the ED on May 30 on
money laundering
charges.
“I wonder how people
who lose their memory
continue in some gov-
ernments and remain as
ministers.... Kejriwal ji
has kept such ministers
who have memory loss,”
Thakur told reporters
after a cabinet briefing.
“I would also like to
tell the people of
Himachal Pradesh that
the AAP has made such
an in-charge who does
not have good memory
and tomorrow he would
not even remember
someone who meets
him,” Thakur said.

departments on a “mission
mode”, in line with PM
Modi’s instructions to
recruit 10 lakh people in all
central government depart-

and a half.
Ahead of the International Yoga
Day celebrations, Prime Minister
Narendra Modi on Tuesday said that
Yoga is a perfect blend of gyaan
(knowledge), karm (action) and
bhakti (devotion). He also said that
in a fast-paced world, Yoga offers a

A cloud cover
cocooned Delhi on
Tuesday, causing the
maximum tempera-
ture at the Safdar-
jung Observatory, the
city’s base station,
to drop below 40 de-
grees Celsius for the
first time this month,
according to the
India Meteorological
Department (IMD).
The observatory re-
corded a maximum
temperature of 39.6
degrees Celsius as
against 43.7 degrees
Celsius on Mon-
day. The minimum
temperature settled
at 31.2 degrees Cel-
sius, three notches
above normal.
CBI Court
reserves order on
Jain’s bail plea
New Delhi (ANI): Cen-
tral Bureau of Investiga-
tion (CBI) Court on Tues-
day reserved an order on
the bail plea of Delhi
Health Minister Satyen-
dar Jain in a money laun-
dering case.
Senior counsel for
Jain submitted, “no case
of money laundering is
made out against him.”
On the other hand, the
prosecution said there
are threats to witnesses.
The investigation is still
pending and he can influ-
ence the witnesses. He is
involved in money laun-
dering using Hawala
channel. Special CBI
Judge Geetanjali Goel re-
served the order after a
long hearing. The court
is likely to pronounce the
order on June 18.
Enforcement Directo-
rate (ED) arrested Jain
on May 30. He was sent to
judicial custody on Mon-
day till 27 June.

TEACHERS
TO BE

New Delhi (Agen-
cies): The Delhi
government is set
to launch the “pro-
ject teacher em-
powerment”, an
intensive English-
speaking training
course for the
teachers of its
schools, according
to officials. Under
the programme,
which will be open
to all regular
teachers, vice-
principals and
principals, the par-
ticipants will un-
dergo two hours of
face-to-face train-
ing every day for a
total of 160 hours.
“It is anticipat-
ed that this project
will result in a
paradigm shift in
your existing
dexterity regard-
ing the use of the
English language
in schools and
otherwise. It is en-
visioned that
this continuous
professional devel-
opment opportu-
nity will be a high-
light of your
whole teaching-
learning journey,”
it added.
Lifts will come
up at 3 foot
overbridges
New Delhi (PTI): The
Delhi government has
sanctioned Rs 1.46
crore for the installa-
tion and operation of
lifts at three foot over-
bridges (FOBs) in east
Delhi, according to an
official order.
The work will be ex-
ecuted by the Delhi gov-
ernment’s Public Works
Department (PWD).
PWD officials said
that these lifts will be in-
stalled at FOBs in Vish-
was Nagar, Ramprastha
and Hasanpur Depot —
all in east Delhi.
An amount of Rs
48.87 lakh has been
sanctioned for the in-
stallation and commis-
sioning of each lift.
Officials said that
these elevators will
have a capacity to ferry
13 passengers in one go.
The PWD issued the
orders in this regard
last week.
Similar orders were
issued by the PWD last
week for installation of
lifts at Ramprastha and
Hasanpur Depot also.
Leaves of policemen cancelled in
north-west district over law & order
New Delhi (PTI): The
Deputy Commissioner
of Police of Northwest
district in Delhi has is-
sued an order cancel-
ling the leave of all po-
lice personnel, citing
communal scenario
and the prevailing law
and order situation in
the national capital.
The order, dated June
13, was issued by Depu-
ty Commissioner of Po-
lice Usha Rangnani.
In view of communal
scenario and prevailing
law and order situation
in Delhi, all kinds of
leave(s) are hereby
stopped with immedi-
ate effect.
The leaves already
granted or sanctioned
are also hereby can-
celled, according to the
order.
“The officer/staff
who are already run-
ning on leave shall join
their place of duty at
once, without fail. No
officer shall grant/
sanction any kind of
leave to their subordi-
nate staff without prior
approval of DCP/NWD.
All the supervisory of-
ficers shall ensure the
compliance,” it read.
The order warned
that non-compliance
may attract stern action
against erring officials
or staff.
Clashes broke out be-
tween two communities
during a Hanuman Jay-
anti procession in Ja-
hangirpuri in north-
west Delhi on April 16,
leaving eight police per-
sonnel and a local in-
jured.
So far, 36 people,
including three juve-
niles, have been
nabbed by the police in
connection with the in-
cident.
Police have also tight-
ened vigil following
protests over controver-
sial remarks by two
now-suspended BJP of-

Waterlogging: NDMC
completes Phase 1
of desilting drive
New Delhi (PTI): The
New Delhi Municipal
Council (NDMC) has
set up six control
rooms in its area to
check waterlogging
during the upcoming
monsoon season, offi-
cials said on Monday.
The civic body has
also identified five
vulnerable points
where chances of wa-
ter stagnation due to a
downpour are high.
“The NDMC has set
up six control rooms
in its area to prevent
waterlogging during
heavy rain. These
have been set up at
Sangli Mess, Khan
Market, Netaji Nagar,
Malcha Marg, Mandir
Marg and Hanuman
Road (drainage ser-
vice centres) in the
civic body’s area,”
NDMC member Kul-
jeet Singh Chahal said
at a press conference.
We have also identi-
fied five points, in-
cluding Africa Ave-
nue, Baba Kharak
Singh Marg,
Panchkuian Road,
Purana Quila Road
and Lodhi Estate that
are susceptible to wa-
ter stangation, Cha-
hal said.

New Delhi: A sub-inspector of the Delhi Police was
killed and a head constable seriously injured when the
vehicle they were travelling
in collided with a truck late
on Monday night near Uttar
Pradesh’s Gajraula, the
police said. The deceased,
identified as SI Subhash
Chand of West Delhi’s
Harinagar police station, was bringing in a minor girl
– who had been rescued after a kidnapping – when
the accident occurred, according to the police. Deputy
commissioner of police (west) Ghanshyam Bansal
said, “SI Subhash Chand was returning from the Ba-
reilly direction when a moving truck collided with his
vehicle. Head constable Rajender was badly wounded
in the accident and is currently in the hospital.”

on Monday evening, the deputy commissioner
directed officials of the municipal corporation of
Faridabad and the National Highways Authority of
India (NHAI) to expedite the work of cleaning the
drains and ensure that all the cleaning works are
completed before the monsoon season.

(IIT), Delhi have devel-
oped low-cost, super-
elastic, buckling-re-
strained braces to en-
hance the earthquake
resistance in construct-
ed structures.
According to offi-
cials, the braces, for
which a patent has also
been applied have sev-
eral advantages, such
as all-steel components,
on-site fabrication and
assembling process,
post-earthquake inspec-
tion, and easy replace-
ment.
The earthquake re-
sistance of civil struc-
tures is often improved
by using seismic force-
resisting systems or vi-
bration control devices.
Buckling-restrained
braces are the special
structural elements
that serve both purpos-
es, they said.
Pollution reducing life expectancy by 10 yrs in city
AIR QUALITY
New Delhi (PTI): Air
pollution is the great-
est threat to human
health in India and the
average Indian resi-
dent is set to lose five
years of life expectan-
cy if the WHO guide-
lines are not followed,
according to the Ener-
gy Policy Institute at
the University of Chi-
cago’s (EPIC) Air Qual-
ity Life Index (AQLI)
released on Tuesday.
The residents of
Delhi, the most
polluted mega city in
the world with the aver-
age annual PM2.5 lev-
els exceeding 107 mi-
crograms per cubic
metre or more than 21
times the WHO guide-
lines, stand to lose 10
years of life expectan-
cy if the current air
pollution level persists,
the report said.
According to the new
World Health Organi-
zation (WHO) guide-
lines issued last year,
the average annual
PM2.5 concentration
should be no higher
than five micrograms
per cubic metre. It was
10 micrograms per cu-
bic metre earlier.
Measured in terms of
life expectancy, the
AQLI shows that ambi-
ent particulate pollu-
tion is consistently the
world’s greatest risk to
human health.
Globally, air pollu-
tion reduces 2.2 years of
life expectancy, relative
to a world that follows
the WHO guidelines.
This impact on life ex-
pectancy is comparable
to that of smoking,
more than three times
that of alcohol use and
unsafe water, six times
that of HIV/AIDS and
89 times that of conflict
and terrorism.
Average annual PM2.5 concentration

by the Enforcement Directorate in a money
laundering case. He will appear before the
probe agency today. The case is related to

New Delhi: WHO on
Tuesday said it would
hold emergency meet-
ing next week to deter-
mine if Monkeypox out-
break should be classi-
fied as a public health
emergency of interna-
tional concern.
“The outbreak of
monkeypox is unusual
 concerning. For that
reason, I have decided
to convene Emergency
Committee under the
International Health
Regulations next week,
to assess whether this
outbreak represents a
public health emergen-
cy of international con-
cern,” said WHO chief
Tedros Adhanom Ghe-
breyesus.
The emergency com-
mittee will meet on
June 23 to discuss the
designation, which is
the highest alarm the
UN agency can sound.
“WHO is also work-
ing with partners and
experts from around
the world on changing
name of monkeypox vi-
rus... and the disease it
causes,” Tedros said.

he new Agnipath re-
cruitment scheme
for the Army, Air
Force and the Navy
which was unveiled
Tuesday, does hold promise to
radically transform the forces
with the infusion of fresh blood
every four years. At the end of
four years a significant percent
of the troops will get a chance to
be retained for a longer period.
These soldiers will be called Ag-
niveers. The scheme offers at-
tractive incentives for the youth
and at the same time drastically
reduces the defence budget as
the recruits will not be eligible
for pension. The scheme will be
different from the Short Service
Commission which is meant for
recruiting only officers.
Some objections to the scheme
stem from the short service pe-
riod which may not be enough
for the assimilation of Agniveer
in the larger set-up, a major re-
quirement in the armed forces.
Some retired officers chose to
call them “tourist soldiers”
whose mind may be preoccupied
with life after four years, affect-
ing operational ethos.

the Supreme
Court and high
courts have writ-
ten a letter to the
Chief Justice of India NV Ra-
mana requesting him to take
suo motu cognizance of the
bulldozer justice being meted
out to protesters in Kanpur
and Prayagraj. Such letters
have lost their significance in
the prevailing scenario of
deep-seated biases, whether
political or communal.
To recall, in April a num-
ber of former bureaucrats
had written a letter to Prime
Minister Narendra Modi
drawing his attention to the
“politics of hate”. The PM did
not have to respond to that
letter as an equal number of
former bureaucrats, judges
and generals came together
to defend the Modi govern-
ment and questioned the mo-
tives of signatories to the let-
ter. The list of those defend-
ing the Central government
included eight judges.
This time around there
may be former judges of the
Supreme Court and high
courts who would probably
agree with the new system of
justice to silence the minori-
ties and curb democratic pro-
tests. If they also decide to
write to the CJI those in ur-
gent need of justice will have
to wait for delayed justice.
Provided they are left with
the means and the courage to
take on the system.
The letter has requested
for “suo motu cognizance”
which the courts could have
taken without being remind-
ed of it.
How would these judges
have reacted to a similar situ-
ation while they were in of-
fice? Probably, they would
have flowed with the tide.
Some of the innocent victims
must be wondering who will
protect their rights if the
courts don’t.

bedfellows. In rajneeti, it’s
not over till it’s over. The Saf-
fron party’s strength in
(state) assemblies suggested
that the party could retain
only 20 of the 24 Rajya Sabha
seats it held in the biennial
polls for 57 seats but as the
(electoral) process got over
and on Saturday it was real-
ised that the BJP finally won
22 and also ensured victory
of an Independent, underlin-
ing its masterstroke, pull
among unaffiliated legisla-
tors and disaffected lawmak-
ers obviously in the Opposi-
tion camp.
As it is said in cricket that
the match is not over till the
last ball is bowled, the BJP’s
better-than-expected show is
a boost to the ruling National
Democratic Alliance ahead
of the President’s poll, and is
an obvious blow to its rivals,
as the Rajya Sabha elections
have again highlighted dis-
sension and lack of cohesion
among the Opposition ranks.
The BJP’s ambitious ef-
forts to force a contest in
these states besides Ra-
jasthan by backing Independ-
ents or putting its own candi-
dates to benefit from division
in the ranks of its rivals have
paid dividends as it bagged
one extra seat each in all
states barring Rajasthan.
Astute politician and Con-
gress veteran and Rajasthan
Chief Minister Ashok Gehlot
not only managed to keep his
flock of its supporting MLAs
together but also embar-
rassed the BJP by wooing
over one of its MLAs to foil
the saffron party’s efforts to
get an independent, outgoing
MP and media baron Sub-
hash Chandra, elected.
BJP is obviously happy
with the outcome, especially
in Maharashtra where the
ruling Maha Vikas Aghadi
coalition of the Shiv Sena,
the NCP and the Congress
suffered a setback despite be-
ing at the helm of power with
the BJP bagging three of the
six seats at stake!
It is also a boost to BJP
leader and former chief min-
ister Devendra Fadnavis,
who has had his share of set-
backs since losing power in
the state as he who outsmart-
ed and checkmated the Shiv
Sena.
BJP also bagged three of
the four seats in Karnataka
as its rivals the Congress and
the JD(S) could not come to a
pact and fought separately
and thus lost.
Congress veteran Bhupin-
der Singh Hooda suffered a
blow as the party’s nominee
Ajay Maken lost, with one of
its MLAs, Kuldeep Bishnoi,
voting for the BJP-backed
independent Kartikeya
Sharma, also a media entre-
preneur, and the vote of an-
other MLA turning out to be
invalid.
LOSS OF FACE
FOR HOODA
Hooda failed in his first test
after getting complete con-
trol of the party after the re-
centoverhaulingof Congress
but also in ensuring that all
legislators’ votes were cast
properly; while the cross-
voting by Kuldeep Bishnoi, a
known Hooda detractor, was
a clear writing on the wall,
another Congress vote was
also found to be invalid that
led to Maken’s defeat.
THE BISHNOI FACTOR
Even as the visibly annoyed
Congress high command has
expelled Bishnoi from all the
party posts for his cross-vot-
ing and now if he pulls the
plug on the party… it would
not only dent the Grand Old
Party’s non-Jat vote-bank in
Haryana but also make
things hugely difficult for
Hooda within the party
. Bish-
noi, a four-time MLA and
two-time MP, is younger son
of former Congress chief
minister late Bhajan Lal who
is till date the tallest non-Jat
leader of the state who was
Haryana CM for three times
and also Union minister.
Ahead of the presidential
poll, which is scheduled for
July 18 if more than one per-
son is in fray
, the Rajya Sabha
results are a morale booster
to the ruling combine.
In an electoral college of
around 10.86 lakh votes, the
BJP-led alliance is estimated
to have more than 48 per cent
of votes and is hopeful that
non-aligned regional parties
like YSR Congress and the
BJD will now support it.
MAMATA’S FRESH BID
Meanwhile, TMC chief
Mamata Banerjee has invited
leaders of 19 political parties
on June 15 to discuss the up-
coming presidential election.
Mamata said the election
gives the “perfect opportuni-
ty for all progressive opposi-
tion parties” to discuss the
future course of Indian poli-
tics. “At a time when our de-
mocracy is going through
troubling times, I believe that
a fruitful confluence of oppo-
sition voices is the need of
the hour,” she added.
Banerjee addressed the let-
ter to Congress chief Sonia
Gandhi, Shiv Sena’s Uddhav
Thackeray, Aam Aadmi Par-
ty’s Arvind Kejriwal and
Bhagwant Mann and Com-
munist Party of India (Marx-

move to expand TMC’s na-
tional footprint after the par-

post, it is the responsibil-
ity of the ruling party to
talk to all the parties and
try to build a consensus.

independent India, there
has never been a consen-
sus in the election of the
President except at one
point. Every time the
election is hotly contest-
ed and this time also the
same will be repeated be-
cause Cong and other op-
positionpartieshavealso
started their prepara-
tions. Therefore, it is cer-
tain that no consensus
will be reached with the
opposition.
Asfarasalliesarecon-
cerned, there is only a
formality to make them
agree. The position of
any BJP ally is not such
that they would question
the candidate chosen by
it. The allies will neces-
sarily agree with who-
ever BJP fields. Anyway
,
most of the allies of the
BJP have left and the few
parties that are left also
do not have many votes.
The BJP has 42 per cent
of the votes in the Elec-
toral College that elects
the President and its al-
lies have six per cent of
the total votes. These six
per cent votes are con-
firmed. Before that, once
both the leaders of BJP
have to talk to the allies.
Anyway, there is good-
will of all the allies and
opposition parties to-

easily negotiate with all

Irdai reduces
solvency margin
requirement
New Delhi (PTI):
Regulator Irdai on
Tuesday reduced the
solvency margin re-
quirement for general
insurers providing
crop insurance, a
decision expected
to unlock `1,400
crore of funds for
them to undertake
more business. The
decision, Irdai said,
is part of series of
reforms it has un-
dertaken to increase
insurance penetration
in the country. Irdai
said it has reduced
the solvency margin
requirement for
insurers doing crop
business. “This move
will increase the
capacity of general in-
surers to underwrite
more business,” it
added. Solvency mar-
gin, a key indicator of
financial health of an
insurer, refers to the
difference between its
value of assets and
liability.
India’s palm oil
imports dip 33%
in May
New Delhi (PTI): In-
dia’s palm oil imports
declined by 33.20%
to 5,14,022 tonne
during May this year,
but there was sharp
rise in shipment of
RBD palmolein oil by
refineries, indus-
try body Solvent
Extractors Asso-
ciation (SEA) said
on Tuesday. India,
the world’s leading
vegetable oil buyer,
imported 7,69,602
tonnes of palm oils in
May 2021. The coun-
try’s total vegetable
oil imports declined
to 10,05,547 tonne in
May this year, com-
pared to 12,13,142
tonne in the year-ago
period. The share of
palm oil is about 50%
of the country’s total
vegetable oil imports.
Acc to SEA, Indonesia
has lifted the ban on
export of palm oil
with some conditions
from May 23 and also
reduced export tax.

ManpowerGroup Em-
ployment Outlook Sur-
vey, the labour market
is indicating strong
sentiments in third
quarter (July-Septem-
ber) of 2022, with a Net
Employment Outlook
of 51%, which is a re-
cord high in 8 years.
Net Employment
Outlook is derived by
taking the percentage
of employers anticipat-
ing total employment
to increase and sub-
tracting from this the
percentage expecting
to see a decrease in em-
ployment at their loca-
tion in the next quarter.
For September quar-
ter, 63% expect to in-
crease their staffing
levels, 12% anticipate a
decrease in hiring in-
tent and 24% do not an-
ticipate any change,
resulting in a season-
ally adjusted Net Em-
ployment Outlook of
51%. “Despite rising
inflation and the geopo-
litical instability, there
is a positive sentiment
across sectors in India
in a bid to speed up the
recovery process and
sustain the economic
growth of the country,”
said Sandeep Gulati,
Managing Director,
ManpowerGroupIndia.
When compared to
the same period last
year, hiring sentiments
have improved by a
whopping 46 percent-
age points, while there
is a 13 percentage
points growth when
compared to April-June
period, the survey of
more than 3,000 em-
ployers in India indi-

The survey further
noted that employers
anticipate strong de-
mand for talent across
key sectors, and digital
roles continue to drive

WPI INFLATION SPIKES TO

Wholesale price-based
inflation surged to a re-
cord high of 15.88% in
May as crude prices
rose and heatwave
brought about a spike
in prices of vegetables
and fruits, strengthen-
ing the possibility of a
further interest rate
hike by the Reserve
Bank.
The WPI-based infla-
tion maintained its in-
creasing trajectory for
the third month in a
row, and remained in
double digits for the
14th consecutive month
since April last year.
“The high rate of in-
flation in May 2022 is
primarily due to rise in
prices of mineral oils,
crude petroleum and
natural gas, food arti-
cles, basic metals, non-
food articles, chemicals
and chemical products
and food products etc.
As compared to the cor-
responding month of
the previous year,” the
commerce and indus-
try ministry said in a
statement.
The Wholesale Price
Index (WPI)-based in-
flation was 15.08% in
April and 13.11% in
May last year.
Considering the old
series, the last time
WPI inflation was high-
er than this was in Au-
gust 1991, when it was
at 16.06%.
Inflation in food
items crossed the dou-
ble-digit mark after a
gap of 4 months as veg-
etables, potato, wheat
and protein-rich items
saw the price rise. Infla-
tion in onion, however,
saw easing at (-) 20.40%.
Inflation in food arti-
cles in May was 12.34%,
against 8.35% in the
previous month.

day said the Reserve
Bank is likely to raise
interest rates further to
5.9% by December 2022,
on deteriorating infla-
tion outlook.
In its update to Glob-
al Economic Outlook,
Fitch said India’s econ-
omy faces a worsening
external environment,
elevated commodity
prices, and tighter glob-
al monetary policy
.
“Given the deterio-
rating outlook for infla-
tion, we now expect the
RBI to lift rates further
to 5.9% by December
2022 and to 6.15% by the
end of 2023 (vs previous
forecast of 5%) and to
be unchanged in 2024,”
Fitch said.
Last month in an un-
scheduled policy an-
nouncement, the Re-
serve Bank of India
(RBI) raised rates by 40
basis points to 4.4%,
and subsequently to
4.9%last week.
The RBI has fore-
cast inflation to be
6.7% by the end of cur-
rent fiscal. The retail
inflation for May came

Speaking on the oc-
casion, Narendra Sin-
gh Tomar said that ag-
riculture sector occu-
pies a very important
place in the country
and the livelihood of
large population is de-
pendent on agriculture.
Agriculture is In-
dia’s strength and its
predominance will not
only remain in the fu-
ture but it will also ex-
pand. In view of this,
ICAR has made an ef-
fort to integrate the
agriculture world
with the new educa-
tion policy.
The objective of this
event is to focus on de-
signing agricultural
education system to-
wards developing voca-
tional curriculum in-
cluding agricultural
science to provide bet-
ter education under the
National Education
Policy (NEP), 2020.
Therefore, a new para-
digm will be introduced
at the primary, middle
and secondary school
levels, with vocational
courses at the higher
level for the develop-

of this quest, it is plu-

“All competing world-
views, from ‘Advaita
Vad’ to ‘Vishishtadvait
Vad’, all have flourished
under one umbrella.
There are different
sects, such as ‘Vaish-
navism’, ‘Shaivism’ and
‘Shakta sampradaya’,”
he observed.

Puri (PTI): After a gap
of two years, thousands
of devotees on Tuesday
witnessed the bathing
rituals of the deities of
Lord Balabhadra, Devi
Subhadra, Lord Jagan-
nath and Lord Sudar-
shan.
The rituals are con-
ducted on the full moon
day of ‘Jyestha’ (mid
May-mid June).
Over two lakh devo-
tees have already as-
sembled in the pilgrim
town to witness the
bathing rituals, an offi-
cial of the Shree Jagan-
nath Temple Adminis-
tration said.
On this occasion, the
deities are brought out
from the ‘garbagriha’
(sanctum sanctorum)
of the Jagannath Tem-
ple at Puri in a ceremo-
nial procession and
taken to the ‘Snan Man-
dap’ (bathing platform)
where they are bathed.
‘Snan Jatra’ was con-
ducted without public
participation in the last
two years due to COV-
ID-19 pandemic.
The deities were
brought to the ‘Snan
Mandap’, early in the
morning and the ‘Pa-
handi’ concluded at
around 6 am.

trol and curb noise pol-
lution in Delhi, the city
government has pro-
posed to empower offi-
cials of civic bodies to
take action against vio-
lators, according to of-
ficials.
The Delhi Environ-
ment Department has
also submitted a pro-
posal to the Union Envi-
ronment Ministry to
designate SHOs as an
authority to prosecute
violators under noise
pollution rules.
Under the Noise Pol-
lution (Regulation and
Control) Rules, 2000,
deputy commissioners,
subdivisional magis-
trates, assistant com-
missioners of police
(traffic), subdivisional
police officers -- includ-
ing of railways and air-
ports -- and member
secretary and chair-
man of the Delhi Pollu-
tion Control Committee
have been designated as
an authority to take ac-
tion against violators.
In Delhi, the local and
civic bodies -- MCD,
NDMC and Delhi Can-
tonment Board -- are
not empowered to initi-
ate legal action under
the Noise Pollution
(Regulation and Con-
trol) Rules.
The only option avail-
able to them is to report
the violation to the des-
ignated authorities.
BJP scared of me, dare CBI,
ED to touch me: Abhishek

case linked to an al-

Rujira in connection
with a coal pilferage
scam.
Lashing out at the
BJP-led government at
the Centre, he said, “If
it has the ED and CBI,
we (TMC) have people’s
support and in democ-
racy people have the
last say”.
New Delhi (PTI): The
Delhi University has ex-
tended the last date for
registration for the
‘centenary’ chance ex-
amination, which will
allow final year drop-
outs to complete their
degrees, to June 24.
Earlier, the last date
of the registration was
June 15.
In May, Delhi Uni-
versity announced
that those who dropped
out of college in the
final year can register
for a one-time chance
to appear in examina-
tions and complete
their degree.
The students have
been given this one-
time chance in view of
the Delhi University’s
year-long centenary cel-
ebrations that started
on May 1.
“The last date for reg-
istration for Centenary
Chance Examination is
extendedupto24.06.2022
(Friday) by 5:30 pm,”

Delhi Environment Dept has submitted proposal to Union Environment Ministry

Municipal Corporation
of Delhi (MCD) on
Tuesday announced the
setting up of a Corrup-
tion Complaint Cell and
issued helpline num-
bers and an e-mail ad-
dress for filing graft-re-
lated complaints, offi-
cials said.
According to civic of-
ficials, the cell was con-
stituted by the MCD on
Sunday which will work
under the supervision
of the additional com-
missioner.
“The general public
is informed that Cor-
ruption Complaint Cell
has been set up by MCD
to deal with the com-
plaints of corruption
against municipal offi-
cials and departments.
Additional Deputy
Commissioner (HQ)
will be the officer-in-
charge of the cell,” a
public notice issued by
the MCD read.

or lodge complaints on
corruption pertaining
to the corporation in

different thoughts
while lying side by side.
We love and lose in
China,
we weep on England’s
moors,
and laugh and moan in
Guinea,
and thrive on Spanish
shores.
We seek success in Fin-
land,
are born and die in
Maine.
In minor ways we differ
,
inmajor
,we’rethesame.
I note the obvious dif-
ferences
between each sort and
type,
but we are more alike,
my friends,
than we are unalike.
We are more alike, my
friends,
than we are unalike.
We are more alike, my

The reason I thought
of sharing this specific
poem in this article is
that as we inch closer to
another landmark year
of our country’s inde-
pendence; it is the es-
sence of this poem that is
the core thought I’d like
to leave you with as we
ponder our decades of
glorious Independence.
India, our great nation,
draws immense pride
from our ethos of inclu-
sion, of our diversity,
and our multi-cultural,
multi-racial, multi-eth-
nic past and present.
However, some would
contend that this great
and beautiful diversity
is being undermined in
present-day India. That
is how we once were, di-
vided based on narrow-
mindedness and myopic
outlooks, we are, again
today! And that to me,
really puts a serious
question mark on the
entire notion of free-
dom, of true, essential,
liberty. Today freedom
means different things
to different people. Sure.
But are we not, in this
digitized, connected,
hyper-tech world, re-
gressing if we begin to
colour our outlook, be-
haviour, opinions and
decisions with the col-
our and origin of skin?
Is this the independent
country we want to live
in, one that is divided,
compartmentalized, in
mind and boundary?
What kind of a country
are we leaving for our
children? We want and
encourage kids to read
the newspaper; what
they read each day in
the papers are hate sto-
ries, communal vio-
lence, and religious un-
rest! Is that not a crying
shame? And is that not
also a huge black blot on
the notion of free India?
Hope rests now with
the young generation. I
notice through my inter-
actions with thousands
of students; that young
children are innocent,
instinctively inclusive,
fair, just, and inherently
equalist. Neither do
they differentiate based
on status, nor class or
religion. They are pure.
It is this purity and plu-
rality that we as parents,
educators and caregiv-
ers must do our utmost
to preserve and protect.
That our own biases
should not reach and in-
fluence these young
minds. We must set ex-
amples for these chil-
dren to follow and lead
with. Simple things
around the house, such
as treating staff with
care and sensitivity and
celebrating all festivals,
no matter their origin.
These kinds of acts will
be imbibed by children
as their natural and or-
ganic way of being and
shape their already in-
clusive beliefs into a life-
long, accepting ethos.
I leave you, therefore,
in this article with a sim-
ple message. Celebrate
freedom but be truly
free. Exalt liberty but
only if you understand
true liberty. And accept
your independence, only
if you are willing, to be,
independent in your
thinking. Bestow upon
our children, the gift of
true Independence and
acceptance.

New Delhi (PTI): All vacant teaching- and non-teaching posts in higher education insti- tutions (HEIs), Kendri- ya Vidyalayas and Jawahar Navodaya Vid- yalayas will be filled at the earliest, Union Edu- cation Minister Dhar- mendra Pradhan said on Tuesday . Pradhan, who is also the Skill Development Minister, said the two Ministries are commit- ted to filling all vacan- cies in their respective Departments in the next 1.5 years. “All vacant teaching & non-teaching posts in HEIs, Kendriya Vidya- layas, Jawahar Navo- daya Vidyalayas and other Departments will be filled up at the earli- est.” “Taking forward PM @narendramodi ji’s de- cision to recruit 10 lakh people in all govt. de- partments and minis- tries in mission-mode, @EduMinOfIndia and @MSDESkillIndia is committed to fill-up all vacancies in their re- spective departments in the next 1.5 years,” the Minister said in a series of tweets. “Prime Minister Narendra Modi has asked various govern- ment Departments and Ministries to under- take the recruitment of 10 lakh people on a “mission mode” in the next year and a half,” his office said on Tues- day. The observatory re- corded a maximum temperature of 39.6 degrees Celsius as against 43.7 degrees Celsius on Mon- day. The minimum temperature settled at 31.2 degrees Cel- sius, three notches above normal. CBI Court reserves order on Jain’s bail plea New Delhi (ANI): Cen- tral Bureau of Investiga- tion (CBI) Court on Tues- day reserved an order on the bail plea of Delhi Health Minister Satyen- dar Jain in a money laun- dering case. Senior counsel for Jain submitted, “no case of money laundering is made out against him.” On the other hand, the prosecution said there are threats to witnesses. The investigation is still pending and he can influ- ence the witnesses. He is involved in money laun- dering using Hawala channel. Special CBI Judge Geetanjali Goel re- served the order after a long hearing. The court is likely to pronounce the order on June 18. Enforcement Directo- rate (ED) arrested Jain on May 30. He was sent to judicial custody on Mon- day till 27 June. Senior advocate N Hariharan on behalf of Satyendar Jain submit- ted that his client is in judicial custody after the interrogation of 13 days. Any case of money laun- dering is not made out against him as the legal requirements are not ful- filled. TEACHERS TO BE TRAINED IN ENGLISH New Delhi (Agen- cies): The Delhi government is set to launch the “pro- ject teacher em- powerment”, an intensive English- speaking training course for the teachers of its schools, according to officials. Under the programme, which will be open to all regular teachers, vice- principals and principals, the par- ticipants will un- dergo two hours of face-to-face train- ing every day for a total of 160 hours. “It is anticipat- ed that this project will result in a paradigm shift in your existing dexterity regard- ing the use of the English language in schools and otherwise. It is en- visioned that this continuous professional devel- opment opportu- nity will be a high- light of your whole teaching- learning journey,” it added. Lifts will come up at 3 foot overbridges New Delhi (PTI): The Delhi government has sanctioned Rs 1.46 crore for the installa- tion and operation of lifts at three foot over- bridges (FOBs) in east Delhi, according to an official order. The work will be ex- ecuted by the Delhi gov- ernment’s Public Works Department (PWD). PWD officials said that these lifts will be in- stalled at FOBs in Vish- was Nagar, Ramprastha and Hasanpur Depot — all in east Delhi. An amount of Rs 48.87 lakh has been sanctioned for the in- stallation and commis- sioning of each lift. Officials said that these elevators will have a capacity to ferry 13 passengers in one go. The PWD issued the orders in this regard last week. Similar orders were issued by the PWD last week for installation of lifts at Ramprastha and Hasanpur Depot also. The order, dated June 13, was issued by Depu- ty Commissioner of Po- lice Usha Rangnani. In view of communal scenario and prevailing law and order situation in Delhi, all kinds of leave(s) are hereby stopped with immedi- ate effect. The leaves already granted or sanctioned are also hereby can- celled, according to the order. “The officer/staff who are already run- ning on leave shall join their place of duty at once, without fail. No officer shall grant/ sanction any kind of leave to their subordi- nate staff without prior approval of DCP/NWD. All the supervisory of- ficers shall ensure the compliance,” it read. The order warned that non-compliance may attract stern action against erring officials or staff. Clashes broke out be- tween two communities during a Hanuman Jay- anti procession in Ja- hangirpuri in north- west Delhi on April 16, leaving eight police per- sonnel and a local in- jured. Pollution reducing life expectancy by 10 yrs in city AIR QUALITY New Delhi (PTI): Air pollution is the great- est threat to human health in India and the average Indian resi- dent is set to lose five years of life expectan- cy if the WHO guide- lines are not followed, according to the Ener- gy Policy Institute at the University of Chi- cago’s (EPIC) Air Qual- ity Life Index (AQLI) released on Tuesday. The residents of Delhi, the most polluted mega city in the world with the aver- age annual PM2.5 lev- els exceeding 107 mi- crograms per cubic metre or more than 21 times the WHO guide- lines, stand to lose 10 years of life expectan- cy if the current air pollution level persists, the report said. According to the new World Health Organi- zation (WHO) guide- lines issued last year, the average annual PM2.5 concentration should be no higher than five micrograms per cubic metre. It was 10 micrograms per cu- bic metre earlier. Measured in terms of life expectancy, the AQLI shows that ambi- ent particulate pollu- tion is consistently the world’s greatest risk to human health. Globally, air pollu- tion reduces 2.2 years of life expectancy, relative to a world that follows the WHO guidelines. This impact on life ex- pectancy is comparable to that of smoking, more than three times that of alcohol use and unsafe water, six times that of HIV/AIDS and 89 times that of conflict and terrorism. At the end of four years a significant percent of the troops will get a chance to be retained for a longer period. These soldiers will be called Ag- niveers. The scheme offers at- tractive incentives for the youth and at the same time drastically reduces the defence budget as the recruits will not be eligible for pension. The scheme will be different from the Short Service Commission which is meant for recruiting only officers. Some objections to the scheme stem from the short service pe- riod which may not be enough for the assimilation of Agniveer in the larger set-up, a major re- quirement in the armed forces. Some retired officers chose to call them “tourist soldiers” whose mind may be preoccupied with life after four years, affect- ing operational ethos. To recall, in April a num- ber of former bureaucrats had written a letter to Prime Minister Narendra Modi drawing his attention to the “politics of hate”. The PM did not have to respond to that letter as an equal number of former bureaucrats, judges and generals came together to defend the Modi govern- ment and questioned the mo- tives of signatories to the let- ter. The list of those defend- ing the Central government included eight judges. This time around there may be former judges of the Supreme Court and high courts who would probably agree with the new system of justice to silence the minori- ties and curb democratic pro- tests. If they also decide to write to the CJI those in ur- gent need of justice will have to wait for delayed justice. Provided they are left with the means and the courage to take on the system. The letter has requested for “suo motu cognizance” which the courts could have taken without being remind- ed of it. How would these judges have reacted to a similar situ- ation while they were in of- fice? Probably, they would have flowed with the tide. BJP is obviously happy with the outcome, especially in Maharashtra where the ruling Maha Vikas Aghadi coalition of the Shiv Sena, the NCP and the Congress suffered a setback despite be- ing at the helm of power with the BJP bagging three of the six seats at stake! It is also a boost to BJP leader and former chief min- ister Devendra Fadnavis, who has had his share of set- backs since losing power in the state as he who outsmart- ed and checkmated the Shiv Sena. BJP also bagged three of the four seats in Karnataka as its rivals the Congress and the JD(S) could not come to a pact and fought separately and thus lost. Congress veteran Bhupin- der Singh Hooda suffered a blow as the party’s nominee Ajay Maken lost, with one of its MLAs, Kuldeep Bishnoi, voting for the BJP-backed independent Kartikeya Sharma, also a media entre- preneur, and the vote of an- other MLA turning out to be invalid. Bish- noi, a four-time MLA and two-time MP, is younger son of former Congress chief minister late Bhajan Lal who is till date the tallest non-Jat leader of the state who was Haryana CM for three times and also Union minister. Ahead of the presidential poll, which is scheduled for July 18 if more than one per- son is in fray , the Rajya Sabha results are a morale booster to the ruling combine. In an electoral college of around 10.86 lakh votes, the BJP-led alliance is estimated to have more than 48 per cent of votes and is hopeful that non-aligned regional parties like YSR Congress and the BJD will now support it. The decision, Irdai said, is part of series of reforms it has un- dertaken to increase insurance penetration in the country. Irdai said it has reduced the solvency margin requirement for insurers doing crop business. “This move will increase the capacity of general in- surers to underwrite more business,” it added. Solvency mar- gin, a key indicator of financial health of an insurer, refers to the difference between its value of assets and liability. India’s palm oil imports dip 33% in May New Delhi (PTI): In- dia’s palm oil imports declined by 33.20% to 5,14,022 tonne during May this year, but there was sharp rise in shipment of RBD palmolein oil by refineries, indus- try body Solvent Extractors Asso- ciation (SEA) said on Tuesday. India, the world’s leading vegetable oil buyer, imported 7,69,602 tonnes of palm oils in May 2021. The coun- try’s total vegetable oil imports declined to 10,05,547 tonne in May this year, com- pared to 12,13,142 tonne in the year-ago period. The share of palm oil is about 50% of the country’s total vegetable oil imports. Acc to SEA, Indonesia has lifted the ban on export of palm oil with some conditions from May 23 and also reduced export tax. MSMEs bounced back stronger since COVID-19 Kolkata (PTI): Fintech lender NeoGrowth on Tues- day said the MSME sector has emerged “stronger” during the last two years since onset of the COVID-19 pandemic, leveraging the digital payments ecosystem. In its survey, ‘MSME Insight Report 2022’, the non-banking finance company said the small and medium enterpris- es have been able to “bounce back stronger” with timely support. The survey, covering MSMEs in both discretionary and non-discretion- ary demand-oriented businesses, exam- ined the “challenges they encountered during the pandemic, the impact of support measures on their recovery, the shift to digital means of doing business, and their resilience in the two years”. New Delhi (PTI): In- dia’s job market looks optimistic with 63% of companies planning to add more staff in next three months, in a bid to speed up the recov- ery process and sustain the economic growth, a survey said on Tuesday . According to the ManpowerGroup Em- ployment Outlook Sur- vey, the labour market is indicating strong sentiments in third quarter (July-Septem- ber) of 2022, with a Net Employment Outlook of 51%, which is a re- cord high in 8 years. Net Employment Outlook is derived by taking the percentage of employers anticipat- ing total employment to increase and sub- tracting from this the percentage expecting to see a decrease in em- ployment at their loca- tion in the next quarter. For September quar- ter, 63% expect to in- crease their staffing levels, 12% anticipate a decrease in hiring in- tent and 24% do not an- ticipate any change, resulting in a season- ally adjusted Net Em- ployment Outlook of 51%. “Despite rising inflation and the geopo- litical instability, there is a positive sentiment across sectors in India in a bid to speed up the recovery process and sustain the economic growth of the country,” said Sandeep Gulati, Managing Director, ManpowerGroupIndia. When compared to the same period last year, hiring sentiments have improved by a whopping 46 percent- age points, while there is a 13 percentage points growth when compared to April-June period, the survey of more than 3,000 em- ployers in India indi- cated. The survey further noted that employers anticipate strong de- mand for talent across key sectors, and digital roles continue to drive most demand. IT Technology reported the strongest outlook (68%), followed by Banking, Finance, In- surance and Real Es- tate (60%), Other Ser- vices (52%), Restau- rants and Hotels (48%) and Manufacturing (48%). JULY-SEPT HIRING OUTLOOK AT 8-YEAR HIGH WPI INFLATION SPIKES TO RECORD 15.88% IN MAY New Delhi (PTI): Wholesale price-based inflation surged to a re- cord high of 15.88% in May as crude prices rose and heatwave brought about a spike in prices of vegetables and fruits, strengthen- ing the possibility of a further interest rate hike by the Reserve Bank. The WPI-based infla- tion maintained its in- creasing trajectory for the third month in a row, and remained in double digits for the 14th consecutive month since April last year. “The high rate of in- flation in May 2022 is primarily due to rise in prices of mineral oils, crude petroleum and natural gas, food arti- cles, basic metals, non- food articles, chemicals and chemical products and food products etc. As compared to the cor- responding month of the previous year,” the commerce and indus- try ministry said in a statement. The Wholesale Price Index (WPI)-based in- flation was 15.08% in April and 13.11% in May last year. Considering the old series, the last time WPI inflation was high- er than this was in Au- gust 1991, when it was at 16.06%. Inflation in food items crossed the dou- ble-digit mark after a gap of 4 months as veg- etables, potato, wheat and protein-rich items saw the price rise. Infla- tion in onion, however, saw easing at (-) 20.40%. Inflation in food arti- cles in May was 12.34%, against 8.35% in the previous month. BENGALURU AT 22 New Delhi (PTI): Fitch Ratings on Tues- day said the Reserve Bank is likely to raise interest rates further to 5.9% by December 2022, on deteriorating infla- tion outlook. In its update to Glob- al Economic Outlook, Fitch said India’s econ- omy faces a worsening external environment, elevated commodity prices, and tighter glob- al monetary policy . “Given the deterio- rating outlook for infla- tion, we now expect the RBI to lift rates further to 5.9% by December 2022 and to 6.15% by the end of 2023 (vs previous forecast of 5%) and to be unchanged in 2024,” Fitch said. Last month in an un- scheduled policy an- nouncement, the Re- serve Bank of India (RBI) raised rates by 40 basis points to 4.4%, and subsequently to 4.9%last week. The RBI has fore- cast inflation to be 6.7% by the end of cur- rent fiscal. The retail inflation for May came in at 7.04%. New Delhi (PTI): The Delhi University has ex- tended the last date for registration for the ‘centenary’ chance ex- amination, which will allow final year drop- outs to complete their degrees, to June 24. Earlier, the last date of the registration was June 15. In May, Delhi Uni- versity announced that those who dropped out of college in the final year can register for a one-time chance to appear in examina- tions and complete their degree. Additional Deputy Commissioner (HQ) will be the officer-in- charge of the cell,” a public notice issued by the MCD read. I intuitively gravi- tated to one of my favour- ite poems titled Human Family by Maya Angelou. Foryourreference,I’dlike to share that poem here before I continue: I note the obvious dif- ferences in the human family. Some of us are serious, some thrive on comedy. Some declare their lives are lived as true profundity, and others claim they really live the real reality. The variety of our skin tones can confuse, bemuse, delight, brown and pink and beige and purple, tan and blue and white. I’ve sailed upon the seven seas and stopped in every land, I’ve seen the wonders of the world not yet one common man. I know ten thousand women called Jane and Mary Jane, but I’ve not seen any two who really were the same. Mirror twins are differ- ent although their features jibe, and lovers think quite different thoughts while lying side by side. We love and lose in China, we weep on England’s moors, and laugh and moan in Guinea, and thrive on Spanish shores. We seek success in Fin- land, are born and die in Maine. In minor ways we differ , inmajor ,we’rethesame. I note the obvious dif- ferences between each sort and type, but we are more alike, my friends, than we are unalike. We are more alike, my friends, than we are unalike. We are more alike, my friends, than we are unalike. The reason I thought of sharing this specific poem in this article is that as we inch closer to another landmark year of our country’s inde- pendence; it is the es- sence of this poem that is the core thought I’d like to leave you with as we ponder our decades of glorious Independence. India, our great nation, draws immense pride from our ethos of inclu- sion, of our diversity, and our multi-cultural, multi-racial, multi-eth- nic past and present. However, some would contend that this great and beautiful diversity is being undermined in present-day India. That is how we once were, di- vided based on narrow- mindedness and myopic outlooks, we are, again today! And that to me, really puts a serious question mark on the entire notion of free- dom, of true, essential, liberty. Today freedom means different things to different people. Sure. But are we not, in this digitized, connected, hyper-tech world, re- gressing if we begin to colour our outlook, be- haviour, opinions and decisions with the col- our and origin of skin? Is this the independent country we want to live in, one that is divided, compartmentalized, in mind and boundary? What kind of a country are we leaving for our children? We want and encourage kids to read the newspaper; what they read each day in the papers are hate sto- ries, communal vio- lence, and religious un- rest! Is that not a crying shame? And is that not also a huge black blot on the notion of free India? Hope rests now with the young generation. I notice through my inter- actions with thousands of students; that young children are innocent, instinctively inclusive, fair, just, and inherently equalist. Neither do they differentiate based on status, nor class or religion. They are pure. It is this purity and plu- rality that we as parents, educators and caregiv- ers must do our utmost to preserve and protect. That our own biases should not reach and in- fluence these young minds. We must set ex- amples for these chil- dren to follow and lead with. Simple things around the house, such as treating staff with care and sensitivity and celebrating all festivals, no matter their origin. These kinds of acts will be imbibed by children as their natural and or- ganic way of being and shape their already in- clusive beliefs into a life- long, accepting ethos. I leave you, therefore, in this article with a sim- ple message. Celebrate freedom but be truly free. Exalt liberty but only if you understand true liberty. And accept your independence, only if you are willing, to be, independent in your thinking. Bestow upon our children, the gift of true Independence and acceptance.
