Before1960s, the staffing function was
commonly known as “Personnel
Department”.
Personnel departments had a limited role in
organizational planning and performed few
functions such as planning picnics,
scheduling vacations, organizing retirement
parties, and health care issues.

11. Emergence of HRM Concept
HRM concept emerged during the 1970s
Won final acceptance when ASPA (American
Society for Personnel Administration) voted to
change its name to the SHRM (Society for
Human Resource Management).
The name change was more than a simple
change of name.
Personnel concept symbolize a liability on
organization whereas, HRM concept recognizes
employee as the most important Asset of an
organization.
