1. Message from the Commissioner for Culture and Education at the German Federal Foreign Office
德国外交部文化教育局局长致辞
The issue of Open Access is no longer a matter just for specialists, it is now firmly on the European
political agenda. In February 2007 – during the German EU Presidency – the European Commission
published a Communication on scientific information in the digital age. The Open Access issue has
considerable implications also for cultural relations and educational policy, as became clear at a
conference held at the Federal Foreign Office in October 2006 under the motto “Investing in People –
the role of culture and education in German foreign policy”. The purpose of the conference was to
bring together representatives of the political, business, academic and cultural communities to discuss,
in the cultural relations and education context, the difficult balance to be struck in a modern
information society between, on the one hand, copyright and the protection of intellectual property, and
on the other, the principle of unhindered access to science and education.
开放获取不再只是专家的事,现在已经排上欧洲的政治日程。2007 年 2 月,在德国担任欧盟轮
值主席国时,欧盟执行委员会出版了一份有关数字时代科学信息的“通讯”。开放获取问题,对
于文化关系及教育政策,具有相当重要的意义,这一点在 2006 年 10 月德国外交部举办的会议
上得到了明确,会议议题是“投资公众:德国外交政策里的文化与教育作用”,会议目的是让政
治、商业、学术与文化界的代表齐聚一堂,在文化关系与教育方面,讨论在现代信息社会中,
一边是版权与保护知识产权,另一边是无障碍获取科学与教育的原则,如何在两者间取得艰难
的平衡。
Given the variety and number of participants in the Open Access debate – academics in a host of
different disciplines, scientific organisations, libraries and publishers and so on – as well as the sheer
complexity of the issues involved, a wide-ranging and intensive discussion is clearly indispensable.
在开放获取的辩论中,有各学科的学者、科学组织、图书馆与出版社等不同类型的众多参与
者,加上议题的复杂性,显然必须有广泛及深入的讨论。
I therefore greatly welcome the initiative of the German Commission for UNESCO – a Federal Foreign
Office partner organisation – to publish a handbook designed to draw the attention of a wider public to
the opportunities and challenges of Open Access. The idea for such a handbook was elaborated at a
workshop for stakeholders in the Open Access debate organised by the German Commission for
UNESCO on 26 January 2007 at the Federal Foreign Office during the German EU Presidency.
因此,我非常欢迎联合国教科文组织德国委员会──德国外交部的合作单位──的倡议,出版此
