Pursuant to the Telecommunications Regulatory Act issued by the Royal
Decree No. 30/2002 and;
The Executive Regulation of the Act issued by the Ministerial Decision No.
10/2007 and;
The Decision No. 45/2003 regarding the fees for registration with the
Authority and;
The Decision No. 46/2003 regarding fees for registration and use of radio
frequencies and fees of some radio licenses and;
Based on the exigencies of the public interest;
It is decided:
Article 1: Any importer or dealer in telecommunications activities,
equipment and devices whether a natural or legal person, shall comply with
the following:
a. Register with the Authority for a valid period of one year or five years
renewable for similar duration/s. Fees shall be payable in accordance
with the attached Table (A).
b. Obtain an import permit from the Authority valid for 4 weeks, one
year or 5 years as the case may be. The fees prescribed for each period
shall be paid in accordance with the attached Table (D). However, the
release letter must be obtained from the Authority each time an
importation is made.
c. Ensure that the equipment and devices intended to be imported or
used are in conformity with the specifications and standards
determined by the Authority.
d. The imported or dealt in telecommunications equipment shall be type-
approved by the Authority. In the event of the Authority's disapproval,
or if the importer or dealer intends to discontinue dealing in the
equipment, such equipment must be taken out of the country under
advice to the Authority without prejudice to the Authority's right to
impose the penalty set out in the attached Table (F).
e. Type-approval fees of terminal telecommunications and radio
equipment shall be paid in accordance with the attached Tables (B) and
(C).
f. Notify the Authority in writing upon the receipt of any radio
equipment from a user for the purpose of selling, maintenance or
export.
g. Obtain the Authority's approval before the storage of radio
telecommunications equipment and pay the prescribed fees. Such

approval shall be valid for a period of one year and renewable for
similar duration/s based on a request from the person in charge if the
equipment is still stored with him.
h. Obtain the Authority's approval before reprogramming any radio
telecommunications equipment.
i. Not to sell or deliver the radio telecommunications equipment
imported or stored with him to any user before obtaining the necessary
radio license from the Authority.
j. Obtain the necessary permit prior to the importation of the radio
telecommunications equipment for the purpose of re-exporting them,
pay the prescribed fees and not to sell or use such equipment in the
Sultanate prior to obtaining the Authority's approval.
Article 2: The Authority shall determine the charge for checking non-
standard equipment and its testing in a laboratory recognized by the
Authority according to the actual cost of check and test.
Article 3: Any party issued with type approval certificates for
telecommunications equipment and devices shall return them to the
Authority upon request to amend or cancel them.
Article 4: Importers of telecommunications equipment and devices for
personal use shall obtain the Authority's type approval and pay the
prescribed fees.
Article 5: The attached fee and penalty Tables (E) and (F) shall be
applicable.
Article 6: The Decision No. 45/2003 stated above shall be revoked.
Article 7: This Decision shall be published in the Gazette and shall come
into force after two months from the date of its publication.
