The Telecommunications Regulatory Authority of Oman passed Decision No. 124/2010 to exempt providers of mobile telecommunications services on aircraft from obtaining telecommunications licenses, provided they obtain radio licenses from the Authority and meet requirements for the use of radio equipment and frequencies. The decision aims to facilitate the provision of mobile services on flights while still regulating radio usage, and takes effect once published in the official gazette.

Decision No. 124/2010
On the conditions to exempt all who establish, operate, or Provide
Mobile Telecommunications Services on board of Aircrafts from the
obligation to obtain Telecommunications Licenses
Pursuant to the Telecommunications Regulatory Act issued by the Royal
Decree No. 30/2002 and;
The Executive Regulation issued by the Ministerial Decision No. 144/2008
and;
The decision No. 133/2008 issuing the regulation organizing the registration
and the utilization of frequencies and radio equipment and their pricing and;
The approval of the Telecommunications Regulatory Authority in its
meeting No. 6/2010 dated 12th
October 2010 and;
Based on the exigencies of the public interest;
It is decided:
Article 1 Pursuant to Article 20 of the Telecommunications Regulatory Act, all
who establish, operate or provide mobile telecommunications services
on board of aircrafts shall be exempted from obtaining a license for
the provision of telecommunications services in accordance with the
following conditions:
1. Obtaining the necessary radio licenses from the Authority.
2. Meeting the requirements and obligations stipulated in the
Decision No. 133/2008 mentioned above.
Article 2 This Decision shall be published in the Gazette and shall become
operative from the date following its publication.
