Reference Letter for Octávio Almeida
I had the pleasure of working with Octávio Almeida on a large-scale international EPC project
for ALNG in Soyo, Zaire, North Angola.
Between 2012 and 2014, while assuming design team leadership duties for an international
design company, I worked with Octávio on a daily basis.
Octávio was then - and still is - a lead engineer for MSC (MSF+Soares da Costa contractor
consortium for the EPC) representing the contractor near the design team and assuming a
key role on managing the whole process and on the interaction between all the parts involved
in the project.
The designated EPC project (ALNG Permanent Housing Development) now under
construction, consisted on the development of general infrastructure system plus 100
detached housing units (T3 to T5 typologies), 19 apartment block units (T2 and T3
typologies), two schools, a clinic, a recreation facilities complex, a data center, road network
and circulation system, helipad and all technical facilities.
Octávio always excelled in organization and management, detailed in documental
management and communication and proactive in the handling of schedule and costs.
He also anticipated construction issues early enough to discuss at site meetings and to adapt
project schedules to maintain momentum of the project as well as keep in step with the
schedule and objectives.
He was highly attentive to detail and had / has a solid ability on problem solving and keen on
technical and human resources inter-relation.
Throughout the complexity of the project, Octávio established and maintained a consistent
clear line of communication as well a chain of command which helped make decision making
efficient.
He is honest, forthright and professional in his conduct.
Therefore I feel honored not only for having met (and work with) Octávio, but also to
recommend him with my highest consideration, respect and admiration.
