFICATIONS
Ms. Howard has 20 years of combined experience in architectural design and planning in commercial, federal,
educational and residential facilities. Her responsibilities have included developing scopes of work, financial and
budgetary planning, and research of code and land use requirements and permit acquisition. She has led design
charrettes and coordinated the collaborative responsibilities of architects and engineers on several sustainable design
projects. Ms. Howard has managed or participated in a variety of construction environments and scopes of work
including, public campuses, tenant-occupied spaces, design-bid-build, and design-build.
PROFESSIONAL EXPERIENCE
Program Manager-Ms. Howard is currently working for Constellation New Energy on Federal Energy Service
Performance Contracts (ESPCs) as a Program Manager. Her responsibilities include leading and defining project
development for Preliminary Assessments and Investment Grade Audits. She is responsible for managing and
developing technical proposals, Request for Proposal (RFP) and Request for Qualification (RFQ) and working with
engineers to develop energy conservation measures to present to federal customers. These comprehensive energy
efficiency retrofit projects pay for themselves through the guarantee of energy savings over a project term. Projects
include:
• Smithsonian Institution National Zoological Park and Conservation Biology Institute ESPC project
• Veterans Administration Philadelphia Boiler Retrofit Project
• Aberdeen Proving Ground Energy Efficiency Feasibility Study
Proposal Manager-Ms. Howard worked for EA Engineering, Science and Technology, Inc. in the construction
management office in Baltimore City as a Proposal Manager. She was responsible for managing and developing
technical responses to RFP. Her responsibilities included outlining, scheduling and developing strategies for responses
to proposals. Ms. Howard worked collaboratively with business unit managers, engineers, and sub-consultants to
prepare proposals that met the objectives and scope of work for the project. Ms. Howard assisted in writing, editing and
reviewing the following Final Assessment Report.
• EA Engineering developed a comprehensive facilities management system that allowed the City of Baltimore
to update the inventory of properties owned and used by the City. Building conditions assessments were
performed to determine space utilization and recommendations were made for facility upgrades that included
cost considerations for leases that would result in more efficient use of city properties. A comprehensive
building assessment (CBA) was performed that provided recommendations concerning compliance with
current building codes and standards, building material replacement and system upgrades to improve energy
performance along with conceptual level cost estimates for recommended improvements.
Architectural Designer-Ms. Howard worked for three architectural firms: Frederick Ward Associates; Architects,
Engineers and Planners, Sanders Designs Architects and Creative Design Associates, Inc. as an Architectural Designer.
Ms. Howard developed architectural plans using AutoCAD, was responsible for researching zoning, code and land use
requirements and was responsible for all aspects of code compliance and permitting acquisition. She provided field
survey experience, design concept drawings and cost estimates for the following types of construction projects:

LEED Project Facilitator–Ms. Howard worked for TerraLogos Architects as a LEED Project Facilitator. Ms. Howard
was responsible for coordinating design charrettes and assisting the project team in assessing, documenting and
implementing the LEED Rating System. Ms. Howard managed the project team in areas of sustainable sites, stormwater
and water management, community integration through bike paths and new bus service routes, indoor air quality,
