I would like to propose and offer to consult in the establishment of a Staff Multi Purpose Cooperative in your organisation.
Populations the world over are beginning to realise the need to participate in investments. Groups are moving from traditional aspects of savings to borrow, towards the need to save and grow their money through investing. Cooperatives are the vehicles being utilised for this purpose.
A Staff Multi Purpose Cooperative is a body that collects money from members, and invests in various vehicles, including, but not limited to money loans products and special businesses. Such a body exists across the economy, covering government ministries, departments and agencies (MDAs), non-governmental organisations, schools, and the private sector.
Kenya, which is the leader in cooperative movement in Africa, has over 5,000 SACCOs, with 3 out of every five adults in a sacco, and most public transport vehicles (matatus) and agricultural produce and marketing companies, are owned by saccos. Indeed, SACCOS in Kenya have even formed an apex bank, Cooperative Bank, which is the fourth largest in the country, and also has an insurance arm, Cooperative Insurance Company (CIC).
My work with collective investment schemes generally, and cooperatives specifically, began five years ago as a volunteer financial literacy trainer, and an author of 7 books on financial literacy, with one on Staff Multi Purpose Cooperatives, Successful Saccos - Managers' Guide to Acquire, Retain and Grow Membership, Savings and Assets. I have since sat in bank of Uganda financial literacy advisory group, as well as helping in the training and set up of various saccos, including ministry of foreign affairs sacco; training finance ministry sacco; gender ministry sacco, and Nsamizi Institute sacco (Mpigi), to name but a few.

WHAT ARE STAFF MULTI PURPOSE COOPERATIVES?
A Staff Multi Purpose Cooperative is an organized group of individuals, usually comprised of friends, coworkers, church members, neighbors or family members, who meet on a regular basis to network, learn and pool their spare cash and invest in the stock market and/or other investment opportunities. The principle of Staff Multi Purpose Cooperatives is the idea that together we can do more1.
WHY STAFF MULTI PURPOSE COOPERATIVES?
Staff Multi Purpose Cooperative are formed for one main reason, that is, to guarantee financial freedom to the members of the Cooperative. However, Staff Multi Purpose Cooperatives also provide members with social protection, by such services as group insurance, as well as educational platform through field learning trips and guest speakers’ sessions.
At a micro level, Staff Multi Purpose Cooperatives allow members to leverage their small sums and participate in large investments from the pooled assets. At the macro level, Staff Multi Purpose Cooperatives provide the nation with liquidity for financing high net worth projects through involvement of Staff Multi Purpose Cooperatives in the financial markets, through equity and debt investments.
Staff Multi Purpose Cooperatives are important vehicles for savings mobilization and wealth creation, through boosting long term investments. The Investment Group system is one sure way a country can grow its economy and create strong businesses that will be able to gainfully participate in the regional and international investments and trade.
Staff Multi Purpose Cooperatives provide a system of pooling together capital, lowering risks per individual and availing cheap capital for the SMEs growth. This system can also provide capital investments in strategic ventures for assured and significant returns. Consequently, Staff Multi Purpose Cooperatives provide opportunities to impact on positive mindset shifts of members from saving to borrow to saving for long term investments. It is these mindset shifts that will allow members to identify market, product and investment opportunities for the Cooperative s’ investment portfolio growth.

THE PROPOSED METHODOLOGY
Select A Sponsor
The Cooperative needs a sponsor from senior management, either the minister, or permanent secretary, or principal personnel officer. This is an officer who is at the decision making and policy level; someone who can call for meetings; and someone who can ask for reports.
Identifying Champions
The sponsor will then select champions by constituting a team of three to five people to become champions of the SACCO, which should include members of senior administration, as well as staff in other levels. This is the team that will drive the agenda, help in passing the message, and start the recruitment process when the time reaches.
Training of Champions
The sponsor and champions should have a session with the consultant to understand the basics of operating a cooperative, ranging from membership recruitment, liquidity management, cooperative products, and risks in running a cooperative. This meeting will also offer opportunity for the champions and the sponsor to learn about cooperative management, and the reasons for success and failures. Finally, this training meeting will also offer an opportunity for clarification of the roles of administration in the cooperative.

Departmental Meetings
The champions, working with the sponsor, will organise for departmental meetings to popularize the SACCO, and let people know the reasons why it is important to be in the cooperative. At these meetings, the consultant will be able to attend, and provide technical expertise.
Setting Strategic Goals
The champions, working with the sponsor, will then set draft mission, vision, manual, and strategic objectives/plan, for the cooperative. This process also involves working on the cooperative identity documents including membership forms, draft policies, logos, colours, and by-laws. These documents will present to members a clear on how the cooperative will benefit them at a personal level.
General Staff Meeting
The champions, working with the sponsor, will then organise a general staff meeting, and sharing with them the vision, mission, and proposed strategic plan of the cooperative. At this meeting, the recruitment process will officially start, with the champions as interim officers until the first annual general meeting.
Initial Recruitment
The champions, with the approval of the sponsor, will then start the process of recruitment of members. The membership fees will be taken, and kept with the organisation accountant, until such a time that the organisation is registered, and then the fees will be deposited in the organisations bank account.
Registration
After registering at least 30 members, as per law, the interim committee can then formally register the cooperative, and open a bank account. Any money collected before can be held in joint/trust account.
Launch
After the interim committee recruits at least 20% of the staff into the cooperative, the cooperative can then be launched officially at a function in the organisation.
First Annual General Meeting (AGM)
After between 12-18 months, as per law, the interim officials should cause the accounts to be audited, and call for the first annual general meeting, to, amongst other things, elect new leaders.

Terms of Reference
Duties of Consultant
The consultant shall provide a work plan for the establishment of the Staff Multi Purpose Cooperative
The consultant shall work with the interim officials to produce the following documents:
Sensitization and cooperative operational plan meeting with top/senior management;
3 Training sessions of 1-2 hours each, for the cooperative members, and potential cooperative members on cooperative management, recruitment, growth, etc;
Draft governing documents including 3-5 year strategic plan; terms of reference for all committees and staff; by laws; policies; membership forms; manual; website content; poster; flyers; banners; and logo; and
Coaching session for the new office holders.
The consultant shall make a presentation of the final work to relevant stakeholders, including, but not limited to client company officers and other business partners.
Duties of Client
Client shall avail information, pictures, and other documents requested for the preparation of the strategic business plan.
The client shall facilitate all travel, accommodation, and related expenses of the consultant.
Client shall avail a workspace to the consultant for the duration of the work.
Compensation/Payment
As consideration of the work done under above terms of reference, the client shall pay the consultant a total sum of USD 1,450, exclusive of the direct costs of accommodation, transport, and communication when in the country.
The payment shall be made in part; with 30% before commencing the work; 40% upon completion of the work; and 40% upon approval of final work by client.
Duration
The duration of the consultancy shall be three (3) months.
