7. INDUSTRIALIZATION
In the past, the primary sector was the most important of the three. Over the last 50 years Navarra has
undergone a deep socio-economic change. The region has shifted from an agriculture-based economy to a
balanced and dynamic economy that corresponds to a modern region. The process of industrialization of Navarra
was of little importance until the 1960s. Until then, Navarra's industrial activity was reduced to a few factories,
most of them artisanal. In 1964 the Industrial Programming Plan was made with the rules for the creation of
Industrial Estates.
8. The location of the industry from the Industrial Promotion Plan of 1964 took into account the following
factors:
- Proximity of raw materials (in canning, wood processing and extraction).
- Large size of the entity of the population (in the graphic arts, plastics, beverages, materials and
construction aids).
- Dependence of other industries (in the auxiliary, especially the automobile).
- Decisions on regional economic policy. It was proposed to distribute the industry in Navarra as
homogeneously as possible.
