Introduction to Romans
•Paul wrote Romans while in Corinth on his 3rd
Missionary Journey in 56-57 A.D.
•Paul was trained in Greek philosophy as well as
advanced Hebrew by Gamaliel.
•Paul’s family was Jewish, but he was a Roman citizen
by his birth in Tarsus, a providence of Cilicia which was
a “free city” of Rome.
Romans was an open letter to believers in
Rome.
•Paul had never been to Rome, but he had heard of the
faith of believers there.
•Christianity had been brought back to Rome 20 years
earlier by visitors to Jerusalem after the coming of the
Holy Spirit at Pentecost (Acts 2:10).
•The purpose of the letter was to teach great truths of
the gospel of grace to believers (converted Jews and
Gentiles) who had never received apostolic
instruction.
Summary of Chapters 1-8 of Romans
1. Salvation is by faith, both in the Old and the New
Testaments.
2. Every person has sinned and has fallen short of the
glory of God.
3. God demonstrates His love for us through Christ.
4. We are restored to a right relationship and have
peace with God through faith in Christ.

Introduction to Chapters 9-11 of Romans
“The Role of Israel”
•In Romans 1-8, Paul teaches that righteousness comes
from God, by faith in Christ.
•Israel strayed from righteousness by faith in God, and
created an erroneous righteousness based on
obedience to the law.
•Romans 9 will address Israel’s past, Romans 10 their
present, and Romans 11 the future of the nation of
Israel.

“Israel’s Past”
• Verses 1-3
‒ Paul laments the status of Israel’s unbelief.
• Verses 4-5
‒ All of the privileges recounted that still belong to Israel –
the adoption, the covenants, and the promises.

‒ God’s choosing (election) of Israel never meant the

Israel’s Unbelief
Romans 9:30-32 NIV
30 What then shall we say? That the Gentiles, who did
not pursue righteousness, have obtained it, a
righteousness that is by faith; 31 but the people of Israel,
who pursued a law of righteousness, has not attained
it. 32 Why not? Because they pursued it not by faith but
as if it were by works. They stumbled over the
“stumbling stone.”

“See, I lay in Zion a stone that causes men to
stumble
and a rock that makes them fall,
and the one who trusts in him will never be put

Israel’s Present
Romans 10:1-2 NIV
1 Brothers, my heart’s desire and prayer to God for the
Israelites is that they may be saved. 2 For I can testify
about them that they are zealous for God, but their zeal
is not based on knowledge.
•Paul was describing himself as a zealous Jew before
his conversion to Christ.
Christ is the end of the Law
Romans 10:3-4 NIV
3 Since they did not know the righteousness that comes from
God and sought to establish their own, they did not submit
to God’s righteousness. 4 Christ is the end (culmination) of
the law so that there may be righteousness for everyone
who believes.
• Matthew 5:17 NIV
17 “Do not think that I have come to abolish the Law or the
Prophets; I have not come to abolish them but to fulfill
them.”
How did Christ fulfill or end the law?
•In Matthew 5 Christ taught the deep, underlying
principles and total commitment to the law rather
than the acknowledgement and obedience.
•Christ is the fulfillment of the law and brought it to
completion by obeying perfectly its demands .
•The believer is no longer condemned by the law since
we wear the righteousness of Christ before God.
Righteousness by the law
Romans 10:5 NIV
5 Moses describes in this way the righteousness that is by the
law: “The man who does these things will live by them.”
• Paul quotes Leviticus 18:5 to demonstrate that a
righteousness based on the law required perfect
obedience.
• This could also be an OT reference to Christ who perfectly
fulfilled the law’s demands and makes salvation available
to all who believe.
Righteousness by faith
Romans 10:6-8 NIV
6 But the righteousness that is by faith says: “Do not say
in your heart, ‘Who will ascend into heaven?’” (that is,
to bring Christ down) 7 “or ‘Who will descend into the
deep?’” (that is, to bring Christ up from the dead). 8 But
what does it say? “The word is near you; it is in your
mouth and in your heart,” that is, the word of faith we
are proclaiming:
Meaning of Romans 10:6-8
•Paul quotes Deuteronomy 30:13-14 to explain the
nature of righteousness that is by faith.
•Faith does not require physical actions such as
bringing Christ back from heaven or back up from the
grave.
•Paul takes the OT “word”, meaning the law, and
applies it to mean the “word of faith” with
righteousness gained by faith and not by deeds.
“with mouth and heart”
Romans 10:8-9 NIV
8 But what does it say? “The word is near you; it is in
your mouth and in your heart,” that is, the word of faith
we are proclaiming: 9 That if you confess with your
mouth, “Jesus is Lord,” and believe in your heart that
God raised him from the dead, you will be saved.
•Salvation involves an outward confession and an
inward belief.
The meaning of “Jesus is Lord”
•This earliest Christian confession of faith was probably
used at baptisms and ascribes deity to Jesus.
•This is a deep personal conviction, without
reservation, that Jesus is one’s own master.
•This phrase means repenting from sin, trusting in
Jesus for salvation and submitting to him as Lord.
Distortion of “Jesus is Lord”
•Antinomianism – Released by grace from obligation of
observing the moral law.
•The misunderstanding that faith doesn’t ever have any
works follow from it, and obedience is
inconsequential to the Christian faith.
•There should be no dichotomy between Jesus as
Savior, and Jesus as Lord.
“heart and mouth”
Romans 10:10 NIV
10 For it is with your heart that you believe and are
justified, and it is with your mouth that you profess
your faith and are saved.
•Paul reverses the order of the mouth and heart in
verses 9 and 10 to serve as a mirror of the process to
demonstrate that the two actions occur at one time.
“believe in your heart”
•“believe” – To trust, to rely on, or have faith in.
•The verb ‘believe’ is in the present tense (is believing).
•This stresses that believing is not just a one-time
event, but an ongoing condition.
•“in your heart” – In Biblical terms the heart is the seat
of the intellect and the will.
“Anyone and Everyone”
Romans 10:11-13 NIV
11 As the Scripture says, “Anyone who trusts in him will
never be put to shame.” 12 For there is no difference
between Jew and Gentile —the same Lord is Lord of all
and richly blesses all who call on him, 13 for, “Everyone
who calls on the name of the Lord will be saved.”
•Paul quotes Isaiah 28:16 and Joel 2:32.
The meaning of Romans 10:11-13
•Paul is declaring that salvation by grace through faith
alone has always been God’s plan and no one –
including the Gentiles – was ever to be excluded.
•This offer for salvation by faith in Christ is available for
people of all nations and races.
•The universality of the gospel is declared.
Paul now states man’s responsibility in sharing
the gospel.
•Paul will now present the point that a clear
presentation of the gospel message must precede
true saving faith.
•True faith always has content – the revealed Word of
God.
•Salvation comes to those who hear and believe the
good news of the gospel.
“How beautiful are the feet”
Romans 10:14–15 NIV
14 How, then, can they call on the one they have not
believed in? And how can they believe in the one of
whom they have not heard? And how can they hear
without someone preaching to them? 15 And how can
anyone preach unless they are sent? As it is written:
“How beautiful are the feet of those who bring good
news!”
Paul quotes the much-loved Isaiah 52:7

7 How beautiful on the mountains
are the feet of those who bring good news,
who proclaim peace,
who bring good tidings,
who proclaim salvation,
who say to Zion,
“Your God reigns!”
Meaning of Romans 10:14-15
•Since it might be argued that the Jews had never had
a fair opportunity to hear and respond to the gospel,
Paul restates the process of salvation:
1. A prophet or speaker sent by God.
2. Proclamation of the gospel.
3. Hearing the message.
4. Believing the message.
“not all the Israelites accepted the good news.”
Romans 10:16-17 NIV
16 But not all the Israelites accepted the good news. For
Isaiah says, “Lord, who has believed our message?”
17 Consequently, faith comes from hearing the message,
and the message is heard through the word of Christ.
The importance of hearing the Word
•A portal for God’s message is the ear.
•John 5:24-25 NIV
24 “I tell you the truth, whoever hears my word and
believes him who sent me has eternal life and will not
be condemned; he has crossed over from death to life.
25 I tell you the truth, a time is coming and has now
come when the (spiritually) dead will hear the voice of
the Son of God and those who hear will live.

Romans 10:18 NIV
18 But I ask: Did they not hear? Of course they did:
“Their voice has gone out into all the earth,
their words to the ends of the world.”
• Paul quotes Psalm 19:4 to demonstrate God’s
general revelation in nature and the message of
redemption.
• “their voice and their words” are God and Christ.
“The heavens declare”
•Psalm 19:1-4a NIV
1 The heavens declare the glory of God;
the skies proclaim the work of his hands.
2 Day after day they pour forth speech;

•The responsibility for Israel’s rejection as a nation
rested with Israel herself.
•Israel failed to meet God’s requirement of faith.
•God’s invitation to salvation is still open to Jews and
everyone by placing one’s faith in Christ.
•The gospel message of Christ must be preached and
shared with the world.

• Even Jesus, the only one who doesn’t deserve death, died in this
life to pay the penalty for our sin.
• The death referred to in Romans 6:23a is the “second death”
explained in Revelation 21:8.

• Anyone who’s lifestyle is one or more of the sins listed in Revelation 21:8,
will experience the “second death,” if they do not repent.
• To Repent means to turn around, to go in the opposite direction, to
turn away from sin and believe in Jesus.

    Distortion of “Jesusis Lord” •Antinomianism – Released by grace from obligation of observing the moral law. •The misunderstanding that faith doesn’t ever have any works follow from it, and obedience is inconsequential to the Christian faith. •There should be no dichotomy between Jesus as Savior, and Jesus as Lord.

    “heart and mouth” Romans10:10 NIV 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. •Paul reverses the order of the mouth and heart in verses 9 and 10 to serve as a mirror of the process to demonstrate that the two actions occur at one time.
