2011年3月11日,日本東北地區發生了規模9.0的地震,地震與海嘯造成的傷亡及福島第一核電廠事故震驚世人。正當全世界將焦點聚集在福島事故,同一時間,距離地震震央更近、地震搖晃程度更劇烈、面臨同樣海嘯高度的女川核電廠,卻能夠安全地停機,甚至成為鄰近居民的避難收容所,究竟是什麼因素決定了這兩座核電廠如此不同的命運?本文透過日本科學新聞記者:東鳩和子女士之專題報導「How Onagawa Responded at the Time?」來介紹女川核電廠與其在大地震與海嘯後面臨的挑戰,並以其作為借鏡與省思的依據。
本概說的目的是要勾勒出NTTF 2.3 地震巡查程序書的關鍵要求,以便建立美國核管會(NRC)在2012 年3 月12 日頒布的10CFR50.54(f)信函(以下簡稱50.54(f)信函)所要求的資料。
巡查的要求聚焦於兩部份:(1)將目前的電廠組態與目前的執照基準互相比較與確認(2)確認不符合或未曾分析過的狀況。50.54(f)信函對巡查的要求,則是取自下列現有
