1. Briefly discuss the purpose of the Sixteenth Amendment. Solution The sixteenth amendment states that \"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.\" This basically means that the congress can collect taxes without states interfering in the tax collection. There were many reasons why this amendment was added to the constitution. Congress was now able to deduct money from people\'s salaries with this new amendment. Th purpose was that Congress should have money to run the country and for its development.It is also said by certain historians that the purpose of XV1th amendment was to overturn the Pollock Decision which dealt with net income from real estate and personal property. The Pollock Decision did not deal with the Gross Income of a person. The purpose of XVIth amendment was that the goverment could collect income tax from any source. .
