Comment on the 20 percent deviation from baseline cost. Is 20% reasonable? Is 20% too high or

Solution
After reading the article I strongly agree 20% is reasonable. We can not have agencies working
on IT projects that because they havent been review or aduited the deviation increases over 40%
and no one is rasing the flag, at the end of the days the taxes are the ones paying this bills and
this needs to stop.
CIO need to step up and do their job on this, how can can they be missing the increase of the bill
and not saying anything?
By centralizing and standarizing the method this can be accomplished.

OMB needs to provide clear direction on what data is required to be reported on the OMB IT
Dashboard and whether or not the government is going to use Earned Value Management
reporting. As indicated in the OMB response to the audit report there was not a clear
understanding between OMB and GAO as to the proper use of EVM. Also, the formula used to
calculate the variances on the OMB IT Dashboard are no longer published in the FAQ's, are not
consistently applied across investment milestones and frequently change without notification.

After reading this comments we are able to see the most people strongly agrees with this new
process however agencies must be correctly notified and provided with a training on order to
comply with this new envoriment.
