House Bill 303 Persuasive Essay
Florida's House of Representatives has passed a bill which aims to preserve public school students' religious expression, marking a victory for the
pastor who introduced the measure.
Rep. Kimberly Daniels (D–Jacksonville) introduced House Bill 303, which would protect students, parents, and school officials when they express
their religious beliefs within the confines of public schools. The measure also allows students to lead prayers and lets school personnel participate in
such activities, Christian Broadcasting Network details.
Under HB 303, school districts will be prohibited from discriminating against students, parents, and school employees based on their religious
expression.
According to supporters of HB 303, the measure is a response to the increasing restriction on free speech rights in public schools. The Associated Press

This trend is now being observed in public schools across Texas, Houston Public Media notes.
Last month, Texas' attorney general Tim Boyer sent a letter voicing out concerns over Liberty High's prayer room.
"Liberty High School is not a mosque. It's not a synagogue. It's not a tabernacle. It's not a temple. It's not a church," said Boyer in his letter. "It is a
school. It is a public school supported by taxpayers for the purpose of educating our children."
For the Frisco superintendent, the letter is just a "publicity stunt" and pointed out that they have been using the prayer room for several years now
with no one expressing opposition against it. The school district also said it did not violate any state or federal laws and that the facility can be used
by students from all kinds of religious backgrounds.
Aside from establishing prayer rooms for students, public schools in Frisco also allow students to wear head covering. Other schools accommodate
students' dietary restrictions related to their

House Bill 2398: Unexcused Offences Case Study
House Bill 2398 was signed by Governor Abbot on May 30th 2015. This decriminalize unexcused absences and require school districts to implement
preventive measures. Texas has been one of the two states that. Truancy is an unexcused absence from school. In the United States the States enact
school attendance laws that determine the age at which a child is required to begin attending school, the age at which a child may legally drop out of
school the number of unexcused absences which make a student legally truant
In many states, youth missing more than 10 days of school are required to repeat the entire school year. Truancy is a status offence which is an act that
is an offense only because of the offender's age, meaning the same conduct by an ... Show more content on Helpwriting.net ...
On the other hand an issue with this bill is that it might make way for students to feel like they don't have to be held accountable to missing school and
that the punishment won't be too harsh. It's up to the parents and teachers to really communicate with the children and help them know that going to
school is for their benefit and not as bad as it looks.
Truancy is part of the school to prison channel, a system that the state tells schools to have an absolute zero tolerance for unexcused absences. Sending
students to court, a criminal court and having them experience the feeling on being a criminal just for skipping class exposes our children and derail
them to the world of being a criminal. Nathan Hecht asked the Judicial Council, the policy–making body for the state's courts, "Playing hooky is bad,
but is it criminal?" So why do we get to treat our young children as criminals

House Bill 2 Case Study
A controversial law by the name of House Bill 2 or HB2, is what is taking away basic rights to those who need it. Although most would argue about
having privacy in a public restroom, repealing HB2 can be beneficial to the LGBT community, help out regular citizens looking for civil–rights
protection, and it gives North Carolina a greater reputation when looked upon as an entire law rather than a set of bathroom restrictions.
When examining the details of HB2, it goes on to sweep away the protection of LGBT members, repealing HB2 can be extremely beneficial to this
community. March 23 of 2016 was the day the North Carolina legislature passed the law that says if you are a girl, go to the women's restroom and if
you are a boy, go to the men's ... Show more content on Helpwriting.net ...
LGBT members feel as if they have been swept under the rug with the bill taking its place, their rights, and protection. Members of the LGBT
community and ordinary people across the country aren't exactly content thus ruining the reputation of this beloved state. Performers and business
have great hostility in a state where discrimination is open. If one were to think to get rid of protections for the LGBT was wrong, House Bill 2 may
take away civil–rights protection to those who really need it, hence the bill should be viewed entirely at each portion. House Bill 2 is something that
needs to be repealed not only for the transgender but for the other citizens of North Carolina. The signing of the bathroom bill gives another great
reason why discrimination is evident in America. Getting rid of HB2 may take a small step forward for America as a country. In a place where hatred

Analysis Of House Bill 4298
Introduction
This memorandum recommends that the Michigan Chapter of the National Association of Social Workers (NASW–MI) use its resources to support
House Bill 4298. This bill, which was passed for re–review by the Committee on Judiciary, addresses the Michigan Child Protection Law regarding the
process of electronic recordings of child interviews involved in child abuse and neglect. It would require that the electronic recordings be stored in a
central location, via the Department of Health and Human Services. I recommend that Michigan Senators and the NASW–MI Chapter support HB
4298 now, because it proposes a solution to the ongoing social problem of added trauma caused by children being subjected to multiple or ineffective

The main purposes of these revisions were to edit for clarity, improve examples within, add tools such as quick guides, reference material, and
relevant statutes. As a result, training professional interviewers based on these developed techniques added to attaining a streamlined process across
the State of Michigan for interviewing children, allowing for less trauma experienced by the child. However, the law failed to recognize a need for an
additional streamlined process in retaining and securing these delicate interviews in order to address multiple interviews being conducted.
Supporting Arguments and Analysis
1. Effectiveness
The proposed bill HB 4298 would streamline and organize child interview processes across the State of Michigan. Currently, retention of video
recordings are governed by protocols established by county prosecutors. In general, video recordings are likely to be retained at the facility in which
the interview took place. In a criminal investigation, the investigating law enforcement agency and/or court would likely retain and store forensic video
recordings. Access to the video recordings is limited and only those authorized by statute may view them and then only for authorized purposes.
Additionally, each county has additional municipalities operating within, making it difficult to locate historical

Public Bills And The House Of Commons
Arguably, the scrutiny of Public Bills has depended more on the House of Lords than it has on the House of Commons in recent years. The term
"scrutiny" means the critical observation or examination regarding the Public Bills. The "effectiveness" of the scrutiny could be measured in a variety
of ways, such as the period of time the bill stays in parliament for, and whether parliament can take on board evidence from committees and implement
the bills into legislation. In order to determine if the House of Lords has been more effective than the House of Commons in scrutinising public bills, it
is crucial to compare and contrast the effectiveness of the procedures used in both houses.
The function of select committees in the House of Lords ... Show more content on Helpwriting.net ...
In the Lords, the Labour peers' opposition backed an amendment, meaning the voter turn out threshold of 40 per cent for the referendum result on
alternative vote was to be binding. Although this amendment was overturned in the House of Commons, another amendment regarding constituency
boundaries was cross –party supported and authorised by government. This amendment was that the Isle of Wight should remain as one constituency,
instead of being separated into two. This bill took 17 days to go through the Lords which included one twenty hour overnight sitting, showing how
greatly debated the bill was. A more recent example of the Lords effectively scrutinising public bills was related to the Growth and Infrastructure Act
2013, where the Lords raised concern about two parts of this bill: local planning and employment rights. The Lords made an amendment to the bill,
allowing councils to opt out of the planning scheme, which was overturned by the Commons. The Lords challenged the Commons, and so the
government decided that home –owners wishing to build extensions would have to notify the council of their plans, who would then inform their
neighbours. Only if their neighbours raised an objection would the council have to intervene. This highlights how the House of Lords are arguably
more effective in scrutinizing public bills, as this amendment,

Inform and Protect Georgia's Safe Carry Protections Act
Imagine going back a few years, sitting in your kindergarten class learning how to read and suddenly a man in a dark black costume breaks down
the door and opens fire; seconds later blood is spewed about the wall, your teacher is dead, and all the children around you are crying. It is situations
like this that caused House Bill 60 to be created. This bill " allow(s) residents who have concealed carry permits to take guns into some bars, churches,
school zones, government buildings and certain parts of airports". (Sayers and McLaughlin) This guns everywhere law should be protected, and

and as Monroe a lawyer who helped bring this law about said "Opponents are overreacting to the part of the law that prevents asking a gun owner
to show a permit. They're basically crying (like) Chicken Little over something that's not that big a deal," (CAPELOUTO) This new law is no
different than police not being able to pull a car over and ask for a licence and proof of insurance without a reason. Not only is this law unclear to
gun anti gun owners, but also to gun owners themselves. Many have researched this and come up empty handed this is just another fantastic reason
the state should clarify and inform all of this law. This can be done by having a meeting in every government building once a month with creators of
the law to help explain it present. Once done there will be no more little incidents such as Sandy Hook. This House Bill truly is needed and i can not

House Bill 2 Research Paper
Did you know that House Bill 2 eliminates any state law claim for discrimination in the workplace based on gender orientation? You can now get
fired for your race, religious beliefs, sex, etc. HB2 has been just discrimination against Lesbians, Gays, Bisexuals, Transgender, Transsexuals and
Queer people (LGBTQ people). The downfall of that claim was it cited a study that said North Carolina might lose more than $500 million, not that
it already had. At the time we found a more accurate estimate of losses was between $77 million and the 201 million (Will Doran). House Bill 2 is
referred to as the bathroom law. The prominence of House Bill 2 is to determine the rights of transsexual and transgender people to use the bathroom
without discrimination. But the state overrode it and ended up doing harm.
A question was asked, "do you approve or disapprove of house bill 2?" Fifty percent disapproves 38% approve and 12% not sure. More than half of the
people disapprove of house bill 2(The Charlotte Observer). Less than half of the people approve, not bad, but it's still a pretty high percentage. So
why was it passed? Or whys is it still here? "In general what do you think about legal protection in North Carolina for gay, lesbian, bisexual, and

I am going to be writing about House Bill 375. House Bill 375 is a law which allows citizens the right to either open carry without a license to carry
permit. As of The Legislative Budget Board in Austin Texas (2017) "The bill would amend chapter 30 and 46 of the penal code to provide that a
person who is not otherwise prohibited by law from possessing a firearm shall not be required to obtain any license to carry (LTC) a handgun as a
condition for carrying a handgun. The bill would also remove the penalties associated with possession of a handgun without an LTC, provided a
person is not otherwise prohibited by law from possessing a handgun. The democrats are saying it is a very unnecessary law. The republicans are
saying Texans shouldn't be forced to pay just to exercise their Second Amendment right. I am going to touch base on both issues with a few examples.
The republicans are saying it our God given right to be able to protect ourselves. In The Texas Tribune (2017) it states that State Rep. Jonathan
Strickland said "This isn't a fringe issue. This is the norm and Texas needs to catch up with the rest of the nation on The Second Amendment." Well, to

his job. Just thinking about it cops are already on edge and for them to be able to tell or act when everyone has a gun. They believe that getting the LTC
prevents criminals from getting a license. It scares them away and you have to get a background check. They believe this is better for everyone. There

House Bill 16 Pros And Cons
In Ohio there are many problems that people come encounter with. Some of those issues may be minor while others are life threatening. Regardless if
the issue is minor or major, people would like to see a change. One issue in particular that has become an important issue to the state of Ohio is the
misunderstanding of an imitation firearm to an authentic one. To fix this problem, House Bill 16 was introduced to the committee to regulate imitation
firearms. This bill is to protect those who are innocent and those who are in an authoritative position to not mistake it for an authentic one. In many
cases imitation guns have been the cause of deaths, especially to younger children who are the ones that have it in possession. This is issue is not
only a problem in the state of Ohio but all over the nation. It easy to mistaken the two guns, one real and the other fake. So in doing so, this bill that is
currently still introduced to the committee should be taken into action and enrolled. However, with doing that can bring about some disadvantages,
especially with big business and manufacturers that create these guns, but the argument of each citizen's life seems to be more in a reasonable favor.

Bill 757 (HB 757). Georgia House Bill 757, submitted by Representatives Tanner, Nix, Battles, Powell, Hatchett, and others was passed by the House
and Senate in the 2015–2016 session. This bill is also known as the "Pastor Protection Bill". It was introduced to the house following the Supreme
Court decision to allow same sex marriages. The bill would provide protection to religious institutes and faith based organizations the right to deny
preforming marriage services. It would also give them protection from discrimination if they refused to provide services to anyone they believed
infringed on their religious beliefs. This bill would also, allow faith based organization the right to discriminate against hiring individuals based on
religious belief. Those against the bill were concerned it would allow citizens of Georgia to be discriminated against based on their sexual
orientation. Those in favor of the bill felt it supported their Christian principles. Governor Deal made the right decision by vetoing the bill in March

House Bill : The Rights Of The United States
All individuals are born with certain rights that are guaranteed to us a citizen of the United States and as human beings. These rights include the fact
that "All human beings are born free and equal in dignity and rights" ("Universal Declaration"). In the United States, we are also guaranteed the
rights to not be discriminated against due to race, gender, age, sex, and sexual orientation, however, discrimination is all too common. Discriminatory
laws and practices occur all over the United States daily and affect many minority groups. In recent months, North Carolina passed a new law, House
Bill 2 or BH2, that requires individuals to use the bathroom of their biological sex, or what sex they were born. House Bill 2 violates the rights of
thousands of individuals and has caused many social justice issues to come to light.
House Bill 2 affects transgender individuals all over the United States. HB2 was supported by Governor Pat McCrory and signed into law on March
23, 2016. This new law is not a criminal law, instead, it is a civil law which means an individual cannot be arrested for using the incorrect bathroom. In
this law, there is also a section that prevents cities from passing antidiscrimination ordinances that protect the transgender community (Grinberg). HB2
is a discriminatory bill that directly affects all transgender individuals in the state of North Carolina, as well as transgender individuals all over the

Texas House Bill 588 : An Impact On The State 's Culture,...
In the long history of the United States, Texas is one of the few states that demonstrated three–way segregation including white, black, and Latinos
communities. Generally, segregation influenced all dimensions of the society. In specific, former segregation in Texas has left an immeasurable impact
on the state's culture, economy, geography, and education. Despite the fact that institutional desegregation occurred decades ago, segregation of
minorities still exists in modern Texas. In particular, the contemporary implementation of Texas House Bill 588 – as known as the "Top 10 Percent
Rule" – indicates the state's tenacious effort to heal the scars of racial segregation in educational perspective. Practically, the law has not only
fostered multiracial public institutions, but also reshaped colleges in a statewide scale. Although the Top 10 Percent Law has only been in effect for
approximately two decades, the law signifies historical cases behind it. In short, Texas House Bill 588 was an immediate response to a 1996 federal
court case (Barr). In 1991, the law school of University of Texas (UT) initiated a controversial admission strategy, which required distinct standards for
white students versus minority students, in order to boost diverse enrollment at the school (Barr). Consequently, this affirmative action was soon
criticized as unjust reverse discrimination to Anglo students (Barr). In 1996, rejected applicants filed a lawsuit against the UT – Law school, in which

The State Of West Virginia ( Wv ) Passed House Bill 2021
In March 2016, the state of West Virginia (WV) passed House Bill 2021. This bill was developed to combat drug use among the poverty level
population who depend on government benefits to provide for their basic needs. This bill was first developed with the understanding that every
recipient would be required to drug test at the time of application for services. Through the process of legislative committees, the bill has changed to
reflect that an applicant will only be required to test should the case manager feel that they are exhibiting the signs of drug use. At this time, the state
of WV is working to develop policy to match the requirements of the new law.
Introduction
Substance abuse is a serious problem in the Appalachian area of WV. In an attempt to gain control of this problem within thepoverty level population,
WV has searched for a way to bring about change for those who utilize public assistance. Foster (2012) found the substance abuse problem within
WV has grown exponentially over the last several years leading to serious problems within social and health service areas. This information
confirmed a 2006 study completed by Morgenstern and Blanchard who predicted a serious spike if the problem was no addressed in an appropriate
manner. Substance abuse issues within Appalachian have been addressed by several fields of study including social services, criminal justice, and
health services. This issue is defined similarly in all fields even though it

House Bill 3859 Essay
Texas Governor Greg Abbott signed a bill on Thursday that would allow religious child welfare agencies to operate according to its religious beliefs
without fear of penalty.
House Bill 3859, passed in both chambers of the state legislator in May, with a 93 to 49 vote in the House, and a 21 to 10 vote in the Senate.
The bill is controversial. Supporters said that faith–based agencies should be protected from facing penalty for adhering to their faith tenets, such as by
refusing to place children in certain potential foster families, or placing children in religious schools. Opponents argued this bill would give religious
agencies the license to discriminate against individuals such as those in the LGBT community.

"Decisions regarding the placement of children shall continue to be made in the best interest of the child, including which person is best able to

However, opponents argue that the law's intent was "never about the best interests of Texans or of children, but about forwarding a political agenda to
codify the permission to discriminate against LGBTQ Texans into state law," as GLAAD's president Sarah Kate Ellis put it in a statement.
House Rep. James Frank, who sponsored the bill, rejected claims that the bill is discriminatory, as foster families will always have options other than
religious agencies from which to receive foster children.
The bill "seeks to protect faith–based providers from adverse actions for exercising their deeply held religious beliefs," Frank said.
"At the same time, it requires the Department of Family and Protective Services to ensure alternative providers are present to offer any service
denied for reasons of sincerely held religious beliefs," he added. "Not one foster parent/family who wants to provide a home for our kids will be denied

Abortion Policy : Aditations And Implications Of House...
Illinois Public Act 100–0538, commonly referred to as House Bill 40, was signed into law on September 28, 2017. The Act repeals provisions in
existing Illinois laws that aim to make abortion illegal should there be any change to the federal standard. Additionally, the Act lifts a ban on insurance
coverage for abortions for low–income individuals enrolled in Medicaid. While enacting House Bill 40 was a win for advocates of reproductive rights
in Illinois, the state will still need to comply with federal anti–abortion laws, such as the Hyde Amendment.

Public Act 100–0538 is most notable for its "trigger repeal," which eliminates language contained in the Illinois Abortion Law of 1975. The eliminated

Some were even forced to carry their unintended pregnancy to term. Because of Public Act 100–0538, abortion access in Illinois will not be determined
by an individual's income level.
However, while Public Act 100–0538 expands access to abortion in the state of Illinois, it does not preempt federal laws governing the area. The
Hyde Amendment is a rider to the Congressional appropriations bill for the Department of Health and Human Services. This piece of legislation was
conceived in 1976 by Rep. Henry Hyde, a Republican from Illinois' 6th Congressional District, in response to the 1973 Supreme Court case, Roe v.
Wade. In discussing his motivation for the Amendment, Hyde stated "I certainly would like to prevent, if I could legally, anybody having an abortion,
a rich woman, a middle–class woman, or a poor woman. Unfortunately, the only vehicle available is the...Medicaid bill." The Hyde Amendment has
been reinstated annually, regardless of the dominant Congressional party.
The Hyde Amendment prohibits the use of federal funds for abortion procedures. By extension, this prohibits use of Medicaid dollars being used to
pay for abortions. Exceptions are made in instances of rape, incest, or when the life of the mother is at stake. No exceptions are made for teen

Since the first two bills I chose to track died early in the session I got the privilege of choosing two new bills. For this round I chose House Bill
1438 and House Bill 1024. These bills have been significantly more active and will most likely become law. House Bill 1438 deals with setting up
a syringe replacement program. This need for a program was brought to the government's attention back in February of 2015 when there was a
large HIV outbreak among intravenous drug users in Scott County. It became clear that Indiana had no good way to deal with such an outbreak.
HB 1438 allows a county or municipality to approve the operation of a syringe exchange program. This keeps contaminated needles off of the
streets and allows users a safer alternative. This bill was written by Republican representative Cindy Kirchhofer out of district 89. The bill entered its

House Bill 2
Introduction
In the United States, the only LGBT right guaranteed on the national level is same–sex marriage. North Carolina pales in comparison to other states on
this front, especially when you consider the effects of House Bill 2. In this memo, I propose that State Republicans work towards a prompt repeal of
House Bill 2, in an effort to curb the economic consequences of it. A repeal would give local institutions the right to establish their own
nondiscrimination policies, reverting the status quo prior to House Bill 2. A majority of Americans support providing these protections, proving that it
is a salient and pertinent issue to debate as we approach the 2018 midterm elections.

The same cannot be said for North Carolina, when the topic presented itself in the form of House Bill 2 (henceforth referred to as HB2).
The Scope of House Bill 2 HB2 was drafted in retaliation of a Charlotte city ordinance which intended to prohibit housing and public accommodations
discrimination on the basis of sexual orientation and gender identity (Tan, 2016). Republicans felt that these specifications violated the "privacy, safety,
and dignity of women and the elderly," and thus, HB2 was born (Tan, 2016). The bill perpetuated a narrative centered around sexual assault, claiming
that men could harass women and children in restrooms, under the guise of a transgender identity. Anecdotal examples of these crimes feature
cisgendered sexual predators, who violate several preexisting laws – not individuals who actually identify as transgender (Brady, 2016). However, the
Office of Justice Programs does note that half of transgendered people will be sexually abused or assaulted in their lives (2014). This fictional
narrative paints a population which is more likely to suffer from sexual assault as the ones who perpetuate it. Although it may not have been based in
fact, its message spread like wildfire, as it became a battle cry for proponents of the bill. Though bathrooms became the forefront of this issue, HB2
also had an impact on North Carolina worker protections as a whole. This bill prevents any city ordinance which requires its businesses

Texas State House Bill 11
Executive Summary
Texas State House Bill 11, effective on September 1, 2015, requires the Hidalgo County Sheriff's Office and the McAllen Police Department to jointly
establish and operate the Texas Transnational Intelligence Center (TTIC). The TTIC will serve as a central repository of real–time information about
criminal activity in counties along the Texas border with Mexico, and counties in which a federal checkpoint is located.
The Texas Department of Public Safety (DPS) is required to assist in the establishment and operation of the center. Eachlaw enforcement agency in a
county along the border, in a county that contains a federal checkpoint, the Texas Alcoholic Beverage Commission (TABC) and the Texas Park and
Wildlife Department (TPWD) are required to submit information regarding criminal activity within their jurisdiction to the TTIC.
The creation of the TTIC will permit law enforcement agencies along the border area with Mexico identify patterns that could reveal large, organized
criminal organizations and operations. The TTIC is necessary because some, but not all, agencies furnish information to the existing Joint Operations
Intelligence Centers (JOICs) due to way the JOICs are structured. Thus, the TTIC will provide law enforcement agencies, the Texas legislature, and the

House Bill 1337 Research Paper
Indiana has approved House Bill 1337 which protects fetuses from being aborted once they are diagnosed with Down Syndrome inside the womb.
On Thursday, Indiana Gov. Mike Pence signed House Bill 1337 to ban abortion on fetuses diagnosed with Down Syndrome, or because of their sex,
race, or other disabilities. The move comes after North Dakota has approved a similar bill, making Indiana the second state in the U.S. to do so,
according to Life News.
Aside from that, House Bill 1337 also requires that the bodies of aborted or miscarried babies be buried or cremated properly. Also, abortionists with
hospital admitting privilege should renew the every year, the report details.

However, Planned Parenthood is outraged by the signing of the bill to protect unborn children from being aborted over a handicap, race, or gender. The
pro–choice group has expressed its intention to move to block the law, the Church Militant reports.
Planned Parenthood CEO Betty Cockrum slammed Gov. Pence for being a politician who handpicks the constitutional rights that he deems appropriate.

Dear Senator Donnelly,
My name is Guadalupe Garcia and I am a nursing student at Indiana University Northwest in Indiana. I am writing to ask you to support the House Bill
1430 Suicide Awareness and Prevention. Under this bill, it introduces that teachers and other employees of public, nonpublic and charter schools, who
work with students in grades 5th through 12th, to complete a suicide prevention training program every three years. If implemented, this bill can
positively impact children to help prevent suicide in this age–group.

Day On The Hill
My experience from the day on the hill was a complete opposite of what I thought it would be. When I first started this program, I wasn't interested
in policy. I thought this class was going to be extremely boring. After we started looking for our bills, my mind was blown of how important those
bills were. Some of the bills affected me directly on a professional and a personal level. The bill we choose for our assignment was a perfect example.
Our bill was about immigrants and their families. I am an immigrant myself and I would have never known about the bill if I didn't have this
assignment. I knew social workers were important but I didn't realize how much of an impact they made.
After the day on the hill, I will truly attempt to read all the upcoming bills presented. I wasn't aware that anyone can go make an appointment and talk

It was horrible, Mark Green was speaking and was frustrated at the chairmen. They were also frustrated at him and it sounded like they were just
arguing. Again, I didn't learn much since it wasn't organized and they did put our bill off that day. We, as a group, attended 2 additional committees
the day of the day on the hill. We saw that Senator Green was talking, so we entered the hearing. The hearing was talking about gun control but as
soon as we sat down, they moved on and went to lunch. The bill proposed that ex–felons get their right back to own a weapon only if they turned their
lives around. We didn't hear much of the argument, but in my opinion, it was a poor idea and his argument wasn't strong enough. If they committed a
crime before, they will again. The second hearing was not organized at all as well. The sponsor amended the bill but the chairmen didn't get the
updated bill. They spent over fifteen minutes attempting to figure out what the sponsor was talking about. We finally gave up and left since we were

American Values : Family And Education
Most American values include family and education. Yet, when combined it can cause strain, obstacles difficult to overcome, and stigmas. Being a
single parent is not easy. Society says you should get married first, then have children. They also say, you should find a career path that will help you
support your family. While society has their models for success things don't always work out as individual's plan, which is why I believe, single
parents seeking secondary education need more assistance for child care. Currently, in Rhode Island child care assistance is offered to those in a
specific training program or working at least twenty hours during the day per week. Child care is not offered to college students. I can remember
when I first started college and I had a young child and was denied child care because I worked during night hours and the fact that I was a full time
student did not count for anything. Luckily for me, my family and I all sat down to figure out a plan to make sure I could still continue to pursue my
goals. My family was my child care system. This was very frustrating to me because you have to go through the whole process of applying, wait about
3–4 weeks just to be denied. I had a wonderful support system that stepped in at a turning point in my life, but it made me wonder. What happens to
those that want to pursue school, have young children, and don't have people they can depend on or trust? What about the parents trying to set a good
example, but

Comparing the Emplementation and Scrutinizing of Proposed Bills in the House of Commons and Congress
This essay will examine how two institutions, namely the House of Commons and Congress, which are supposed to serve the same process, differ
widely in the way they implement and scrutinise proposed bills. The essay will examine the relationship between the legislature and the executive; the
importance of the party; and the constitutional arrangements which give each legislature very different characteristics.

A $1.7 trillion annual budget and congressional decentralization through the committee system allows lawmakers to specialize and make decisions on
a wide range of complex topics. This is very different to the House of Commons (HoC), which has a much smaller budget and a less rigorous
committee system. The rigorous nature of the Congressional committee system (CCS) could be seen as advantageous since it allows detailed legislation
on potentially complex topics to be written. However, the composition of the committee may not be unbiased, and once the legislation has been drafted
it must be ratified by the rest of Congress.
Since the CCS is so important to the USlegislative process the membership of the committees requires careful consideration. The composition, range of
interests, and the scope of their policies are determined by the members. If a committee were full of like–minded people that were not socially
representative of the people the policies concern, then it is feasible for the democratic process to be undermined. Furthermore, the quality of the
resulting bill is highly dependent on the ability of the committee members. To counter these potentially negative influences the bill must be ratified by
Congress once it leaves the Committee phase.
With 535 members of Congress it can be very

Public Policy Issues: Case of Keystone and House Bill 1540
Background As governments evolved and adapted from the ancient city states it became necessary to implement projects that were designed to improve
the structure and function of the government. Public policy is a guide for the administrative function of the state to implement laws, regulatory
measures and funding priorities that will benefit the citizenry. Generally, it is embodied within macro constitutional or legislative documents and acts,
and/or judicial decisions (Schuster, 2009). In our original scenarios, we are dealing with the Keystone Pipeline and House Bill 1540 as related to public
policy. Because one of the basic principles of public policy is to use government action to help coalesce numerous individuals and interest groups into a
more collaborative organization, a number of tactics and tools are often present within stakeholders to educate, influence, and mobilize upon particular
issues (Kilpatrick, 2004).
Analysis – In the case of Keystone and HR 1540, both issues involve large amounts of money. For this reason, there are a number of competing
interests that form a network surrounding the issues: 1) Government, 2) Private
Enterprise, 3) Lobby Groups, 4) Public Protection Groups, 5) Special Interest Groups, etc. We can visualize this as a web in which there are a number
of stakeholders with particular views who interact not just into the center of the web, but to all points in between as a maze at times making allies with
one group, at other times opposing

The House Bill 2 Essay
The House Bill 2 has become a huge topic these past few months with its main hot button issue being the accessibility of public bathrooms to the
transgender community. For those whom are unfamiliar with the bill it was created and issued by North Carolinas governor, Pat McCrory. The bill
focuses on sticking to the gender norms of public and business owned bathroom. Thus making it illegal for someone whom identifies as a different
gender than they sex they are born with to enter the bathroom that they see fit. One of the points that McCrory tosses around in order to keep HB2
in a positive light is that it will help protect the women and children in the community from "predators." Well how does this bill work when it is
applied to public schools in North Carolina were children are the main concern? The answer is that it does not work at all. For now, the previous
policy for public school bathrooms are going to stay the same thanks to the federal government, but when applied to schools it becomes a toxic
environment for everyone who is not cis gendered. When the applied the focus no longer on learning, it flips on to when and where a person should
use the bathroom. If a student does not have the ability to use the bathroom they are comfortable with then what should they do? Schools do not
normally have gender neutral bathrooms unless it is in the faculty lounge or an area only accessible to non–students. Those bathrooms can be all the

guns in Missouri and propagates a "shoot–first–ask–questions–later" type attitude (Missouri Times). Through Mayor Slay's statement, it puts our
community at risk for more violence than it ever has seen before, simply because of one's violent disposition for violence when dealing with a

Reducing the regulations required to carry–and–conceal can do more harm than good. While I do agree that the fee is a little ridiculous, I
wholeheartedly disagree with the idea that some people do not have the time to take the eight–hour class. This class is required simply because guns are
a dangerous weapon. Without the proper skills, if a firearm were to be acquired by the wrong person, the amount of damage they can do with it is
permanent. The class is required to prevent catastrophes from occurring. When firearms fall into the wrong hands, it also makes the job of law
enforcement much harder. If a situation arose with an offender, they would have to possibly engage the situation in a much more violent manner,
because the suspect might have a firearm in their possession. Forcing police to patrol the streets with a heightened sense of security because of the
number of firearms on the streets seems unfair, and dangerous. I also do agree that people have a right to defend themselves as well as their loved

House Bill 1739 Analysis
The purpose of my letter is to express my concerns regarding House Bill 1739. House Bill 1739 was introduced on January 27, 2016 with about
25% progression. The purpose of HB 1739 is to reduce criminal justice expenses by eradicating the death penalty in favor of life imprisonment. This
bill was reintroduced and retained in present status as of March 2016, which means it is not moving forward in the Legislature this year. The bill
would have replaced capital punishment by lethal injection or hanging with life in prison, with no opportunity for parole. This bill would have also
required those convicted to work in prison in order to pay restitution to the victims or the families of the victims. Governor Jay Inslee made an
announcement on February 11, 2014 of a moratorium on the death penalty in Washington State as long as he is in office. The governor further stated
that he would issue a pardon for any death penalty that is brought to his attention, however, he would not let any death row inmate go free. Despite the
legality of the death penalty in Washington State, the governor made it clear that no executions would take place in the state so long as he remains in

This bill will force physicians and pharmacists alike to become more vigilant in prescribing and dispensing controlled substances to not only the
correct patients but those who actually need the medication. Although some of the changes are abrupt and somewhat swift in their calls to action,
policy makers believe these changes are necessary in order to shift the trend facing Florida regarding prescription drug abuse. This bill will allow
Florida citizens to have a higher quality of life, saving lives, and reducing crime. Local communities will find relief in knowing that there are set state
regulations to help prevent drug addiction and abuse from prescription drugs as well as knowing that these controlled substances are not readily

Argumentative Essay: The North Carolina House Bill Two
The North Carolina House Bill 2 states that transgender people are required to use the bathroom that they biologically identify with. As well as
allowing businesses to discriminate against transgender people. As the number of people supporting the LGBT community grows the constitutionality
of the law is being questioned.
House Bill 2 requires that all persons go to the bathroom that matches the sex on their birth certificate. While transgender people should be allowed to
use the bathroom they feel the most comfortable in, this opens doors for others to go into the opposite bathroom as well based on the merit system.
This wouldn't be an issue except that today's society is filled with people who may take advantage of the law. For example, if a male pedophile saw a
8–10 year old girl go into the female bathroom unaccompanied then he could simply follow her into the bathroom, where she is supposed to be able
to feel safe, and take advantage of her. If transgender people are allowed to go into the bathroom they most identify with then the pedophile in the

Suffering has always been a part of human existence, and these requests have been occurring since medicine has been around. Moreover, there are two
principles that all organized medicine agree upon. The first one is physicians have a responsibility to relieve pain and suffering of dying patients in

are also requirements. Another qualification is being able to make and communicate health care decisions. Along with those requirements, there are
certain guidelines that must be followed during the process of physician assisted suicide. First, the patient must make two oral requests for physician

Texas 84th Legislature House Bill 11 On September 1, 2015 House Bill 11 became effective in the state of Texas. Mainly authored by Dennis Bonnen

state to enact harsher laws for the smuggling of people and illegal contrabands. The second is to strengthen the border patrol force through providing
improved tools, more frequent border checkpoints throughout the land, and increasing the population of border patrol officers. The third action of
House Bill 11 is improving the sharing of crime data throughout the state by law enforcement to connect crimes in identify large criminal enterprises

House Bill 303 Persuasive Essay

  • 1. House Bill 303 Persuasive Essay Florida's House of Representatives has passed a bill which aims to preserve public school students' religious expression, marking a victory for the pastor who introduced the measure. Rep. Kimberly Daniels (D–Jacksonville) introduced House Bill 303, which would protect students, parents, and school officials when they express their religious beliefs within the confines of public schools. The measure also allows students to lead prayers and lets school personnel participate in such activities, Christian Broadcasting Network details. Under HB 303, school districts will be prohibited from discriminating against students, parents, and school employees based on their religious expression. According to supporters of HB 303, the measure is a response to the increasing restriction on free speech rights in public schools. The Associated Press notes that ... Show more content on Helpwriting.net ... "It is a school. It is a public school supported by taxpayers for the purpose of educating our children." For the Frisco superintendent, the letter is just a "publicity stunt" and pointed out that they have been using the prayer room for several years now with no one expressing opposition against it. The school district also said it did not violate any state or federal laws and that the facility can be used by students from all kinds of religious backgrounds. Aside from establishing prayer rooms for students, public schools in Frisco also allow students to wear head covering. Other schools accommodate students' dietary restrictions related to their ... • 2. House Bill 2398: Unexcused Offences Case Study House Bill 2398 was signed by Governor Abbot on May 30th 2015. This decriminalize unexcused absences and require school districts to implement preventive measures. Texas has been one of the two states that. Truancy is an unexcused absence from school. In the United States the States enact school attendance laws that determine the age at which a child is required to begin attending school, the age at which a child may legally drop out of school the number of unexcused absences which make a student legally truant In many states, youth missing more than 10 days of school are required to repeat the entire school year. Truancy is a status offence which is an act that is an offense only because of the offender's age, meaning the same conduct by an ... Show more content on Helpwriting.net ... On the other hand an issue with this bill is that it might make way for students to feel like they don't have to be held accountable to missing school and that the punishment won't be too harsh. It's up to the parents and teachers to really communicate with the children and help them know that going to school is for their benefit and not as bad as it looks. Truancy is part of the school to prison channel, a system that the state tells schools to have an absolute zero tolerance for unexcused absences. Sending students to court, a criminal court and having them experience the feeling on being a criminal just for skipping class exposes our children and derail them to the world of being a criminal. Nathan Hecht asked the Judicial Council, the policy–making body for the state's courts, "Playing hooky is bad, but is it criminal?" So why do we get to treat our young children as criminals ... • 3. House Bill 2 Case Study A controversial law by the name of House Bill 2 or HB2, is what is taking away basic rights to those who need it. Although most would argue about having privacy in a public restroom, repealing HB2 can be beneficial to the LGBT community, help out regular citizens looking for civil–rights protection, and it gives North Carolina a greater reputation when looked upon as an entire law rather than a set of bathroom restrictions. When examining the details of HB2, it goes on to sweep away the protection of LGBT members, repealing HB2 can be extremely beneficial to this community. March 23 of 2016 was the day the North Carolina legislature passed the law that says if you are a girl, go to the women's restroom and if you are a boy, go to the men's ... Show more content on Helpwriting.net ... LGBT members feel as if they have been swept under the rug with the bill taking its place, their rights, and protection. Members of the LGBT community and ordinary people across the country aren't exactly content thus ruining the reputation of this beloved state. Performers and business have great hostility in a state where discrimination is open. If one were to think to get rid of protections for the LGBT was wrong, House Bill 2 may take away civil–rights protection to those who really need it, hence the bill should be viewed entirely at each portion. House Bill 2 is something that needs to be repealed not only for the transgender but for the other citizens of North Carolina. The signing of the bathroom bill gives another great reason why discrimination is evident in America. Getting rid of HB2 may take a small step forward for America as a country. • 4. Analysis Of House Bill 4298 Introduction This memorandum recommends that the Michigan Chapter of the National Association of Social Workers (NASW–MI) use its resources to support House Bill 4298. This bill, which was passed for re–review by the Committee on Judiciary, addresses the Michigan Child Protection Law regarding the process of electronic recordings of child interviews involved in child abuse and neglect. It would require that the electronic recordings be stored in a central location, via the Department of Health and Human Services. I recommend that Michigan Senators and the NASW–MI Chapter support HB 4298 now, because it proposes a solution to the ongoing social problem of added trauma caused by children being subjected to multiple or ineffective forensic ... Show more content on Helpwriting.net ... The main purposes of these revisions were to edit for clarity, improve examples within, add tools such as quick guides, reference material, and relevant statutes. As a result, training professional interviewers based on these developed techniques added to attaining a streamlined process across the State of Michigan for interviewing children, allowing for less trauma experienced by the child. However, the law failed to recognize a need for an additional streamlined process in retaining and securing these delicate interviews in order to address multiple interviews being conducted. Supporting Arguments and Analysis 1. Effectiveness The proposed bill HB 4298 would streamline and organize child interview processes across the State of Michigan. Currently, retention of video recordings are governed by protocols established by county prosecutors. In general, video recordings are likely to be retained at the facility in which the interview took place. In a criminal investigation, the investigating law enforcement agency and/or court would likely retain and store forensic video recordings. Access to the video recordings is limited and only those authorized by statute may view them and then only for authorized purposes. Additionally, each county has additional municipalities operating within, making it difficult to locate historical ... Get more on HelpWriting.net ...
  • 5. Public Bills And The House Of Commons Arguably, the scrutiny of Public Bills has depended more on the House of Lords than it has on the House of Commons in recent years. The term "scrutiny" means the critical observation or examination regarding the Public Bills. The "effectiveness" of the scrutiny could be measured in a variety of ways, such as the period of time the bill stays in parliament for, and whether parliament can take on board evidence from committees and implement the bills into legislation. In order to determine if the House of Lords has been more effective than the House of Commons in scrutinising public bills, it is crucial to compare and contrast the effectiveness of the procedures used in both houses. The function of select committees in the House of Lords ... Show more content on Helpwriting.net ... In the Lords, the Labour peers' opposition backed an amendment, meaning the voter turn out threshold of 40 per cent for the referendum result on alternative vote was to be binding. Although this amendment was overturned in the House of Commons, another amendment regarding constituency boundaries was cross –party supported and authorised by government. This amendment was that the Isle of Wight should remain as one constituency, instead of being separated into two. This bill took 17 days to go through the Lords which included one twenty hour overnight sitting, showing how greatly debated the bill was. A more recent example of the Lords effectively scrutinising public bills was related to the Growth and Infrastructure Act 2013, where the Lords raised concern about two parts of this bill: local planning and employment rights. The Lords made an amendment to the bill, allowing councils to opt out of the planning scheme, which was overturned by the Commons. The Lords challenged the Commons, and so the government decided that home –owners wishing to build extensions would have to notify the council of their plans, who would then inform their neighbours. Only if their neighbours raised an objection would the council have to intervene. This highlights how the House of Lords are arguably more effective in scrutinizing public bills, as this amendment, ... Get more on HelpWriting.net ...

They're basically crying (like) Chicken Little over something that's not that big a deal," (CAPELOUTO) This new law is no different than police not being able to pull a car over and ask for a licence and proof of insurance without a reason. Not only is this law unclear to gun anti gun owners, but also to gun owners themselves. Many have researched this and come up empty handed this is just another fantastic reason the state should clarify and inform all of this law. This can be done by having a meeting in every government building once a month with creators of the law to help explain it present. Once done there will be no more little incidents such as Sandy Hook. • 7. House Bill 2 Research Paper Did you know that House Bill 2 eliminates any state law claim for discrimination in the workplace based on gender orientation? You can now get fired for your race, religious beliefs, sex, etc. HB2 has been just discrimination against Lesbians, Gays, Bisexuals, Transgender, Transsexuals and Queer people (LGBTQ people). The downfall of that claim was it cited a study that said North Carolina might lose more than $500 million, not that it already had. At the time we found a more accurate estimate of losses was between $77 million and the 201 million (Will Doran). House Bill 2 is referred to as the bathroom law. The prominence of House Bill 2 is to determine the rights of transsexual and transgender people to use the bathroom without discrimination. But the state overrode it and ended up doing harm. A question was asked, "do you approve or disapprove of house bill 2?" Fifty percent disapproves 38% approve and 12% not sure. More than half of the people disapprove of house bill 2(The Charlotte Observer). Less than half of the people approve, not bad, but it's still a pretty high percentage. So why was it passed? Or whys is it still here? • 8. House Bill 375 Research Paper I am going to be writing about House Bill 375. House Bill 375 is a law which allows citizens the right to either open carry without a license to carry permit. As of The Legislative Budget Board in Austin Texas (2017) "The bill would amend chapter 30 and 46 of the penal code to provide that a person who is not otherwise prohibited by law from possessing a firearm shall not be required to obtain any license to carry (LTC) a handgun as a condition for carrying a handgun. The bill would also remove the penalties associated with possession of a handgun without an LTC, provided a person is not otherwise prohibited by law from possessing a handgun. The democrats are saying it is a very unnecessary law. The republicans are saying Texans shouldn't be forced to pay just to exercise their Second Amendment right. I am going to touch base on both issues with a few examples. The republicans are saying it our God given right to be able to protect ourselves. In The Texas Tribune (2017) it states that State Rep. Jonathan Strickland said "This isn't a fringe issue. This is the norm and Texas needs to catch up with the rest of the nation on The Second Amendment." Well, to tell you the truth I have no idea what he is talking about "the norm" I've lived in Texas... Show more content on Helpwriting.net ... If they go through with this law it is going to cause confusion. In an article written in Star–Telegram (2017) it states that" seeks to take away some abilities to protect the public." It would make it hard to tell who the criminals are or the ones with felonies. It would make it very hard for a cop to do his job. Just thinking about it cops are already on edge and for them to be able to tell or act when everyone has a gun. They believe that getting the LTC prevents criminals from getting a license. It scares them away and you have to get a background check. They believe this is better for everyone. There are a lot of democratic groups that are backing them ... Get more on HelpWriting.net ...

Regardless if the issue is minor or major, people would like to see a change. One issue in particular that has become an important issue to the state of Ohio is the misunderstanding of an imitation firearm to an authentic one. To fix this problem, House Bill 16 was introduced to the committee to regulate imitation firearms. This bill is to protect those who are innocent and those who are in an authoritative position to not mistake it for an authentic one. In many cases imitation guns have been the cause of deaths, especially to younger children who are the ones that have it in possession. This is issue is not only a problem in the state of Ohio but all over the nation. It easy to mistaken the two guns, one real and the other fake. So in doing so, this bill that is currently still introduced to the committee should be taken into action and enrolled. However, with doing that can bring about some disadvantages, especially with big business and manufacturers that create these guns, but the argument of each citizen's life seems to be more in a reasonable favor. Georgia House Bill 757, submitted by Representatives Tanner, Nix, Battles, Powell, Hatchett, and others was passed by the House and Senate in the 2015–2016 session. This bill is also known as the "Pastor Protection Bill". It was introduced to the house following the Supreme Court decision to allow same sex marriages. The bill would provide protection to religious institutes and faith based organizations the right to deny preforming marriage services. It would also give them protection from discrimination if they refused to provide services to anyone they believed infringed on their religious beliefs. This bill would also, allow faith based organization the right to discriminate against hiring individuals based on religious belief. Those against the bill were concerned it would allow citizens of Georgia to be discriminated against based on their sexual orientation. Those in favor of the bill felt it supported their Christian principles. Governor Deal made the right decision by vetoing the bill in March 2016. These rights include the fact that "All human beings are born free and equal in dignity and rights" ("Universal Declaration"). In the United States, we are also guaranteed the rights to not be discriminated against due to race, gender, age, sex, and sexual orientation, however, discrimination is all too common. Discriminatory laws and practices occur all over the United States daily and affect many minority groups. In recent months, North Carolina passed a new law, House Bill 2 or BH2, that requires individuals to use the bathroom of their biological sex, or what sex they were born. House Bill 2 violates the rights of thousands of individuals and has caused many social justice issues to come to light. House Bill 2 affects transgender individuals all over the United States. HB2 was supported by Governor Pat McCrory and signed into law on March 23, 2016. This new law is not a criminal law, instead, it is a civil law which means an individual cannot be arrested for using the incorrect bathroom. In this law, there is also a section that prevents cities from passing antidiscrimination ordinances that protect the transgender community (Grinberg). • 13. Texas House Bill 588 : An Impact On The State 's Culture,... In the long history of the United States, Texas is one of the few states that demonstrated three–way segregation including white, black, and Latinos communities. Generally, segregation influenced all dimensions of the society. In specific, former segregation in Texas has left an immeasurable impact on the state's culture, economy, geography, and education. Despite the fact that institutional desegregation occurred decades ago, segregation of minorities still exists in modern Texas. In particular, the contemporary implementation of Texas House Bill 588 – as known as the "Top 10 Percent Rule" – indicates the state's tenacious effort to heal the scars of racial segregation in educational perspective. Practically, the law has not only fostered multiracial public institutions, but also reshaped colleges in a statewide scale. Although the Top 10 Percent Law has only been in effect for approximately two decades, the law signifies historical cases behind it. In short, Texas House Bill 588 was an immediate response to a 1996 federal court case (Barr). In 1991, the law school of University of Texas (UT) initiated a controversial admission strategy, which required distinct standards for white students versus minority students, in order to boost diverse enrollment at the school (Barr). Consequently, this affirmative action was soon criticized as unjust reverse discrimination to Anglo students (Barr). • 14. The State Of West Virginia ( Wv ) Passed House Bill 2021 In March 2016, the state of West Virginia (WV) passed House Bill 2021. This bill was developed to combat drug use among the poverty level population who depend on government benefits to provide for their basic needs. This bill was first developed with the understanding that every recipient would be required to drug test at the time of application for services. Through the process of legislative committees, the bill has changed to reflect that an applicant will only be required to test should the case manager feel that they are exhibiting the signs of drug use. At this time, the state of WV is working to develop policy to match the requirements of the new law. Introduction Substance abuse is a serious problem in the Appalachian area of WV. In an attempt to gain control of this problem within thepoverty level population, WV has searched for a way to bring about change for those who utilize public assistance. • 15. House Bill 3859 Essay Texas Governor Greg Abbott signed a bill on Thursday that would allow religious child welfare agencies to operate according to its religious beliefs without fear of penalty. House Bill 3859, passed in both chambers of the state legislator in May, with a 93 to 49 vote in the House, and a 21 to 10 vote in the Senate. The bill is controversial. Supporters said that faith–based agencies should be protected from facing penalty for adhering to their faith tenets, such as by refusing to place children in certain potential foster families, or placing children in religious schools. Opponents argued this bill would give religious agencies the license to discriminate against individuals such as those in the LGBT community. "It is the intent of the ... "Decisions regarding the placement of children shall continue to be made in the best interest of the child, including which person is best able to provide for the child's physical, psychological, and emotional needs and development." However, opponents argue that the law's intent was "never about the best interests of Texans or of children, but about forwarding a political agenda to codify the permission to discriminate against LGBTQ Texans into state law," as GLAAD's president Sarah Kate Ellis put it in a statement. House Rep. James Frank, who sponsored the bill, rejected claims that the bill is discriminatory, as foster families will always have options other than religious agencies from which to receive foster children. The bill "seeks to protect faith–based providers from adverse actions for exercising their deeply held religious beliefs," Frank said. "At the same time, it requires the Department of Family and Protective Services to ensure alternative providers are present to offer any service denied for reasons of sincerely held religious beliefs," he added. "Not one foster parent/family who wants to provide a home for our kids will be denied from doing so. Not

  • 17. Abortion Policy : Aditations And Implications Of House... Illinois Public Act 100–0538, commonly referred to as House Bill 40, was signed into law on September 28, 2017. The Act repeals provisions in existing Illinois laws that aim to make abortion illegal should there be any change to the federal standard. Additionally, the Act lifts a ban on insurance coverage for abortions for low–income individuals enrolled in Medicaid. While enacting House Bill 40 was a win for advocates of reproductive rights in Illinois, the state will still need to comply with federal anti–abortion laws, such as the Hyde Amendment. However, while Public Act 100–0538 expands access to abortion in the state of Illinois, it does not preempt federal laws governing the area. The Hyde Amendment is a rider to the Congressional appropriations bill for the Department of Health and Human Services. This piece of legislation was conceived in 1976 by Rep. Henry Hyde, a Republican from Illinois' 6th Congressional District, in response to the 1973 Supreme Court case, Roe v. Wade. In discussing his motivation for the Amendment, Hyde stated "I certainly would like to prevent, if I could legally, anybody having an abortion, a rich woman, a middle–class woman, or a poor woman. Unfortunately, the only vehicle available is the...Medicaid bill." The Hyde Amendment has been reinstated annually, regardless of the dominant Congressional party. The Hyde Amendment prohibits the use of federal funds for abortion procedures. By extension, this prohibits use of Medicaid dollars being used to pay for abortions. • 18. House Bill 1438 Case Study Since the first two bills I chose to track died early in the session I got the privilege of choosing two new bills. For this round I chose House Bill 1438 and House Bill 1024. These bills have been significantly more active and will most likely become law. House Bill 1438 deals with setting up a syringe replacement program. This need for a program was brought to the government's attention back in February of 2015 when there was a large HIV outbreak among intravenous drug users in Scott County. It became clear that Indiana had no good way to deal with such an outbreak. HB 1438 allows a county or municipality to approve the operation of a syringe exchange program. This keeps contaminated needles off of the streets and allows users a safer alternative. This bill was written by Republican representative Cindy Kirchhofer out of district 89. The bill entered its first reading the House in the Committee on Public Health. From there, the report passed and representative Davisson was added as a coauthor. The bill then began its second reading with the addition of another two coauthors, representatives Brown and Zent. The bill passed in its third reading with 72 yeas and 26 nays. North Carolina pales in comparison to other states on this front, especially when you consider the effects of House Bill 2. In this memo, I propose that State Republicans work towards a prompt repeal of House Bill 2, in an effort to curb the economic consequences of it. The same cannot be said for North Carolina, when the topic presented itself in the form of House Bill 2 (henceforth referred to as HB2). The Scope of House Bill 2 HB2 was drafted in retaliation of a Charlotte city ordinance which intended to prohibit housing and public accommodations discrimination on the basis of sexual orientation and gender identity (Tan, 2016). Republicans felt that these specifications violated the "privacy, safety, and dignity of women and the elderly," and thus, HB2 was born (Tan, 2016). The bill perpetuated a narrative centered around sexual assault, claiming that men could harass women and children in restrooms, under the guise of a transgender identity. Anecdotal examples of these crimes feature cisgendered sexual predators, who violate several preexisting laws – not individuals who actually identify as transgender (Brady, 2016). However, the Office of Justice Programs does note that half of transgendered people will be sexually abused or assaulted in their lives (2014). This fictional narrative paints a population which is more likely to suffer from sexual assault as the ones who perpetuate it. Although it may not have been based in fact, its message spread like wildfire, as it became a battle cry for proponents of the bill. Though bathrooms became the forefront of this issue, HB2 also had an impact on North Carolina worker protections as a whole. This bill prevents any city ordinance which requires its businesses ... Texas State House Bill 11 Executive Summary Texas State House Bill 11, effective on September 1, 2015, requires the Hidalgo County Sheriff's Office and the McAllen Police Department to jointly establish and operate the Texas Transnational Intelligence Center (TTIC). The TTIC will serve as a central repository of real–time information about criminal activity in counties along the Texas border with Mexico, and counties in which a federal checkpoint is located. The Texas Department of Public Safety (DPS) is required to assist in the establishment and operation of the center. Eachlaw enforcement agency in a county along the border, in a county that contains a federal checkpoint, the Texas Alcoholic Beverage Commission (TABC) and the Texas Park and Wildlife Department (TPWD) are required to submit information regarding criminal activity within their jurisdiction to the TTIC. The creation of the TTIC will permit law enforcement agencies along the border area with Mexico identify patterns that could reveal large, organized criminal organizations and operations. The TTIC is necessary because some, but not all, agencies furnish information to the existing Joint Operations Intelligence Centers (JOICs) due to way the JOICs are structured. Thus, the TTIC will provide law enforcement agencies, the Texas legislature, and the public, a more complete picture of criminal activity in the border region. Being a single parent is not easy. Society says you should get married first, then have children. They also say, you should find a career path that will help you support your family. While society has their models for success things don't always work out as individual's plan, which is why I believe, single parents seeking secondary education need more assistance for child care. Currently, in Rhode Island child care assistance is offered to those in a specific training program or working at least twenty hours during the day per week. Child care is not offered to college students. I can remember when I first started college and I had a young child and was denied child care because I worked during night hours and the fact that I was a full time student did not count for anything. Luckily for me, my family and I all sat down to figure out a plan to make sure I could still continue to pursue my goals. My family was my child care system. This was very frustrating to me because you have to go through the whole process of applying, wait about 3–4 weeks just to be denied. I had a wonderful support system that stepped in at a turning point in my life, but it made me wonder. A $1.7 trillion annual budget and congressional decentralization through the committee system allows lawmakers to specialize and make decisions on a wide range of complex topics. This is very different to the House of Commons (HoC), which has a much smaller budget and a less rigorous committee system. The rigorous nature of the Congressional committee system (CCS) could be seen as advantageous since it allows detailed legislation on potentially complex topics to be written. However, the composition of the committee may not be unbiased, and once the legislation has been drafted it must be ratified by the rest of Congress. Since the CCS is so important to the USlegislative process the membership of the committees requires careful consideration. The composition, range of interests, and the scope of their policies are determined by the members. If a committee were full of like–minded people that were not socially representative of the people the policies concern, then it is feasible for the democratic process to be undermined. Public Policy Issues: Case of Keystone and House Bill 1540 Background As governments evolved and adapted from the ancient city states it became necessary to implement projects that were designed to improve the structure and function of the government. Public policy is a guide for the administrative function of the state to implement laws, regulatory measures and funding priorities that will benefit the citizenry. Generally, it is embodied within macro constitutional or legislative documents and acts, and/or judicial decisions (Schuster, 2009). In our original scenarios, we are dealing with the Keystone Pipeline and House Bill 1540 as related to public policy. Because one of the basic principles of public policy is to use government action to help coalesce numerous individuals and interest groups into a more collaborative organization, a number of tactics and tools are often present within stakeholders to educate, influence, and mobilize upon particular issues (Kilpatrick, 2004). For this reason, there are a number of competing interests that form a network surrounding the issues: 1) Government, 2) Private Enterprise, 3) Lobby Groups, 4) Public Protection Groups, 5) Special Interest Groups, etc. We can visualize this as a web in which there are a number of stakeholders with particular views who interact not just into the center of the web, but to all points in between as a maze at times making allies with one group, at other times opposing ... For those whom are unfamiliar with the bill it was created and issued by North Carolinas governor, Pat McCrory. The bill focuses on sticking to the gender norms of public and business owned bathroom. Thus making it illegal for someone whom identifies as a different gender than they sex they are born with to enter the bathroom that they see fit. One of the points that McCrory tosses around in order to keep HB2 in a positive light is that it will help protect the women and children in the community from "predators." Well how does this bill work when it is applied to public schools in North Carolina were children are the main concern? The answer is that it does not work at all. For now, the previous policy for public school bathrooms are going to stay the same thanks to the federal government, but when applied to schools it becomes a toxic environment for everyone who is not cis gendered. When the applied the focus no longer on learning, it flips on to when and where a person should use the bathroom. If a student does not have the ability to use the bathroom they are comfortable with then what should they do? I understand that capital punishment has been around for many years since the eighteenth century B.C., when the Code of Hammurabi codified the Death Penalty for the first time, but I am insistent that the progression of the law and society has proven death penalty unproductive and unethical. I support the governor's public announcement stating "There are too many flaws in the system, and when the ultimate decision is death, there is too much at stake to accept an imperfect system" (Inslee, ... • 36. House Bill 2 : The Challenges For Equality And Equality In... How would you feel about everyone using the same bathroom regardless of gender association in a given environment throughout the day no matter what age group where to utilize it at any point of time? I can assure you that not all people would find it justifiable for a fully grown male, that claims to be a female, to use the bathroom when younger females by birth were utilizing it at the same time, and vice versus with young males utilizing the bathroom if a fully grown female that associates as a male. This whole concept goes back to the early presentation of House Bill 2 (HB2) where the LGBTQ accused politicians of North Carolina for merely establishing this policy based on the grounds of wealth rather than equality. In regards to the... Show more content on Helpwriting.net ... Tucker states, "28% reported verbal harassment in a medical setting." Which this resulted in even further lack of regulation against discrimination and the right to equality. It no longer became a political dispute about equality for Transgender's, but a quest for what was right for North Carolina's image in the eyes of the republican political party. However, If HB2 was never brought to light, then the state of North Carolina would have been one of the first states allowing the right of opposite sexes to utilize opposing bathrooms according to their gender whether in a public business, or a school environment. This could have led to several frustrations in society, one being that it takes away the initial right of other individuals that finds it offensive and unnatural to allow a male and female to use a common restroom at the same time. It's so much more than just that in hind sight when looking at the issue of opposing sexes using a common bathroom. It's the thought of allowing a male that was born as that natural gender to later in life decide he wants to be a female without proper surgery, to use a female's bathroom. Although this may be part of normalcy in this day and age; I could see how this would offend an aged male that was brought up in a traditional background that has daughters and would rather not have his daughters in a bathroom with a transgender. It's not necessarily taking their right away to use bathrooms, or limit their way of life but to ... Get more on HelpWriting.net ...

Show more content on Helpwriting.net ... This bill will force physicians and pharmacists alike to become more vigilant in prescribing and dispensing controlled substances to not only the correct patients but those who actually need the medication. Although some of the changes are abrupt and somewhat swift in their calls to action, policy makers believe these changes are necessary in order to shift the trend facing Florida regarding prescription drug abuse. This bill will allow Florida citizens to have a higher quality of life, saving lives, and reducing crime. Local communities will find relief in knowing that there are set state regulations to help prevent drug addiction and abuse from prescription drugs as well as knowing that these controlled substances are not readily available both to the older and younger generations. Kentucky Governor Steve Bershear who attended a congressional meeting with Governor Scott this past April stated "The signing of this bill will undoubtedly save lives – not just in Florida, but in points north, including my home state of Kentucky" (Zink & George, 2011). Governor Bershear's comments prove not only the importance of this bill on a state level, but its effect on a national level. • 38. Argumentative Essay: The North Carolina House Bill Two The North Carolina House Bill 2 states that transgender people are required to use the bathroom that they biologically identify with. As well as allowing businesses to discriminate against transgender people. As the number of people supporting the LGBT community grows the constitutionality of the law is being questioned. House Bill 2 requires that all persons go to the bathroom that matches the sex on their birth certificate. While transgender people should be allowed to use the bathroom they feel the most comfortable in, this opens doors for others to go into the opposite bathroom as well based on the merit system. This wouldn't be an issue except that today's society is filled with people who may take advantage of the law. For example, if a male pedophile saw a 8–10 year old girl go into the female bathroom unaccompanied then he could simply follow her into the bathroom, where she is supposed to be able to feel safe, and take advantage of her. If transgender people are allowed to go into the bathroom they most identify with then the pedophile in the example above has a valid reason to be in the bathroom. If he is caught he could simply say that he identifies as a female and it would be ... Show more content on Helpwriting.net ... This, however, is a form of discrimination against individuals who are transgender. People may argue that this protects someone's second amendment right and that they shouldn't have to conform to another person's belief. However, if the person in question is a Christian they shouldn't want to discriminate against anyone because they are supposed to love the sinner and hate the sin. This part of the law may seem like a good idea, but it is singling out the transgender individuals. in the same way that the African Americans were singled out less than a century ago. The next step in the process is to put out flyers saying transgenders need not ... Get more on HelpWriting.net ...
  • 39. Physician Assisted Suicide: The Right to Choose Did you know, about 57% of physicians today have received a request for physician assisted suicide due to suffering from a terminally ill patient. Suffering has always been a part of human existence, and these requests have been occurring since medicine has been around. Moreover, there are two principles that all organized medicine agree upon. The first one is physicians have a responsibility to relieve pain and suffering of dying patients in their care. The second one is physicians must respect patients' competent decisions to decline life–sustaining treatment. Basically, these principles state the patients over the age of 18 that are mentally stable have the right to choose to end their life if they are suffering from pain. As of right ... The patient must be "diagnosed with a terminal illness that will lead to death within six months" (Fass, and Fass 846). Being a legal resident of a state that has legalized the procedure and being eighteen years old are also requirements. Another qualification is being able to make and communicate health care decisions. Along with those requirements, there are certain guidelines that must be followed during the process of physician assisted suicide. First, the patient must make two oral requests for physician assisted suicide at least fifteen days apart. A written request that has to be signed in front of two witnesses must also be provided to the physician. The patient then has to be referred to a consulting physician, so that he can confirm the diagnosis and prognosis and approve that the patient is capable of making decisions related to health care. "The prescribing physician must notify the patient of alternatives to suicide, including comfort care, hospice care, and pain management" (Fass, and Fass 846). It is expected of the physician to encourage the patient to tell their family. The physician has to follow rules to dispense the medication after these steps. One rule is to be registered as a dispensing practitioner and maintaining a current Drug Enforcement Administration certificate in order ... Get more on HelpWriting.net ...

Texas 84th Legislature House Bill 11 Celeon Mauricio Professor Dawson Texas Government 2306 November 4, 2015 Texas 84th Legislature House Bill 11 On September 1, 2015 House Bill 11 became effective in the state of Texas. Mainly authored by Dennis Bonnen a Republican member of the Texas House of Representatives, House Bill 11 amends many laws and actions towards the security of theTexas–Mexico border. The bill mainly deals for a long term solution to human trafficking and the flow of illegal drugs that come through the border. Both parties of the Texas House of Representatives amended House Bill 11 through a 131–12 vote, since many believed organized crime fueled by illegal drugs have swept through communities across Texas. The main goal for House Bill 11 is to strengthen the border through three primary actions the first is for the state to enact harsher laws for the smuggling of people and illegal contrabands. The second is to strengthen the border patrol force through providing improved tools, more frequent border checkpoints throughout the land, and increasing the population of border patrol officers. The third action of House Bill 11 is improving the sharing of crime data throughout the state by law enforcement to connect crimes in identify large criminal enterprises and stopping organized crime. I chose House Bill 11 because it shows that the Texas Legislature has been paying attention to the events that have occurred these past recent months mainly the issue of the mass illegal immigration that the ...
