GOVERNOR KALRAJ MISHRA
TURNS 2 AT JAIPUR RAJ BHAWAN!
Jaipur: Today marks
the completion of one of
the most ‘emphatic’ two
years of a Governor at
Jaipur’s Raj Bhawan; a
time which has been
nothing short of a roller
coaster, where the con-
stitutional head of the
state crossed paths with
the executive head, but
the relation never
soured. And this, in tru-
est sense, is what demo-
cratic values are all
about. Therefore it
would not be wrong to

Centre tells Apex Court
New Delhi: In a historic moment
for Indian women defence person-
nel, the Centre has informed the
Supreme Court that the three ser-
vices chiefs have agreed to give
permanent commission to women
and allow their entry into the Na-
tional Defence Academy (NDA).
Additional Solicitor General
Aishwarya Bhati told the Supreme
Court on Wednesday
, “I have great
news. The service chiefs and gov-
ernment have decided that girls
will be given permanent commis-
sion through NDA and Naval
academy
.Thedecisionwas
taken late last evening.”
Bhati further told the
Supreme Court that the
policy and procedure are be-
ing worked out to enable
women to get permanent
commission in the three de-
fence forces.
“A decision has been taken
to allow PC for women and
entry into NDA and Naval
academy,” said Bhati.
The Supreme
Court said, “We
have been judging
this for a long
time.” Justice SK
Kaul said, “On

I’m happy that the heads of the

India. On August 18, the Supreme
Court ruled that women be al-

Academy (NDA) entrance exam
for gaining commission as officers

BJP is an undisciplined party: Dr Raghu
First India Bureau
Jaipur: Commenting
on the letter controver-
sy in BJP, health minis-
ter Dr Raghu Sharma
said that the infighting
in the Opposition party
has clearly surfaced
which clearly shows
that the BJP is an un-
disciplined party
.
He said that the party
makes allegations on
Congress instead of
taking care of their
own house. The minis-
ter also said that second
grade leaders have
come in the BJP who
have no stature.
“The sort of circum-
stances which have
been created clearly
shows that BJP is an
undisciplined party.
There are 6 CM candi-
dates in BJP. The party
recently took out Jan
Ashirwad yatra but
what they are seeking
blessings for?” Sharma
asked.
He said that despite
considerable decline in
revenue, the Ashok Ge-
hlot government did
not let the development
works suffer during the
corona pandemic in the
state. On the other
hand, he said, the BJP
is only engaged in dirty
politics. Targeting the
BJP on inflation, he
said that inflation is
skyrocketing and fuel
prices are at all time
high that too when the
price of crude oil is low.

NO RESOLUTION AGAINST KATARIA
TWO BRIDES
RETURNED TO
INDIA IN MARCH
In February this year,
the Indian govern-
ment had granted visa
to the wife of Mahen-
dra Singh and Nehpal
Singh on humanitarian
grounds but denied
visa to Vikram’s wife
Nirmala due to her
blacklisted passport.
Mahendra and Nehpal’s
wives arrived in
India on March 8 but
Nirmala Kanwar was
stuck there.
3 CROSS BORDER COUPLES WHO WERE SEPARATED
In April 2017, Mahendra Singh Girab, a resident of Khejad Ka
Paar in Barmer, married a Pakistani girl. Another two such mar-
riages happened in 2019. Two residents of Baiyaa village, Jais-
almer district, Vikarm Singh and Nehpal Singh married Pakistani
girls. Post marriage, they stayed with their in-laws for about three
months but were later forced to return back to India leaving their
spouses as the government of India denied visas to their wives.
Since then three couples have been living separately.
UNION MIN KAILASH CHOUDHARY INTERVENED
Union agriculture minister for state and BJP MP Kailash Choud-
hary, who helped in ending the separation of cross-border
couples, continuously pursued the case of Nirmala Kanwar and
assured her husband that soon they will unite. Due to Choudhary’s
efforts, Nirmala is now coming to India on September 10.

said, “Democracy states that a

TWO
YEARS
OF AN
EMOTIONAL
JOURNEY
WITH
DESERT
STATE
As the Governor of
Rajasthan, it has been my
constant endeavour to fully
discharge my duties as the
constitutional head. Our
nation and culture are
linked to the Constitution.
When I spoke in the
Rajasthan Legislative
Assembly, I also initiated
the tradition that there
should be a text of the
Preamble and Fundamental
Duties of the Constitution
he intimacy and belonging-
ness that I have found in Ra-
jasthan is my invaluable pos-
session. I consider myself
fortunate that I got the oppor-
tunity to work as the consti-
tutional head of Rajasthan. It
was on September 9, 2019
when I took over as the Gov-
ernor of Rajasthan.
After coming to Rajasthan
I went to Jaisalmer. There I
interacted with the soldiers
stationed at the border and
got to know the desert culture
closely
. Last month, I also vis-
ited Raj Bhavan in Abu and
stayed there for a week. For
years, the Abu Raj Bhavan
was desolate. Earlier, the cul-
ture of Vagad was closely felt
in the tribal areas of Dungar-
pur-Banswara, Kota-Sawai
Madhopur, Marwar etc.
One can experience Unity
in diversity by visiting vari-
ous places of the state. After
coming here, I met people fre-
quently and tried to connect
with them. When the flood
came in Kota division, an
aerial survey of the water-
logged areas was done and
we made every effort to pro-
vide timely help to the flood
victims. Under the Gover-
nor’s Relief Fund, it was en-
sured to provide assistance
to the needy who had not yet
received assistance at any
level. I also received continu-
ous support from Bha-
mashahs, universities, and
institutions. In the critical
period of Covid, the Gover-
nor’s Relief Fund contribut-
ed to the Prime Minister and
the Chief Minister’s Relief
Fund. Along with this, PPE
kits and masks were also dis-
tributed for protection
against Covid.
Life came to a standstill
because of the pandemic.
People had to remain impris-
oned in their homes and I too
could not go out of the Raj
Bhavan. But even in the dif-
ficult times, information and
communication technology
helped and through this
there was a continuous con-
nection with the people. To
implement the new educa-
tion policy, a three-day spe-
cial conference of universi-
ties called for the implemen-
tation of the policy in prac-
tice. Task force was consti-
tuted for the strengthening
of education.
In the context of global
challenges, with the context
of time, there should be an ef-
fectivedevelopmentof higher,
technical, agricultural, medi-
cal education in the state.
As the Governor of Ra-
jasthan, it has been my con-
stant endeavour to fully dis-
charge my duties as the con-
stitutional head. Our nation
and culture are linked to the
Constitution. When I spoke
in the Rajasthan Legislative
Assembly, I also initiated the
tradition that there should be
a text of the Preamble and
Fundamental Duties of the
Constitution. The Constitu-
tion Parks in universities
were made so that the young
generation could move for-
ward by imbibing the values
of the Constitution. We are
also building a University
Park in Raj Bhavan so that all
the universities can display
their outstanding work there.
During Covid, it was also
my constant effort to commu-
nicate directly with the Chief
Minister, Ministers and oth-
er public representatives. I
also called an all-party meet-
ing to expedite the rescue
and relief work from Covid,
representatives of all politi-
cal parties took a pledge to
protect humanity without
any discrimination. I also
tried to motivate scouts-
guides, ex-servicemen, Red
Cross societies and other vol-
untary organisations, trusts,
NGOs and Bhamashahs to
make efforts for rescue dur-
ing the Covid and give all pos-
sible cooperation to the gov-
ernment. Oxygen, medicines
and other equipment should
be available to all the needy
people at the right time and
in the right quantity
.
Swami Vivekananda had
given two main ideals of In-
dia. These are the two main
ideals – renunciation and ser-
vice. It has also been said that
the living are those who live
to serve others. I will try to
work for all round develop-
ment by being committed
amongst all of you. Come, let
us all try together for a pros-
perous, affluent, and happy
Rajasthan with the spirit of
sacrifice and service.

New Delhi: The Su-
preme Court has upheld
the Central govern-
ment’s power to effect a
retrospective change to
the tenure of an officer
but has also cautioned
that this power must be
applied in rare cases
and shouldn’t become a
common practice.
Thus, the retrospec-
tive change made to the
tenure of ED Sanjay Ku-
marMishra,a1984-batch
IRSofficer,becamevalid
and he would continue
in his post for three
years. But he would not
get any more exten-
sions.Thishastriggered
speculations in official
circles about who would
beMishra’s successorin
November 2021.
A bench of Justices L
Nageswara Rao and BR
Gavai also directed the
government not to give
Mishra any more exten-
sion, while observing
that any extension of
tenure during superan-
nuation has to be for a
short period and be
granted for reasons re-
corded.
Mishra was sched-
uled to retire in May
2020. Since the ED
chief’s tenure is fixed at
no less than two years
to protect him from po-
litical pressure or in-
ducement, there was no
problem in his continu-
ation till November 18,
2020, even after his
scheduled date of su-
perannuation.
However, the Centre
on November 13, 2020,
retrospectively in-
creased Mishra’s ten-
ure to 3 years from the
earlier appointment or-
der of two years.
Section 25C of the Act
says that no person be-
low the rank of Addi-
tional Secretary to GoI
shall be eligible for ap-
pointment as a Director
of the ED whereas Sec-
tion 25(d) of the Act un-
derlines that the ED
chief shall continue to
holdofficeforaperiodof
not less than two years.
After hearing both
the government and the
petitioner, the SC bench
concluded that, while
the government had the
right to retrospectively
change the tenure of the
ED, it advised the gov-
ernment not to make it
a common practice.
Mishra was appoint-
ed the ED Chief in No-
vember 2018 for a peri-
od of two years ending
18 November 2020. But
five days before he com-
pleted his fixed two-
year tenure, the Centre
made retrospective
changes (order dated
13.11.2020) amending
the tenure of Mishra.
“However, the said
purpose gets defeated if
on the verge of his two-
year tenure and much
after his retirement
age, the Director of En-
forcement is given a de
facto extension in ser-
vice by the adoption of
a circuitous route of
modifying the initial
appointment order it-
self,” the petition said.

New Delhi: UP seems
to be a cause of worry
for Congress leaders.
In the recent survey,
the Congress is likely
to get 3 to 5 seats. Eve-
ryone knows that such
surveys are spon-
sored, yet Congress
is upset because
according to
p a r t y ’ s
assess-
ment, its position will
not be ‘good’. Just imag-
ine, Congress had
won 27 seats in 2012,
from which it has come
down to 7 seats in 2017
and now it is being esti-
mated that the party
may not cross half doz-
en mark.
A one-on-one election
seems to be underway
in UP as BJP will face a
direct contest from the
main opposition, SP
. Be-
cause of this, a party
with a large base and
core votes like BSP
seems to be marginal-
ized, so experts believe
Congress does not even
stand a chance.
It is being said that
election strategist
Prashant Kishor had
also suggested this
move. It is being said
that even if the SP is
ready to give 40 seats,
then the Congress will
coordinate. But accord-

This is a legal re-

a tradition that the

if they change party

that like him, Shishir,

NEW PLAYGROUND
FOR BENGALI POLITICS: ASSAM!
It seems that the BJP is
taking the revenge of its
West Bengal loss in As-
sam. In West Bengal, Ma-
mata Banerjee is breaking
the BJP and by inducting
BJP MLAs into her party,
while in Assam, the BJP
is breaking the MLAs of
the opposition parties
and getting them in its
fold. Although Trinamool
Congress does not have
a major base in Assam,
after Congress leader
Sushmita Dev joined
Trinamool, it is believed
that Mamata’s base in
the state will be strength-
ened. Even before that,
BJP is increasing its
strength as it first merged
two Congress MLAs into
the party and now also
brought the only Hindu
MLA from Badruddin
Ajmal’s party in its fold.
Phanidhar Talukdar was
the only Hindu MLA, from
Bhawanipur seat, repre-
senting Ajmal’s All India
United Democratic Front.
He joined the BJP on
Wednesday even though
the BJP has a majority
and does not need MLAs.

PARTYS’ WAYS TO REMOVE
THE ‘BRAND’ PRIYANKA?
CONG DOES NOT BASE ON
PRIYANKA’S REPORT...
It is perhaps why the leaders of the
Congress want to somehow remove
Priyanka Gandhi Vadra from UP so
that ‘brand Priyanka’ does not add to
their miseries. This can be achieved
in 2 ways. The 1st way is that she
moves out on her own party makes
someone else in-charge. Now Cong is
looking for another face, who should
be made in-charge of UP. Another way
is to have an alliance of Cong with SP.
This is a matter of trouble for the
Congress, but more than that, it
does not base well on Priyanka Gandhi
Vadra’s report card, who, after entering
active politics, has been working as the
general secretary in-charge for last two
and a half years. Under her leader-
ship, party contested 2019 LS polls, in
which Cong got only one seat. Priyanka
apparently worked hard in UP, but her
efforts do not seem to yield any result.

after Commissioner
Virendra Singh went on
leave in June, the situa-
tion has turned for the
worse. Since Virendra
Singh also held the
charge of MD, RajComp,
therefore, its work has
also been severely ham-
pered.
Actually
, Virendra
Singh has lost love for
Rajasthan and is now
working to return to his
home cadre and he is
regularly getting his
leaves extended in the
hope of getting approval
from Centre. In the past
three months, for the
firsttime,acomparative-
ly junior IAS, 2011 batch
officer Abhimanyu Ku-
mar, was given Singh’s
chargeandafterhim,the
charge was recently
handedto2006batchIAS
Alok Gupta. Since Ab-
himanyu is not only a
junior but also an out-
sider, his failure in han-
dling the department
does not compute. But,
failure of Gupta, inspite
of beingPrincipalSecre-
tary of the dept, is a
shocking surprising.
The collapse of IT de-
partment’s system dur-
ing the major interna-
tional level event where-
in Sam Pitroda was also
a guest, has put state
government in a corner
and since Gupta, on the
dreaded day

him. The change of

ment on whom to give
his additional charge
has actually resulted in
dysfunctioning of the
department. Fingers
had been raised when
two years back Princi-
pal Secretaries were
sidelined and Virendra
Singh was given a com-
plete free hand to run
the department as he
deemed fit. And now for
the past four months, no
work -whether good or
bad - is being done in the
department.
Government should
appoint a capable officer
in place of Singh and
overhaul the entire de-
partment.

Jaipur: JDA on
Wednesday decided to
allot land in 4 cases and
to refer 3 cases to the
state govt for a decision.
In the 163th meeting
of the land and asset
disposal committee
chaired by JDA com-
missioner Gaurav Goy-
al, it was decided to
send the matter of allot-
ment of land for the
construction of family
court buildings on the
premises of Animal
Husbandry Depart-
ment, Gandhi Nagar-
Jaipur, to govt.
Decision was taken to
send the matter of allo-

yards in the facility
area in Parshvnath col-

reserve rate for social,
cultural and religious
purposes to govern-
ment for approval. An-

Meanwhile, JDA has
started showing strict-
ness for not carrying
out development works
in residential schemes
of private developers.
On Wednesday, JDA
took possession of 55
plots of 7 colonies and
will auction these soon
and development works
will be done with mon-

pandemic; he also start-
ed the recitation of the
Preamble of the Consti-
tution in the legislative
Assembly for the first
time, thereby starting a
new tradition in the
state assembly
.
Apart from the focus
on education and health
in the tribal areas, he
conducted effective and
regular monitoring for
the execution of the
new education policy.
Not only this, the Gover-
nor has taken several
innovative steps in his
tenure in coordination
with state government.
During his tenure of
2 years, the Governor
focused not only on the
betterment of higher
education and moni-
tored implementation
of the new education
policy, but also drew at-
tention of the state gov-
ernment on the issues
related to the common
man. The Governor has
got audited various edu-
cational and health
schemes executed in the
scheduled area.
He has got an evalua-
tion report prepared on
the qualitative impact
of educational and
health schemes on the
lives of Saharia, Ka-
thori and other tribes.
He even released a
15-point agenda on the
completion of his one
year, in which he talked
about innovating in var-
ious areas and improv-
ing the quality
.
Now on the comple-
tion of the second year
of his term, the Gover-
nor is seen fulfilling
most of his agenda.
Even after the Con-
gress MLAs staged a sit-
in at the Raj Bhavan
during the political cri-
sis last year, his rela-
tions with the state gov-
ernment and chief min-
ister Ashok Gehlot have
been very cordial.
Recently
, keeping pro-
tocol aside, the Gover-
nor visited Gehlot at his
residence after the CM
underwent an angio-
plasty
.
Due to his down to
earth and humble de-
meanour, Governor
Mishra has made a
place in the hearts of
the people and he is giv-
ing a new direction to
the state by giving sug-
gestions to the state gov-
ernment on many is-
sues and implementing
innovations.

Amrapali – this
Throwback
Thursday, I
bring you one
of my favourite
movies, a
period film
which though
deviates from
history, still
holds its own
as a movie-
Vyjayanthimala
and Sunil Dutt
gave one of
their best
performances!
Tumhe Yaad
Karte Karte...
Dil panchhi ban udd
jaata hai…hum khoye
khoye rehte hain…
still remember the
first time I saw this
song, Vyjayanthi-
mala in the famous
red ‘Amrapali’
dress looking be-
yond beautiful, I
was stunned by her sensu-
ous moves, expressions and
sheer grace and beauty!
Then I saw Tumhe yaad
karte karte and Tadap yeh
din raat ki – I was se-
duced by her, there is no
other word to describe
my feelings! I have al-
ways found her to be
the most beautiful
among her peers
and beyond but in
Amrapali, she is
truly like an Ap-
sara.
Watch the
song Tadap
yeh din raat
ki… her eyes
speak aloud
the lyrics!
In Tumhe
yaad karte karte she is less
formally dressed, with her
hair open, a peach sexy out-
fit – her tiniest movements
are deeply erotic. There are
just 3 songs in the movie and
most of Amrapali’s dance
sequences are music and
raga based.
Vyjayanthimala as Amra-
pali is perfect, she owns the
movie!Itcelebratesthebeau-
ty
, sensuality and dance ex-
pertise of this consummate
actress and it goes beyond as
it brings to us the balance
between life, pleasure and
renunciation. Even as the
courtdancersheisconfident
and loyal to her state, de-
mands respect and gets it!
Sunil Dutt, an excellent
actor looks quite the dash-
ing hero in the bare-chested
aggressive scenes and
brings out the confusion of
love vs duty
.
A well-directed movie,
thereishardlyanextrascene
- a doomed love, a clash of
ideologies, unmatched
splendour, riveting dance
sequences, Lata Man-
geshkar’s voice weaves mag-
ic-the songs are unforgetta-
ble – and still the movie did
not do well at the box office.
Vyjayanthimala brings
depth as she fights when
she is wronged
and her final
submission at
the feet of
B u d d h a
highlights
the futility of
war - a mes-
sage that
holds true
today also.

oriander, dhaniya in
Hindi, belongs to the
Apiaceae family and
is interchangeably
called cilantro and
Chinese parsley in
other parts of the
world. Originating from
the Coriandrum Sati-
vum plant, coriander is an an-
nual plant and all its parts are
edible with distinctive uses.
Did you know? Coriander is
probably amongst the first
herbs to be used by human-
kind. The use of coriander in
cooking can be traced back to
5000 BC and there are early
Sanskrit writings from 1500 BC
that have mentions of this
herb. Interesting, right?
Using Coriander in Indian Food
In Indian food, in fact, most
South Asian cuisines, Corian-
der as a herb is an integral
part, lavishly used for garnish-
ing. On the other hand, corian-
der as a seed is used as a whole
spice or in powder form and is
one of the main spices used in
Indian cooking. Let us discuss
each of its forms and uses in a
little more detail.
Coriander as a Herb
Coriander leaves are finely
chopped and used as a garnish
for most gravies, vegetables,
and other dishes, enhancing
the overall flavour and giving
themahint of citrus fragrance.
Coriander chutney and cori-
ander-mint chutney are
amongst the most popular
freshly-made Indian sauces
that are served with all kinds
of Indian snacks like Tandoori
paneer tikka, kebabs, pakoras,
etc. In fact, most chaat recipes
are incomplete without corian-
der-mint chutney, making it an
indispensable part of Indian
cuisine.
Coriander chutney and cori-

etc. In fact, most chaat recipes
are incomplete without corian-
der-mint chutney, making it an
indispensable part of Indian
cuisine.
While it may look like a very
easy-peasy garnish, there are a
few dos and don’ts to follow
when using fresh coriander.
 Coriander leaves spoil very
quickly and lose their aro-
ma when dried or frozen.
Hence, just remove the
leaves from the stem to keep
them fresh for longer.
 For storing the coriander,
using a container with holes
is ideal to keep a balanced
temperature.
 Coriander needs thorough
washing before use. Make
sure to properly wash and
sort out any spoilt leaves,
otherwise, it can ruin the
look of your dish.
 Coriander loses its colour
and aroma when heated and
therefore, always it is al-
ways recommended to gar-
nish it after your dish is
ready and you put it off the
flame.
 When making the corian-
der-mint chutney, just cut
off the roots and keep a part
of the stems as it enhances
the flavour of the chutney
andretainsitsbright
green colour.
Coriander seeds
Whole coriander seeds are
mainly used in gravies, dhaba-
styled lentils, fried Indian
snacks like kachoris and samo-
sas amongst many other food
items.
Tell you a lesser-known fact?
Coriander seeds are used in
Burmese cuisine also. When-
ever we are making Burmese
spread, there are many dishes
where we use roasted and
coarsely ground coriander
seeds for that punch of fla-
vours.
When using whole seeds in
cooking, they are lightly roast-
ed to release the aromatic fla-
vourandgentlycrushedforthat
nuttytaste.Theyarealsooneof
the many ingredients used to
make the great Indian Garam
Masala, a ground blend of mul-
tiple Indian whole spices.
Coriander seed powder
The ground form of coriander
seed is a primary spice that is
practically used in every dish,
especially, in North Indian cui-
sine. It does not just enhance
the flavour by adding a hint of
tart and citrus but also gives a
rich colour to gravies and veg-
etables.
Conclusion
Indian food has a lot of science
behind it and every spice and
herb that has been natively and
traditionally used in cooking
carries a lot of benefits and co-
rianderisnoexception.Corian-
der too has many health bene-
fits.Itimprovesdigestion,keeps

Do you need any more rea-
sons to embrace coriander in
all its parts and forms? We
think not!

  • 1. GOVERNOR KALRAJ MISHRA TURNS 2 AT JAIPUR RAJ BHAWAN! Jaipur: Today marks the completion of one of the most ‘emphatic’ two years of a Governor at Jaipur’s Raj Bhawan; a time which has been nothing short of a roller coaster, where the con- stitutional head of the state crossed paths with the executive head, but the relation never soured. And this, in tru- est sense, is what demo- cratic values are all about. Therefore it would not be wrong to saythatGovernorKalraj Mishra’spresenceinthe Raj Bhawan has worked to further strengthen thedemocraticvaluesin the desert state. TWO YEARS OF AN EMOTIONAL JOURNEY WITH DESERT STATE As the Governor of Rajasthan, it has been my constant endeavour to fully discharge my duties as the constitutional head. Our nation and culture are linked to the Constitution. When I spoke in the Rajasthan Legislative Assembly, I also initiated the tradition that there should be a text of the Preamble and Fundamental Duties of the Constitution he intimacy and belonging- ness that I have found in Ra- jasthan is my invaluable pos- session. I consider myself fortunate that I got the oppor- tunity to work as the consti- tutional head of Rajasthan. It was on September 9, 2019 when I took over as the Gov- ernor of Rajasthan. After coming to Rajasthan I went to Jaisalmer. There I interacted with the soldiers stationed at the border and got to know the desert culture closely . Last month, I also vis- ited Raj Bhavan in Abu and stayed there for a week. For years, the Abu Raj Bhavan was desolate. Earlier, the cul- ture of Vagad was closely felt in the tribal areas of Dungar- pur-Banswara, Kota-Sawai Madhopur, Marwar etc. One can experience Unity in diversity by visiting vari- ous places of the state. After coming here, I met people fre- quently and tried to connect with them. When the flood came in Kota division, an aerial survey of the water- logged areas was done and we made every effort to pro- vide timely help to the flood victims. Under the Gover- nor’s Relief Fund, it was en- sured to provide assistance to the needy who had not yet received assistance at any level. I also received continu- ous support from Bha- mashahs, universities, and institutions. In the critical period of Covid, the Gover- nor’s Relief Fund contribut- ed to the Prime Minister and the Chief Minister’s Relief Fund. Along with this, PPE kits and masks were also dis- tributed for protection against Covid. Life came to a standstill because of the pandemic. People had to remain impris- oned in their homes and I too could not go out of the Raj Bhavan. But even in the dif- ficult times, information and communication technology helped and through this there was a continuous con- nection with the people. To implement the new educa- tion policy, a three-day spe- cial conference of universi- ties called for the implemen- tation of the policy in prac- tice. Task force was consti- tuted for the strengthening of education. In the context of global challenges, with the context of time, there should be an ef- fectivedevelopmentof higher, technical, agricultural, medi- cal education in the state. As the Governor of Ra- jasthan, it has been my con- stant endeavour to fully dis- charge my duties as the con- stitutional head. Our nation and culture are linked to the Constitution. When I spoke in the Rajasthan Legislative Assembly, I also initiated the tradition that there should be a text of the Preamble and Fundamental Duties of the Constitution. The Constitu- tion Parks in universities were made so that the young generation could move for- ward by imbibing the values of the Constitution. We are also building a University Park in Raj Bhavan so that all the universities can display their outstanding work there. During Covid, it was also my constant effort to commu- nicate directly with the Chief Minister, Ministers and oth- er public representatives. I also called an all-party meet- ing to expedite the rescue and relief work from Covid, representatives of all politi- cal parties took a pledge to protect humanity without any discrimination. I also tried to motivate scouts- guides, ex-servicemen, Red Cross societies and other vol- untary organisations, trusts, NGOs and Bhamashahs to make efforts for rescue dur- ing the Covid and give all pos- sible cooperation to the gov- ernment. Oxygen, medicines and other equipment should be available to all the needy people at the right time and in the right quantity . Swami Vivekananda had given two main ideals of In- dia. I will try to work for all round develop- ment by being committed amongst all of you. Come, let us all try together for a pros- perous, affluent, and happy Rajasthan with the spirit of sacrifice and service. Rakesh Ranjan New Delhi: The Su- preme Court has upheld the Central govern- ment’s power to effect a retrospective change to the tenure of an officer but has also cautioned that this power must be applied in rare cases and shouldn’t become a common practice. Thus, the retrospec- tive change made to the tenure of ED Sanjay Ku- marMishra,a1984-batch IRSofficer, becamevalid and he would continue in his post for three years. But he would not get any more exten- sions.Thishastriggered speculations in official circles about who would beMishra’s successorin November 2021. A bench of Justices L Nageswara Rao and BR Gavai also directed the government not to give Mishra any more exten- sion, while observing that any extension of tenure during superan- nuation has to be for a short period and be granted for reasons re- corded. Mishra was sched- uled to retire in May 2020. Since the ED chief’s tenure is fixed at no less than two years to protect him from po- litical pressure or in- ducement, there was no problem in his continu- ation till November 18, 2020, even after his scheduled date of su- perannuation. However, the Centre on November 13, 2020, retrospectively in- creased Mishra’s ten- ure to 3 years from the earlier appointment or- der of two years. Section 25C of the Act says that no person be- low the rank of Addi- tional Secretary to GoI shall be eligible for ap- pointment as a Director of the ED whereas Sec- tion 25(d) of the Act un- derlines that the ED chief shall continue to holdofficeforaperiodof not less than two years. After hearing both the government and the petitioner, the SC bench concluded that, while the government had the right to retrospectively change the tenure of the ED, it advised the gov- ernment not to make it a common practice. Mishra was appoint- ed the ED Chief in No- vember 2018 for a peri- od of two years ending 18 November 2020. But five days before he com- pleted his fixed two- year tenure, the Centre made retrospective changes (order dated 13.11.2020) amending the tenure of Mishra. “However, the said purpose gets defeated if on the verge of his two- year tenure and much after his retirement age, the Director of En- forcement is given a de facto extension in ser- vice by the adoption of a circuitous route of modifying the initial appointment order it- self,” the petition said. In the recent survey, the Congress is likely to get 3 to 5 seats. Eve- ryone knows that such surveys are spon- sored, yet Congress is upset because according to p a r t y ’ s assess- ment, its position will not be ‘good’. Just imag- ine, Congress had won 27 seats in 2012, from which it has come down to 7 seats in 2017 and now it is being esti- mated that the party may not cross half doz- en mark. A one-on-one election seems to be underway in UP as BJP will face a direct contest from the main opposition, SP . Be- cause of this, a party with a large base and core votes like BSP seems to be marginal- ized, so experts believe Congress does not even stand a chance. It is being said that election strategist Prashant Kishor had also suggested this move. It is being said that even if the SP is ready to give 40 seats, then the Congress will coordinate. But accord- ing to sources, less than 25 seats are being pro- posed by the SP. This is a legal re- quirement and over the years it has also become a tradition that the MLAs who leave the party, resign from the membership of the par- ty and the assembly at the same time, because if they change party but do not resign from the assembly then their membership is can- celled as per the rules. That is why when D i n e s h Trivedi left TMC, he also resigned from RS. It is a different matter that like him, Shishir, who joined BJP, has not yet resigned. TMC has also given a memoran- dum against him to the LS Secretariat. However, in WB, 3 MLAs - Mukul Roy, Tan- may Ghosh and Biswa- jit Das - have left BJP joined TMC. In West Bengal, Ma- mata Banerjee is breaking the BJP and by inducting BJP MLAs into her party, while in Assam, the BJP is breaking the MLAs of the opposition parties and getting them in its fold. Although Trinamool Congress does not have a major base in Assam, after Congress leader Sushmita Dev joined Trinamool, it is believed that Mamata’s base in the state will be strength- ened. Even before that, BJP is increasing its strength as it first merged two Congress MLAs into the party and now also brought the only Hindu MLA from Badruddin Ajmal’s party in its fold. Phanidhar Talukdar was the only Hindu MLA, from Bhawanipur seat, repre- senting Ajmal’s All India United Democratic Front. PARTYS’ WAYS TO REMOVE THE ‘BRAND’ PRIYANKA? CONG DOES NOT BASE ON PRIYANKA’S REPORT... It is perhaps why the leaders of the Congress want to somehow remove Priyanka Gandhi Vadra from UP so that ‘brand Priyanka’ does not add to their miseries. This can be achieved in 2 ways. The 1st way is that she moves out on her own party makes someone else in-charge. Now Cong is looking for another face, who should be made in-charge of UP. Another way is to have an alliance of Cong with SP. This is a matter of trouble for the Congress, but more than that, it does not base well on Priyanka Gandhi Vadra’s report card, who, after entering active politics, has been working as the general secretary in-charge for last two and a half years. JPC/010/2019-21 First India Bureau Jaipur: The BJP has started preparations for the assembly elec- tions to be held in Uttar Pradesh, Punjab, Uttarakhand, Goa and Ma- nipur in early 2022. In such a s i t u at i o n , the national leadership of BJP has ap- p o i n t e d three Union ministers from Rajasthan as in- charge and co-incharge in different states. National general sec- retary Arun Singh, who is in-charge of Rajasthan, has signed the or- der. Union Jal Shakti Minis- ter and LS MP from Jodhpur Ga- jendra Singh Shekhawat has been appointed in-charge of Punjab. Union Minister for Forest, Environment, Labor and Employ- ment and Rajya Sabha MP from Ra- jasthan Bhu- pender Yadav has been made in-charge of Manipur. While Minister of State for Parlia- mentary Affairs and Bikaner LS MP Arjun Ram M e g h w a l has been appointed as the co-incharge of Ut- tar Pradesh. Shekhawat is a Mem- ber of Parliament from Jodhpur Lok Sabha c o n s t i t u e n c y. Along with him, Hard- eep Puri, Meenakshi Lekhi, Vi- nod Chav- da have been ap- pointed as c o - i n - charges for the elec- tions in Punjab, where Congress is ruling. Bhupender Yadav, one of the trusted lead- ers of the party leader- ship has also played a big role in doing damage control many times. Re- cently, he also took out Jan Ashirwad Yatra in Rajasthan. Union Minister D h a r m e n d r a Pradhan has been appointed in- charge of Ut- tar Pradesh. While Ar- jun Ram Meghwal will have to decide the strat- egy after aligning with Pradhan. The responsi- bility of cultivating the Dalit vote bank in UP and making a dent in the vote bank of BSP will also be on his shoulders as UP co-in- charge. Since Virendra Singh also held the charge of MD, RajComp, therefore, its work has also been severely ham- pered. Actually , Virendra Singh has lost love for Rajasthan and is now working to return to his home cadre and he is regularly getting his leaves extended in the hope of getting approval from Centre. In the past three months, for the firsttime,acomparative- ly junior IAS, 2011 batch officer Abhimanyu Ku- mar, was given Singh’s chargeandafterhim, the charge was recently handedto2006batchIAS Alok Gupta. Since Ab- himanyu is not only a junior but also an out- sider, his failure in han- dling the department does not compute. But, failure of Gupta, inspite of beingPrincipalSecre- tary of the dept, is a shocking surprising. The collapse of IT de- partment’s system dur- ing the major interna- tional level event where- in Sam Pitroda was also a guest, has put state government in a corner and since Gupta, on the dreaded day , was the ‘all- in-one’ of the depart- ment, the onus of the incident also falls on him. The change of threePrincipalsecretar- ies, dispute of MD’s charge of RajComp, leaves of Virendra Sin- gh and DoP’s experi- ment on whom to give his additional charge has actually resulted in dysfunctioning of the department. Fingers had been raised when two years back Princi- pal Secretaries were sidelined and Virendra Singh was given a com- plete free hand to run the department as he deemed fit. And now for the past four months, no work -whether good or bad - is being done in the department. Government should appoint a capable officer in place of Singh and overhaul the entire de- partment. IT in docks, now all hopes on dept’s complete overhaul! Shivendra Parmar Jaipur: Rajasthan Housing Board (RHB) Commissioner Pawan Arora, on Wednesday, chaired a state-level re- view meeting for the successful implementa- tion of “Prashasan Shehro ke Sang” cam- paign set to begin from October 2. The Commissioner directed that all pend- ing cases during the campaign should be re- duced to zero. “Negli- gence of any kind will not be tolerated during the campaign. Along with this, services like allotment letter, lease discharge certificate will be provided to the applicant on the spot. For the successful im- plementation of the campaign, nodal officer would be appointed at the state level for effec- tive monitoring on reg- ular basis,” Arora said. The Commissioner informed that RHB will conduct survey to bring new housing schemes in 200 small towns of the state, for which a mobile app named “RHB Awas” will be launched. “In this app, people’s opinion re- garding the size of the house, income group etc. will be known and after obtaining permis- sion from the State Gov- ernment, RHB will launch the housing scheme by taking acqui- sition action in view of the availability of land,” the Commission- er said. Arora reviews campaign prep First India Bureau Jaipur: JDA on Wednesday decided to allot land in 4 cases and to refer 3 cases to the state govt for a decision. Apart from the focus on education and health in the tribal areas, he conducted effective and regular monitoring for the execution of the new education policy. Not only this, the Gover- nor has taken several innovative steps in his tenure in coordination with state government. During his tenure of 2 years, the Governor focused not only on the betterment of higher education and moni- tored implementation of the new education policy, but also drew at- tention of the state gov- ernment on the issues related to the common man. The Governor has got audited various edu- cational and health schemes executed in the scheduled area. He has got an evalua- tion report prepared on the qualitative impact of educational and health schemes on the lives of Saharia, Ka- thori and other tribes. He even released a 15-point agenda on the completion of his one year, in which he talked about innovating in var- ious areas and improv- ing the quality . Now on the comple- tion of the second year of his term, the Gover- nor is seen fulfilling most of his agenda. Even after the Con- gress MLAs staged a sit- in at the Raj Bhavan during the political cri- sis last year, his rela- tions with the state gov- ernment and chief min- ister Ashok Gehlot have been very cordial. Recently , keeping pro- tocol aside, the Gover- nor visited Gehlot at his residence after the CM underwent an angio- plasty . Due to his down to earth and humble de- meanour, Governor Mishra has made a place in the hearts of the people and he is giv- ing a new direction to the state by giving sug- gestions to the state gov- ernment on many is- sues and implementing innovations. JAIPUR, THURSDAY SEPTEMBER 9, 2021 www.firstindia.co.in I www.firstindia.co.in/epaper/ I twitter.com/thefirstindia facebook.com/thefirstindia I instagram.com/thefirstindia 09 Amrapali – this Throwback Thursday, I bring you one of my favourite movies, a period film which though deviates from history, still holds its own as a movie- Vyjayanthimala and Sunil Dutt gave one of their best performances! Tumhe Yaad Karte Karte... Dil panchhi ban udd jaata hai…hum khoye khoye rehte hain… still remember the first time I saw this song, Vyjayanthi- mala in the famous red ‘Amrapali’ dress looking be- yond beautiful, I was stunned by her sensu- ous moves, expressions and sheer grace and beauty! Then I saw Tumhe yaad karte karte and Tadap yeh din raat ki – I was se- duced by her, there is no other word to describe my feelings! I have al- ways found her to be the most beautiful among her peers and beyond but in Amrapali, she is truly like an Ap- sara. Watch the song Tadap yeh din raat ki… her eyes speak aloud the lyrics! In Tumhe yaad karte karte she is less formally dressed, with her hair open, a peach sexy out- fit – her tiniest movements are deeply erotic. There are just 3 songs in the movie and most of Amrapali’s dance sequences are music and raga based. Vyjayanthimala as Amra- pali is perfect, she owns the movie!Itcelebratesthebeau- ty , sensuality and dance ex- pertise of this consummate actress and it goes beyond as it brings to us the balance between life, pleasure and renunciation. Even as the courtdancersheisconfident and loyal to her state, de- mands respect and gets it! Sunil Dutt, an excellent actor looks quite the dash- ing hero in the bare-chested aggressive scenes and brings out the confusion of love vs duty . A well-directed movie, thereishardlyanextrascene - a doomed love, a clash of ideologies, unmatched splendour, riveting dance sequences, Lata Man- geshkar’s voice weaves mag- ic-the songs are unforgetta- ble – and still the movie did not do well at the box office. Vyjayanthimala brings depth as she fights when she is wronged and her final submission at the feet of B u d d h a highlights the futility of war - a mes- sage that holds true today also. YOUR DAY Horoscope by Saurabbh Sachdeva SPICEOFTHEGREATINDIANKITCHEN oriander, dhaniya in Hindi, belongs to the Apiaceae family and is interchangeably called cilantro and Chinese parsley in other parts of the world. Originating from the Coriandrum Sati- vum plant, coriander is an an- nual plant and all its parts are edible with distinctive uses. Did you know? Coriander is probably amongst the first herbs to be used by human- kind. The use of coriander in cooking can be traced back to 5000 BC and there are early Sanskrit writings from 1500 BC that have mentions of this herb. Interesting, right? Using Coriander in Indian Food In Indian food, in fact, most South Asian cuisines, Corian- der as a herb is an integral part, lavishly used for garnish- ing. On the other hand, corian- der as a seed is used as a whole spice or in powder form and is one of the main spices used in Indian cooking. Let us discuss each of its forms and uses in a little more detail. Coriander as a Herb Coriander leaves are finely chopped and used as a garnish for most gravies, vegetables, and other dishes, enhancing the overall flavour and giving themahint of citrus fragrance. Coriander chutney and cori- ander-mint chutney are amongst the most popular freshly-made Indian sauces that are served with all kinds of Indian snacks like Tandoori paneer tikka, kebabs, pakoras, etc. In fact, most chaat recipes are incomplete without corian- der-mint chutney, making it an indispensable part of Indian cuisine. While it may look like a very easy-peasy garnish, there are a few dos and don’ts to follow when using fresh coriander. Coriander leaves spoil very quickly and lose their aro- ma when dried or frozen. Hence, just remove the leaves from the stem to keep them fresh for longer. For storing the coriander, using a container with holes is ideal to keep a balanced temperature. Coriander needs thorough washing before use. Make sure to properly wash and sort out any spoilt leaves, otherwise, it can ruin the look of your dish. Coriander loses its colour and aroma when heated and therefore, always it is al- ways recommended to gar- nish it after your dish is ready and you put it off the flame. When making the corian- der-mint chutney, just cut off the roots and keep a part of the stems as it enhances the flavour of the chutney andretainsitsbright green colour. Coriander seeds Whole coriander seeds are mainly used in gravies, dhaba- styled lentils, fried Indian snacks like kachoris and samo- sas amongst many other food items. Tell you a lesser-known fact? Coriander seeds are used in Burmese cuisine also. When- ever we are making Burmese spread, there are many dishes where we use roasted and coarsely ground coriander seeds for that punch of fla- vours. When using whole seeds in cooking, they are lightly roast- ed to release the aromatic fla- vourandgentlycrushedforthat nuttytaste.Theyarealsooneof the many ingredients used to make the great Indian Garam Masala, a ground blend of mul- tiple Indian whole spices. Coriander seed powder The ground form of coriander seed is a primary spice that is practically used in every dish, especially, in North Indian cui- sine. It does not just enhance the flavour by adding a hint of tart and citrus but also gives a rich colour to gravies and veg- etables. Conclusion Indian food has a lot of science behind it and every spice and herb that has been natively and traditionally used in cooking carries a lot of benefits and co- rianderisnoexception.Corian- der too has many health bene- fits.Itimprovesdigestion, keeps the blood glucose levels in check, reduces bad cholesterol andcorianderseedwaterisalso believed to aid in weight loss. Do you need any more rea- sons to embrace coriander in all its parts and forms? We think not! CAULDRON SISTERS Ratika Richa Khetan, two sisters, started Cauldron Sisters in 2015. It started as an exotic food gift hamper business, but their love for food encouraged them to start culinary workshops, food deliveries, and slowly and gradually it turned huge as restaurants and cafes started approaching them for consultancy.
