5. Master Plan for Higher Education in California
• Prior to 1960, there were three major systems of higher education established in California
• These systems often offered similar programs and competed for many of the same students
• In 1960, California established the “Master Plan for Higher Education”, which would:
• Make some form of higher education available to everyone with progress limited only to the
academic proficiency of the student
• Differentiate functions to allow each system to excel independently and reduce public
resources waste
