2. Introduction
The CEO of Medweb in San Francisco, Peter “Pete” Killcommons, MD, manages a
prominent medical software and device company. Credited with inventing web-
based radiology viewers, Dr. Peter Killcommons regularly travels to expand the
use of telemedicine, making a 2018 trip to Cabo Verde, Africa, to assist with
implementation.
With the addition of two new telemedicine centers in May 2018, Cabo Verde has
now completed the third and final phase of the rollout of its Integrated
Telemedicine and e-Health Program. Located in Santa Cruz (island Santiago) and
Tarrafal de Sao Nicolau (island Sao Nicolau), the centers were funded with a
donation from the Ministry of Foreign Affairs of the Republic of Slovenia.
Bringing healthcare to those previously unable to access it, the remote
telemedicine centers are linked to consulting healthcare facilities in the capital
city of Praia and the city of Mindelo on Sao Vicente Island. Although hospitals,
health centers, and pharmacies are found on all nine inhabited islands in Cabo
Verde, the islands have a shortage of specialist physicians and adequate
infrastructure, which the new telemedicine program will help address.
