Governor's Message
Can you recall a moment when your heart was filled with such joy
that you said to yourself, โThis is why I am a Rotarianโ? On our
recent service trip to Santiago, in the Dominican Republic, our
days were filled with so many of these transformative experiences
we call โRotary moments.โ There was one moment, in particular,
when the air itself oscillated in harmony with the joyful sounds of
children playing, when one glance could capture hundreds of
children erupting with thunderous excitement, and when I had to
work hard to hold back tears of joy. It was at that moment, when
we dedicated the playground for the children of the Otra Banda
community, that my life was being transformed by this highly
memorable experience.
Service to others creates opportunities for us to build lasting relationships and experience those moments
that transform our lives in ways we donโt anticipate. Four years ago, PDG Rick Carnagua began this
collaboration between our District and the Rotarians in District 4060, to build latrines and improve
sanitation for families in some of the communities surrounding Santiago. Over these past few years, so
many friendships have been forged, in service, between the Rotarians of the Santiago Monumental
Rotary Club and the Rotarians in our District. This year, the local Rotarians hosted our entire team in
their homes and Ann-Louise and I were overcome by their hospitality and generosity of spirit.
As we constructed and installed these latrines, stronger friendships and better relationships were built
with Rotarians across our District. Ann-Louise and I thoroughly enjoyed being a part of the District 7710
team, with Pat Bridgers, Charles Marcom, Martin Tetreault, Willie Smith, Rex and Carol Everhart, Ron
and Candy Blackley, Betsy and Linwood Byrd, Jim and Linda Sproat, 15 year old Grace Allison, Richard
and Donna Daughtry, Rick Carnagua, Byron Johnson, Zak Lokken, George Harry, Ryan Kane, Josh
Davis, Cody Williams, Mike Stojic, Mike McLean, and Linsi Robinson.

We will forever remember these transformative experiences that activate our passion to do good in our
communities and around the world. Led by Rotarians from the Central Johnston County Rotary Club, this
year our team built latrines, improved homes, provided vocational training and installed a community
playground for the children. We also planted 200 mahogany trees as part of Plan Sierra, a watershed
development project in the Dominican Republic, a reforestation plan that will ensure the future water
supply for the region.
The Dominican Republic Project is but one of many projects in which the clubs in our District are involved
that improve access to clean water and provide better sanitation. I am proud to be a Rotarian alongside
each one of you and am thankful for your passion to do good in the world. It is what we do โฆ join
leaders, exchange ideas and take actions that bring peace through service. In serving others, we are a
Gift to the World!

Rotary Against Drugs

District 7710 held its Rotary Against Drugs Speech Competition on
February 27, 2016 in Raleigh. Winning first place was Surasya
Guduru, Clayton High School, sponsored by Clayton Morning;
second place Andrew Smith, Sanderson High School, sponsored
by North Raleigh; and third place Robert Wilson, West Johnston
High School, sponsored by Central Johnston.
Other contestants were Kasey McFerren, Corinth Holders High
School, sponsored by Clayton Mid-Day; James Daniels, Johnston
County Early College, sponsored by Central Johnston; Geoffrey
Watters and Ava Neijna, Broughton High School, sponsored by
Raleigh; and Jane Svoldi and Brigitte Kelly, Holly Springs High
School, sponsored by Holly Springs.
Judges for the competition were Rusine Mitchell-Sinclair, Jason
Potts and Charles Caldwell.
Peace Center Conference
The Duke-UNC Rotary Peace Center has scheduled the Spring Conference for April 9, 2016. Donโt miss
this outstanding event where nine graduating fellows will host Rotarians, faculty, staff, students, and local
participants as they present their research on a wide range of issues affecting peace around the world.
The 13th Annual Rotary Spring Conference will take place at the FedEx Global Education Center on
UNC-Chapel Hillโs campus, from 8.30 am to 4:00 pm. Register now, before the event is sold out, at

Coins for Alzheimer's Research Trust (CART)
Rick Carnagua, CART Chair, reminded clubs to submit their CART
funds by March 31, 2016.
Since 1996 when the CART fund started, over $5.2 million dollars in
29 grants have been donated to Alzheimer's Disease research. One
hundred percent (100%) of the donated funds goes to cutting edge
research.
Over 80 clubs and almost 4,000 members in 13 Districts contribute
their spare change to this Rotary project that started in Sumter, South
Carolina.

Rotarian Wins Media Awards
Recently, the North Carolina Press Association presented their
annual awards for outstanding media coverage. Johnny Whitfield,
Past President of the Wendell club and Managing Editor of the
Eastern Wake News, won two of these awards.
He won second place for Best Video and Editorials
Computers for Kids of Costa Rica

Costa Rica has a computer program for Junior High and High School,
but nothing for grades Kindergarten through 6. This project installed
110 laptop computers and 30 XO tablets computers (designed for
kindergarten students) in nine elementary schools near Puntarenas and
Alajuela, Costa Rica.
Over 1500 children and adults who attend these nine schools now have
access to durable and reliable computers. Adult night computer literacy
classes have been started at a number of these schools.
The following organizations cooperated and assisted with this project:
๏ท East Chapel Hill Rotary Club the lead club had over 40 Rotarians involved and donated funds;
๏ท Sunrise Rotary Club donated funds;
๏ท Downtown Chapel Hill Rotary Club donated funds;
๏ท Alajuela Rotary Club and Puntarenas Rotary Club of Costa Rica provided logistics, located schools,
clearance with school boards, transportation, custom clearance requiring the assistance of the
President of Costa Rica;
๏ท Goodwill Foundation donated funds; and the
๏ท Kramden Institute, a non-profit computer organization whose goal is to provide home computers for
students in need, volunteered time, training, expertise and funds.
Students from the University of Costa Rica assisted in the delivery and
set up of the computers and helped with the refurbishing of classrooms
for computer labs. The university students formed a Rotaract Club,
which will continue to maintain the computers and assist in training of
school staff. Through the local Rotary Clubs, funds for transportation for
the university students (Rotaract) are provided.
Total cost of this project was $21,547; $4000 from the District Rotary
Grant, $7,547 from the five Rotary Clubs, $10,000 from the Goodwill
Foundation.
The computers obtained from Kramden are durable and reliable units, IBM and LENOVO, which they had
cleaned and loaded with Spanish software. They also provided training for the UCR students.
The technical director of Kramden Institute is now joining the East Chapel Hill Rotary Club.

50th Anniversary of the Rotary Cottage at the Boys and Girls Home of North Carolina

What a great celebration!
Rev. George M. Webb, a Boys and Girls Home alumni, gave the message Church Service held in the
Rogers Memorial Chapel. Georgeโs message to the kids at the home was to "Enjoy the structure, love
and hope that they are receiving now at the Boys and Girls Home." Following the service, a bountiful meal
was served in the fellowship hall.
Gary Faircloth, an alumni and current CEO and President of Boys and Girls Home of North Carolina
shared some history and memories of the Rotary Cottage over the last 50 years. He also shared how
generous Rotary has been over the past 50 years by contributing over $1.5 million to the home.
Representatives from Rotary districts 7710 and 7730 donated more than $18,000 following Garyโs
presentation. The attendees then visited the boys in the Rotary Cottage. Thanks Rotarians for helping
give boys and girls a second chance in life!
MLK Day of Service
January 18 was Martin Luther King Day of Service.
Rotarians from 14 clubs, plus volunteers from the
United Way of the Triangle, Duke University, Durham
Tech Community College, and the general public
gathered at the Research Triangle to pack food for the
needy in our community.
Over 500 volunteers packed 113,000 meals to be distributed by the Interfaith Food Shuttle to families in
the Triangle.

Dominican Republic Global Grant Project

On February 20, 2016, Rotarians from District 7710 flew to
Santiago, Dominican Republic, to continue work that began four
years ago with the Monumental Rotary Club. This year, we built 20
latrines and constructed a playground for the children. The
construction on the market is expected to begin shortly. Overall, we
have built over 200 latrines, a playground, repaired and painted
homes, visited their schools and provided supplies for
families. This year we had a group of 27, but overall we have sent
65 different Rotarians from District 7710, and our friends in the DR
have become like family.
Cell Phones used in the Rotary Effort to Eradicate Polio
Jim Perricone from the Clayton Rotary club passed on
an article from National Geographic on how the use of
older technology cell phones are being used by health
workers in Pakistan to record immunizations.
The work of Rotary in conjunction with the Bill and
Melinda Gates Foundation are significantly recognized

Polio and Pakistan

Polio was supposed to have been eradicated by 2005. Why do we still
have polio in Pakistan (and Afghanistan)?
Pakistan is a combination of villages. You do have urban areas, but even
the urban areas are a collection of communities with their own sub-
cultures. The city I came from is a sprawling metropolis of 20 million
today, yet it was a fishing village of 25,000 as late as 1947.
Literacy rate in Karachi is 80% and in the border between Afghanistan
and Pakistan it is 18%. Unfortunately, the female literacy rate of 4.5%.
Which is due to the Taliban, which does not hesitate to bomb a womenโs
school or throw acid on a womanโs face if she goes to school.
Organization s are doing their best to provide rehabilitation with jobs and
counseling, but it is a losing battle.
Polio vaccination is shunned as a Western conspiracy to sterilize girls to slow down the spread of Islam.
The Taliban are responsible for spreading this propaganda.
Rotary will continue National Immunization Days and eventually we will prevail and hopefully get to zero
cases of polio. When we get to zero cases we need to go three years with no more cases before the
world can be considered polio free. Unfortunately, the on-going unrest in the area and low literacy rates
mean polio can come back.
So what is the solution and how do we sustain the
advances?
Rotary needs to continue the National Immunization
Days, but there is a need to improve literacy, specially
targeting females. The Rotary Pakistan Literacy Mission
has set a goal of 100% literacy for Pakistan. It can be
done. In Sri Lanka, which also had the Taliban, the efforts
to obtain a 100% literacy rate were achieved and it
became a Polio free country. Learn more about this

West Raleigh club is proposing that District 7710 and 3271
(Southern Pakistan) pilot a Global Grant to improve
dilapidated bathrooms in 15 schools that were inherited by
District 3271.
Why bathrooms? Because parents will not send their girls
to schools that have bathrooms with gaping holes for
windows and doors and lack sanitation and potable water.

Polio Update

2016 is off to a fantastic start in polio control. Pakistan is now
the only country in the world with active cases and active
water samples. Thus far, there have been 5 cases of polio
reported in Pakistan. April will be a special month in polio
eradication, as we switch globally from the trivalent (types 1,
2, and 3) vaccine to bivalent (types 1 and 3) vaccine. This
change will eliminate our previous challenges of type 2
vaccine occasionally mutating back into live virus and
causing disease. It also marks our confidence that we have
eradicated poliovirus type 2 globally. Only poliovirus type 1
remains circulating in the wild.

recognizes those Rotarians who exemplify their commitment to Rotary and polio eradication by pledging

Club Activities
North Raleigh Casino Night

Fresh off a big success with its inaugural Casino Night last
year, the Rotary Club of North Raleigh is organizing its
second annual Casino Night charity fundraiser on
Saturday, April 9, at 7 p.m. at the North Carolina State
University Club.
โWe had a great time last year and weโre going to have a
great time this year,โ event chairman Scott Tarkenton told
Rotarians at a recent meeting. โAfter last year, weโre
confident weโll have an even better show for you this
year.โ
Casino Night will feature 14 casino tables, offering Texas hold โem, black jack, craps and roulette games
with professional tables and dealers. Last yearโs Elvis impersonator Billy โEโ Thomas will be on hand, as
well as a silent auction. Raffle prizes include a 50-inch high-definition television, fashion watches and a
tablet computer. Heavy hors dโoeuvres and two free drinks will be included in the ticket price, and a cash
bar will be available.
Sponsorships are available which cover expenses for the event. All ticket sales directly support Rotary
charities, such as the Food Bank of North Carolina, Interfaith Food Shuttle, Triangle Literacy Council,
Operation Coming Home, Stop Hunger Now, Lake Waccamaw Boys and Girls Home, Total Life Center
and scholarships for high school seniors, among others.
Casino Night planning committee members include Jay Williams, Brian Propst, JJ Jolliff, Mike Wienold,
Frank Bouknight and Ed Smallwood.

Worldโs Greatest Meal

Cary-Kildaire Rotary Club hosted another World's Greatest Meal
to help End Polio. The event was held at Lucky 32 Southern
Kitchen restaurant. A total of 68 Rotarians and guests attended
the meal. Lucky 32 Southern Kitchen agreed to donate 10% of
food tab for those participating in the fundraiser. Our total tab for
the evening was $1,490. Lucky 32 General Manager Shane
Garrity, a Cary-Kildaire Rotarian, that the restaurant donated $150
to the PolioPlus fund and he personally added $30 for a total
donation of $180 for the evening.

Interact Club โ Millbrook High School

What is it about a baseball field that attracts our club? The smell, the fans cheering, the children laughing,
or the turf that stains our clothes? These factors all drive Millbrook High Schoolโs Interact club to get their
hands dirty to support the organizations we are most passionate about. The Miracle League of the
Triangle has been the place that brings joy and love to each and every one of our members. We have
spent hours mentoring and supporting children with special needs by playing baseball with them. Our
Interact members truly understand how they have impacted the lives of the children at Miracle League.
One member, Matt Mills, said, โThe best part of Miracle League is seeing the joy in their faces when
surrounded by people that want to have fun with them.โ Many agree with that statement.
The first time I stepped on that baseball field, I immediately
felt the vibrant liveliness of the children, who were excited
to pick a volunteer โbuddy.โ The parents eagerly watched
behind the fence and the music energized us. Even in the
rain, we loved being out there, supporting the program and
its children. Though Interact has spent the most time with
Miracle League, Millbrook does not limit its helpers just to
one place. We have also contributed in serving the
homeless in downtown Raleigh and helped spread the
word for pet adoptions throughout the Triangle.

Rotary Gets out the Mayor's Message
Rotary in general, and specifically the Raleigh club, got a lot of
positive profile by sponsoring Mayor Nancy McFarlane's "State
of the City" address. Due to recent events in Raleigh, the event
was extremely well covered in the media and the Rotary symbol
was very prominent.

The Wake Forest Rotary sponsors a State of the Town Address and also receives a lot of profile. Their
program is held in the evening and includes a dinner with a lot of extra touches to make it a special
evening. The Wake Forest Rotary a number of years ago invited the Mayor to attend a regular meeting to
provide the members with an update on the town. From there the event grew to be the special evening
that it has become. An interesting twist to the event is that now the Town plans the entire event, covers all
