1. Regional Land Forum, MRLG
Bangkok, 30 May 2018
Strengthening NSAs’ voices for improved
forest governance in the Mekong region
Project funded by
The European Union
2. Strengthening NSAs’ voices for
improved forest governance
in the Mekong region
Support
Prime recipient
5-year Project (1st Jan 2017 – 31st Dec. 2021)
Budget: ~5.8M € of which 5M € from the EU
4. “By 2021, empowered and
networked NSAs in three trans-
boundary landscapes assess,
monitor and respond appropriately
to strengthen forest governance
and effectively engage in forestry-
related policy processes, in
particular FLEGT-VPA and REDD+ ”
Objective/Outcome
5. Project focus (@ landscape, national & regional levels)
• Pilot and demonstrate forest
governance information & monitoring
systems to strengthen forest landscape
governance
• Provide capacity development for NSAs
to assess, monitor and influence forest
landscape governance
• Enhance NSA’s ability to capably
respond to relevant forestry policy and
forest governance related challenges
and opportunities
8. Framework - Approaches - Tool(s) used:
The Forest Governance assessment framework
by FAO/WB-PROFOR
Quantitative (FGA) + qualitative (FGSA) assessments
with NSA and SA contributors
Capacity development needs assessments of
implementing partners and targeted actors
At both national and landscape levels in each country
@-surveys, expert opinion consultation w/shops,
focus group discussions, etc…

Transparency Perception Index
15. Challenge / opportunity. Poor access to information facilitating
illegal forest activities and ill-informed decision making
Action. Development of accessible forest governance information
and monitoring systems - for inputting and accessing key data &
information. The systems should build upon existing global, national
and landscape level initiatives, projects and programs.
-> with emphasis on trans-boundary sharing and cooperation
Anticipated impact. By enabling all stakeholders (esp. NSAs) to be
more effectively involved in monitoring, planning, managing and
reporting on forest landscape use, a critical resource can be
mobilized in strengthening forest governance.
.
PRIORITY INTERVENTIONS & WAYS FORWARD
1. Promotion of forest governance monitoring systems
16. Challenge / opportunity. Will is high but capacities related to good
(forest) governance among NSAs are often low.
Actions. Capacity development program for CSOs on i). FG related
technical issues & ii). Project management related issues. + (iii)
Capacity development program for news media and environmental
journalists to effectively and safely report on issues related to forest
governance.
Anticipated impact. CSOs more able to design, implement, monitor
and report on their activities will have increased impact on advocacy.
Increased public awareness developed by increasingly effective
reporting by news media in the region supports CSOs.
PRIORITY INTERVENTIONS & WAYS FORWARD
2. Capacity development program for non-state actors
17. Challenge / opportunity. General public in GMS pay little attention
to origins of their forest products, undermining the work of NSAs.
Actions. Research purchase habits of general public, guiding
strategies for marketing & advocacy. Advocacy campaign on policy
proposals, investments and project developments, to develop and
support regional, national and/or local initiatives on FG.
Anticipated impact. Consumers will favor sustainably sourced (and
local) products thereby supporting sustainable forest management
initiatives.
PRIORITY INTERVENTIONS & WAYS FORWARD
3. Informed decision making of forest product consumers
