The Nature And Scope Of Terrorism
Introduction
The nature and scope of terrorism is shifting. Following the 9/11 attacks, the United States
developed a massive counterterrorism apparatus to defeat Al–Qaeda. However, over the past decade
there has been a noticeable difference in how terrorists recruit and operate. The international
community has not yet adjusted to these changes, and states continue to rely on conventional
methods to combat terrorism. With ISIS emerging as a global terrorist threat, there is a need to
implement strategies that can successfully defeat this unconventional enemy. This paper will discuss
the evolution of ISIS, and compare it with Al–Qaeda. It will analyze how the US strategies designed
to defeat Al–Qaeda are inadequate to deal with ISIS, and provide some policy recommendations.
The origin of ISIS can be traced back to the Soviet occupation of Afghanistan in 1979, when Osama
bin Laden and Abu Musab Al–Zarqawi joined the global recruitment of 'mujahedeen' to defeat the
communist enemy (Beauchamp, 2016). At the end of the war in 1989, Osama bin Laden formed Al–
Qaeda, whereas Zarqawi unsuccessfully attempted to form a similar group in Jordan. Following the
invasion of Iraq in 2003, Zarqawi formed his own terrorist group in the country. He recruited many
of the Sunni soldiers from Saddam Hussein's disbanded army who were angry, unemployed and

Isis Is A Terrorist Organization Made Up Of Shi
Isis is a terrorist organization made up of Shi'ite Muslims yearning to create an independent Islamic
state in the Middle East. These terrorists go to any extent of violence in hopes of connecting the
holy lands throughout Middle Eastern countries. Isis members are fighting for religious purposes
hoping to secure land where the Muslim religion would dominate. Isis brings danger throughout the
world with its political history, the military tactics it employs, and its attraction to foreign members.
Isis originated as a group who fought against U.S. forces in Iraq, and later Syria, and were allies as

There is not one set leader of Isis, but many high ranked men who make the decisions and influence
the group more than others. Osama Bin Laden was the creator of al–Qaeda and influenced some of
the ideas behind Isis. His biggest "accomplishment" was overseeing the operation of hijacking two
aircrafts and flying them into the Twin Towers in the heart of Manhattan. Another Muslim who has
influenced the terrorist organization of Isis is Abu Bakr al– Baghdadi, whose real name is Ibrahim
al– Badri. Baghdadi was credited with creating the Sunni Army, recruiting men to becoming
members of Isis, and known as a "highly organized and ruthless battlefield tactician" (BBC News
2015). Also, Abu Musab Al–Zarqawi was one of Baghdadi's forerunner's, and influenced one of the
most violent jihadist groups in Iraq until he was killed in 2006 by an American air raid. He was one
of the world 's most wanted men and had a huge impact on the extent of violence Isis would
eventually start to use. It's hard to say who is in charge of Isis because there are multiple Muslim
men who have the intelligence and rankings to assemble the organization.
The development of Isis, as well as al–Qaeda, occurred in four major stages. During the years of
2004 and up to 2006, when Abu Musab al–Zarqawi as well as other Muslim leaders established Isis,
marking the first stage of development.

The Nature of the Conflict: The Iraq War (2003–2010) Determining the nature of the conflict is a
crucial first step in understanding what is required to develop an effective strategy. Iraq presented
the United States with a highly complex, complicated, and challenging environment to fully
understand and assess. The longstanding religious conflicts, unequal wealth distribution, limited
economic development, disenfranchised young male population, presence of terrorism, and a
multitude of other factors increased the difficulty of assessing the battlefield in Iraq. Any change to
the status quo could lead to second and third order effects, which would only further convolute the
situation in Iraq. Clausewitz once stated, "The nature of war is complex and changeable," and the
battlefield in Iraq was no exception. In order for the United States Administration to develop an

How has the uprise of ISIS affected the U.S. Their have been terrorists and terrorist organizations
before, but, ISIS has been the most focused of terror groups in a long time. ISIS is one of the most
dangerous terror organizations in the world, founded in the islamic state of Iraq. Abu Musab al–
Zarqawi founded ISIS in 1999. Abu Musab al–Zarqawi was a soldier in another terrorist group
named Al Qaeda. In 2004 al–Zarqawi established al Qaeda in Iraq. Al Qaeda had a lot or armies

Sunni communities in Iraq and Syria felt alienated by Shiite– and Alawite–led governments. ISIS
played on these feelings, pushing forward a sense of victimhood and giving these communities a
means to feel in control through violence. They also advanced a twisted interpretation of Islam that
found ripe fodder among disenfranchised youth in the area. ISIS partnered with the lieutenants of
Saddam Hussein's secular regime to perfect their tools of repression along the same lines that

Since the beginning of mankind, terrorism was used as a basic fighting tactic utilized by all nations
in the pursuit of world dominance. However, over the course of thousands of years, nations grew
and evolved as did terrorism along with it. Today we face terrorism like no one has ever seen, as
different terrorism organizations strive to inflict fear into civilization through various types of tactics

found an alternative means to achieving their desire to inflict massive amounts of death, destruction

ISIS continues to dominate the news and internet. With each news report of beheadings, executions,
and crucifixion, people want to understand what is ISIS and where did they come from. The
acronym ISIS, in English, stands for Islamic State in Iraq and Syria, but in Arabic it stands for The
Islamic State in Iraq and Ash–Sham. It is also known as ISIL, because sometimes "Syria" is

The self–proclaimed Islamic State is a militant movement that has conquered territory in western
Iraq and eastern Syria, where it has made a bid to establish a state in territories that encompass some

The group that calls itself the Islamic State can trace its lineage to the aftermath of the U.S. invasion
of Iraq in 2003. The Jordanian militant Abu Musab al–Zarqawi aligned his Jama'at al–Tawhid w'al–
Jihad with al–Qaeda, making it al–Qaeda in Iraq (AQI).
Zarqawi's organization took aim at the U.S. forces, their international allies, and local collaborators.
It sought to draw the United States into a sectarian civil war by attacking Shias and their holy sites,
including the Imam al–Askari shrine in 2006, to provoke them to retaliate against Sunni civilians.
Zarqawi was killed in a U.S. air strike that year. The emergence of the U.S.–backed Awakening
councils, or Sons of Iraq, further weakened AQI as Sunni tribesmen reconciled with Prime Minister
Nouri al–Maliki's Shia–led government. Zarqawi's successors rebranded AQI as the Islamic State of

The Washington Institute For Near East Policy convened its new proposals to bring change between
four viewpoints on the potential threat on U.S and its allies regarding ISIS. While the rhetoric used
during the U.S. presidential campaign has produced a range of controversial statements about
"destroying" ISIS, specific policy proposals remain limited.

Introduction: The Islamic State is an accident of history, emerging from multiple political,
economic, and social tensions in the Middle East. It has challenged the territorial divisions forced in
the region following the fall of the Ottoman Empire by shaping out for itself a large area of territory.
But ultimately, its consequence will flow as much from its challenge to settled concepts of
government, national sovereignty, and national identity. The Islamic State is most well–known for
the violence with which it asserts control, but its vicious tactics will likely stop the group from

When talking about the origins and expansion of ISIS there are two stories ' the first is about the
men who were behind the start of ISIS and the second is regarding the United States role in
accidently aiding the terror group. ISIS is a very smart, advanced, and brutal group who are
extremely wealthy and this is why they are growing at an astonishing rate.
In modern history ISIS has become more menacing than they have been in the past, but here is the
history of how ISIS became who they are today. Abu Musab al–Zarqawi was an al–Qaeda recruit
who climbed the ladder and eventually became the leader of ISIS in its early stages because he
challenged the leaders of al–Qaeda: Osama Bin Laden and Ayman al–Zawahiri. This quote
exemplifies ISIS 's unconventional start, "Who could have imagined that a movement founded by a

Al–Baghdadi is responsible for turning ISIS into what it is today as he has orchestrated and carried
out numerous attacks turning the group into one of the most feared terrorist organizations today.
ISIS gained strength and numbers after the U.S. military pulled out of Iraq. In 2013 Al–Baghdadi
changed the name of the group once again to what it is called at present day – ISIS. In 2014 Al–

The Global Threat As A Global Movement Of Iraq And Syria /...
There is a radical emergent militant Islamic revolution manifesting in different forms around the
globe. Why is this phenomenon occurring and what are the best options available for the operational
artist to counter it where it occurs? This paper examines the global jihadist threat as currently
manifesting itself through groups such as Al Qaeda and Islamic State of Iraq and Syria/Levant
(ISIS/ISIL). There are several arguments furthered by this paper building on the works of other
scholars and analysts. Primarily that the current jihadists threat is actually a global revolutionary
movement against the established world order following Mao's three phases of protracted war.
Second, that the fractures within the jihadist movement constitute an internal nascent civil war
presenting seams that can be exploited. Third, that to exploit the seams presented a global coalition
is required to maximize capabilities and minimize hurdles within the global system to address the
transnational threat.
The working hypothesis is that there is a global insurgency consisting of currently disparate and
dispersed radical militant Islamic groups that has not yet coalesced into a coherent whole.
The path of humanity is a continuum. Historical events at once inform as well as shape current and

ISIS is the number one terrorist group in all of Iraq. The Global Terrorism Index has a list of the
most terrorism groupings in the world. Iraq is at the top of the terrorist group population. Iraq is the
place with the most deaths because of terrorists and the place with the most terrorist groups

ISIS has taken over Syria and Iraq, and has changed so many things in the lives of the people. The
people that live under ISIS have been affected by many different things. If ISIS does not like
something you will most likely be beaten, abused, or killed. They also do not give them enough time

In 1945, Syria had a barely functioning civilian government and a military that was always involved
in the government's politics. Syria and Iraq have now made new allies with; Afghanistan, Libya, and
Yemen. "ISIS' involvement in the Syrian Civil War has exacerbated the conflict, leaving over

uprising, the U.S. and United Nations have thought about resolutions to trying to defeat ISIS but,
none of those strategies have worked so far. After the attacks in Paris, on November 13th, it was a
lot easier for us to make airstrikes against ISIS. It was also a very big part of why Paris decided to

that Iraq had a stockpile of weapons of mass destruction (WMDs), there has been little to no
reporting on the success of intelligence within the country. Scholars and war experts affirm that
intelligence played a significant role in supporting the development of Iraq war plans. This
contribution led to several successes during OIF, the most notable being the capture of the fifth
president of Iraq, Saddam Hussein, who was eventually tried and executed. Other successes include
the demise of al–Qa'ida's leader in Iraq, Abu Musab al–Zarqawi, aiding in providing vital security
information, the identification of the adversary's military capacity, and supporting OIF's planning
stage. Intelligence played a vital role in the capturing of the Iraqi president, Saddam Hussein. The

One of the newest and most dangerous terrorist groups is the Islamic State in Iraq and Syria, also
known as ISIS and formerly known as al Qaeda in Iraq. Tracing back to Osama Bin Laden, this
Islamic militant group was formed in October of 2006 after several jihadist groups merged together
to form what would be known as the Islamic State of Iraq (Al–Monitor, 2015). The group is an
Islamic extremist group that follows the Islamism religion. Many Muslims believe that their religion
should "guide social and political as well as personal life" but this jihadi group of individuals are
extremists (Berman, 2003). There are just over 1 billion Muslims in the world and of them about 10
million are what is known as Salafi jihadists, who believe that through war they will expand the
Muslim culture so that the entire world will follow their beliefs (Livesey, 2005). ISIS follows the
Salafi jihadist religion very closely and promotes it with violence and instilling fear in ordinary
citizens.
As of 2010 the group has been led by 44 year old Abu Bakr al–Baghdadi who was born in Samarra,
Iraq (BBC News, 2014). Since becoming the ISIS leader, Al–Baghdadi was rarely seen until
recently. Some sources believe that this is because the leader before him, Abu Musab Al–Zarqawi,
was killed by a U.S. airstrike in 2006 after his whereabouts were discovered. The National

plan was to invade Iraq and capture Saddam Hussein so he couldn't use his weapons of mass
destruction on any other nation. The United States also wanted to sever Hussein's ties to Al–Qaeda
and Osama bin Laden. Then, we were to get our troops back home as soon as possible." However,
five years into the war, it can clearly be seen that the government's initial goal was to get oil from
Iraq, but used Saddam as an excuse to engage in war (Matusek). Today, more and more people, just

Following the 9/11 attacks, the United States developed a massive counterterrorism apparatus to defeat Al–Qaeda. However, over the past decade there has been a noticeable difference in how terrorists recruit and operate. The international community has not yet adjusted to these changes, and states continue to rely on conventional methods to combat terrorism. With ISIS emerging as a global terrorist threat, there is a need to implement strategies that can successfully defeat this unconventional enemy. This paper will discuss the evolution of ISIS, and compare it with Al–Qaeda. It will analyze how the US strategies designed to defeat Al–Qaeda are inadequate to deal with ISIS, and provide some policy recommendations. The origin of ISIS can be traced back to the Soviet occupation of Afghanistan in 1979, when Osama bin Laden and Abu Musab Al–Zarqawi joined the global recruitment of 'mujahedeen' to defeat the communist enemy (Beauchamp, 2016). At the end of the war in 1989, Osama bin Laden formed Al– Qaeda, whereas Zarqawi unsuccessfully attempted to form a similar group in Jordan. Following the invasion of Iraq in 2003, Zarqawi formed his own terrorist group in the country. He recruited many of the Sunni soldiers from Saddam Hussein's disbanded army who were angry, unemployed and looking for retribution (Beauchamp, 2016).
