When designing energy and climate policies, EU Member States have to apply the Energy Efficiency First Principle: priority should be given to measures reducing energy consumption before other decarbonization interventions are adopted. This webinar summarizes elements of the energy and climate policy of Cyprus illustrating how national authorities have addressed this principle so far, and outline challenges towards its much more rigorous implementation that is required in the coming years.

Auctions are an emerging market-based policy instrument to promote energy efficiency that has started to gain traction in the EU and worldwide. This presentation provides an overview and comparison of several energy efficiency auctions and derives conclusions on the effects of design elements based on auction theory and on experiences of renewable energy auctions. What are the main drivers of the energy consumption variation, and in particular energy savings, for residential and service buildings?
These are the key questions answered during this (11th) webinar in the Odyssee-Mure on Energy Efficiency Academy.
Highlights from their research:
➢The energy consumption of buildings has steadily decreased since 2010 despite GDP growth.
➢There are large disparities in building performances across countries.
➢Since 2015, the rate of household energy efficiency improvements has dropped by 50% (compared to 2000-2014).
➢Energy efficiency of large electrical appliances, which has largely improved in the past, does not counterbalance anymore the rapid growth of the consumption of small appliances.

The coordination between planners and operators of coupled energy systems will allow the further integration of renewable energy sources in the electricity network by storing energy in fuel form over long periods of time using power-to-gas, the recovery and more efficient use of heat, and the decarbonization of industrial processes and transportation modes that can’t be electrified. Energy networks, such as electricity grids and natural gas pipeline networks, have traditionally been planned and operated independently. In order to enhance the integration and coordination of different energy networks, they must be planned and operated in coupled ways. Different energy networks have historically been and are still modelled by different tools. In this presentation we will discuss the need model coupled energy systems in a single framework and we will introduce encoord’s Scenario Analysis Interface for Energy Systems (SAInt), a software application to model, plan, and operate coupled energy networks.

Induction Heating – Operation, Applications and Case StudiesLeonardo ENERGY
The industrial process heating applications that use electrotechnologies have been found to improve product quality, productivity, energy efficiency, reduce energy intensity and have many other non-energy benefits. Induction technology is another electrotechnology based heating method for heating electrical conductive materials. It involves sending an alternating current (AC) through a copper coil which surrounds the material to be heated or melted. When a metal is placed inside the coil and enters the magnetic field, circulating eddy currents are induced within the metal. The resistance of the metal to the flow of the eddy currents causes the metal to heat up. In this webcast, the operation principles of induction heating technology used for both heating and melting, its applications and EPRI case studies will be presented. The information of vendors as well as other links to reference materials will be presented at the end.

This webinar provides a number of policy recommendations based on the various barriers found across the six countries analysed by the IndustRE project. Such recommendations should be useful in the framework of the ongoing discussions on market design at European level.
IndustRE project has identified the flexibility potential of the industrial electricity demand as an opportunity that - through innovative business models - can facilitate further growth and integration of variable renewable energy, while reducing the industrial electricity costs. Framework conditions for the integration of flexibility options Leonardo ENERGY
Until high RES-E shares are reached flexibility is not a bottleneck. However, it is important to actually develop the options that have been modelled to increase efficiency in the short-term and provide the options needed in the long-term.
To provide an efficient amount of flexibility barriers that distort competition, hinder options from entering the market or create unnecessary demand need to be adressed.
The presentation provides an overview of the relevant areas that affect the development of flexibility options as well as suggestions on how the framework for flexibility can be designed.

Smart Neighborhoods speak EEBUS.
The aim of the workshop is to demonstrate how EEBUS enables an industrial approach for residential energy management by providing standardized device communication and energy management use cases. Hence, a lock-in into proprietary manufacturer specific communication can be avoided. This enables cost effective scalability, replication, and commissioning of energy management solutions at target markets.
EEBUS provides transparency and access to all energy relevant devices and thus transforms them into flexible resources for demand response. Single households become the core elements of Smart Neighborhoods and consequently of Smart Grids. The continuously evolving technology is open to further use cases and therefore facilitates the integration of other domains to the REnnovates technical platform – such as E-Mobility which is already managed through EEBUS or grid interaction.

Welcome to the H2020 IndustRE project (www.industre.eu). The main goal of our project is to increase the use of demand side flexibility in industry to improve the growth of renewable energy. Being able to estimate the value of flexibility in a quick and cost effective way is a crucial step to reach this goal. Five actions fit for 55: streamlining energy savings calculationsLeonardo ENERGY
During the first year of the H2020 project streamSAVE, multiple activities were organized to support countries in developing savings estimations under Art.3 and Art.7 of the Energy Efficiency Directive (EED).
A fascinating output of the project so far is the “Guidance on Standardized saving methodologies (energy, CO2 and costs)” for a first round of five so-called Priority Actions. This Guidance will assist EU member states in more accurately calculating savings for a set of new energy efficiency actions.

Energy and mobility poverty: Will the Social Climate Fund be enough to delive...Leonardo ENERGY
Prior to the current soaring energy prices across Europe, the European Commission proposed, as part of the FitFor55 climate and energy package, the EU Social Climate Fund to mitigate the expected social impact of extending the EU ETS to transport and heating.
The report presented in this webinar provides an update of the European Energy Poverty Index, published for the first time in 2019, which shows the combined effect of energy and mobility poverty across Member States. Beyond the regular update of the index, the report provides analysis of the existing EU policy framework related to energy and transport poverty. France is used as a case study given the “yellow vest” movement, which was triggered by the proposed carbon tax on fuels.

This policy brief analyzes the main interacting mechanisms between the Energy Efficiency Directive (EED) and the EU Emission Trading Scheme (ETS). It presents a detailed top-down approach, based on the ODYSSEE energy indicators, to identify energy savings from the EU ETS.
The main task consists in isolating those factors that contribute to the change in energy consumption of industrial branches covered by the EU ETS, and the energy transformation sector (mainly the electricity sector).

It is widely recognised that there are substantial additional energy savings to be made from taking a system approach – considering how products are combined and operate together. However, political ambition has not resulted in regulation. During this workshop, policy makers and key stakeholders will discuss implementation barriers and explore possible remedies.
The European Copper Institute commissioned research to look into the experience with developing system related ecodesign and energy labelling regulations to date (Brocklehurst, 2021). In their review, the authors analysed the common characteristics and challenges related to ecodesign and energy labelling of eight product groups that, at least to some extent, go beyond a ‘simple’ product.
During this workshop, the authors will present the findings of their study. Policy makers will be invited to present their views on taking the systems approach in ongoing product regulation initiatives. During a debate, we will invite stakeholders to share their experiences and views on systems approach in product regulation. We will evaluate implementation barriers and explore possible remedies.

The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

Feasibility of the Business Models
Model I (Electricity Bill reduction): feasible and
implemented in all target countries.
Model II (System Service Provider): growing EU trend
to modify the design of ancillary services and balancing
energy markets to allow the participation of demand-
side resources but some barriers remain. Capacity
remuneration mechanisms gradually introduced. Load
interruptibility programs present in all target countries
(significant source of income for industrial consumers).

European context because of VRE support schemes.
Model IV (Balancing Service Contract with off-site VRE):
even though VRE generators are balance responsible, not
generally possible or attractive because of the design of
imbalance settlement arrangements.
Model V (Electricity Bill Reduction with on-site VRE):
could be an attractive decision for the FID in some
countries although exemptions from paying certain
regulated charges on self-consumed energy are being
gradually eliminated or cut down (e.g. Spain).
