18 gjerde dnv inspection of working and living conditions - dnv experience ...maritimemedicine
This document discusses DNV's experience with inspections according to ILO 178 and the upcoming requirements of the Maritime Labour Convention (MLC). Key points:
1) DNV has carried out many ILO 178 inspections which have found common issues related to health and safety, accommodation, food, and qualifications.
2) The MLC introduces new certification requirements and covers all ships, not just those over 500 GT. It also has more detailed standards for areas like risk assessment and training.
3) Preparing for MLC compliance presents challenges like establishing procedures, training competence, and clarifying scope and definitions. Shipowners must conduct gap analyses and ensure ongoing monitoring of compliance.

2 shaw isf how will the mlc 2006 influence international shippingmaritimemedicine
The Maritime Labour Convention 2006 aims to consolidate over 60 existing international labour standards into a single instrument to improve protection for seafarers. It brings existing standards closer to seafarers and improves enforceability through a certification system for ships to demonstrate compliance. The convention has a simplified amendment process and covers areas like minimum age, medical examinations, repatriation, welfare facilities, health and safety, and food standards.
This document proposes creating a universal social network to unite and coordinate volunteers in a city. It would provide common tools for volunteering and reward volunteers with "Good Deeds points" that can be exchanged for prizes from partner organizations. The goals are to make volunteering easy, fun and rewarding to solve humanitarian issues, promote social responsibility and build a more sustainable world through increased civic engagement and mutual assistance.

The document discusses the Maritime Labour Convention (MLC), including its origins, objectives, structure, content, new features, and impact on seafarers' working conditions, living conditions, health, and enforcement of labour standards. Key points include that the MLC consolidates maritime labour standards into a single document, establishes minimum requirements for seafarers' employment and working conditions, and facilitates stronger enforcement of labour standards through a certification system.

This document discusses the challenges faced by international bodies in developing regulations for maritime health. It provides perspectives from different stakeholders and examines the approaches taken by the ILO, IMO, and WHO. A key focus is the development of medical fitness guidelines through a collaborative process between these agencies, drawing on expertise from maritime authorities and organizations. The guidelines aim to harmonize fitness standards and support more acceptance of medical certificates internationally.

The document discusses how the Norwegian shipping industry is preparing for the International Labour Organization's Maritime Labour Convention (MLC). The MLC establishes international requirements for seafarers working and living conditions. It covers topics like employment agreements, health and safety, accommodations, and wage payment. Shipowners will need to obtain a Maritime Labour Certificate and complete a Declaration of Maritime Labour Compliance demonstrating their ship meets the MLC's 14 certification areas relating to working conditions of seafarers.

1. HAVS til havs -
er vibrasjon noe å bry seg om?
Sjøhelsekonferansen 2011
24.03.2011
Kristin Buhaug, Overlege, yrkesmedisinsk avdeling,
Haukeland universitetssykehus
4. Vibrasjoner fra håndholdt verktøy
Aktuelle bransjer: Eksempel på verktøy:
• Mekanisk industri • Vinkelslipere
• Byggebransjen • Pussemaskiner
• Tunnel- og veiarbeid • Boremaskiner
• Overflatebehandlere • Muttertrekkere
• Bilbransjen m.fl • Nålepikker
5. Akutte helseeffekter i armer/hender
• Prikking/stikking, nummenhet
• Nedsatt toleranse for kulde
• Avblekede fingre; ”likfingre”
• Smerter
• Muskelkrampe
• Senebetennelser
6. Akutte symptomer
→ Etablert sykdom
• Glidende overgang
• Individuell sårbarhet gjør det vanskelig å sikkert
si når nok er nok
• ”Svært sjelden oppstår skader før etter 2 års
påvirkning.” (Rundskriv Folketrygdlovens
yrkesykdomskapittel)
• Etablert sykdom: Hånd-arm vibrasjonssyndrom
(HAVS)
• HAVS kan forverres ved fortsatt eksponering,
men kan bedres noe om man tidlig iverksetter
tiltak
7. HAVS - Forekomst
• I følge Levekårsundersøkelsen (LKU)
2009 er ca 5% av alle yrkesaktive utsatt
for vibrasjoner fra håndholdt verktøy
(HAV) ¼ av arbeidstiden eller mer.
Det vil si at drøyt 100 000 arbeidstakere er
i risikosonen for å utvikle HAVS i dagens
arbeidsliv i Norge.
8. HAVS - Forekomst
• Meldte helseskader til Arbeidstilsynet hos
vibrasjonseksponerte i Norge (2008):
28 Hvite fingre
3 Sykdom i nervesystemet
10 Muskel-/skjelettplager
arbeidsrelatert sykdom... (alle diagnoser)
9. Fra Arbeidstilsynets hjemmeside:
• ”07.03.2011 Arbeidstilsynet gjennomfører
no tilsyn i verksemder kor tilsette kan vere
utsett for mekaniske vibrasjonar. Den
landsomfattande aksjonen startar 7. mars
og held fram i to veker. Resultata frå dei
300 tilsyna vil vere klare i slutten av veke
tolv.”
10. Hånd-/arm vibrasjoner til sjøs
• ”Some seafarers (engineers or deck crew
members) are likely to use such tools, for
rust removal, sanding and cutting. Upper
limb conditions arising from such vibration
are well-known.” (Textbook of maritime
medicine)
• Vår erfaring fra off-shorearbeidere: De
som utfører overflatebehandling
11. Forskrift om arbeidsmiljø, sikkerhet og
helse for arbeidstakere på skip
Kap 14. Bestemmelser om vern mot mekaniske
vibrasjoner
• Risikovurdering
• Helseundersøkelse
• Informasjon og opplæring av arbeidstakere og verneombud
12. HAVS – Forekomst til havs?
• 150 meldinger i 2000 og 120 meldinger i 2001
om mistenkt yrkessykdom hos sjøansatte til
Arbeidstilsynets register. Om noen av disse
gjaldt HAVS vites ikke. AT har ikke fortsatt å
registrere innkomne meldinger da dette ikke
hører inn under deres ansvarsområde.
• ”Kjennskapen til arbeidsrelatert sykdom hos
norske sjøfolk er nærmest fraværende”.
(Documentum Navale, Vol 11 Nr 3/2006)
13. Konklusjon
• Hånd- arm vibrasjoner gir risiko for helseplager
som kan bli permante.
• Mye kan gjøres for å forebygge slike skader!!!
• Sannsynligvis er det uoppdagede tilfeller av
HAVS i norsk arbeidsliv på land. Arbeidstilsynet
