ANNUAL CONFERENCE 2019
NEW AUTHORITY, A REFRESHING PERSPECTIVE
ON SILENCE, PRESENCE, EMPOWERMENT AND
SUPPORTING NETWORKS
BY KRISTOF DAS
New Authority
a refreshing perspective
Haim Omer
nonviolent resistance:
you don’t need to win, you only need to persevere
Forge the iron when it is cold
spiral of powerlessness
to admit
powerlessness/helplessness
to force/punishing
“We are no longer focusing on the behavior of the youngster, but
on the actions of the adult”
“A crucial moment in the process is the acceptance that control
over the child is undesirable, even impossible”
Haim Omer
Old and new authority
Old Authority
• Distance / blaming/ shaming / punishment
• Relation is based on control
• Immediate reaction
• Top down
New Authority
Assumptions
• Self-control  no escalation
• Presence
• Adults know how to react/empowerment
• Form a network, the idea of net support
• The power of reconciliation
The PEN program:
Presence, Empowerment and Net-support:
Presence: the central motif in the construction of
the new authority. In this regard the program
emphasizes the importance of the presence of
adults in the youngsters life
PEN
• Empowerment - A central message in the
program is the empowerment of the authority.
We need to reclaim and reconstruct our
authority
 SMS: Silence message sending
PEN
Net support
• The best metaphor that describes the character
of the new authority is that of authority as a
net rather than authority as a pyramid.
• The power of the new authority figure is
measured in her ability to create as many
connections as possible which enable the
weaving of a network that supports her actions.
• It takes a village to raise a child
Reconcilliation
• Initiated by the adult
• Shows the other that recovery/rehabilitation will always be a
possibility

SILENCE, PRESENCE, EMPOWERMENT AND SUPPORTING
