U.A.E: Dolphin Energy achieves 25% drop in flaring volumes

Dolphin Energy Limited (DEL), one of the largest trans-border energy projects ever undertaken in
the Middle East, has achieved a 3% decrease in total Greenhouse Gas Emissions (GHG), a 25%
drop in flaring volumes.
Besides, the company clocked a 15% decrease in NOx emissions and a 32% decrease in SO2
emissions, DEL’s 13th sustainability 3report, covering the company’s operations and activities for
2021, said.
Furthermore, the company recorded a 21% decrease in water consumption while 28% of all waste
was recycled. In 2021, Dolphin Energy spent $8.8 million on environmental projects while $2.2
million was spent on community investments.
Exceptional safety
Commenting on the report, Dolphin Energy’s CEO, Obaid Abdulla Al Dhaheri, said: “Despite the
challenge of Covid-19, we sustained our exceptional safety and operational performance, achieving

our production target and maintaining an excellent relationship with our customers. We continued
our pursuit of process improvement, as well as the implementation of our digitisation efforts.
“Our performance also reflects our diligent approach to managing our operations safely and
efficiently in a way that has helped us reduce our environmental footprint.”
The company surpassed 10 trillion cubic feet of gas produced and 485 million barrels of condensate
production since first gas in 2007. In addition, the company’s offshore operations registered 14
years without a Lost Time Incident (LTI).
Nationalisation
In the area of nationalisation, the company met its Emiratisation target of 71% and achieved 30%
Qatarisation, an achievement reflected by receiving a certificate in the ‘Support & Liaison with the
Education Sector’ category at the energy sector’s 21st Annual Qatarisation review meeting. Today,
all executive positions in the company are held by Nationals. Meanwhile, procurement by local
suppliers has grown to 95%.
Dolphin Energy’s sustainability report won for the fourth time the Best Sustainability Report award
from the Abu Dhabi Sustainability Group at the 2021 Abu Dhabi Sustainable Business Leadership
Forum, a Certificate of Recognition from the ADSG for promoting sustainability management and
best practices and a Certificate of Appreciation from the Environment Agency - Abu Dhabi (EAD)
for supporting and strengthening the partnership framework and teamwork to protect and preserve
the environment and enhance sustainability.
Adding his comments about the importance of promoting sustainability management and promoting
best practices, Dolphin Energy’s General Manager – Qatar, Ali Alrahbi, said: “At the heart of this
commitment is disclosure and it is critical that we report our performance in this way. Our
stakeholders can see where our strengths lie and how we are acting responsibly.”
The report was developed using the GRI Standards, Oil and Gas Sector Disclosures, and the
IPIECA oil and gas industry guidance on voluntary sustainability reporting. In addition, the
company’s performance has been aligned to the United Nations Sustainable Development Goals
(SDGs) to contribute to a more sustainable future for all.

U.A.E: Masdar on on 230-megawatt Azerbaijan solar project

Abu Dhabi's clean energy company Masdar has achieved a financial close on its 230-megawatt
Garadagh solar power plant in Azerbaijan as the company continues to boost its renewables
portfolio across the globe.
The new plant that will generate half a billion kilowatt-hours of electricity annually — enough to meet
the needs of more than 110,000 homes — is the country’s first foreign investment-based
independent solar power project and Masdar’s first venture in the central Asian republic, Masdar
said in a statement on Tuesday.
The $200 million project is co-financed by the Abu Dhabi Fund for Development, the Asian
Development Bank, the European Bank for Reconstruction and Development, and Japan
International Co-operation Agency. It is expected to start operations in 2023.
“In line with the national priority on 'A clean environment and country of green growth', our country
has ambitious plans about utilisation of its ample renewable energy potential and we are confident
that this solar power project will be a great trailblazer for future projects in the field of green energy,”
Azerbaijan’s energy minister Parviz Shahbazov said.
Azerbaijan, which largely relies on natural gas to meet its energy needs, plans to increase its
installed power capacity to 30 per cent from renewable sources by 2030, in an effort to diversify its
economy and reduce greenhouse gas emissions.

The country is developing several clean energy projects. In January, Saudi Arabia's Acwa Power
and Azerbaijan's energy ministry started work on a $300m, 240-megawatt wind power station.
“The Garadagh project will serve as a benchmark for Azerbaijan’s clean energy journey, with the
nation committed to transforming its energy sector and driving sustainable development,” Mohamed
Al Ramahi, chief executive of Masdar, said.
Masdar, which currently operates in more than 30 countries with a total investment of about $20
billion, is targeting to reach a capacity of at least 100 gigawatts by 2030 after growing its portfolio
by 40 per cent last year.
In June, Abu Dhabi National Energy Company, known as Taqa, Abu Dhabi National Oil Company
and Mubadala Investment Company entered into binding agreements that will see Taqa and Adnoc
acquire stakes in Masdar from Mubadala.
As part of the deal, Taqa will acquire a 43 per cent controlling stake in Masdar’s renewables
business, with Mubadala retaining a 33 per cent interest and Adnoc owning the remaining 24 per
cent interest.
In Masdar’s new green hydrogen joint venture, Adnoc will hold a 43 per cent controlling stake,
Mubadala will retain a 33 per cent interest and Taqa will hold a 24 per cent share.
Masdar has also signed agreements with Azerbaijan’s Ministry of Energy to develop clean energy
projects with a combined capacity of 4 gigawatts in the first phase, with the right to develop an
additional 6 gigawatts in the second phase.

Angola: Azule Energy - Angola’s new largest independent oil and
gas producer - begins operations…. Source: bp
bp and Eni have confirmed that Azule Energy, the new 50/50 independent joint venture combining
the two companies’ Angolan businesses, has been officially established.
Azule Energy is now Angola’s largest independent equity producer of oil and gas, holding 2 billion
barrels equivalent of net resources and growing to about 250,000 barrels equivalent a day (boe/d)
of equity oil and gas production over the next 5 years.
It holds stakes in 16 licences (of which 6 are exploration blocks) and a participation in Angola LNG
JV. Azule Energy will also take over Eni’s share in Solenova, a solar company jointly held with
Sonangol, and the collaboration in the Luanda Refinery.
Azule Energy boasts a strong pipeline of new projects that are scheduled to come on stream over
the next few years, growing organically from exploration discoveries. These include the Agogo Full
Field and PAJ oil projects in Blocks 15/06 and 31 respectively, and the New Gas Consortium (NGC),
the first non-associated gas project in the country, which will support the energy needs of Angola’s
growing economy and strengthen its role as a global LNG exporter.
The JV also holds significant exploration acreage in excess of 30,000 square kilometres in Angola’s
most prolific basins, allowing it to leverage proximity with existing infrastructure.
Azule Energy’s leadership team draws on experience and expertise from both parent companies.
The leadership team will report to a six-person board comprising three bp and three Eni
representatives, reflecting the ownership share of the company. All bp Angola and Eni Angola staff
have joined Azule Energy.

Eni and bp share common goals for Azule Energy in achieving environmental and sustainability
ambitions. They believe that combining their efforts will create more efficient operations and offer
the potential for increased investment, job creation and growth in Angola. They anticipate Azule
Energy’s new independent, integrated operating model will unlock significant cost savings, mainly
from operational synergies in logistics and technology.
The JV incorporation takes place after the pending conditions were met, among them having
secured a third-party financing of $2.5 billion in the form of Pre-Export Financing, and after receiving
regulatory approvals.
Bernard Looney, bp’s chief executive, said: 'The formation of Azule Energy is an important step for
bp, Eni and Angola. Combining our Angolan businesses and drawing on both bp’s and Eni’s
expertise, it will continue to safely and efficiently develop Angola’s resilient hydrocarbon resources
and pursue new opportunities in oil and gas and other energies. Azule Energy continues our
commitment to Angola and will create real value for both the companies and the country.'

in Eni’s strategy of enhancing all our best assets. A new, strong entity is born, which combines our
experience, skills and technologies with those of our partner bp, putting them at the service of the
development of Angolan energy resources, with a priority commitment to environmental protection
and the growth of local economy.'

Health, safety and environmental performance, project delivery and production efficiency will be
priority areas for the new venture. Azule Energy will maintain access to world-class technologies
and best practices through focused technical support from Eni and bp. It will also continue bp’s and
Eni’s social investment commitments in Angola.
After announcing the intent to form the joint venture in May 2021, bp and Eni worked closely with
the Angolan government, and Azule Energy’s formation was subject to all customary governmental
and other approvals.

Oil falls 2% on U.S. crude, gasoline build, slight OPEC+ hike

Oil prices slid 2% on Wednesday as U.S. crude and gasoline stockpiles unexpectedly surged higher
last week and after OPEC+ said it would raise its oil output target by only 100,000 barrels per day
(bpd).
Brent crude futures were down $2.35, or 2.4%, at $98.19 a barrel by 11:09 a.m. ET (1509 GMT).
West Texas Intermediate (WTI) crude futures slipped by $2.30, or 2.5%, to $92.10. Both contracts
had seesawed previously.

The premium for front-month Brent futures over barrels loading in six months' time is at a three-
month low, indicating concern over tight supply are abating. The premium for WTI futures for the
same months touched a near four-month low.
U.S. crude oil inventories rose unexpectedly last week as exports fell and refiners lowered their
runs, while gasoline stocks also posted a surprise build as demand slowed, the Energy Information
Administration said.
Crude stocks rose 4.5 million barrels last week, compared with an analyst forecast for a draw of
600,000 barrels, and gasoline stocks gained 200,000 barrels, versus expectations for a 1.6 million-
barrel drop.
"The crude oil number is well above expectations. Gasoline is a disappointment. You should never
see a build in gasoline during summer. It's a very bearish report," said Bob Yawger, director of
energy futures at Mizuho.
Ministers for the Organization of the Petroleum Exporting Countries (OPEC) and allies including
Russia, known as OPEC+, agreed to the small increase to the group's output target, equal to about
0.1% of global oil demand. Algerian oil production in September will rise to 1.57 million bpd, Energy
Minister Mohamed Arkab told state television.
While the United States has asked the group to boost output, spare capacity is limited and Saudi
Arabia may be reluctant to beef up output at the expense of Russia, hit by sanctions over the Ukraine
conflict.
Ahead of the meeting, OPEC+ trimmed its forecast for the oil market surplus this year by 200,000
bpd to 800,000 bpd, three delegates told Reuters. Also weighing on prices, top Iranian and U.S.
officials said they were travelling to Vienna to resume indirect talks about Iran's nuclear programme,
reviving the all but vanished hopes of a removal of sanctions hampering Iranian oil exports.

Several refining projects are scheduled in Asia and the Med. East
U.S. Energy Information Administration + NewBase
In Asia and the Middle East, at least nine refinery projects are beginning operations or are scheduled
to come online before the end of 2023. At their current planned capacities, they will add 2.9 million
barrels per day (b/d) of global refinery capacity once fully operational.
In the International Energy Agency’s (IEA) June 2022 Oil Market Report, the IEA expects net global
refining capacity to expand by 1.0 million b/d in 2022 and by an additional 1.6 million b/d in 2023.
Net capacity additions reflect total new capacity minus capacity that has closed.
The scheduled expansions follow a period of reduced global refining capacity. Net global capacity
declined in 2021 for the first time in 30 years, according to the IEA. The new refinery projects would
increase production of refined products, such as gasoline and diesel, and in turn, they might reduce
the current high prices for these products.
China’s refinery capacity is scheduled to increase significantly this year. The Shenghong
Petrochemical facility in Lianyungang has an estimated capacity of 320,000 b/d, and they report
that trial crude oil-processing operations began in May 2022. In addition, PetroChina’s 400,000 b/d
Jieyang refinery is expected to come online in the third quarter of 2022.
A planned 400,000 b/d Phase II capacity expansion also began operations earlier this year at
Zhejiang Petrochemical Corporation’s (ZPC) Rongsheng facility. More information on these

Outside of China, the 300,000 b/d Malaysian Pengerang refinery (also known as the RAPID
refinery) restarted in May 2022 after a fire forced the refinery to shut down in March 2020. In India,
the Visakha Refinery is undergoing a major expansion, scheduled to add 135,000 b/d by 2023.
New projects in the Middle East are also likely to be an important source of new refining capacity.
The 400,000 b/d Jizan refinery in Saudi Arabia reportedly came online in late 2021 and began
exporting petroleum products earlier this year. More recently, the 615,000 b/d Al Zour refinery in
Kuwait—the largest in the country when it becomes fully operational—began initial
operations earlier this year.
A new 140,000 b/d refinery is scheduled to come online in Karbala, Iraq, this September, targeting
fully operational status by 2023. A new 230,000 b/d refinery is set to come online in Duqm, Oman,
likely in early 2023.
These estimates do not necessarily include all ongoing refinery capacity expansions. Moreover,
many of these projects have already been subject to major delays, and the possibility of partial starts
or continued delays related to logistics, construction, labor, finances, political complications, or other
factors may cause these projects to come online later than estimated.
Although the potential for project complications and cancellations is always a significant risk, these
projects could otherwise account for an increase of nearly 3.0 million b/d of new refining capacity
by the end of 2023.
China is expected to commence operations of 44 crude oil refinery projects during 2022-2026,
accounting for 24% of all crude oil refinery projects in Asia, driven by growing refining capacity to

GlobalData’s latest report, ‘Crude Oil Refinery New-Build and Expansion Projects Analytics and
Forecast by Project Type, Regions, Countries, Development Stage, and Cost 2022-2026’, reveals
that out of the 44 projects, 36 represent expansions of existing projects while eight will be new-build
projects.
In China, 22 upcoming refinery projects are in the construction stage and will likely begin operations
between 2022 and 2026. Feasibility and approval are the other major project stages with 13 and
seven projects, respectively.
Sudarshini Ennelli, oil & gas analyst at GlobalData, commented, “To meet the growing domestic
demand for petroleum products and petrochemicals, China is continuing to rapidly expand its
refining capacity.”
During the forecast period, Jieyang and Yulong are expected to be the leading projects in terms of
refining capacity in the country, with each project having 400,000 barrels per day of capacity.
Petrochina Pdvsa Guandong Petrochemical is the operator of the Jieyang project, while China
National Petroleum Corp and Petroleos de Venezuela SA have 60% and 40% equity stakes,
respectively. The project is expected to commence operations in 2022.
The Yulong project is expected to begin operations in 2023. Shandong Yulong Petrochemical Ltd
is the operator and 100% equity stake holder of the project.
Asia dominates global refinery projects outlook by 2026
Globally, approximately 215 upcoming refinery projects are in the construction stage.
GlobalData’s latest report, ‘Global
Refinery New-Build and Expansion
Projects Outlook to 2026’, indicates a
total of 460 upcoming crude oil refinery
projects are expected to start
operations from 2022 to 2026. Of
these, 118 represent newbuild projects
and 342 are expansions of existing
projects.

108 and 97 projects, respectively.
Asia is one of the major regions with

followed by China with 44 projects.

Dolphin Energy Limited (DEL), one of the largest trans-border energy projects ever undertaken in the Middle East, has achieved a 3% decrease in total Greenhouse Gas Emissions (GHG), a 25% drop in flaring volumes. Besides, the company clocked a 15% decrease in NOx emissions and a 32% decrease in SO2 emissions, DEL’s 13th sustainability 3report, covering the company’s operations and activities for 2021, said. Furthermore, the company recorded a 21% decrease in water consumption while 28% of all waste was recycled. In 2021, Dolphin Energy spent $8.8 million on environmental projects while $2.2 million was spent on community investments. We continued our pursuit of process improvement, as well as the implementation of our digitisation efforts. “Our performance also reflects our diligent approach to managing our operations safely and efficiently in a way that has helped us reduce our environmental footprint.” The company surpassed 10 trillion cubic feet of gas produced and 485 million barrels of condensate production since first gas in 2007. In addition, the company’s offshore operations registered 14 years without a Lost Time Incident (LTI). Nationalisation In the area of nationalisation, the company met its Emiratisation target of 71% and achieved 30% Qatarisation, an achievement reflected by receiving a certificate in the ‘Support & Liaison with the Education Sector’ category at the energy sector’s 21st Annual Qatarisation review meeting. Today, all executive positions in the company are held by Nationals. Meanwhile, procurement by local suppliers has grown to 95%. Dolphin Energy’s sustainability report won for the fourth time the Best Sustainability Report award from the Abu Dhabi Sustainability Group at the 2021 Abu Dhabi Sustainable Business Leadership Forum, a Certificate of Recognition from the ADSG for promoting sustainability management and best practices and a Certificate of Appreciation from the Environment Agency - Abu Dhabi (EAD) for supporting and strengthening the partnership framework and teamwork to protect and preserve the environment and enhance sustainability. Adding his comments about the importance of promoting sustainability management and promoting best practices, Dolphin Energy’s General Manager – Qatar, Ali Alrahbi, said: “At the heart of this commitment is disclosure and it is critical that we report our performance in this way. Our stakeholders can see where our strengths lie and how we are acting responsibly.” The report was developed using the GRI Standards, Oil and Gas Sector Disclosures, and the IPIECA oil and gas industry guidance on voluntary sustainability reporting. In addition, the company’s performance has been aligned to the United Nations Sustainable Development Goals (SDGs) to contribute to a more sustainable future for all.

Page 3 U.A.E: Masdar on on 230-megawatt Azerbaijan solar project The National + NewBase Abu Dhabi's clean energy company Masdar has achieved a financial close on its 230-megawatt Garadagh solar power plant in Azerbaijan as the company continues to boost its renewables portfolio across the globe. The new plant that will generate half a billion kilowatt-hours of electricity annually — enough to meet the needs of more than 110,000 homes — is the country’s first foreign investment-based independent solar power project and Masdar’s first venture in the central Asian republic, Masdar said in a statement on Tuesday. The $200 million project is co-financed by the Abu Dhabi Fund for Development, the Asian Development Bank, the European Bank for Reconstruction and Development, and Japan International Co-operation Agency. It is expected to start operations in 2023. “In line with the national priority on 'A clean environment and country of green growth', our country has ambitious plans about utilisation of its ample renewable energy potential and we are confident that this solar power project will be a great trailblazer for future projects in the field of green energy,” Azerbaijan’s energy minister Parviz Shahbazov said. Azerbaijan, which largely relies on natural gas to meet its energy needs, plans to increase its installed power capacity to 30 per cent from renewable sources by 2030, in an effort to diversify its economy and reduce greenhouse gas emissions.

In January, Saudi Arabia's Acwa Power and Azerbaijan's energy ministry started work on a $300m, 240-megawatt wind power station. “The Garadagh project will serve as a benchmark for Azerbaijan’s clean energy journey, with the nation committed to transforming its energy sector and driving sustainable development,” Mohamed Al Ramahi, chief executive of Masdar, said. Masdar, which currently operates in more than 30 countries with a total investment of about $20 billion, is targeting to reach a capacity of at least 100 gigawatts by 2030 after growing its portfolio by 40 per cent last year. In June, Abu Dhabi National Energy Company, known as Taqa, Abu Dhabi National Oil Company and Mubadala Investment Company entered into binding agreements that will see Taqa and Adnoc acquire stakes in Masdar from Mubadala. As part of the deal, Taqa will acquire a 43 per cent controlling stake in Masdar’s renewables business, with Mubadala retaining a 33 per cent interest and Adnoc owning the remaining 24 per cent interest. In Masdar’s new green hydrogen joint venture, Adnoc will hold a 43 per cent controlling stake, Mubadala will retain a 33 per cent interest and Taqa will hold a 24 per cent share. Masdar has also signed agreements with Azerbaijan’s Ministry of Energy to develop clean energy projects with a combined capacity of 4 gigawatts in the first phase, with the right to develop an additional 6 gigawatts in the second phase.

Source: bp bp and Eni have confirmed that Azule Energy, the new 50/50 independent joint venture combining the two companies’ Angolan businesses, has been officially established. Azule Energy is now Angola’s largest independent equity producer of oil and gas, holding 2 billion barrels equivalent of net resources and growing to about 250,000 barrels equivalent a day (boe/d) of equity oil and gas production over the next 5 years. It holds stakes in 16 licences (of which 6 are exploration blocks) and a participation in Angola LNG JV. Azule Energy will also take over Eni’s share in Solenova, a solar company jointly held with Sonangol, and the collaboration in the Luanda Refinery. Azule Energy boasts a strong pipeline of new projects that are scheduled to come on stream over the next few years, growing organically from exploration discoveries. These include the Agogo Full Field and PAJ oil projects in Blocks 15/06 and 31 respectively, and the New Gas Consortium (NGC), the first non-associated gas project in the country, which will support the energy needs of Angola’s growing economy and strengthen its role as a global LNG exporter. The JV also holds significant exploration acreage in excess of 30,000 square kilometres in Angola’s most prolific basins, allowing it to leverage proximity with existing infrastructure. Azule Energy’s leadership team draws on experience and expertise from both parent companies. The leadership team will report to a six-person board comprising three bp and three Eni representatives, reflecting the ownership share of the company. All bp Angola and Eni Angola staff have joined Azule Energy.

They believe that combining their efforts will create more efficient operations and offer the potential for increased investment, job creation and growth in Angola. They anticipate Azule Energy’s new independent, integrated operating model will unlock significant cost savings, mainly from operational synergies in logistics and technology. The JV incorporation takes place after the pending conditions were met, among them having secured a third-party financing of $2.5 billion in the form of Pre-Export Financing, and after receiving regulatory approvals. The premium for WTI futures for the same months touched a near four-month low. U.S. crude oil inventories rose unexpectedly last week as exports fell and refiners lowered their runs, while gasoline stocks also posted a surprise build as demand slowed, the Energy Information Administration said. Crude stocks rose 4.5 million barrels last week, compared with an analyst forecast for a draw of 600,000 barrels, and gasoline stocks gained 200,000 barrels, versus expectations for a 1.6 million- barrel drop. "The crude oil number is well above expectations. Gasoline is a disappointment. You should never see a build in gasoline during summer. It's a very bearish report," said Bob Yawger, director of energy futures at Mizuho. Ministers for the Organization of the Petroleum Exporting Countries (OPEC) and allies including Russia, known as OPEC+, agreed to the small increase to the group's output target, equal to about 0.1% of global oil demand. Algerian oil production in September will rise to 1.57 million bpd, Energy Minister Mohamed Arkab told state television. While the United States has asked the group to boost output, spare capacity is limited and Saudi Arabia may be reluctant to beef up output at the expense of Russia, hit by sanctions over the Ukraine conflict. Ahead of the meeting, OPEC+ trimmed its forecast for the oil market surplus this year by 200,000 bpd to 800,000 bpd, three delegates told Reuters. Also weighing on prices, top Iranian and U.S. officials said they were travelling to Vienna to resume indirect talks about Iran's nuclear programme, reviving the all but vanished hopes of a removal of sanctions hampering Iranian oil exports.

East U.S. Energy Information Administration + NewBase In Asia and the Middle East, at least nine refinery projects are beginning operations or are scheduled to come online before the end of 2023. At their current planned capacities, they will add 2.9 million barrels per day (b/d) of global refinery capacity once fully operational. In the International Energy Agency’s (IEA) June 2022 Oil Market Report, the IEA expects net global refining capacity to expand by 1.0 million b/d in 2022 and by an additional 1.6 million b/d in 2023. Net capacity additions reflect total new capacity minus capacity that has closed. The scheduled expansions follow a period of reduced global refining capacity. Net global capacity declined in 2021 for the first time in 30 years, according to the IEA. The new refinery projects would increase production of refined products, such as gasoline and diesel, and in turn, they might reduce the current high prices for these products. China’s refinery capacity is scheduled to increase significantly this year. The Shenghong Petrochemical facility in Lianyungang has an estimated capacity of 320,000 b/d, and they report that trial crude oil-processing operations began in May 2022. In addition, PetroChina’s 400,000 b/d Jieyang refinery is expected to come online in the third quarter of 2022. A planned 400,000 b/d Phase II capacity expansion also began operations earlier this year at Zhejiang Petrochemical Corporation’s (ZPC) Rongsheng facility. Page 10 Outside of China, the 300,000 b/d Malaysian Pengerang refinery (also known as the RAPID refinery) restarted in May 2022 after a fire forced the refinery to shut down in March 2020. In India, the Visakha Refinery is undergoing a major expansion, scheduled to add 135,000 b/d by 2023. New projects in the Middle East are also likely to be an important source of new refining capacity. The 400,000 b/d Jizan refinery in Saudi Arabia reportedly came online in late 2021 and began exporting petroleum products earlier this year. More recently, the 615,000 b/d Al Zour refinery in Kuwait—the largest in the country when it becomes fully operational—began initial operations earlier this year. A new 140,000 b/d refinery is scheduled to come online in Karbala, Iraq, this September, targeting fully operational status by 2023. A new 230,000 b/d refinery is set to come online in Duqm, Oman, likely in early 2023. These estimates do not necessarily include all ongoing refinery capacity expansions. Moreover, many of these projects have already been subject to major delays, and the possibility of partial starts or continued delays related to logistics, construction, labor, finances, political complications, or other factors may cause these projects to come online later than estimated. Although the potential for project complications and cancellations is always a significant risk, these projects could otherwise account for an increase of nearly 3.0 million b/d of new refining capacity by the end of 2023. China is expected to commence operations of 44 crude oil refinery projects during 2022-2026, accounting for 24% of all crude oil refinery projects in Asia, driven by growing refining capacity to

(Image source: Adobe Stock) GlobalData’s latest report, ‘Crude Oil Refinery New-Build and Expansion Projects Analytics and Forecast by Project Type, Regions, Countries, Development Stage, and Cost 2022-2026’, reveals that out of the 44 projects, 36 represent expansions of existing projects while eight will be new-build projects. In China, 22 upcoming refinery projects are in the construction stage and will likely begin operations between 2022 and 2026. Feasibility and approval are the other major project stages with 13 and seven projects, respectively. Sudarshini Ennelli, oil & gas analyst at GlobalData, commented, “To meet the growing domestic demand for petroleum products and petrochemicals, China is continuing to rapidly expand its refining capacity.” During the forecast period, Jieyang and Yulong are expected to be the leading projects in terms of refining capacity in the country, with each project having 400,000 barrels per day of capacity. Petrochina Pdvsa Guandong Petrochemical is the operator of the Jieyang project, while China National Petroleum Corp and Petroleos de Venezuela SA have 60% and 40% equity stakes, respectively. The project is expected to commence operations in 2022. The Yulong project is expected to begin operations in 2023. Shandong Yulong Petrochemical Ltd is the operator and 100% equity stake holder of the project. Asia dominates global refinery projects outlook by 2026 Globally, approximately 215 upcoming refinery projects are in the construction stage. GlobalData’s latest report, ‘Global Refinery New-Build and Expansion Projects Outlook to 2026’, indicates a total of 460 upcoming crude oil refinery projects are expected to start operations from 2022 to 2026. Of these, 118 represent newbuild projects and 342 are expansions of existing projects. Globally, about 215 upcoming refinery projects are in the construction stage and are likely to start operations from 2022 to 2026. Feasibility and approval are the other major project stages with 108 and 97 projects, respectively. Asia is one of the major regions with the highest number of refinery projects (184) by 2026. Among countries, India leads with the highest number of projects (86) during the outlook period, followed by China with 44 projects.
