This document discusses strengthening the core capacities of targeted ministries in Somaliland through 4 components: 1) organizational reviews and HR reforms for ministries, 2) a talent management program for young graduates and mid-level managers, 3) management and common services training, and 4) building the capacity of the Civil Service Institute to provide additional training programs focused on skills for economic development and service delivery. Specific activities proposed include conducting training needs assessments, developing partnerships for training delivery, and providing on-the-job coaching. The next steps outlined are to assess training needs and the Civil Service Institute's capacity, and identify international partners to support leadership development programs.
