Districts in Central Sulawesi that experienced earthquakes caused damage to public and social facilities; The districts of Palu, Donggala, and Sigi are part of districts in Central Sulawesi, while other districts that have not experienced damage to public and social facilities in Central Sulawesi are; Banggai, Banggai Islands, Banggai Laut, Buol, Donggala, Morowali, North Morowali, Parigi Moutong, Poso, Tojo Una-Una, and Tolitoli. As an economic driver at the beginning of the actions taken in overcoming the difficulties and issues faced are to move the regional economy through cooperation between regions around Palu, Sigi and Donggala, so as to overcome the difficulties that occur.

INITIAL CONSIDERATION
After the earthquake in Palu, which carried out the destruction of various economic facilities and
facilities that turned into most of the people in the form, as follows:
1. Losing a house - destroying the occupied house, the guesthouse must live in a shelter with very
minimal facilities, namely; bed, toilet and laundry place.
2. Loss of work - destroy damaged places and facilities that will be used to do work, namely
buildings and equipment.
3. Loss of public and social facilities - Damage to infrastructure and superstructure, resulting in
obstacles or cessation of activities for the community to serve the community, and even possible
for those who need or cease activities to do business.
4. Loss of income - for the government, income from taxes, levies, and dividends from business
profits; while for the community, the loss of income from services that have been carried out in
economic activities.
In this context, not only local governments and communities in the earthquake affected areas, but also
the disasters that occurred in Palu, Sigi and Donggala, Central Sulawesi, as follows:
1. Taxes - Payment of taxes from the local government to the central government.
2. Profit sharing - Business profits derived from companies formed by the Regional Government
and the Government Company Center.
3. Trust - Folding Potential from the Community and Local Government towards the Central
Government, originating from:
a. Ability to provide professional human resource assistance to be involved in disaster
management activities;
b. Potential for refracting budget use to overcome disasters that are used in certain individual
and group actions;
c. Not achieving national development growth targets, which come from earthquakes that occur
in certain areas;
d. Improvement and construction of infrastructure and suprastructure that are damaged to
support economic and government activities;
e. Construction of new infrastructure and suprastructure, in addition to existing social and public
facilities;
f. The ability of the central government to provide a budget for the improvement of existing
facilities, and the construction of new facilities.

2. ECONOMY DRIVER

Factors that become economic drivers can be grouped as follows:
1. Populations based on age;
In this grouping aims to obtain real information on the population that is distinguished in
productive age (17 years to 55 years), and unproductive age (55 years to unlimited)
2. Population based on social status in the community (employees, traders, entrepreneurs,
government officers, part time workers, and unemployed).
In this grouping aims to obtain information on who will act as a business actor, private
employees, government officers, creators of jobs, casual workers, and unemployment, making it
easier to determine the tasks and responsibilities that must be done.
3. Cash flow transactions
In this cash flow transaction grouping, aims to obtain information, as follows:
a. Anyone who is willing to issue cash as a creator of employment
b. Which party is willing to provide credit / loan facilities, financing, or investment
c. What business will be driven by cash
4. Agriculture, plantations, livestock, land fish cultivation, and marine and animal marine wealth.
In this grouping, aims to find out the needs that will be supplied from the areas around Palu, Sigi
and Donggala, so that the needs of the people affected by the effects of the earthquake can be
overcome.
5. Land and air transportation.
In this grouping, aims to find out the means of transportation that will be used while still paying
attention to the efficiency and effectiveness of the costs required in operating the transportation
equipment.
