2. 1. DSWD Grant Fund
RELEASED IN TWO (2) TRANCHES
• 1ST Tranche
₋ Requested immediately after the MDRRMC
• 2nd /final Tranche
Finance – At least 80% Utilization of the released 1st
tranche fund
Engineering – At least 70% physical accomplishment

• Part of the investment cost or SP value
• Fund transferred from the MTA account to the
community bank account
• Full deposit recommended although partial deposit is
allowed provided that the same tranching will be
followed as that of the grant.
• Pre-numbered Acknowledgement Receipt shall be issued
by Treasurer for received donations other than the
funds from LGU.
• Validated Deposit Slips shall be provided to the Donor/s
5. Internal Control Guidelines
• Only Treasurer is authorized to receive any check or cash
contributions. Should issue pre-numbered
Acknowledgement Receipt.
• All checks and cash receipts must be kept and deposited
intact to the bank not later than the next banking day.
• AIT and/or MFA should make surprise cash counts of un-
deposited collections periodically.
• Bookkeeping and cashiering functions should be segregated
• List of donors and amount donated should be posted in the
barangay hall

1. What are the requirements for the opening of Bank account?
The following are the requirements:
• MDRRMC Resolution approving the SP (Notarized)
• Barangay Council Resolution authorizing the signatories
(Notarized)
• Initial deposit (Deposit of LCC cash commitment)
• Endorsement by the Regional Director (new requirement)

Format of the community bank account:

3. How will the LGU deliver the LCC cash to the opened community
accounts?
The LGU will deliver the LCC cash commitment through check
deposit or fund transfer.
Additional LCC cash commitments by the Barangays or from
donors can be directly deposited to the community accounts
immediately after the MDRRMC.
LCC Cash commitments for the SPI should be deposited to MTA
before the conduct of MIBF-PRA

4. Where will the prioritized communities open an account?
Prioritized barangays are required to open a community account
at the nearest Land Bank of the Philippines branch only.
