Major Duties and Responsibilities: Justin is assigned to provide on-site support services as the Antiterrorism
Program Coordinator lhe Arkansas Army National Guard, responsible for the antiterrorism (AT) program across the
state of Arkansas. Specific examples of Justin's duties and responsibilities include:
e Directlv and consistently liaise with the NationalGuard Bureau, Army Directorate, Operations Division, Force
Protection Branch (NGB ARO-FP) to coordinate and develop state/site AT program initiatives, correspondence,
plans, and controls in compliance with ARO-FP guidance and strategic plans.
. Support the development of AT plans, guidance, and standards for protecting state/site personnel, information,
critical resources, mission essential vulnerable areas, and critical infrastructure from acts of terrorism.
. Support coordination with local and state authorities lo develop, update, and support state/site AT plans and
the sharing of critical resources.
. Support the development and implementation of Random Antiterrorism Measures Program (RAMP) initiatives
and prepare/guide the preparation and maintenance of contingency plans for mitigation, alert, response,
recovery, and reporting of terrorist events or actions. Continuously evaluate the effectiveness ol the RAMP and
maintain a written record,
e Coordinate with ARO-FP, and tederal/statelDepartment of De{ense (DoD) resources and law enforcement
organizations to conduct threat assessments. Ensure information is disseminated to appropriate entities within
ARO-FP and the Army NationalGuard (ARNG) organization. Assist subordinate elements in conducting threat
assessments.
r Conduct Level I AT Awareness Training for state personnel. Coordinate necessary Levels ll-lv AT Training
and support the incorporation ol AT training into unit training plans and pre-mobilization training. Maintain
records for allAT related training.
. Support the planning and development of annual AT exercises for ARNG units.
. Support the conduct of vulnerability assessments and pre-deployment vulnerability assessments for deploying
units.
. Support the conduct of annual program reviews and evaluation of subordinate programs.
. Organize command and staff relationships, support the establishment of a functional AT Committee and Threat
Working Group.
o Provide AT resource management and ensure AT funding requirements are identified during the Program
Objective Memorandum (POM) and prioritized based on threat vulnerabililies.
. 'Support AT-related review of installation military construction (MILCON) projects.
. Work closely with ARO-FP to maintain state/installation AT program products on the ARNG AT program
manager (ATPM) Guard Knowledge Online (GKO) database.
. Formally identify potential High Risk Personnel (HRP) to NGB ARO-FP for approvaland, if necessary,
coordinate the receipt appropriate resources and additional AT training.
. Support the development and exercise ol the ARNG site attack warning system and conduct drills on
emergency evacuations.
. Track identified vulnerabilities through resolution.
r Facilitated that triennial assessment from higher-headquarters and reduced the slate vulnerabilities/concerns
lrom 15 to 3.
r Developed a corrective action plan to guide state ATOs in correcting vulnerabilities/concerns.
Notable Contributions and Strengths: Justin's notable contributions include:
. Completed the Arkansas Antiterrorism Policy, which was signed by the Adjutant General.
. Developed a unique special event assessment process lor any event involving at least 300 National Guard
personnel.
. Developed a guide to help ATOs request resources and mitigate vulnerabilities.
. Developed a toxic industrial hazard methodology for identifying toxic threats.
. Compiled CVAMP entry requirements into a streamlined commander's evaluation process.
r Developed a waiver process for shortfalls in AR 525-13, Standard 17, relating to MILCON projects.
r Compiled a facility Levelof Protection Guide based on the UFC's to assist ATOs in completing the
Countermeasure Recommendation
