1. What is open science?
A set of ongoing changes in the way research is
conducted:
• Involving increased transparency,
collaboration, communication and
participation.
• Both for researchers themselves and
citizens through increased understanding
of and participation in research.
How did we characterise open science and choose indicators to monitor open science trends?
• We undertook a literature review and elicited expert opinion to identify three core defining open science characteristics.
• We identified indicators to align with each of the three characteristics.
• We selected indicators that provide insight into open science across the research process, from inputs (e.g. funding
policies) through to activities and outputs (e.g. publications) in order to illustrate how open science is evolving.
What other aspects of open science will we monitor?
Citizen science: While open science mostly refers to new ways that researchers interact with one another and share information,
another aspect relates to how a different set of research players – citizens – are taking a more active role in science.
What are the potential impacts?
• Evidence is emerging anecdotally that
open science benefits are being realised.
• We will use a qualitative, case study
approach to illustrate specific examples
of open science achievements and
explore potential negative impacts of
open science as well as barriers to
achieving the most desired impacts.
How will the monitor be used?
• To provide the European Commission with
information on trends and practices to show
where policy making may be beneficial, and
where participants in open science initiatives have
already established their own beneficial practices.
• By other stakeholders, including researchers,
funders, libraries, and publishers to obtain
information about open science progress.
What are we trying to do?
• A lack of evidence about open science trends presents
a challenge for policymaking.
• We are developing an online monitor to track open
science trends in Europe, identify the main drivers,
incentives and constraints on its evolution, and
potential impacts.
• The monitor will support the European Commission,
Directorate-General for Research and Innovation.

Open research data: Relates to transparency
of data collection and enabling replication of
research results. It is more relevant to specific
disciplines (at least currently) and requires
more meta-data to make it useful.
Communication activities: Relates to
the engagement of different stakeholders
and activities undertaken throughout the
research cycle, and reflects aspects of
collaboration, accessibility and transparency.
This project is being carried out by RAND Europe and its partners: Deloitte, Observatoire des Sciences et des Technologies (OST), Digital Science and Altmetric. The study is being undertaken for the European Commission, Directorate-
General for Research and Innovation (Directorate A, Unit A.6) under the Framework Contract: ‘Provision of Services in the Field of Research Evaluation and Research Policy Analysis’.
