AFLEO CONSULTANTS
WHO ARE ELIGIBLE
 All exporters exporting items falling ITC HS chapter 1 to 24
including Marine & Plantation Products Except those mentioned in
Annexure 1 and duly registered with relevant Export Promotion
Council, of eligible agriculture products.
 The assistance, at notified rates, will be available for export of
eligible agriculture products to the permissible countries (Annexure
2), as specified from time to time.

APPLICABILITY
The scheme would be available for exports effected from
01.03.2019 to 31.03.2020 and as per Aayat Niryat Form No. 7(A) A
and 7(A)B of HBP 2015-20.

INELIGIBLE EXPORTS CATEGORIES / SECTORS
UNDER THIS SCHEME:
 Products exported from SEZs/ EOUs/ EHTPs/ STPs/ BTPs/ FTWZs
 SEZ/EOU/EHTPs/STPs/BTPs/FTWZs products exported through DTA
units
 Export of imported goods covered under paragraph 2.46 of the
FTP;
 Exports through trans-shipment, i.e. exports that are originating in
third country but trans- shipped through India;
 Items, which are restricted or prohibited for export under
Schedule-2 of Export Policy in ITC (HS), unless specifically notified.
 Export products which are subject to Minimum Export Price or
export duty, unless specifically notified.
 Export of goods through courier or foreign post offices using e-
Commerce.

PATTERNS OF ASSISTANCE (SLIDE-1)
 TMA would be provided in cash through Direct Bank Transfer as part
reimbursement of freight paid i.e. export contacts on CIF basis.
 FOB supplies are not covered in this Scheme.
 List of export destinations/Countries in each region eligible are
mentioned in Annexure 2.
 The level of assistance would be different for different regions are
mentioned in Annexure 3.
 Subject to realizations in FFE.
 Exports through EDI ports only.
 Only export by sea (both normal and reefer cargo) and by air is
eligible.

PATTERNS OF ASSISTANCE (SLIDE-2)
 For export by sea, TMA will be based on freight paid for a full
twenty-feet container only.
 For export by sea in Forty Feet Container, assistance would be
double of twenty-feet container.
 For export by air assistance would be based on per ton freight
charges on net weight of the export cargo.

PROCEDURE OF ASSISTANCE
 Application to file by registered and eligible exporter having valid
RCMC.
 Chose option of RA’s headed by Additional DGFT while making 1st
application and no change would be allowed for further claims.
 Applications to be made on quarterly basis within a period of one
year from completion of quarter in a single bunch. No late cut
provisions are applicable for this scheme.
 Physical PDF copy of print out of ANF 7(A) A with prescribed
documents to be filed manually with RA within 30 days.
 Non submission of physical copy of application with prescribed
documents within 30 days after filing online, incomplete or deficient
application shall result in non-acceptance and shall be rejected.
 Shipping bills with BRC, Bill of Lading and CA Certificate require for
Application submission.
