Martinez served as superintendent of schools in New York’s southern-tier Binghamton City School District, however, she has also served in high-level educational positions in Connecticut. Martinez completed a doctoral dissertation focusing on early reading intervention programs, which have in general been shown to be highly effective.

For many young children from lower-income households, mastery of
basic reading skills can be a major challenge. One popular
intervention program is called Reading Recovery. Aimed at first
graders with deficiencies in reading skills, the program originated in
New Zealand and debuted in the United States in the mid-1980s.
3. Its authors used information they had gained from observing both
highly skilled and unskilled young readers to devise a focused,
intensive curriculum that devotes many weeks to working with
students on an individual basis. Further, teachers who wish to
implement the program are required to take an entire year of
graduate-level classes in order to become certified as Reading
Recovery trainers in their schools.
Some critics say that Reading Recovery’s relatively short-term
interventions don’t address the needs of children with the most
serious reading problems, and that it can create classroom
management problems by isolating students from their classmates
for part of the day. However, the Reading Recovery Council of North
America points out that its individualized, focused instruction has
often resulted in dramatic improvements.
