Introduction
The invitation to comment on Thomas E Drabek’s Human System Responses to
Disaster: An Inventory of Sociological Findings provides an opportunity to reflect on
the practice of emergency management and the evolving role of the emergency manager.
This focus is timely. The past decade has brought disaster into sharp relief for many;
several large-scale impacts have occurred; and disaster costs (in lives and property
damage) have escalated. The links between community growth, land-use management
practices and vulnerability have become more apparent. These issues have taken place at a
time when the clarion call is for smaller government and more fiscal constraint. This
combination is prompting questions, particularly from central government, about the
function and value of emergency management arrangements.
It is also appropriate to re-think the emergency manager’s role in contemporary society.
Much has changed in 10 years, ranging from the burgeoning of relevant information to the
need to develop integrated management programs for responders. This is leading to a re-
definition of the task-set and a re-evaluation of the emergency manager’s job parameters.
College-level programs and other knowledge-based accreditation courses are rapidly
becoming a prerequisite. These developments are enhancing the image of emergency
management and helping it progress to being a distinctive professional sector.
This essay uses Drabek’s 1986 publication Human System Responses to Disasters as a
vehicle to reflect on major developments influencing emergency management practice. It
begins by locating Human System Responses to Disasters within the disaster sociology
literature, and argues that the book makes two major contributions to disaster study. From
here, the focus of the essay shifts from Drabek’s work to identifying elements that
characterized emergency management practice at the time when Drabek wrote his text.
The essay moves on to look at some current issues pertaining to emergency management,
and leads into a discussion of where the practice might be heading in the coming decade.
A brief return to Human System Responses to Disasters completes the discussion.

Whether a crisis or disaster is natural or man-made, effective communication strategies are needed no matter where it occurs. A great deal was learned about communication issues in the aftermath of Hurricane Katrina. After this disaster, thousands of residents in Alabama, Mississippi, and Louisiana were without roads, electricity, or cell phone towers. Because of this, creative means of communication, both inside and outside the region, were needed. Agencies with satellite phones had no difficulty, but for most survivors this was not a possibility—it was difficult to make phone calls both outside and inside the region. One means of communicating, however, was successful for many—text messaging. But, of course, this required a digital phone with texting capability, which not all had access to. In order to reach survivors who did not have this capability, four-wheel drive vehicles or trucks were necessary because roads and bridges were destroyed. Transportation became a significant element for communication.
Other less intense crises present communication issues as well. All crises involve an organizational plan that outlines how to communicate decisions and how to respond to the crisis. Media is almost always present, and they require communication that is rapid and accurate. Coombs (Crandall, Parnell, and Spillan, 2010) identifies uses of communication strategies for the various stages and types of disasters.
Note: Hurricane Katrina is referenced many times in this course because so much was learned from mistakes made during and after that crisis. Crisis responders and those in charge of planning for crises learn from each and every incidence. For example, being sure to look out for vulnerable populations, such as the elderly, is now a priority because 13,000 died during an extreme heat wave in France in August 2003. Every crisis and/or disaster offers an opportunity to reevaluate what worked and what needs improvement for the next incidence.
To prepare for this assignment:
Review Chapters 7 and 8 in your course text, Crisis Management in the New Strategy Landscape, paying particular attention to the different considerations that should be taken during the beginning, middle, and end of a crisis. Also focus on the methods of establishing communications with various populations during a crisis.
Review Chapter 6 in your course text, Crisis Intervention Strategies, and focus on how the telephone and the internet can be utilized as alternative forms of communication during a crisis.
Review the article, "The Northridge Earthquake: Community-Based Approaches to Unmet Recovery Needs." Focus on populations whose needs were not met and think about how various communication strategies and community organizations might have resolved those unmet needs.

Unit Summary
The dangers of fire to life and property are ever present, and from the earliest
times efforts have been made to prevent fire. In ancient Rome, firefighters
patrolled the streets to enforce fire prevention procedures and administered
corporal punishment to offenders of fire codes. Records of fire prevention efforts
in England date back to 872 and reveal some unusual practices: a bell was rung
as a signal to extinguish all household fires at an early evening hour; women
patrolled the streets at night to detect fires and to act as a fire alarm system;
arsonists were punished by being burned alive. Fire prevention in the early
history of the U.S. began between 1785 and 1807; ordinances were enacted in
Reading, Pennsylvania.
Fire prevention has come to be recognized as a science. However, in practical
application, major improvements have come about mostly because of tragidies
associated with fires in which many lives have been lost and extensive property
damage has been sustained. Today the basic concepts of education,
engineering, and enforcement apply to the subject of fire prevention as well as
the development of codes and regulations.
Fire prevention codes are usually the domain of the fire department. They are
principally concerned with fire safety regulations in the maintenance and use of
buildings and premises and with respect to hazardous materials, processes, and
machinery used in buildings.

Reflection paper on fire prevention
Historical event that had an effect on the modern fire prevention practices
The Triangle Shirtwaist Factory fire that occurred in 1911 in New York City was the fatal calamity in the olden times of the city. The fire resulted to the demises of 146 clothing where some passed on from the fire, falling to their deaths or smoke breathing. Most of the victims came from Italy and were women aged between 16-23 years old (Getzinger, D., 2009).After the occurrence of Triangle Shirtwaist Company fire, some measurers were put in place including building codes and guidelines. These would cause fires less probable to flinch and blowout to the buildings in the vicinity. Fire prevention and fire suppression are some of the factors that started to be put in place. In addition, new systems and resources for avoiding fires were established. Hydrants, extinguishers, fire alarms, and sprinkler systems are devices that easened the response to fires more hastily and competently. More people started specializing in scheming, mounting, fixing, and preserving fire-prevention systems (Getzinger, D., 2009).
Thoughts about the concepts from the unit’s Reading Assignment
According to this article, the main motivation of fire departments is depression where it is believed that if fire departments were to respond to fire outbreaks and bring them under control, its obligations would be achieved. However, I differ with this concept because it concentrates on solving the problem of fire outbreak when it has already occurred instead of preventing it. In my view, more investment should be made on prevention measures rather than trying to solve the problem when it has already occurred. The article also mentions the integration of education of firefighters, investigators, inspectors, etc. Educating these groups of personnel make the fire prevention system strong and robust since it includes joined forces. One group of professionals alone cannot eradicate the entire issue of fire prevention. Therefore, the role of National Professional Qualifications System which is responsible for state certification of fire service personnel should be protected and supported (Mcguire-Wolfe, et al, 2013).
According to this article, educating the public on the steps to take in case of fire occurrence is a key factor in fire prevention. This is crucial because the fire prevention personnel may not be in the point of fire incidence at the time of fire break out. Therefore, coordination with the public would help a great deal in reducing deaths caused by fires. However, this article mentions education of all people irrespective of age. Some of the fire victims are infants and training them on fire prevention measures may not be of help sinc.

Whether a crisis or disaster is natural or man-made, effective communication strategies are needed no matter where it occurs. A great deal was learned about communication issues in the aftermath of Hurricane Katrina. After this disaster, thousands of residents in Alabama, Mississippi, and Louisiana were without roads, electricity, or cell phone towers. Because of this, creative means of communication, both inside and outside the region, were needed. Agencies with satellite phones had no difficulty, but for most survivors this was not a possibility—it was difficult to make phone calls both outside and inside the region. One means of communicating, however, was successful for many—text messaging. But, of course, this required a digital phone with texting capability, which not all had access to. In order to reach survivors who did not have this capability, four-wheel drive vehicles or trucks were necessary because roads and bridges were destroyed. Transportation became a significant element for communication.
Other less intense crises present communication issues as well. All crises involve an organizational plan that outlines how to communicate decisions and how to respond to the crisis. Media is almost always present, and they require communication that is rapid and accurate. Coombs (Crandall, Parnell, and Spillan, 2010) identifies uses of communication strategies for the various stages and types of disasters.
Note: Hurricane Katrina is referenced many times in this course because so much was learned from mistakes made during and after that crisis. Crisis responders and those in charge of planning for crises learn from each and every incidence. For example, being sure to look out for vulnerable populations, such as the elderly, is now a priority because 13,000 died during an extreme heat wave in France in August 2003. Every crisis and/or disaster offers an opportunity to reevaluate what worked and what needs improvement for the next incidence.

Review Chapters 7 and 8 in your course text, Crisis Management in the New Strategy Landscape, paying particular attention to the different considerations that should be taken during the beginning, middle, and end of a crisis. Also focus on the methods of establishing communications with various populations during a crisis.
Review Chapter 6 in your course text, Crisis Intervention Strategies, and focus on how the telephone and the internet can be utilized as alternative forms of communication during a crisis.
Review the article, "The Northridge Earthquake: Community-Based Approaches to Unmet Recovery Needs." Focus on populations whose needs were not met and think about how various communication strategies and community organizations might have resolved those unmet needs.

Unit Summary
The dangers of fire to life and property are ever present, and from the earliest
times efforts have been made to prevent fire. In ancient Rome, firefighters
patrolled the streets to enforce fire prevention procedures and administered
corporal punishment to offenders of fire codes. Records of fire prevention efforts
in England date back to 872 and reveal some unusual practices: a bell was rung
as a signal to extinguish all household fires at an early evening hour; women
patrolled the streets at night to detect fires and to act as a fire alarm system;
arsonists were punished by being burned alive. Fire prevention in the early
history of the U.S. began between 1785 and 1807; ordinances were enacted in
Reading, Pennsylvania.
Fire prevention has come to be recognized as a science. However, in practical
application, major improvements have come about mostly because of tragidies
associated with fires in which many lives have been lost and extensive property
damage has been sustained. Today the basic concepts of education,
engineering, and enforcement apply to the subject of fire prevention as well as
the development of codes and regulations.
Fire prevention codes are usually the domain of the fire department. They are
principally concerned with fire safety regulations in the maintenance and use of
buildings and premises and with respect to hazardous materials, processes, and
machinery used in buildings.

Reflection paper on fire prevention
Historical event that had an effect on the modern fire prevention practices
The Triangle Shirtwaist Factory fire that occurred in 1911 in New York City was the fatal calamity in the olden times of the city. The fire resulted to the demises of 146 clothing where some passed on from the fire, falling to their deaths or smoke breathing. Most of the victims came from Italy and were women aged between 16-23 years old (Getzinger, D., 2009).After the occurrence of Triangle Shirtwaist Company fire, some measurers were put in place including building codes and guidelines. These would cause fires less probable to flinch and blowout to the buildings in the vicinity. Fire prevention and fire suppression are some of the factors that started to be put in place. In addition, new systems and resources for avoiding fires were established. Hydrants, extinguishers, fire alarms, and sprinkler systems are devices that easened the response to fires more hastily and competently. More people started specializing in scheming, mounting, fixing, and preserving fire-prevention systems (Getzinger, D., 2009).
Thoughts about the concepts from the unit’s Reading Assignment
According to this article, the main motivation of fire departments is depression where it is believed that if fire departments were to respond to fire outbreaks and bring them under control, its obligations would be achieved. However, I differ with this concept because it concentrates on solving the problem of fire outbreak when it has already occurred instead of preventing it. In my view, more investment should be made on prevention measures rather than trying to solve the problem when it has already occurred. The article also mentions the integration of education of firefighters, investigators, inspectors, etc. Educating these groups of personnel make the fire prevention system strong and robust since it includes joined forces. One group of professionals alone cannot eradicate the entire issue of fire prevention. Therefore, the role of National Professional Qualifications System which is responsible for state certification of fire service personnel should be protected and supported (Mcguire-Wolfe, et al, 2013).
According to this article, educating the public on the steps to take in case of fire occurrence is a key factor in fire prevention. This is crucial because the fire prevention personnel may not be in the point of fire incidence at the time of fire break out. Therefore, coordination with the public would help a great deal in reducing deaths caused by fires. However, this article mentions education of all people irrespective of age. Some of the fire victims are infants and training them on fire prevention measures may not be of help sinc.
