Considering as duty for attending the departmental examination
An officer required or permitted to attend an obligatory departmental examination may be treated as on
duty during the day or days of the examination and during
the reasonable time required for the journey, if any, to

Obligatory test means - Any test a pass
in which is prescribed for the successful
completion of probation, for confirmation of
any post, for promotion to any higher post etc.

If the workand conduct ofa probationer is found to beunsatisfactoryor he hasnotpassed the prescribed
test(s) then his probation may be extended or otherwise terminated and discharged, after giving him a reasonable
opportunity of showing cause against the proposed action (Rule 19, Part II KS & SSR).
Increment accruing consequent on declaration of probation shall be drawn only with effect from the date
of completion of probation but subsequent increment shall be drawn on the first day of the month in which they fall
due. (Rule 31, Part I KSR, Government Decision No.2).
PTS & FTS - Probation period is one year.
Clerk & OA in Panchayat Department - Persons appointed by direct recruitment or recruitment by
transfer, the probation shall be two years on duty within a continuous period of three years. (For Office Attendant
in other departments, the probation shall be one year on duty within a continuous period of two years).
Assistant Secretary / Junior Superintendent - Probation period is one year.
Secretary and above - Probation period is 6 months
Probation period for one year can be extended by the appointing authority. Further extension can be
sanctioned only by the Government. (Rule 21 KS & SSR). For interdistrict / interdepartment transfer (except office
attendant) the period of probation put in by him in the old district / department cannot be counted for probation in
the new district / department (G.O(MS) 391/76/PD/12.11.1976).

Differentially abled persons who are appointed in supernumerary posts, increment shall be given as per the

Barring of increment are of two types - (1) Increment barred without cumulative effect
(2) Increment barred with cumulative effect.

Barredincrementwillberestoredafter completingthepunishmentperiod. Ifan officer is promotedwhileinthe
periodofincrementbarredwithoutcumulativeeffectthenpaycanbefixedbycountingthebarredincrementsnotionally
but monetary benefit of fixation / refixation will be admissible only after the expiry of period of increment barred (Ruling
No.4 under Rule 28A, PartI KSR).
Barring of Increment Without Cumulative Effect One After Another
After the expiry of first punishment then pay should be regulated granting the barred increments. There
after only the next punishment will start (Ruling under Rule 31, Part 1 KSR) (G.O(P)329/84/Fin/05.07.1984)
Barring of Increment with Cumulative Effect
Minimum - 1 year
maximum - 3 years
Where the barring of increment cannot be given effect to, the monetary value equivalent to the rate of
increment as ordered to be withheld and the amount should be recovered.
If the increment is barred with cumulative effect then three times the amount of increment with cumulative
effect for the subsequent years should be recovered (For this, allowances that accrue with increment need not be
taken into account).
Example If the rate of increment of Rs.1000/- is barred for three years with cumulative effect then the amount to
be recovered is shown below.
Monetary value equivalent for 1st year = 1000 x 12 x 3 = 36,000/-
Monetary value equivalent for 2nd year = (1000 + 1000) x 12 x 3 = 72,000/-
Monetary value equivalent for 3rd year = (1000+1000+1000)x12x3 = 1,08,000/-
Total amount to be recovered = Rs.2,16,000/-

TIME BOUND HIGHER GRADE
Employees whose scale ofpayranging from Rs. 23000-50200 to27900-63700will be grantedfour higher
grades on completion of 8, 15, 22 and 27 years. Employees who remain in their entry post in the scales of ranging
from 31100-66800 to 39300 - 83000 will be granted three higher grade on completion of 8, 15, 22 of total service
in the entry post and first promotion post / higher taken together. Employees whose entry post pay scale ranging
from Rs.41300-87000to 56500-118100 will be granted two time boundhigher grades(8, 15 years). Fordirectrecruits
againstpost carrying thescaleofpay Rs.59300-120900toRs.85000-143600will be grantedone timeboundhigher
grade (8 years). No time bound higher grade will be eligible for the incumbents in the post on scale of pay above
Rs.85000 -143600 (For more details refer GO(P) 27/2021/Fin Dated: 10.02.2021)
Time bound higher grade - counting of war / military service as qualifying service
Ex-Service men who were on war / military service got appointed in state Civil Service in Gazetted or Non-
gazetted post is eligble to get first time bound higher grade by counting their war /military service without refunding
their mustering out benefits.
(TheCivilServiceundermilitarywillnotbecountedforgrantinghighergrade(GO(P)408/2015/Fin14.09.2015).
The benefit will be allowed only for one posting in State Government service.
For the second, third and fourth time bound promotion the employees has to complete the prescribed year

Residence
All government servants shall ordinarily reside with in the limits of their Head quarters station.
When a government servant living in Head quarters station wants to leave the station on private business,

Foreign service means a service in which an officer receives his pay, with sanction of Government, from any
source other than the consolidated fund of India or of any state.
In all cases of transfers to foreign service, sanction of Government is necessary.

Suspension
 The benefit of any increase in pay due to increment falling due during the period of suspension will not be
admissible during the period (Rule 55).

 Medical reimbursement is admissible to officer under suspension (GO(P)911/2000/Fin Dt:26.05.2000).
 No Surrrender of earned leave during suspension (G.O.(P)136/84/Fin /06.03.1984.)
 If an officer under LWA is placed under suspension, he will notbe eligible for subsistence allowance (Rule
55B(i)) of Part I KSR)
 IfsuspensionperiodisregularizedasLWA,thedisciplinaryauthorityhimselfcanragularisetheentireperiod
of LWA, irrespective of the duration of the leave. In such case, the entire period will be treated as duty
for all purpose.
 If suspension was found unjustified and the disciplinary authority ordered the said period as duty, the
period will be treated as duty for all purpose (Rule 56B(4) of Part I KSR)

Resignation from service
The concerned appointment authority is the authority competent to accept the resignation.
In the case of officers under suspension, resignation should be accepted after considering the gravity of
the charges levelled against the officer.
Resignation become effective when it is accepted and the officer is relieved of his duties. It is open to
the competent authority to decide whether resignation should become effective immediately or with effect from a
prospective date.

Leave cannot be claimed as a matter of right.
The Sanctioning authority have the discretion to refuse or revoke leave of any description (Rule 65 Part I
KSR.)
The nature of leave applied for cannot be altered by the sanctioning authority ( Note to Rule 65 of Part I
KSR).

Special leave - includes disability leave, maternity leave, paternity leave, Hospital leave etc.

Casual leave can be combined with sundays and other holidays. But the total period of absence from duty
while on casual leave including holidays shall not exceed 15 days at a stretch.
Casual leave cannot be combined with any other regular leave, joining time, vacation etc.
Contract employees and temporary employees (Casual leave)
Casual leave @ one day for a month subject to a maximum of 12 days in a year on condition that the
number of days of absence from duty including holidays shall not exceed seven days at a time. (GO(P) 271/11/Fin
Dated: 27.06.2011, G.O(P)333/2014/Fin Dated: 13.08.2014)).
Casual leave @one day fora month toprovisionalemployeesappointedfor180days throughemployment
exchange on condition that the number of days of absence from duty including holidays shall not exceed four days

1. Earned leave (Rule 78, 79, 86, 86A, 87)
One Earned leave for 11 days of duty.
In the case of new entrants in service One Earned leave for 22 days in the first year (1/22) but after the
completionof thethree yearsofcontinuousservice itis recasted attherate of1/11 (G.O(P)- 75/07/Fin dated:
27.02.2007)
Pay during earned leave = Full duty Pay + Full DA+ other compensatory allowance for 180 days
One Earned Leave for 11 days (1/11) of duty from the second year onwards.
Maximum earning limit - 300
If it exceeds 300 at a time the balance will be lost.
Earned leave surrender - Maximum 30 days (at present forall regular employeesand parttime contingent
employees)
Surrender of earned leave once sanctioned cannot be cancelled and Earned leave so debited will not be
recredited to the leave account of the officer. (G.O(P)128/2016/Fin Dated: 01.09.2016).
When an officer under suspension dies before the disciplinary or court proceedings
against him are concluded, the period between the date of suspension and date of death shall
be treated as 'duty' for all purpose, and family is entitled to get the full pay and allowance of the
period, subject to the adjustment of substitence allowance already paid (Rule 56B(2) of Part I KSR)

Earned leave can be rounded off to the nearest day during the first year of service. In all other cases no
rounding is permitted. Fraction shall be carried over.
Leave salary for surrender of E/L will be calculated @ 1/30 of monthly pay irrespective of the month in which
it is surrendered.
Regular employees who have put in less than one year service are also eligible to surrender earned leave at
their credit. (Circular No.21/97/Fin Dated: 22.03.1997).
Maximum E/L that can be availed at a time - 180 days
Maximum E/L that can be granted as LPR is 300 days (Exemption to Rule 79Part 1 KSR)

Provisional employees earned leave @ 1/11 of duty subject to a maximum of 15 days / year.
E/L cannot be converted retrospectively in to any other kinds of leave.
Earned leave @ 1/15 subject to a maximum of 15 days in an year to Contract employees including
technical assistants .
Maximum surrender permitted in a year for contract staff - 30 days

Terminal Surrender
Maximum - 300 days

Interim relief is not admissible for terminal surrender (Govt. letter 72846/R4/96/Fin Dated: 20.11.1996).
HRA cannot be granted for those who occupy Government Quarters for earned leave surrender and Terminal
Surrender. (Circular No.12/04/Fin /12.02.2004).
Terminal surrender is not permissible in case of resignation, dismissal or removal. (Circular No.32/92/Fin Dated:
19.06.1992)
Terminal surrender cannotbe sanctioned to an employee who is under suspension during retirement. It is permitted
only after finalizing the disciplinary action.
Terminal surrender of earned leave will be admissible only in cases of superannuation / VRS/compulsory retirement
(penalty), Invalid pension / death in service.

2. Half Pay Leave (Rule 82, 83)
HPL is earned @ 20 days for every completed
year (calculated for only one completed year)
Maximum earning limit - No limit
At a time admissible -No limit (As in credit can be granted) (Rule 74, Part I KSR)
HPL may be avail on Private affairs or on medical certificate (Rule 82, Part I KSR)
LWA under Appendix XII A, XII B, XII C of Part I KSR will not be reckoned as service for calculating HPL.
3. Commuted leave (Rule 84, 86A)
Two half pay leave is commuted to one leave.
Employees with minimum three years of service is only eligible for commuted leave.
Maximum accumulation/ availing at a time - No limit
Leave not due
Leave not due will be applicable only to permanent officers (Rule 85 Part I KSR)
4. Leave without allowance (Rule 86 A&88 (ii)
