Tras consultas y negociaciones, se logró un acuerdo sobre un texto que promueve ampliamente la reutilización y la transparencia en las condiciones.
Este documento describe la aparición de un nuevo actor en el ecosistema de datos abiertos llamado operador de datos. Los operadores de datos colaboran con el sector público y privado para extraer, formatear y agregar datos de múltiples fuentes, asegurando su calidad. Pueden ofrecer los datos bajo diferentes modelos de precios como pago por descarga individual, suscripción o contenido gratuito con publicidad. Los acuerdos exclusivos están permitidos por un periodo de tres años cuando son necesarios para prestar un servicio público.
