Measurement and Verification 
Primex Plastics is making a concentrated effort toward sustainability and profitability by reducing their carbon footprint 
and ongoing energy costs in all US plants. The Corsicana, TX plant was chosen as a pilot plant to test the claims made by 
Quality Energy that, the utilization of Elspec dynamic VAR compensation systems would reduce the power consumed, 
improve power factor, increase the total capacity of the existing electrical infrastructure and improve plant power 
quality. To verify these claims, prior to the installation of the Elspec systems, Quality Energy installed our Elspec G4k 
Class A electrical meter at the main switch gear of the Corsicana, TX facility. The G4k recorded energy usage and power 
quality data before and after the installation of the three Elspec systems located at the main switchgear and at extrusion 
lines 4 & 6.  The following graph details the data recorded by the G4k meter and illustrates energy parameters before 
and after commissioning the 3 Elspec systems November 7, 2008 as represented below: 




                                                                                                                                 

The data illustrates several positive results which verify the forecasted savings in our proposal.  Data from the above 
illustrates a significant increase in voltage and power factor coupled with an equally significant decrease in current, KVar 
and watts consumed.  This data and the financial impact are illustrated in the table on the following page.

Conclusions: 
Total amp load & wattage for the entire plant was reduced by 26.5% and 10.3% respectively. Also, it is important to note 
the KW demand is reduced by 3.3%.  In many of your plant locations, this could be a larger portion of total savings based 
on local utility tariffs. 

The results in a KVAR reduction of over 60.62% will enable expansion of an additional line in the Corsican, TX operation 
without the need for expensive expansion in electrical infrastructure. 

The results in a KWH reduction of almost 10.3% will be directly reflected in the Constellation New Energy bill.  Based on 
the past 12 months bills (EXHIBIT 1 attached) show the electrical usage totaled 4,440,441 KWH annualized to 4,591,894.

In our proposal to management for this pilot plant                                        Figure 3
dated August 8, 2008, we projected ongoing annual costs reductions of $61,810 and have delivered $73,043 or 171% of 
projected savings.  Additionally, the electrical network in the plant will realize a substantially improved power quality 
environment and the subsequent negative impacts on equipment repair and down time will be reduced.

The Elspec systems also increased 
the voltage in the facility by 9.2 
volts over the existing level of 
489.2 volts to 498.4 volts.  After a 
few months of operation with all 
Elspecs operating we would like 
your permission to approach the 
utility provider with the 
recommendation of a “tap down” 
of 2.5% on the main transformer 
providing power to the plant.  If 
this is possible, additional savings 
of 4% or more in KWH 
consumption may be achievable. 

The graph of “Comparison of 
Investments” illustrates the long 
range financial benefit of this 
project compared to a 9% 
certificate of deposit, based on the results of the pilot plant in TX.  We look forward to evaluating the savings potential 
at other Primex Plastics locations. It is our sincere belief that similar energy savings opportunities exist throughout your
