Dry weather prevails
in Telangana, AP
Rain or thundershowers
forecast in two States
Hyderabad: Heat wave conditions pre-
vailed in some parts of Visakhapatnam,
East & West Godavari, Krishna, Guntur,
Khammam, Medak and Nalgonda dis-
tricts on Monday. The weather was dry in
Telangana, Andhra Pradesh States. There
was no rainfall even after the southwest
monsoon spread across the two States last
week. Bapatla recorded the day's highest
maximum temperature of 42 degrees Cel-
sius. While Kakinada, Machilipatnam,
Ongole, Rentachintala, Visakhapatnam
had a high of 41 degrees Celsius, there
was 40 degrees Celsius in Kavali, Narsa-
pur, Nellore, Vijayawada, Bhadrachalam
and Nalgonda. The Met office on Tues-
day forecast rain or thundershowers at
one or two places in coastal Andhra,
Telangana and Rayalaseema during the
next two days. It warned of heat wave
conditions prevailing in parts of Visakha-
patnam, East & West Godavari, Krishna,
Guntur, Khammam, Nalgonda. In Hyder-
abad, the sky will be partly cloudy for the
next 48 hours. The maximum and mini-
mum temperatures will be around 37 and
26 degrees Celsius respectively.
T govt transfers
five DSPs
Hyderabad: Telangana Director General
of Police (DGP) Anurag Sharma on Mon-
day transferred five Deputy Superintend-
ents of Police (DSP) based on the
recommendations of Police Establish-
ment Board. The officers and the places
of their fresh posting are: M
Venkateswarlu (ACP, Punjagutta),
PVRSSSMVR Varma, (ACP, DD, Hyder-
abad City), M Ram Mohan Rao (ACP,
DD, Hyderabad City), K Vara Prasad Rao
(ACP, DD, Hyderabad City) and GV
Shyam Sunder Reddy (DSP, Traffic, Cy-
berabad). The DGP has directed the con-
cerned unit officers to relieve the above
officers immediately with instructions to
join in their new place of transfer/posting
and report their taking charge of new
postings.
Seminar on NCCCM
underway at NFC
Hyderabad: A two-day seminar on the
National Centre for Compositional char-
acterisation of materials (NCCCM), a
unit of Bhabha Atomic Research Centre
was inaugurated at the Nuclear Fuel
Complex (NFC) here on Tuesday. Ac-
cording to a release, the seminar under-
lined the role of NCCCM in maintaining
quality of finished products and analyti-
cal support to labs and government insti-
tutions. Chemical analysis at various
stages of production plays a vital role in
development of finished products in the
market. The NCCCM provides validated
analytical support to different segments
of the industry, academic institutes for
crucial research and government organi-
sations to develop new technologies.
HC to consider PIL on
road mishaps
Hyderabad: The PIL bench of the High
Court at Hyderabad, on Tuesday, ad-
journed by a week a writ plea filed by
practicing advocate Wasim Ahmed Khan,
seeking directions to the government to
take concrete action to prevent road acci-
dents. The petitioners sought directions
from the court to the government and au-
thorities on number of steps to be taken.
They are constructing speed breakers in
front of the schools, posting a constable
or Home Guard, making zebra crossing
lines to facilitate pedestrians to cross road
at several junctions and footpaths for
pedestrians.

Hyderabad: The Andhra
Pradesh Assembly on Tues-
day unanimously adopted a
resolution supporting the
move of the Centre to create
a corruption-free India and
eradicate the menace of
black money.
Moving the resolution,
Chief Minister N Chan-
drababu Naidu said State
government will take all nec-
essary measures to create a
corruption-free AP and pro-
vide full support to the Gov-
ernment of India to eradicate
black money.
Welcoming NDA govern-
ment's initiatives in this re-
gard Naidu suggested that
the Centre should usher in
economic, political and ad-
ministrative reforms.
"In his first Cabinet meet-
ing itself, Prime Minister
Narendra Modi constituted a
Special Investigation Team
on black money. Today, the
Centre has written to the
Swiss government seeking
names of those holding bank
accounts in that country.
This is a decisive action by
the Modi government," the
Chief Minister said.
Naidu said, the previous
Congress-led UPA govern-
ment never acted on black
money as it was steeped in
corruption. Corrupt people
were stashing their money in
tax haven countries while
poor people in India were
suffering from hunger. For
some money has become an
object of greed and lust, he
remarked.
He further said Even a na-
tion-wide people's move-
ment led by Anna Hazare
could not move the then
UPA government, he said.
Besides bringing black
money back, the Centre
should also initiate eco-
nomic, political and admin-
istrative reforms.
If required, currency notes
of Rs 1000 and Rs 500 de-
nominations should be
banned. The US has already
banned higher denomination
currency, the Chief Minister
said. Asserting that seeing a
corruption-free India was the
Telugu Desam Party's ulti-
mate objective; he said they
would continue the fight in
this regard.
"We will bring in laws in
this regard and take every
step to root out corruption,"
Chandrababu vowed."

comed the resolution
following which it was
adopted by the House unani-
mously.
AP Assembly backs Modi govt
efforts to eradicate corruption

Hyderabad: Andhra Pradesh
State Assembly on Tuesday
passed a resolution requesting
the Centre to soon enact a law
replacing the Ordinance merg-
ing seven mandals of
Bhadrachalam revenue divi-
sion with AP and complete
construction of Polavaram
multi-purpose project within
three years.
Moving the resolution,
Chief Minister N Chandrababu
Naidu urged the Telangana
government not to politicise
the issue as the irrigation proj-
ect would not cause any prob-
lem for the State of Telangana.
Quoting reports he said, it
was not possible to make any
changes in the design as it
would neither reduce the areas
of submergence nor it would
serve the purpose of construct-
ing the project.
“Polavaram project cannot
be completed unless the vil-
lages that face submersion are
merged with Andhra Pradesh.
In fact, all those villages were
very much part of the erstwhile
Andhra State and merged with
Khammam district of Telan-
gana only in 1959 for adminis-
trative convenience,” he
pointed. Naidu found fault with
those seeking to stall the con-
struction of Polavaram project
that would be beneficial to
Telangana as well.
“Now that Polavaram has
been declared as a national
project, the Centre should go
ahead with its construction as
per the design approved by the
Central Water Commission. It
should be completed within
three years,” the Chief Minister
said. The NDA government,
immediately after assuming
power last month, had issued
the Ordinance transferring the
seven revenue mandals to the
residuary State of Andhra
Pradesh.

Polavaram project in 3 yrs

Hyderabad: The saying ‘old
is gold’ rings true in the case
of Officers on Special Duty
(OSDs). The two states Telan-
gana and Andhra Pradesh are
chasing some of the officers
even after their retirement.
But the clamour for appoint-
ment of retired persons as
OSDs is creating heartburn
among bureaucrats.
Some old hands, who are
known for their expertise in
different areas, have been
serving in plum positions for
over a decade. This has led to
those in service clamouring
for key posts. Andhra Pradesh
Chief Minister Naidu has
picked up a team of OSDs.
Telangana Chief Minister K
Chandrasekhar Rao is not lag-
ging far behind.
The exact figures of overall
OSDs are not available but the
number of them serving the
police department is much
higher. Among the several de-
partments, the maximum num-
ber is in the police
department.
“There are about 40 OSDs
working in various police
wings. This, it is believed, has
hampered promotion of sev-
eral officers for decades. As a
result, they have gone to
courts for justice,” remarked
an intelligence official, who is
awaiting promotion for years.
The problem is acute as the
key posts in intelligence and
crucial wings are occupied by
some of the officers retired
more than 5-8 years. “The ac-
tion of TDP, Congress and
TRS governments not only
blocking promotions but fail
to nurture young officers in
key posts,” he said.
Kishan Rao, SP, Top Secret
Cell in Intelligence, is al-
legedly serving as OSD for
more than a decade after his
retirement. Several senior po-
lice officers managed to get
plum postings in Intelligence,
Anti Corruption Bureau, AP
vigilance, and Transco with
blessings of political bosses.
Some of the names making
rounds are Prabhakar, Mu-
ralidhar, Jaganmohan Reddy,
among others.
However, a retired officer
begs to differ as retired per-
sonnel could be of much help
wherever there is dearth of tal-
ent. Sardar Harihar Singh, re-
tired Additional SP, was
instrumental in challenging
Hyderabad as a free zone way
back in 1999. Subsequently,
the full bench of AP High
Court passed a judgment in his
favour in November 2001.
He said the department and
general public could benefit, if
the Telangana government
utilises their services.
The debate of experience
versus those newly-recruited
may well continue but at the
moment it is the old hands that
are in great demand.

developed by the Hyder-
abad based Electronics
Corporation India Limited
(ECIL).
The telescope is all set
for its dispatch to Ladakh
in Jammu and Kashmir for
its installation on June 28.
The Major Atmospheric
Cherenkov Experiment
(MACE) developed for
Bhabha Atomic Research
Centre (BARC), Mumbai,
has undergone test trails
successfully. The 180
tonne Gamma telescope
helps the scientists in the
fields of Astrophysics,
Fundamental Physics and
Particle Acceleration
Mechanisms etc.
Similar Gamma ray tele-
scopes in Europe and the
USA were collaborative ef-
forts of multiple institu-
tions, whereas the MACE
was designed and manu-
factured by ECIL.

drasekhar Rao's proposed
visit to New Delhi to meet

Modi has been put off. He is
likely to visit New Delhi just
before commencement of
Budget session of Parlia-
ment.

LEGAL CORRESPONDENT
Hyderabad: The PIL bench of the High court at Hy-
derabad, on Tuesday, refused to take on file a writ
plea, seeking a direction to the authorities to strictly
implement the government order of July 2010 on reg-
ulating "exorbitant school fee by private school man-
agements."
The writ petitions also prayed the court to direct
the government to ensure 25 per cent reservations in
admissions and Fees Reimbursement to the eligible
children belongs to SC, ST, BC and other weaker sec-
tors in private schools.
In its earlier order the court had recorded that the
state government had stated that a sum of Rs.22,000
crores was required for implementation of RTE Act
in the State.
The amount would be shared by the State Govern-
ment and the Centre.. It is further stated that the State
Government was awaiting the grant-in-aid from the
Centre.
The court in the past had directed the government
to take necessary steps to implement the Act and the
scheme.
