Personnel and HRM concepts
 Before1960s, the staffing function was
commonly known as “Personnel
Department”.
 Personnel departments had a limited role in
organizational planning and performed few
functions such as planning picnics,
scheduling vacations, organizing retirement
parties, and health care issues.

Emergence of HRM Concept
 HRM concept emerged during the 1970s
 Won final acceptance when ASPA (American
Society for Personnel Administration) voted to
change its name to the SHRM (Society for
Human Resource Management).
 The name change was more than a simple
change of name.
 Personnel concept symbolize a liability on
organization whereas, HRM concept recognizes
employee as the most important Asset of an
organization.

attending to their labor relations, health and

The four basic functions of HRM consists of:
 Staffing (sourcing and hiring qualified
employees)
 Training and Development (Assisting

knowledge, and abilities)

After the Human Resources are hired
their performance is evaluated by their
respective department heads to see
how the employee had been doing at
his/her job.

for developing effective performance

Line managers also decide whether to
reward the employee for good
performance (such as as salary increase,
promotion etc) or to sometimes punish for
consistently bad performance (issuing
notice, termination, transfer etc)

 The rise of multinational corporations places new
requirements on human resource managers
 for example they must ensure that the appropriate mix

culture. All countries have different values,
