The Rotary Club of The Hills-Kellyville is a
small but extremely enthusiastic and active
band of 24, like-minded Rotarians, providing
service and goodwill to our community and
to the World.
This year, we have completed ambitious
programs in all our Avenues of Service,
particularly in Community Service, The Rotary
Foundation, International Service, Vocational
Service and Youth Service, whilst we have
enjoyed a wonderful Club Service program.
We are proud that through the leadership
of our International Director and
Rotary Foundation Director, Mr Haran
Ramachandran, we have established strong,
close relationships with service oriented
organisations, within our community, who
have supported our International objectives.
We are extremely grateful that our efforts
have been strongly supported by Rotary
District 9685, Rotary Clubs in other parts of
the World, Sri-Lankan and Indian associations
within our community and the Rotary
Foundation, which has made our huge
International activity possible. Together we
have been able to serve Humanity, in the
following key areas:

The following report outlines our extensive
International achievements, which are
improving the lives of needy people, in
several regions around our World. I extend my
sincere gratitude to all the members of our
club for their dedication and support, in these
international projects.

I take this opportunity to extend my sincere
gratitude to the President and members of
The Rotary Club of The Hills-Kellyville for
giving me an opportunity to Engage Rotary
to Change Lives as the clubs International and
The Rotary Foundation Director.
Thisyearhasnotbeenanydifferenttoprevious
years of our club. We stood up to the Rotary
International President John Germs Theme
of Rotary – Serving Humanity. In the past 12
months, we have done projects in India, Sri
Lanka and Vanuatu at an estimated value of
over $500,000 excluding Donations-in-Kind.
Our club members raised funds thru our
annual fundraisers such as Christmas Tree
Sales, Jazz at the Pines, and BBQ’s to name a
few. The funds raised were shared across all
avenues of service. International Service and
The Rotary Foundation received substantial
support thru the funds raised by the members.
We have developed a very good working
relationship with Australian Medical AID
Foundation (AMAF) to complement our
projects in Sri Lanka. AMAF provided
financial support as well as guidance with our
medical projects. The Indian and Sri Lankan
community contributed generously into our
Rotary Australia World Community Service
(RAWCS) projects to Engage Rotary to Change
Lives in the Sub Continent.

credit on them and demonstrates the object
of Rotary

The Rotary Foundation is Rotary’s opportunity

supporting education and alleviating poverty.
We have been delighted and proud to support
programs on the subcontinent where there
are so many great needs. We greatly value
our partnership with the local Indian and Sri
Lankan communities in making real help for
communities a reality. Other partnerships
are also encouraged, including expert bodies
such as the Australian Medical Aid Foundation
(AMAF), and our own Rotary Australia World
Community Service (RAWCS) organisation.

support to projects that are supported by
grants from our Rotary Foundation.

Project was to upgrade the infrastructure
and medical equipment at the Arayampathy
District Hospital up to a reasonable standard
to provide the necessary service to the
community. Where no major development
has taken place since the war ended in May
2009. The biggest need at this neglected
hospital is to re-establish the morgue by
repairing the dilapidated morgue and its
refrigeration system. They cannot keep any
corpses due to lack of cooling system. The
corpses are either left to decay or send to
Batticaloa Teaching Hospital if there is any
post-mortem examination. This can cause
disease to general public and is an additional
problem to the hospital and environment.
Due to unavailability of cooler the public face
enormous difficulties in performing certain
formalities and need to pay more money to
preserve the bodies in private funeral parlours.
Medical equipment are urgently required
and will enable the doctors to deliver acute
and critical care of local patients, and stabilise
them prior to transfer to the main hospital.
Arayampathy District Hospital in the Eastern
Province of Sri Lanka serves about 75,000
families living in villages in and around the
hospital. 45% of the population earn less
than SL Rupees 500 according to the statistical
information provided by a government source .
Approximately 400 outpatients visits take
place every day to the Emergency Department
and specialty clinics held in the hospital.
The hospital has approximately 100 beds,
8 medical officers and a dental surgeon, as
well as a registered medical practitioner are
attached to the hospital as permanent medical
staff. There are 20 nurses, 3 pharmacists and
other paramedical staff also attached to the
hospital. Approximately 15-20 births take
place a month.

Rotary Club of Batticaloa was identified
as the host club for the project, and fund
raising commenced among the Sri Lankan
Tamil community thru Rotary Australia World
Community Service Project 35/2015-16.
The project was approved by the Rotary
Foundation, the project was completed in
June 2017.
Rotary District 3230 Governor Rtn. Natarajan
Nagoji was the Chief Guest and inaugurated
the project on the 23rd of April 2017.

Rotary Australia World Community Service Project 35/2015-16 is a partnership between
Rotary Club of The Hills-Kellyville and Australian Medical AID Foundation.
We would like the extend our sincere appreciation for the support PDG Melodie Kevan
and PDG Pusha Pushpalingam of RI District 9465 for their support for this project with a
District Designated Fund (DDF) of US $5,000.
Nearly 800 million people live on less than $1.90 a day. Rotary members
are passionate about providing sustainable solutions to poverty.
Our members work to strengthen local entrepreneurs and community
leaders, particularly women, in impoverished communities.
We provide training and access to well-paying jobs and financial
management institutions.

WASH in Schools (WinS) Target Challenge
Areas of Focus
•	 Water and sanitation
•	 Basic education and literacy
Clean water, better sanitation, teacher
training, and hygiene education in schools can
improve the health and education of children
by creating a cycle of opportunity: improved
education, increased school attendance, and
improved academic performance.
Rotary International signed a MOU to take
Swachh Bharat to the masses on 13 December
2014. This landmark agreement led to the
launch of Water, Sanitation and Hygiene in
Schools (WinS) under implementation since
January 2016.
WinS is aimed at behavioural change in
communities through students in Govt / Govt-
aided / Corporation / Municipal / Panchayat
schools. The students are prepared for their
life-saving and life-changing roles through
advocacy, training, and provision of clean
and functional water sources / storage,
toilets, handwashing stations and green
environment. Success of the program will be
measured, reported, reviewed and corrected
with outcomes in attendance and attainment
– academic, extracurricular and sports.
TheRotaryClubofTheHills-Kellyvillehastaken
on the challenge to raise funds to provide 60
bricks & mortar constructed, safe and hygienic,
biological sanitation facilities in rural schools,
to reduce the incidence of open defecation
and the drop-out of girl students
As part of the project we will also install
and maintain drinking water facilities, hand
washing facilities to prevent children from
diseases and provide them with safe drinking
water.
Approx. 6,500 School children will benefit &
use toilets, have safe drinking water and hand
wash facilities in the state of Odisha and Andra
Pradesh.
•	 42% of schools in Odisha are without
toilets.
•	 62% of schools in Odisha are without Girls
Toilets.
•	 50 to 60% of girl children do not go beyond
their primary schooling
•	 more than 50 million become drop-out
from school due to lack of toilets.
Absence of toilet facility, drinking water and
hand-washing facilities in school poses a great
problem for students. They face humiliation
and embarrassment due to loss of privacy
while defecating in open. Open defecation
also causes spread of several Diseases like

diarrhoea, helminths diseases, and respiratory infections among them. All this creates a negative
impact on their education and they are forced to drop out. Sanitary Biological toilets converts
human waste into non-toxic, non-contaminating neutral water. The discharge is free from
pathogenic microbes and completely environment friendly. There is no foul smell from these
toilets. And very easy to use and maintain. Clean Drinking Water prevents a lot of water borne
diseases. Hand Wash prevents contamination of diseases.
The Village Panchayat & Community heads will be engaged to impress students and their
parents on the need for proper hygiene and sanitation for better health care, productivity at
education centres.They will also Identify & engage manpower for servicing and maintenance of
the Toilets, Drinking Water Facilities and Hand Wash Facilities.
Training & Advocacy is a vital component of this project. The beneficiaries will be trained on
Toilet Etiquette specially for Girls; Proper Usage of Sanitary Toilet; Maintenance & Servicing of
SanitaryToilet; & Employment Generation. Primary Recipients of training will be the girl students
who will be using the toilets. Moreover maintenance & servicing part will be advocated to the
School authority.
Ensure proper hygiene & sanitation in school;

•	 Eradicate te Manual scavenging;
•	 Eradicate water borne diseases transmitted through faeces contact.
By educating the beneficiaries on:

Through our service projects, peace fellowships, and scholarships, our
members are taking action to address the underlying causes of conflict,
including poverty, inequality, ethnic tension, lack of access to education,
and unequal distribution of resources.

GG1747014 - Installation and Maintenance of
Sanitary Toilets
To provide 52 bricks & mortar constructed, safe and
hygienic, biological sanitation facilities in rural schools, to
reducetheincidenceofopendefecationandthedrop-out
of girl students. Also install and maintain drinking water
facilities, hand washing facilities to prevent children from
diseases and provide them with safe drinking water.

Rotary Australia World Community Service Ltd. (RAWCS) was formed to support Australian
Rotarians and Rotary Clubs in assisting disadvantaged communities and individuals with
humanitarian aid projects.

GG1750817 - Provision of Water and Sanitary
Facilities in Six Schools with Behavioural Change
Among Children
The main objective of the project is to provide
adequate safe water, water for consumption
needs, sanitary facilities separately for both
boys and girls in six Government High Schools
of Guntur and Prakasam Districts in the State
of Andhra Pradesh and subsequently bring
behavioural change among 3,552 children
(1,449 boys and 2,103 girls) studying 6th to
10th classes. Accordingly, the project will
ultimately result in increasing attendance in
the Government High Schools with reduced
drop-out and qualitative education to the
children as well.
Based on the needs prioritised by the
respective Rotary Clubs from six Government
High Schools targeted under project, the
project intends to provide safe water in two
schools, restoration of regular water supply
in two schools, provision of adequate sanitary
installations separately for boys and girls in
all the six schools with group hand washing
facilitiessensitizingforbehaviouralchangeand
the promotion. In addition, the child forums
and SMCs are provided •	 sufficient training
on the proper utilisation and management of
the structures.
The project does not include sophisticated
equipment except the incinerator, for which
the required training will be given by the
supplier. All the six High Schools are owned
by the local Government and the Head is
responsible for the day-to-day operations with
the statutory School Management Committee.
As such, both the School Head and the School
Management Committee are primarily
responsible for the effective maintenance of
the structures provided under the project.
In addition, the child forums and SMCs are
trained sufficiently on the proper utilisation
and management of the structures as well.

GG1752870 - Navuday - the Artificial Limb &
Calipers for physically challenged
Areas of Focus

The Objective of this Global Grant is to Provide
Artificial limbs (hand & Leg) free of charge
with a lifetime guarantee for maintenance
and replacement, to those persons who have
lost limb in an accident or amputation due
to disease. These artificial limbs will enable
the beneficiary to lead a respectful life with
functional ability close to normal. It is great
community services for poor and needy who
are otherwise forced to lead a life of neglect,
dependency and loss of self-respect.The limbs
are being provided by ‘Bhagwan Mahavir
Viklang Sahayata Samiti’ (hereinafter referred
to as BMVSS) Jaipur world-renowned name in
providing artificial limbs, tailor made to suit
individual need and size.

Drug Abuse and HIV-AIDS Prevention Program –
Northern Province Sri Lanka

Thirty years of war has left the North & the
East of Sri Lanka with very many social &
economic problems which are making their
adverse impact on the lives of the local
population especially the youth. There are
alarming reports on the incidence of Abuse
of Alcohol, Tobacco, Drugs and sexually
transmitted diseases including HIV/AIDS.
Several youths have fallen victims to these
evils and it has become an urgent need to
work out a continuous programme to create
much needed awareness among the youth,
our future generation.
C.V. Vigneswaran, chief minister of the
Northern Province, during a debate held at
the National Dangerous Drugs Control Board
(NDCB) in Colombo said“Until 2009, when
the thirty-year civil war ended and the LTTE
[Liberation Tigers of Tamil Eelam, LTTE] were
defeated, we had no problem with heroin
abuse. It only started after”.“Before the war
- NDCB chairman Dr. Nilanga Samarasinghe
confirmed - the province was not affected by
drugs, because the rebels did not allow drug
traffickers to enter.”
Rotary, Lions and Australian Medical AID
Foundation worked closely to develop a
two-pronged programme. One is to conduct
Awareness programmes for School Children
in the age group of 15 to 19 years at selected
central locations namely Jaffna, Kilinochi and
Vavuniya and the other to conduct a Train
the Trainer programme for about 30 selected
officials from Public Health Inspectors
Service and Teachers from various part of the
province until such time they are ready to
take over.
This project is nearing completion, due to the
International Buddhist Conference which is to
take place in Sri Lanka, the last of the school
children awareness program in Vavuniya has
been postponed to June 2017.

We have partnered with Inner Wheel Club of Chilakaluripet
on a project specifically to address the needs of distressed
women in and around Chilakaluripet. “Women” are the
pivot around whom the family, community and the society
revolve. Over the centuries, millions of women, especially in
Rural India, have been carrying on their shoulders the burden
of poverty, ignorance, superstitions and outmoded customs
and traditions. Despite the multitude of social disabilities, economic deprivations, these women
have been the embodiment of sacrifice surrendering all their comforts for the welfare of children
and other members of the family, and indirectly for the welfare of the community.
In this overall scenario of women in general, some of the women are so depressed in the society
– widows, divorced women with children, single women. Situation of these categories of women
is much more horrid in the society and they face greater trouble to survive in the society. Thus,
some of these women even commit suicide and their children become anti-social elements in
the society.
Together with Inner Wheel, we have developed a project to support these women by enabling
them to take up a viable income generation activity for their survival. Activity differs from
person to person depending on the place of residence, resources available in the area, skills and
capabilities possessed by the lady and market potential in the area.
We would like to support 50 such poor, women-headed families suffering for their livelihood.
These women will be supported to establish the respective income generation units based
on their skills and capabilities. Total cost required for one family to take up income generation
activity is 20,000 INR (400 AUD).

Cardiac Prevention Program
Areas of Focus
•	 Disease Prevention and Treatment
Persistent health inequalities are a worldwide problem. Numerous experts and
organisations advocate that preventable human suffering caused by inequitable
access to healthcare facilities should be alleviated. Senior hospital staff and
community leaders from Jaffna, Sri Lanka have approached the Australian
Medical Aid Foundation (AMAF) that Coronary Artery Disease (CAD) is on the raise
and have sought assistance in treating patients. Projections show that CAD has
reached epidemic proportions in many developing countries. In the Indian Sub-
continent, mortality attributable to CAD has risen by 103% in men and by 90% in women from
1985 to 2015. More importantly, the disease catches these people young. Therefore, to stop the
ruthless assault of CAD, there is an urgent need to address the affected patients at the earliest.
The Rotary Club of The Hills –Kellyville and the Australian Medical Aid Foundation have
partnered provide financial support and Rotary Club of Colombo South agreed to liaised with
Jaffna Teaching hospital and Jaffna General Hospital Development Association to implement
the project.
Scope of the project provide financial subsidy to the hospital to meet the partial cost of the
implantation of cardiac stent for disadvantaged patent who are suffering from coronary artery
diseaseandbreadwinnerorhomemakerandagegroupbetween30to55years.Thebeneficiaries
will be selected by selection panel comprising Consultant cardiology unit and Rotarians.

A cost-effective preventive strategy has been set in place by the health authorities. However,
due to numerous factors, including genetics, High Blood Pressure and High Cholesterol
(Dyslipidemia) amongst a substantial proportion of the population served by this regional
hospital, it will take years for the campaign to show effect.
Therapy for coronary artery disease generally involves three types of approach. These include:
•	 Medical management with drugs that reduce cholesterol,
blood pressure and blood sugar
•	 Coronary angioplasty and implantation of coronary stents
•	 Coronary artery bypass grafting (CABG)
The regional hospital is equipped to treat the patients using any or all three of the above
methods. However, due to the costs involved in the implantation of coronary stents, the
patients are required to pay more than 70% of the cost. However, many the people who need
this treatment cannot afford to pay the required sum.
This project is to provide a way to ease the pain of those in most need of this treatment.
Pres K.Arasaratnam, IPDG Rtn George Jesuthasan, Rtn PP N.Saravanapavan and Rtn S.T Srikanda
visited Jaffna Teaching Hospital and signed Memorandum of Understanding with Director of
Jaffna Teaching Hospital and President of Jaffna General Hospital Development and handed
over cheque for Sri Lankan rupees of two million and eight hundred thousand as first instalment
of the project to President, Jaffna General Hospital Development Association.
Jaffna Teaching Hospital cardiologist consultant informed us, there are fifteen Coronary artery
patients falling under this category per month and they need financial assistant addition to
President, Sri Lanka’s relief funds to meet the cost of the medicated stent to implant and our
project partners pledged to support for one year as first phase of the project.

Beds for Jaffna – Donations in Kind
Rotary Australia World Community Service - Donations
in Kind received a consignment of Hospital beds to
their warehouse in Castle Hill, late last year. Over two
weekends volunteers from various Rotary clubs and the
Tamil Community helped load 4 x 40 foot containers with
220 electrical and hydraulic hospital beds along with
mattresses and other peripherals.
Wewerefortunateenoughtoreceiveseveralhundred,brand
new items of German-made surgical and Gynaecological
equipment from The Rotary Club of Applecross (Rotary
International District 9465) which were also loaded into
these containers.
“Patients are very comfortable with these
beds. Doctors and other staff feel better when
managing the patients with these beds.”

the Australian Medical AID Foundation.

Arep Provincial School – Vanua Lava Vanuatu
Over the past tw elve years our Club has
worked closely with the Arep Provincial
School community on the island of Vanua
LaveVanuatu, we have completely refurbished
classrooms, the dining and assembly halls,
built an Eco-Friendly composting toilet
system, enhanced the boarding school
dormitories, set up the school library the first
in the Northern Provinces, built a computer
laboratory including the installation of a solar
powered computer systems.
In April, this year our Club sent a team to
replace a current classroom at the Arep
ProvincialSchool.Thiswastheculminationof2
years planning and working towards building
a cyclone proof classroom that the school
board and community had indicated there
was a great to replace. Initially the Club sent
an architect and structural engineer to assess
the needs of the school and develop a plan for
the classroom. This plan was approved by an
accredited certifier (structural) to be cyclone
proof as per Australian Standards.
Through intensive fund raising including a
District Grant, the frame was built in Australia
and sent via a container to Vanuatu. The
container also included roofing materials,
materials specific to cyclone proofing, a water
tank and other materials required in addition
to school furniture and teaching resources.
It was ironic that the team including a qualified
builder were delayed on Espiritu Santo due
to Cyclone Cook that hit Vanuatu early April.
Working alongside the local community the
Team have erected the classroom.
This project has been a very time consuming
and at times difficult exercise due the
developing requirements by the Government
of Vanuatu in regard to NGO/volunteers
entering the country to undertake work.
The Club has worked closely with Ministry of
Education to ensure we meet the standards set
since the devastation of Cyclone Pam 2 years
ago. The Team Leader is to be commended
for quality of work undertaken to ensure that
the project not only met the requirements of
the Vanuatu Government but that of Rotary
Australia World Community Service. We
received a very positive article in the Vanuatu
press that was submitted by the Rotary Club of
Vila on our behalf.

GG1417133 - Supply of Medical Equipment to
the Jaffna Teaching Hospital
USD $120,000 worth of equipment’s provided
to the ophthalmology department thru a
successful Rotary Foundation Global Grant
project in partnership with Australian Medical
Aid Foundation, and Rotary Clubs from District
9685.
Our objective is to supply medical equipment
for eye care to the Jaffna Teaching Hospital in
Sri Lanka. The JaffnaTeaching hospital delivers
eye care services to around 650,000 people
and is the referral centre for all Northern
Province Districts, the Northern Province has
populationofaround1.3millionpeople. There
are two eye surgeons in the Northern Province
who are attached to Jaffna.
We liased with Dr M Malaravan, an
Ophthalmologist who has a goal to develop a
‘Good Eye’unit in Jaffna, this will grow into an
eye care network system to other districts in
the Northern Province.
Some advanced eye care equipment has
already been installed. Dr. Malaravan has
identified other equipment that is required
to fully establish the facility. We were able
to provide the required equipment thru this
grant to expand the network which serves
the Northern Province Districts population of
approximately 1.3 million people.

Echoscan
A further contribution of US $5000 was made
by Rotary District 9685, to provide additional
components & to reach people suffering from
Eye deficiencies & who are unable to come to
the Jaffna Hospital for treatment.
Dr.Malaravan played a key role in highlighting
the Community need to the Australian Medical
Aid Foundation, who engaged the Rotary
Club of the Hills-Kellyville and also made a
contribution of AUS $50,000.
The Special Eye Care services provided is a
direct benefit ofThe Rotary Foundation Global
Grant. A population of over a million people
will benefit due the successful completion of
the project.
It is also noteworthy to mention that within
one month of the installation of the new
equipment, 135 patients were operated on
and the transfer to other hospitals such as
Anuradapura, Colombo & Kandy, has been
reduced by 100%.

This project is focused on Cochabamba in central
Bolivia. Much of this country, of approximately 10
million, lives at high altitude. The high altitude
and a population of diverse genetic backgrounds
are factors that are important determinants of the
prevalence of cardiovascular disorders, including
congenital cardiac anomalies and abnormalities
of the pulmonary circulation.
There are limited funds available for qualified
health care professionals to receive training
of a global standard once qualified and no
opportunity to learn improved cardiovascular techniques whilst at university or during
post graduate training. Poor wages and regulatory restrictions on practical learning
furtherrestrictstraveltoothercountries.Interventionalcardiologyfacilitiesareavailable
in only three cities in Bolivia, (La Paz, Cochabamba and Santa Cruz) and only in the
private hospitals in these cities. While there are Government hospitals, it is typically still
a“user-pay”system. There is no universal healthcare system in Bolivia and while health
insurance exists, it is a mainly for the wealthy.
After selection, the Univalle University Hospital in Cochabamba has offered to become
a training hospital to pass on the skills learned during the vocational training and
seminars to other colleagues within Bolivia.

GG1759129 - Sustainable Agriculture in the
Northern Province, Sri Lanka
Northern Province of Sri Lanka is in the
process of rehabilitation and reconstruction
of its economy. Agriculture plays a key role
in this. Since the success of agriculture
development depends primarily on the
agriculture extension system, the Northern
Province government has recruited
and placed 166 Agriculture Instructors
(agriculture extension and training officers)
spread across 5 districts. The Agriculture
Instructors have completed a two-year
diploma in Agriculture. Due to the civil war,
most of the candidates have completed the
course over a very extended period of time
than the stipulated two-year time period.
These Agriculture Instructors felt that they
haveverylimitedexposuretocurrenttrends
in agriculture.They have also learnt some of
the technologies through internet and magazines without formal training in the subject. There
are no subject matter specialists as such on any of the major disciplines of agriculture.
Training Need Assessment
To expose the Agriculture Instructors to latest trends in agriculture, we have partnered with
National Agro Foundation in Tamil Nadu State of India for the following reasons:
•	 As most of the Agriculture Instructors understandTamil, training inTamil would be preferred.
Tamil Nadu State can fulfil this requirement
•	 The climate and weather pattern and crops cultivated in N.P are like that of Tamil Nadu State
•	 Tamil Nadu State is closest to Northern Province and Tamil Nadu State is one of the leading
states in agriculture in India

support cost and miscellaneous costs.
Conclusion
The support to training program of Agriculture Instructors of Northern Province of Sri Lanka will
go a long way in reconstruction and rejuvenation of agriculture sector in the Province which
has lost a significant proportion of wealth due to prolonged civil war. The support will not only
enable reconstruction but would also contribute to the sustained development of farming
community and the common people of the province at large.

Provisions of toilet blocks at various schools in
District Mirzapur, Sonebhadra and Varanasi
Many Rotarians and local clubs have been doing projects in these schools and the teachers and
children have been voicing the need for toilets –both for students as well as teachers. Rotarians
have conducted a survey of these schools and identified 25 such schools where there is need to
carry out repair/ renovation/ construction work.
About 2000 children in 25 schools in Mirzapur and nearby areas will benefit from toilets with
improved school attendance, especially by girlsmore than 10 years.

on health education and bringing people routine hearing, vision, and dental care.

Drug Abuse and HIV-AIDS Prevention Program –
All Island Essay Competition Sri Lanka
Inspired by the success of the “Prevention of Drug Abuse/HIV AIDS – Northern Province Sri
Lanka we will take the message to the Eastern Province.

The “Prevention of Drug Abuse/HIV AIDS”
program, conducted over the past 6 months
in the Northern Province, in collaboration
with Lions Clubs International, District 306 A,
Rotary, Australian Medical Aid Foundation &
Rotary Australia World Community Service
was a tremendous success. The Departments
of Education, Health & Police have applauded
Rotary’s efforts to address the“Drug & Alcohol”
menace in Sri Lanka.
To eradicate the menace of Drug Abuse & HIV/
AIDS in Sri Lanka, we planned to sponsor the
annual, all Island awareness campaign.
Our target population is youth in the age
group of 15 to 19. Our programmes include
Awareness Seminar, Drama, Contest, Oratory
Contest, Art Competition, All Island Essay
Competition in all three languages on both
topics for school children & similar activities
aimed to promote active participation of
the target group and create much needed
awareness.
This year too, the All Island Essay contest is to
be conducted for the 24th consecutive year.
“Drug Abuse & it’s Adverse Impact” & “HIV/
AIDS- A Silent Killer” are the two topics for
this year’s contest which is open to all school
students in the age group of 15 to 19. Entries
will be called for in all three languages namely
Sinhala, Tamil & English. The winners of first
three places will receive Cash prizes, Trophies
& Certificates.

The Rotary Club of The Hills-Kellyville has now expanded with the
amalgamation of the Rotary Club of Winston Hills with this Club.
The amalgamated Club received a new Charter at a function on the
4th July 2015.
Our expanded and enthusiastic membership will continue to
be involved with the many projects both clubs were previously
involved with both locally and internationally.
These include the Hills Garden Competition, Open Gardens,
Christmas Tree Sales, Writing Competition for local schools,
Christmas for Seniors, schools in Vanuatu, Bourke Public School
breakfast programme, Australia Day Citizenship and Flag Raising ceremonies and supporting
local causes such as North West Disability Services, Ronald McDonald House Breakfast and the
Children’s Hospital at Westmead.

Our Partners in Service Projects The Rotary Foundation is a non-profit corporation that supports the efforts of Rotary International to achieve world understanding and peace through international humanitarian, educational, and cultural exchange programs. It is supported solely by voluntary contributions from Rotarians and friends of the Foundation who share its vision of a better world Supported by
  • 4. 4Page The Rotary Club of The Hills-Kellyville is a small but extremely enthusiastic and active band of 24, like-minded Rotarians, providing service and goodwill to our community and to the World. This year, we have completed ambitious programs in all our Avenues of Service, particularly in Community Service, The Rotary Foundation, International Service, Vocational Service and Youth Service, whilst we have enjoyed a wonderful Club Service program. We are proud that through the leadership of our International Director and Rotary Foundation Director, Mr Haran Ramachandran, we have established strong, close relationships with service oriented organisations, within our community, who have supported our International objectives. We are extremely grateful that our efforts have been strongly supported by Rotary District 9685, Rotary Clubs in other parts of the World, Sri-Lankan and Indian associations within our community and the Rotary Foundation, which has made our huge International activity possible. Together we have been able to serve Humanity, in the following key areas: • Disease Prevention and Treatment • Maternal and Child Health • Water and sanitation • Basic education and literacy • Peace and conflict prevention/ resolution • Economic and community development The following report outlines our extensive International achievements, which are improving the lives of needy people, in several regions around our World. I extend my sincere gratitude to all the members of our club for their dedication and support, in these international projects.   • 5. 5Page I take this opportunity to extend my sincere gratitude to the President and members of The Rotary Club of The Hills-Kellyville for giving me an opportunity to Engage Rotary to Change Lives as the clubs International and The Rotary Foundation Director. Thisyearhasnotbeenanydifferenttoprevious years of our club. We stood up to the Rotary International President John Germs Theme of Rotary – Serving Humanity. In the past 12 months, we have done projects in India, Sri Lanka and Vanuatu at an estimated value of over $500,000 excluding Donations-in-Kind. Our club members raised funds thru our annual fundraisers such as Christmas Tree Sales, Jazz at the Pines, and BBQ’s to name a few. The funds raised were shared across all avenues of service. International Service and The Rotary Foundation received substantial support thru the funds raised by the members. We have developed a very good working relationship with Australian Medical AID Foundation (AMAF) to complement our projects in Sri Lanka. AMAF provided financial support as well as guidance with our medical projects. The Indian and Sri Lankan community contributed generously into our Rotary Australia World Community Service (RAWCS) projects to Engage Rotary to Change Lives in the Sub Continent.   • 7. 7Page Areas of Focus • Disease Prevention and Treatment • Maternal and Child Health Project was to upgrade the infrastructure and medical equipment at the Arayampathy District Hospital up to a reasonable standard to provide the necessary service to the community. Where no major development has taken place since the war ended in May 2009. The biggest need at this neglected hospital is to re-establish the morgue by repairing the dilapidated morgue and its refrigeration system. They cannot keep any corpses due to lack of cooling system. The corpses are either left to decay or send to Batticaloa Teaching Hospital if there is any post-mortem examination. This can cause disease to general public and is an additional problem to the hospital and environment. Due to unavailability of cooler the public face enormous difficulties in performing certain formalities and need to pay more money to preserve the bodies in private funeral parlours. Medical equipment are urgently required and will enable the doctors to deliver acute and critical care of local patients, and stabilise them prior to transfer to the main hospital. Arayampathy District Hospital in the Eastern Province of Sri Lanka serves about 75,000 families living in villages in and around the hospital. 45% of the population earn less than SL Rupees 500 according to the statistical information provided by a government source . Approximately 400 outpatients visits take place every day to the Emergency Department and specialty clinics held in the hospital. The hospital has approximately 100 beds, 8 medical officers and a dental surgeon, as well as a registered medical practitioner are attached to the hospital as permanent medical staff. There are 20 nurses, 3 pharmacists and other paramedical staff also attached to the hospital. Approximately 15-20 births take place a month.   • 10. 10Page WASH in Schools (WinS) Target Challenge Areas of Focus • Water and sanitation • Basic education and literacy Clean water, better sanitation, teacher training, and hygiene education in schools can improve the health and education of children by creating a cycle of opportunity: improved education, increased school attendance, and improved academic performance. Rotary International signed a MOU to take Swachh Bharat to the masses on 13 December 2014. This landmark agreement led to the launch of Water, Sanitation and Hygiene in Schools (WinS) under implementation since January 2016. WinS is aimed at behavioural change in communities through students in Govt / Govt- aided / Corporation / Municipal / Panchayat schools. The students are prepared for their life-saving and life-changing roles through advocacy, training, and provision of clean and functional water sources / storage, toilets, handwashing stations and green environment. Success of the program will be measured, reported, reviewed and corrected with outcomes in attendance and attainment – academic, extracurricular and sports. TheRotaryClubofTheHills-Kellyvillehastaken on the challenge to raise funds to provide 60 bricks & mortar constructed, safe and hygienic, biological sanitation facilities in rural schools, to reduce the incidence of open defecation and the drop-out of girl students As part of the project we will also install and maintain drinking water facilities, hand washing facilities to prevent children from diseases and provide them with safe drinking water. Approx. 6,500 School children will benefit & use toilets, have safe drinking water and hand wash facilities in the state of Odisha and Andra Pradesh. • 42% of schools in Odisha are without toilets. • 62% of schools in Odisha are without Girls Toilets. • 50 to 60% of girl children do not go beyond their primary schooling • more than 50 million become drop-out from school due to lack of toilets. Absence of toilet facility, drinking water and hand-washing facilities in school poses a great problem for students. They face humiliation and embarrassment due to loss of privacy while defecating in open. Open defecation also causes spread of several Diseases like
  • 11. 11Page diarrhoea, helminths diseases, and respiratory infections among them. All this creates a negative impact on their education and they are forced to drop out. Sanitary Biological toilets converts human waste into non-toxic, non-contaminating neutral water. The discharge is free from pathogenic microbes and completely environment friendly. There is no foul smell from these toilets. And very easy to use and maintain. Clean Drinking Water prevents a lot of water borne diseases. Hand Wash prevents contamination of diseases. The Village Panchayat & Community heads will be engaged to impress students and their parents on the need for proper hygiene and sanitation for better health care, productivity at education centres.They will also Identify & engage manpower for servicing and maintenance of the Toilets, Drinking Water Facilities and Hand Wash Facilities. Training & Advocacy is a vital component of this project. The beneficiaries will be trained on Toilet Etiquette specially for Girls; Proper Usage of Sanitary Toilet; Maintenance & Servicing of SanitaryToilet; & Employment Generation. Primary Recipients of training will be the girl students who will be using the toilets. Moreover maintenance & servicing part will be advocated to the School authority. Ensure proper hygiene & sanitation in school; • Reduce girl child absenting • Stop Open Defecation; • Eradicate te Manual scavenging; • Eradicate water borne diseases transmitted through faeces contact.   • 13. 13Page GG1750817 - Provision of Water and Sanitary Facilities in Six Schools with Behavioural Change Among Children The main objective of the project is to provide adequate safe water, water for consumption needs, sanitary facilities separately for both boys and girls in six Government High Schools of Guntur and Prakasam Districts in the State of Andhra Pradesh and subsequently bring behavioural change among 3,552 children (1,449 boys and 2,103 girls) studying 6th to 10th classes. Accordingly, the project will ultimately result in increasing attendance in the Government High Schools with reduced drop-out and qualitative education to the children as well. Based on the needs prioritised by the respective Rotary Clubs from six Government High Schools targeted under project, the project intends to provide safe water in two schools, restoration of regular water supply in two schools, provision of adequate sanitary installations separately for boys and girls in all the six schools with group hand washing facilitiessensitizingforbehaviouralchangeand the promotion. In addition, the child forums and SMCs are provided • sufficient training on the proper utilisation and management of the structures. The project does not include sophisticated equipment except the incinerator, for which the required training will be given by the supplier. All the six High Schools are owned by the local Government and the Head is responsible for the day-to-day operations with the statutory School Management Committee. As such, both the School Head and the School Management Committee are primarily responsible for the effective maintenance of the structures provided under the project. In addition, the child forums and SMCs are trained sufficiently on the proper utilisation and management of the structures as well. These artificial limbs will enable the beneficiary to lead a respectful life with functional ability close to normal. It is great community services for poor and needy who are otherwise forced to lead a life of neglect, dependency and loss of self-respect.The limbs are being provided by ‘Bhagwan Mahavir Viklang Sahayata Samiti’ (hereinafter referred to as BMVSS) Jaipur world-renowned name in providing artificial limbs, tailor made to suit individual need and size.

There are alarming reports on the incidence of Abuse of Alcohol, Tobacco, Drugs and sexually transmitted diseases including HIV/AIDS. Several youths have fallen victims to these evils and it has become an urgent need to work out a continuous programme to create much needed awareness among the youth, our future generation. C.V. Vigneswaran, chief minister of the Northern Province, during a debate held at the National Dangerous Drugs Control Board (NDCB) in Colombo said“Until 2009, when the thirty-year civil war ended and the LTTE [Liberation Tigers of Tamil Eelam, LTTE] were defeated, we had no problem with heroin abuse. It only started after”.“Before the war - NDCB chairman Dr. Nilanga Samarasinghe confirmed - the province was not affected by drugs, because the rebels did not allow drug traffickers to enter.” Rotary, Lions and Australian Medical AID Foundation worked closely to develop a two-pronged programme. One is to conduct Awareness programmes for School Children in the age group of 15 to 19 years at selected central locations namely Jaffna, Kilinochi and Vavuniya and the other to conduct a Train the Trainer programme for about 30 selected officials from Public Health Inspectors Service and Teachers from various part of the province until such time they are ready to take over. This project is nearing completion, due to the International Buddhist Conference which is to take place in Sri Lanka, the last of the school children awareness program in Vavuniya has been postponed to June 2017.

  • 18. 18Page Distressed Women Livelihood Program Areas of Focus • Economic and community development • Maternal and Child Health We have partnered with Inner Wheel Club of Chilakaluripet on a project specifically to address the needs of distressed women in and around Chilakaluripet. “Women” are the pivot around whom the family, community and the society revolve. Over the centuries, millions of women, especially in Rural India, have been carrying on their shoulders the burden of poverty, ignorance, superstitions and outmoded customs and traditions. Despite the multitude of social disabilities, economic deprivations, these women have been the embodiment of sacrifice surrendering all their comforts for the welfare of children and other members of the family, and indirectly for the welfare of the community. In this overall scenario of women in general, some of the women are so depressed in the society – widows, divorced women with children, single women. Situation of these categories of women is much more horrid in the society and they face greater trouble to survive in the society. Thus, some of these women even commit suicide and their children become anti-social elements in the society. Together with Inner Wheel, we have developed a project to support these women by enabling them to take up a viable income generation activity for their survival. Activity differs from person to person depending on the place of residence, resources available in the area, skills and capabilities possessed by the lady and market potential in the area. We would like to support 50 such poor, women-headed families suffering for their livelihood. These women will be supported to establish the respective income generation units based on their skills and capabilities. Total cost required for one family to take up income generation activity is 20,000 INR (400 AUD). Break down of the funding for the project
  • 19. 19Page Cardiac Prevention Program Areas of Focus • Disease Prevention and Treatment Persistent health inequalities are a worldwide problem. Numerous experts and organisations advocate that preventable human suffering caused by inequitable access to healthcare facilities should be alleviated. Senior hospital staff and community leaders from Jaffna, Sri Lanka have approached the Australian Medical Aid Foundation (AMAF) that Coronary Artery Disease (CAD) is on the raise and have sought assistance in treating patients. Projections show that CAD has reached epidemic proportions in many developing countries. In the Indian Sub- continent, mortality attributable to CAD has risen by 103% in men and by 90% in women from 1985 to 2015. More importantly, the disease catches these people young. Therefore, to stop the ruthless assault of CAD, there is an urgent need to address the affected patients at the earliest. The Rotary Club of The Hills –Kellyville and the Australian Medical Aid Foundation have partnered provide financial support and Rotary Club of Colombo South agreed to liaised with Jaffna Teaching hospital and Jaffna General Hospital Development Association to implement the project. Scope of the project provide financial subsidy to the hospital to meet the partial cost of the implantation of cardiac stent for disadvantaged patent who are suffering from coronary artery diseaseandbreadwinnerorhomemakerandagegroupbetween30to55years.Thebeneficiaries will be selected by selection panel comprising Consultant cardiology unit and Rotarians.
  • 20. 20Page A cost-effective preventive strategy has been set in place by the health authorities. However, due to numerous factors, including genetics, High Blood Pressure and High Cholesterol (Dyslipidemia) amongst a substantial proportion of the population served by this regional hospital, it will take years for the campaign to show effect. Therapy for coronary artery disease generally involves three types of approach. These include: • Medical management with drugs that reduce cholesterol, blood pressure and blood sugar • Coronary angioplasty and implantation of coronary stents • Coronary artery bypass grafting (CABG) The regional hospital is equipped to treat the patients using any or all three of the above methods. However, due to the costs involved in the implantation of coronary stents, the patients are required to pay more than 70% of the cost. However, many the people who need this treatment cannot afford to pay the required sum. This project is to provide a way to ease the pain of those in most need of this treatment. Pres K.Arasaratnam, IPDG Rtn George Jesuthasan, Rtn PP N.Saravanapavan and Rtn S.T Srikanda visited Jaffna Teaching Hospital and signed Memorandum of Understanding with Director of Jaffna Teaching Hospital and President of Jaffna General Hospital Development and handed over cheque for Sri Lankan rupees of two million and eight hundred thousand as first instalment of the project to President, Jaffna General Hospital Development Association. Jaffna Teaching Hospital cardiologist consultant informed us, there are fifteen Coronary artery patients falling under this category per month and they need financial assistant addition to President, Sri Lanka’s relief funds to meet the cost of the medicated stent to implant and our project partners pledged to support for one year as first phase of the project.   • 22. 22Page Beds for Jaffna – Donations in Kind Rotary Australia World Community Service - Donations in Kind received a consignment of Hospital beds to their warehouse in Castle Hill, late last year. Over two weekends volunteers from various Rotary clubs and the Tamil Community helped load 4 x 40 foot containers with 220 electrical and hydraulic hospital beds along with mattresses and other peripherals. Wewerefortunateenoughtoreceiveseveralhundred,brand new items of German-made surgical and Gynaecological equipment from The Rotary Club of Applecross (Rotary International District 9465) which were also loaded into these containers. “Patients are very comfortable with these beds. Doctors and other staff feel better when managing the patients with these beds.” Dr. T.   • 23. 23Page Arep Provincial School – Vanua Lava Vanuatu Over the past tw elve years our Club has worked closely with the Arep Provincial School community on the island of Vanua LaveVanuatu, we have completely refurbished classrooms, the dining and assembly halls, built an Eco-Friendly composting toilet system, enhanced the boarding school dormitories, set up the school library the first in the Northern Provinces, built a computer laboratory including the installation of a solar powered computer systems. In April, this year our Club sent a team to replace a current classroom at the Arep ProvincialSchool.Thiswastheculminationof2 years planning and working towards building a cyclone proof classroom that the school board and community had indicated there was a great to replace. Initially the Club sent an architect and structural engineer to assess the needs of the school and develop a plan for the classroom. This plan was approved by an accredited certifier (structural) to be cyclone proof as per Australian Standards. Through intensive fund raising including a District Grant, the frame was built in Australia and sent via a container to Vanuatu. The container also included roofing materials, materials specific to cyclone proofing, a water tank and other materials required in addition to school furniture and teaching resources. It was ironic that the team including a qualified builder were delayed on Espiritu Santo due to Cyclone Cook that hit Vanuatu early April. Working alongside the local community the Team have erected the classroom. This project has been a very time consuming and at times difficult exercise due the developing requirements by the Government of Vanuatu in regard to NGO/volunteers entering the country to undertake work. The Club has worked closely with Ministry of Education to ensure we meet the standards set since the devastation of Cyclone Pam 2 years ago. The Team Leader is to be commended for quality of work undertaken to ensure that the project not only met the requirements of the Vanuatu Government but that of Rotary Australia World Community Service. We received a very positive article in the Vanuatu press that was submitted by the Rotary Club of Vila on our behalf.
  • 24. 24Page GG1417133 - Supply of Medical Equipment to the Jaffna Teaching Hospital USD $120,000 worth of equipment’s provided to the ophthalmology department thru a successful Rotary Foundation Global Grant project in partnership with Australian Medical Aid Foundation, and Rotary Clubs from District 9685. Our objective is to supply medical equipment for eye care to the Jaffna Teaching Hospital in Sri Lanka. The JaffnaTeaching hospital delivers eye care services to around 650,000 people and is the referral centre for all Northern Province Districts, the Northern Province has populationofaround1.3millionpeople. There are two eye surgeons in the Northern Province who are attached to Jaffna. We liased with Dr M Malaravan, an Ophthalmologist who has a goal to develop a ‘Good Eye’unit in Jaffna, this will grow into an eye care network system to other districts in the Northern Province. Some advanced eye care equipment has already been installed. Dr. Malaravan has identified other equipment that is required to fully establish the facility. We were able to provide the required equipment thru this grant to expand the network which serves the Northern Province Districts population of approximately 1.3 million people. The following equipment were provided to the hospital • Yag Laser • TOPCON - Slit Lamp • TOPCON -Auto Kerato-Refractometer • Keratometer • Echoscan • Optional Accessories – Complement Echoscan A further contribution of US $5000 was made by Rotary District 9685, to provide additional components & to reach people suffering from Eye deficiencies & who are unable to come to the Jaffna Hospital for treatment. Dr.Malaravan played a key role in highlighting the Community need to the Australian Medical Aid Foundation, who engaged the Rotary Club of the Hills-Kellyville and also made a contribution of AUS $50,000. The Special Eye Care services provided is a direct benefit ofThe Rotary Foundation Global Grant. A population of over a million people will benefit due the successful completion of the project. It is also noteworthy to mention that within one month of the installation of the new equipment, 135 patients were operated on and the transfer to other hospitals such as Anuradapura, Colombo & Kandy, has been reduced by 100%.
  • 25. 25Page This project is focused on Cochabamba in central Bolivia. Much of this country, of approximately 10 million, lives at high altitude. The high altitude and a population of diverse genetic backgrounds are factors that are important determinants of the prevalence of cardiovascular disorders, including congenital cardiac anomalies and abnormalities of the pulmonary circulation. There are limited funds available for qualified health care professionals to receive training of a global standard once qualified and no opportunity to learn improved cardiovascular techniques whilst at university or during post graduate training. Poor wages and regulatory restrictions on practical learning furtherrestrictstraveltoothercountries.Interventionalcardiologyfacilitiesareavailable in only three cities in Bolivia, (La Paz, Cochabamba and Santa Cruz) and only in the private hospitals in these cities. While there are Government hospitals, it is typically still a“user-pay”system. There is no universal healthcare system in Bolivia and while health insurance exists, it is a mainly for the wealthy. After selection, the Univalle University Hospital in Cochabamba has offered to become a training hospital to pass on the skills learned during the vocational training and seminars to other colleagues within Bolivia.   • 27. 27Page Projects in consideration GG1759129 - Sustainable Agriculture in the Northern Province, Sri Lanka Northern Province of Sri Lanka is in the process of rehabilitation and reconstruction of its economy. Agriculture plays a key role in this. Since the success of agriculture development depends primarily on the agriculture extension system, the Northern Province government has recruited and placed 166 Agriculture Instructors (agriculture extension and training officers) spread across 5 districts. The Agriculture Instructors have completed a two-year diploma in Agriculture. Due to the civil war, most of the candidates have completed the course over a very extended period of time than the stipulated two-year time period. These Agriculture Instructors felt that they haveverylimitedexposuretocurrenttrends in agriculture.They have also learnt some of the technologies through internet and magazines without formal training in the subject. There are no subject matter specialists as such on any of the major disciplines of agriculture. Training Need Assessment To expose the Agriculture Instructors to latest trends in agriculture, we have partnered with National Agro Foundation in Tamil Nadu State of India for the following reasons: • As most of the Agriculture Instructors understandTamil, training inTamil would be preferred. Tamil Nadu State can fulfil this requirement • The climate and weather pattern and crops cultivated in N.P are like that of Tamil Nadu State • Tamil Nadu State is closest to Northern Province and Tamil Nadu State is one of the leading states in agriculture in India

Conclusion The support to training program of Agriculture Instructors of Northern Province of Sri Lanka will go a long way in reconstruction and rejuvenation of agriculture sector in the Province which has lost a significant proportion of wealth due to prolonged civil war. The support will not only enable reconstruction but would also contribute to the sustained development of farming community and the common people of the province at large.

Rotarians have conducted a survey of these schools and identified 25 such schools where there is need to carry out repair/ renovation/ construction work. About 2000 children in 25 schools in Mirzapur and nearby areas will benefit from toilets with improved school attendance, especially by girlsmore than 10 years. The budget for this project is estimated at AUD $18,000 The “Prevention of Drug Abuse/HIV AIDS” program, conducted over the past 6 months in the Northern Province, in collaboration with Lions Clubs International, District 306 A, Rotary, Australian Medical Aid Foundation & Rotary Australia World Community Service was a tremendous success. The Departments of Education, Health & Police have applauded Rotary’s efforts to address the“Drug & Alcohol” menace in Sri Lanka. To eradicate the menace of Drug Abuse & HIV/ AIDS in Sri Lanka, we planned to sponsor the annual, all Island awareness campaign. Our target population is youth in the age group of 15 to 19. Our programmes include Awareness Seminar, Drama, Contest, Oratory Contest, Art Competition, All Island Essay Competition in all three languages on both topics for school children & similar activities aimed to promote active participation of the target group and create much needed awareness. This year too, the All Island Essay contest is to be conducted for the 24th consecutive year. “Drug Abuse & it’s Adverse Impact” & “HIV/ AIDS- A Silent Killer” are the two topics for this year’s contest which is open to all school students in the age group of 15 to 19. Entries will be called for in all three languages namely Sinhala, Tamil & English. The winners of first three places will receive Cash prizes, Trophies & Certificates.
