Component 2: Strengthening Core Capacity
of Targeted Ministries
Sub-component 2.1 Re-organization and roll out of HR reform
• Undertake basic organizational reviews for targeted ministries
• Re-structuring and change management
• Strengthening of HR units and roll out of HR reforms (payroll, records keeping, ..)
Sub-component 2.2 Talent Management Program
• Young Graduates
• Mid-level Managers
Sub-component 2.3 Management and Common Services Training
• Training courses to mid/senior-level management and common services staff.
• Support to establish or deepen partnership arrangements
Component 2: Strengthening Core Capacity
of Targeted Ministries
Objective:
Improving functionality of selected core Government agencies implementing GoSL
programs and initiatives supporting social economic development.
Linked to GoSL PSRP initiative/component 2 and 4:
Contribute to ensuring effectively structures institutions efficiently carrying out functions
according mandate and acquiring and maintaining competent and client focused staff.
Four pronged
1. Review and reorganization of selected ministry structures
2. Roll out of HRM systems and process including laws and regulations (part of
Component 1.2)
3. Talent management program
4. Training and capacity building (CSI collaboration critical)
Component 2: Strengthening Core Capacity
of Targeted Ministries
3. Training and capacity building of selected Ministries and Agencies.
Main focus on skills and knowledge facilitating economic development and
service delivery for the GoSL.
CSI mandated to conduct training and capacity building for GoS Civil
Service.
CS Reform is going to involve a lot of system and process changes requiring
new skills and knowledge.
 A number Training Needs Assessment processes have been carried out
focusing on selected entities – including CSI, CSC, GGAC, Solicitor General
and Ministries of Commerce, National Planning and Development.
Ongoing Capacity Surge Project – bringing in project management skills
mainly for Ministries and agencies implementing SDF projects.
Other institutions exist in Country that can deliver selected training.
Component 2: Strengthening Core Capacity of
Targeted Ministries
3. Training and capacity building of selected Ministries and Agencies.
Selected activities:
a) Build capacity of CSI to take on more trainings – focusing on M&E,
leadership and management development, policy development and HRM
b) Facilitate partnerships between CSI and other facilities and international
and regional institutions to develop curricular and deliver training;
c) Support membership to international bodies and ensure institute keep
up to date with developments in management and other key skills.
d) Conduct On the job training and coaching for civil service selected
institutions using both consultants and CSI partner
e) Deliver short targeted and demand driven training for Civil service
f) Explore Caravan approach to deliver training at less cost for decentralized
staff.

3. Training and capacity building of selected Ministries and Agencies.
Next Steps:
a) Capacity needs assessment for CSI
b) TNA and review needs from CS and legal reforms;
c) Identify international partner for CSI capacity building and to
support course development, on the job training and coaching for
leadership program
d) Design programs for selected priority skills
