Round Rock PARD Park Photography Project
Project Overview
The City of Round Rock is soliciting Statements of Qualification from experienced and talented
photographers or studios to provide professional photography services for the PARD Park
Photography Project. The project entails digital delivery of photographs of numerous park
facilities and trails in the City of Round Rock park system for use in marketing materials,
including but not limited to the Round Rock PARD website, social media pages, printed
materials, and video.
Requirements will focus on high-quality, compelling photos that capture the essence of the park
facilities and trails in our park system. The selected photographer will be responsible for
providing high resolution digital photos that capture the architectural aspect of each park as well
as everyday use by our residents.

Technical Expertise & Qualifications
The City of Round Rock seeks to identify qualified photographers in the Round Rock area who
meet the following requirements, in general:
Have the versatility, experience, and ability to do the type of work needed
Have expertise in both architectural and action shot photography, specifically of outdoor
scenes
Have access to the necessary equipment and capacity to perform the photography
assignments—e.g., professional-grade DSLR camera, lighting, tripod, memory cards,
card reader
Have the ability to provide professionally edited final proofs and to make modifications to
photos per City of Round Rock request
Can provide the required deliverables in high-resolution digital format, including RAW
files and metadata with identifying information about the photographs and the
photographer
Will assign exclusive rights of ownership to the City of Round Rock of all photographs,
including both edited final images and all digital negatives, to use in all media for an
unlimited time
Will organize and complete photo waivers and identify photo subjects where required
2. General Scope of Services
It shall be understood and acknowledged that, while this RFQ includes basic specifications,
minor items or details not specified herein, but obviously required, shall be provided as if
specified in conformance with modern practices and workmanship. Any omissions, errors, or
misinterpretation of these requirements and specifications shall not relieve the vendor of the
responsibility of providing the goods as aforesaid. The scope of services anticipated by this
RFQ includes some or all of the following still photography services:
Architectural and landscape photography of parks and trails throughout the Round Rock
park system as specified on the attached “Photo Shot List”
Shots of public usage of facilities
A variety of high quality, professional images: action, close-up, generic, candid, wide
area view, varied lighting, etc.
Travel within the Round Rock area
Provision of all equipment
Delivery of images in high-resolution digital format, including RAW files and metadata
Assignment of ownership of final images and all digital negatives to the City of Round
Rock for use as needed
Participation in a kick-off meeting and availability for 2-3 progress meetings
Any other items necessary to successfully develop the project
Minimum Submission Requirements
In response to this RFQ, photographers must clearly and accurately demonstrate the
specialized knowledge and experience required for consideration. Interested and qualified
photographers are invited to submit a statement of qualifications along with work samples. The
statement of qualifications should include the following items:
1. Cover Letter – Please include:
a. Identification of individual authorized to enter into a contract
b. Name, address, telephone, fax number, and email address
c. Summary of experience
d. Statement demonstrating the applicant’s qualifications to satisfy all areas
identified in the section “Technical Expertise & Qualifications” above
e. Three professional references with contact information
2. Samples of Work – Samples should convey an ability to successfully complete projects
of a scale and complexity similar to the project that is being considered by the City. In
addition to a portfolio of previous architectural and action shot photography, the
applicant must also submit three to five shots of the City of Round Rock’s Memorial
Park, located at 600 N Lee Street, Round Rock, TX 78681. Samples should be
submitted by Dropbox.
3. Resume – The resume should include a representative list of clients, with contact
names, and a representative list of projects completed.
4. Pricing – Please include rate schedule for “real world” photo assignments. Include not
only the hourly rate, but pricing details on creative skill, production, and post production
work. If applicable, include costs of similar assignments or shoots.
3. There is no page limitation, but the statement of qualifications should provide straightforward,
concise information that satisfies the requirements specified. Emphasis should be on brevity,
conformity to instructions, and clarity.

Selection Process
The City is seeking a general response for the project identified in this RFQ. A committee
comprised of City Staff and others as appropriate will review the responses to the RFQ and will
develop a short list of applicants. Interviews will be conducted with each of the “short listed”
applicants to discuss their qualifications, resources, and availability to provide the services
requested.
Based upon the interviews, the selection committee will recommend an applicant for the project
identified above. A contract with the recommended applicant for the project will then be
negotiated. This process will be completed with the City Council’s authorization to the Mayor for
the execution of the contract or the execution of the contract by the City Manager.
Solicitation of statements in no way obligates the City of Round Rock to contract with any
company or individual. The City of Round Rock will not provide compensation or defray any cost
incurred by any applicant related to the response to this request. The City of Round Rock
reserves the right to negotiate with any and all persons or firms. The City of Round Rock also
reserves the right to reject any or all RFQ(s), or to accept any RFQ deemed most
advantageous, or to waive any irregularities or informalities in the RFQ received, and to revise
the process and/or schedule as circumstances require.
