During construction, tree clearing took place
outside of bird nesting season and we replaced
topsoil after trenching on our rights-of-way.
Rough-skinned Newts, Pacific Tree Frogs, Western
Toads, Red-Legged Frogs and Northwestern
Salamanders were all discovered on-site,
and safely relocated under the guidance of
professional biologists and amphibian specialists.
Close monitoring ensured concrete and sediment
stayed out of the water flowing off the property.
Rock and gravel removed from the site was
donated for use in a number of other projects.
Finally, upon completion, our focus shifted to
restoring vegetation on the site as closely as
possible to its original condition.

Throughout the planning and approval process
for Mt. Hayes, we worked closely with community
members, sharing project details and addressing
social, environmental and safety concerns. The
project has created substantial economic and
employment benefits, including an investment of
approximately $70 million in the region, due in
large part to FortisBC sourcing local suppliers for
goods and services.
Vancouver Island-based construction contractors,
engineering and environmental consultants,
pipeline and electrical contractors, and First
Nations all worked together to deliver the project
on time and on budget.

Construction of FortisBC’s Mt. Hayes Natural Gas
Storage Facility began in 2008, overseen by the
FortisBC project team, with design, construction
and environmental management by Horton CBI.
Groundbreaking followed a five-year planning
and public consultation process involving the
local community. More than 1,000 cubic metres of
concrete were poured to create the foundation for
the storage facility, built to hold 1.5 billion cubic
feet of liquefied natural gas. The massive 400,000
kilogram steel roof was lifted into place using an
“Air Raise” process with special fans – no cranes
or heavy lifting required. The process took only
four hours.
Project completed
Completion of the facility reduces our reliance
on out-of-province storage, and provides greater
flexibility to meet customer needs during winter
months when demand is high and during planned
or unplanned system interruptions.
We’re proud of the relationships we have
with First Nations. With social, economic and
cultural interests top-of-mind, we’re working
co-operatively and effectively together on a
number of initiatives, including Mt. Hayes, which
generated over 18 person-years of employment for
First Nations.
A Memorandum of Understanding between
FortisBC and the Stz’uminus (Chemainus) First
Nation resulted in over $4.6 million in contract
work including site preparation, road construction
and power line installation.
First Nations youth participation
First Nations youth participated in a utility
construction program, with some graduates
securing employment with local subcontractors
completing work on Mt. Hayes. The program was
a joint effort between FortisBC and several First
Nations communities and B.C. utility providers,
with support from the provincial government.

Pain:
Rigorous environmental standards required a highly
efficient solution that was affordable to install and operate.
Approach:
FortisBC recommended a biomass gasification to deliver
energy to the community.
Results:
Dockside Green’s buildings use 45-55% less energy than
the Canadian Model National Energy Code (MNECB/H).
As well as saving residents money, by consuming less
than 3000 tonnes of wood waste annually, Dockside’s
Phase 1 building will reduce GHG emissions by approx.
259 tonnes or more per year.

Our sister company FAE has provided innovative thermal energy solutions to such projects as Dockside Green. The BCUC authorized FortisBC to pursue thermal energy solutions and effective January 1, 2010 we responded by bringing the knowledge and
experience of the FAE team into the utility. FortisBC can offer unconventional energy solutions and experienced staff, with the service and reliability of a conventional utility.

ARES—Going the Distance
The Challenge
In January 2010, the Development Services Branch of Accommodation and Real Estate Services
(ARES) for the Province of British Columbia contacted NECI to inquire about its popular course:
How to Avoid Indecent Proposals. They had heard great things about the course, and wanted to
deliver it to staff in Victoria and Kelowna. Unfortunately, there was a recent mandate imposed on
all training budgets which restricted travel. As a result, it appeared that they could only afford to
train one of the groups that year.
NECI’s Response
In order to accommodate the travel and budgetary challenges faced by the Development Services
Branch, NECI adapted the course in such a way that allowed an in-person, classroom session for
the Victoria group, and a virtual conference into that session for the team in Kelowna.
Proven Value
By enabling the Kelowna team to attend the Victoria session from the comfort of their own
boardroom, both teams were able to participate in the session equally. This meant consistent
training across both teams, and the maximization of reduced training budgets. NECI’s flexible
approach to each new engagement was demonstrated in this case by not only adjusting to
accommodate geographically dispersed teams, but also through their use of the client’s in-house
conferencing software. Using tools that were familiar to both teams allowed participants to feel
comfortable and allowed them to focus on learning.
“It is our goal to eliminate training barriers by flexing and adapting to meet our clients’ unique
needs. We were pleased that we were able to find a solution for the ARES Development Services
Branch so that more people could participate in training, and ultimately increase value to their
business”, shared NECI President, Maureen Sullivan.
