UAE Ruwais refinery expansion , Ready by year-end

Abu Dhabi's Ruwais refinery expansion will be fully commissioned by the end of 2014, the chief
executive of Abu Dhabi Oil Refining Co (Takreer) said on Monday. "Commissioning has started
and will be completed by the end of this year," Jasem Ali al-Sayegh told reporters on the sidelines
of a conference in the capital of the United Arab Emirates.
The expansion is planned to more than double the capacity of Ruwais refinery from 415,000
barrels a day (bpd). It will process Abu Dhabi's Murban crude oil grade. The UAE, a member of
the Organisation of Petroleum Exporting Countries, had planned to complete the expansion in the
first quarter of this year. "You have to appreciate that this is a mega project and it is a long
process," Sayegh said.
About the Ruwais Expansion Project :- ( NewBase reasch ) :
Abu Dhabi Refining Company (Takreer) has undertaken a major
expansion at its existing Ruwais Refinery complex, which was
commissioned in June 1981. The plant is owned by Abu Dhabi
National Oil Company (ADNOC). The refinery complex is located
240km west of Abu Dhabi.
The present refining capacity of the complex is 400,000 barrels per
day (bpd) and the expansion will add another 417,000bpd, raising
the total capacity to 817,000bpd. The new refinery unit will be
located adjacent to the existing Ruwais Refinery.
The expansion of the refinery complex was initially planned in
2007, but the official announcement was made in 2008. The
project execution started in 2010. It is expected to be completed in
2015. The Ruwais Refinery produces liquefied petroleum gas, premium unleaded gasoline (98 Octane) and special unleaded
gasoline (95 Octane). It also produces naphtha, Jet-A1, kerosene, gas oil and granulated sulphur.
Previous expansions at Ruwais Refinery
Ruwais Refinery was commissioned with an initial capacity of 120,000bpd in 1981. It witnessed its first expansion in 1985,
which increased the capacity to 27,000bpd.
The refinery was merged with Ruwais General Utilities Plant for the supply of power and water in 1986. A new sulphur handling
and granulation units were added in 1991 to handle the sulphur recovered from GASCO and ADGAS.
Two condensate processing trains were added to the refinery between 2000 and 2002. The consistent expansions of the refinery
are propelled by the rise in demand for high quality refined products in Abu Dhabi.

New expansion at the Ruwais Refinery complex
The latest expansion will include the addition of crude distillation and sulphur recovery units, a residue fluidised catalytic cracker
(RFCC) and a carbon black delayed coker (CBDC) unit.
The CBDC unit will have a production capacity of 40,000t of carbon black and 30,000 barrels of crude per day. It will consist of
two trains with a designed processing capacity of 700,000t of anode green petroleum coke.
The new refinery unit will enable production of 1.1 million tonnes of propylene per annum through integration with nearby
petrochemical complexes. Propylene will be supplied as feedstock to the Borouge Olefins Complex adjacent to the refinery.
Technology used at the Ruwais Refinery
The refinery will use Unicracking hydrocracking technology provided by UOP. The process will be used along with the Distillate
Unionfining fixed-bed catalytic residue hydrotreating technology for upgrading of heavy feedstock and production of ultra-low-
sulphur diesel.
Sulphur produced from the saturated LPG streams will be extracted by UOP's MeroxTM process. Benzene content in the gasoline
pool will be handled by BenSatTM process. UOP's Naphtha Hydrotreating process and Distillate Unionfining process will be
used by the hydrotreating unit to produce low-sulphur kerosene.
Contractors involved with ADNOC's refinery expansion
A contract was awarded to Foster Wheeler Company in 2006, to conduct the feasibility study. The engineering, procurement,
construction and commissioning (EPC) contracts for the expansion were awarded to four companies in four different packages.
The first package contract was awarded to SK Engineering and Construction in 2010. The scope of the contract includes the
construction of crude oil distillation and downstream units.
"The refinery will use Unicracking hydrocracking technology provided by UOP."
GS Engineering and Construction received the second package contract to construct the refining and RFCC units at the plant. The
third package was awarded to Samsung Engineering for the offsite and utilities construction. Samsung Engineering also won a
$2.5bn EPC contract in June 2012 for the construction of the CBDC unit at the complex. The core equipment for the unit will be
designed and supplied by Technip, as part of a subcontract awarded by Samsung in May 2013.
Daewoo Engineering and Construction received the fourth package contract to construct tanks and interconnecting pipes. CB&I
received a $60m subcontract from Daewoo Engineering and Construction for the construction of storage tanks in the refinery.
Shaw Group (acquired by CB&I) received a contract from Takreer to provide engineering services and licensing for the RFCC
technology. The Fluid Catalytic Cracking (FCC) technology is, however, jointly owned by Axens (the technology developer and
licensor), IFP Energies Nouvelles (R&D), Total (operations expertise) and Shaw (licensing and engineering innovation).

Husain highlighted that the expansion
and introduction of new land and sea
transport infrastructure would make the
Gulf's petrochemicals industry more
flexible, a trait that is necessary for this
export oriented sector. "If you look at
Kuwait, for example, 95 per cent of the
products, be it petrochemicals or oil
and gas, are exported.
Husain recommended that the only
way to overcome logistics bottlenecks
in the petrochemical industry is to
strengthen partnerships between GCC
government entities, border and
customs regulators, logistics service
providers and educational institutions.
"The supply chain is made up of many
links, and we will only be as strong as
the links that make up the entire chain.
Meanwhile, ambitious railway developments in the Gulf region will become a critical enabler for
industry growth by facilitating intra-regional chemicals trade. The growing capabilities of the
petrochemicals industry will likewise benefit the emerging railway network

"For rail to succeed, petrochemicals need to be transported on trains," said Dr Rumaih Al-
Rumaih, chief executive officer, Saudi Railway Company (SAR). "Railways will make a return on
investment only if it transports high- value freight, like petrochemicals, across long- distances.
A well-connected railway network will result in capacity and fuel savings, as well as environmental
benefits. "One train is the equivalent of 600 trucks, which can result in savings of 70 per cent for
fuel and greenhouse gas emissions," explained Dr Al-Rumaih
"The GCC petrochemicals industry has seen astonishing growth over the last few years," said Dr
Abdulwahab Al-Sadoun, secretary general of GPCA. "Rapid expansion may pose many
challenges to the sector and its partners in the transport, customs and logistics industries. And, in
terms of human capital, we are dependent on educational institutions for our human resources.
While the challenges are clear, the industry is set to see consistent growth in the near future. The
GPCA estimates that petrochemical producers in the Arabian Gulf will increase their capacity by
45 per cent over the next four years, reaching 199.5 million tonnes by 2018
"The emergence of the petrochemical industry is a positive development that strengthens the
economic diversification of the region," said Dr Al-Sadoun. "We predict the growing influence of
this sector, as we work in conjunction with our partners across different industries related to
infrastructure, construction and transportation. Together, we are ready to face the challenges of
the future.

Opec sees rising crude output outside group

OPEC should keep pumping crude at about 30 million barrels a day in the near term amid rising
global supply, according to the group's Secretary-General and
Saudi Arabia, its largest member. The Organisation of
Petroleum Exporting Countries (Opec) has no reason to
change the current output ceiling of 30 million barrels a day at
its next meeting on June 11 because oil markets are stable,
Saudi Arabia's Petroleum Minister Ali Al-Naimi told reporters in
Seoul yesterday. Supply and demand will remain "fairly
balanced" throughout the year, according to comments from
Opec's Secretary General Abdalla El-Badri, posted on website of the International Energy Forum .
"In the near term, Opec production will remain steady around the 29-30 million barrels of oil per
day level," El- Badri said. "At present we are seeing growth in non-Opec supply" and other
producers in the group are making up for the supply shortfall from Libya, he said
Opec, which is responsible for about 40 percent of the world's crude supply, produced 29.9 million
barrels a day in April, the least since June 2011, according to a Bloomberg survey of producers
and analysts. Production from Libya, the holder of Africa's largest crude reserves, has plunged to
235,000 barrels a day as

separate comments on International Energy Forum website on Sunday. The nation's output is
around 3.25 million barrels a day, according to data compiled by Bloomberg.

JX Nippon to develop Layang field using FPSO (Malaysia)

JX Nippon Oil & Gas Exploration has been given an approval to proceed with development of
the offshore oil & gas field in Malaysia.
The company has

(Malaysia) Limited,
the Operator of
Block SK10
offshore Malaysia
with a participating
interest of 75%, has
recently received
the approval of the
Field Development
Plan for Layang
Field in Block SK10
from PETRONAS,
the national oil company of Malaysia. Layang Field is located approximately 8 km east of
producing Helang Gas Field in Block SK10.
For the development of Layang Field, the Floating Production, Storage and Offloading system
(FPSO) is planned to be installed, and the commercial production is expected to start in the
second quarter of 2016 with the initial estimated incremental production of Helang/Layang gas to
be about 100 MMscfd and Helang condensate/Layang oil/Layang condensate to be about 7 kbd.
Natural gas produced from Layang Field, together with Natural Gas from Helang Gas Field, is
planned to be supplied through subsea pipelines of approximately 200km long to the MLNG Tiga
Sdn. Bhd. liquefaction plant in Bintulu, Sarawak, which is partly owned by JX Nippon Oil & Energy
Corporation. The natural gas will be sold as LNG after liquefaction, while the condensate and
Layang oil is planned to be shipped from the FPSO.
The company said it intended to improve and strengthen our natural-gas-supply-chain by the
production from multiple gas fields, Helang Gas Field and Layang Field.
“With the current commitment in a total of 7 blocks including SK10, we consider Malaysia as one
of our important core countries and will seek to increase our activities and presence in
Malaysia,” JX Nippon Oil & Gas Exploration said in a statement.

Statoil divests stake in block offshore Angola

Norwegian oil comany Statoil is divesting its 5% participating interest in the ENI-
operated block 15/06 offshore Angola to the concessionaire Sonangol E.P.
The transaction, subject to customary closing conditions, includes a consideration of USD 200 million and
an effective date of 1 January 2013.
“This transaction is part of Statoil’s continued optimisation process to maximise value and focus financial
and organisational capabilities to core assets. The transaction will allow Statoil to unlock capital and
contribute to improved financial flexibility going forward,” says Statoil sub-Saharan Africa senior vice
president Tove Stuhr Sjøblom.
Statoil in Angola
The Angolan continental shelf is the largest contributor to Statoil’s oil production outside Norway and is a
key building block for Statoil’s international production growth.
Statoil’s equity production from Angola equalled approximately 200,000 barrels of oil per day in 2013. In
addition to the ownership in four producing assets, Statoil also holds participating interests in several other
licenses including exploration blocks in the Kwanza basin offshore Angola.

BP aims to invest $1.5bn in Egypt

BP plans to invest $1.5 billion this year to increase its production of natural gas in Egypt, hit by an energy
crisis following three years of political turmoil, the state news agency Mena said.
Egypt is seeking to raise $2.5 billion to cover natural gas imports until the end of December, the head of
state-run Egyptian Natural Gas Holding Company (EGAS) Khaled Abdel Badie has previously told Reuters.
BP representatives were not immediately available for comment.
Egypt needs to import liquefied natural gas (LNG) for power generation to make up for shortfalls as
domestic gas production declines, a sensitive issue awaiting the new president who is due to be elected in a
national vote on May 26-27.
Former army chief Abdel Fattah Al-Sisi, who is expected to win the vote, has suggested he will take a
cautious approach to Egypt's energy problems, saying the government cannot get rid of costly subsidies
overnight.
Electricity demand is highest in summer, when Egyptians keep air-conditioners running day and night. But
the lack of gas has caused blackouts, even in winter this year for the first time in decades.

Hoegh LNG Inks LOI with Egas for Egypt FSRU

Höegh LNG (HLNG ) said that it has signed a letter of intent (LOI) with Egyptian Natural Gas (Egas)
for the use of one of its FSRUs under construction at Hyundai Heavy Industries as an LNG
import terminal in the port of Ain Sokhna, located on the Red Sea’s Gulf of Suez.
The FSRU will be moored at a jetty which
has been finalized as part of Egas
scope, with topsides to be supplied by
HLNG.
“The LOI is for a 5 year FSRU contract
expected to generate an average
annual EBIDA of around USD 40 million.
EBIDA is after local Egyptian tax expected
to be paid under the contract,” Höegh LNG
said in a statement.
The FSRU is scheduled to start operations in
the third quarter of 2014 and the company
intends to use the Höegh Gallant for
this project. “The LOI is subject to board approval on both sides and the approval of the
Egyptian competent authorities,” Höegh added.

Azerbaijan, France to sign commercial agreements

Azerbaijan and France will create a trade and industry chamber, Azerbaijani Economy and
Industry Minister, Shahin Mustafayev said Monday, May 12. He made the remarks opening the
Azerbaijani-French Business Forum in Baku, Azerbaijan.
"The corresponding agreement will be signed today. Aside from that nearly tens of commercial
deals on Azerbaijani and French entrepreneurs' joint projects, worth billions of dollars, will be
signed today," Mustafayev said. He went on to add that political and economic ties between
Azerbaijan and France are developing progressively.
"The mutual visits of the heads of the two states have played a special role in this. A total of 45
contracts and various documents have been signed between our countries - some 17 out of them
are related to the economic cooperation," Minister Mustafayev said. He went on to add that
France is also one of the most important trade partners of Azerbaijan.
"Last year the trade turnover between the two countries stood at $1.56 billion, and over $370
million in the first quarter of 2014, whereas this figure has grown by over 50 percent compared to
the same period of last year. Joint projects worth over $1 billion have been implemented," the
minister said. Mustafayev went on to say that Azerbaijan and France are also cooperating in the
investment sphere.
"France has invested about $2.4 billion in Azerbaijan's economy. The greatest part of these
investments accounted for the oil sector," Mustafayev said, pointing out the role of the French
'Total' and 'GDF Suez'.
He also stressed that some 91 companies from France are involved in the oil and gas projects in
Azerbaijan as subcontractors. Mustafayev said that a total of 200 million Euros was invested in the
non-oil sector.

BASF and Yara in progress for world-scale ammonia plant in USA
The German-based chemical leader BASF and the Norwegian nitrogen fertilizers producer Yara
International (Yara) have signed an agreement to build a world-scale ammonia plant on the US Gulf Coast.
With the largest agriculture in the world, USA is the most strategic market for fertilizers.
Anyway the agriculture is using three type of fertilizers:
- Nitrogen-based fertilizer such as ammonia and urea
- Phosphate
- Potash
Depending on the nature of the fertilizers USA plays a different role.
In ammonia and urea, USA is the third world
largest producer after China and India. For the
phosphate, USA ranks second behind China
while it has a second league position in potash
after Canada, Russia and Belarus. Despite its
strong position in the nitrogen
fertilizers production, USA stands as the largest
importer of ammonia and urea. These imports
come for 70% from Canada and Trinidad.
As nitrogen fertilizers must be produced out of
natural gas, and as long as USA has been the
world largest importer of natural gas, it was
more interesting for this country to import
nitrogen fertilizers than to produce them locally. But the development of the shale gas and the following glut
of natural gas returned the situation in favor of a local production of ammonia and urea.
To benefit from the competitive gas prices in USA, series of ammonia and urea projects have been
announced in US these last twelve months such as this BASF and Yara Freeport Ammonia greenfield plant.
With large chemical plants in Geismar, Louisiana, Freeport and Port Arthur, Texas, BASF is one of the
largest consumer of ammonia in USA as feedstock for its downstream activities such as adhesives, glues
and plastics building blocks.
Established in 2004 as spun off from the Norwegian energy group Norsk Hydro, Yara is producing and
trading nitrogen fertilizers all over the world, including USA. Well known for its technology, Yara is
proposing its hydrogen-synthesis process for higher efficiency. In joining their respective competence in the
Freeport Ammonia project, BASF will have access to ammonia in the optimum conditions while Yara will
secure the future growth of its market in USA.
After comparing the construction costs in North America, BASF and Yara selected the BASF existing
facilities on the Gulf Coast of USA to add this ammonia plant. TheFreeport Ammonia project should have a
capacity of 750,000 tonnes per year (t/y).
According to the last costs estimates performed during the feasibility study the BASF and Yara Freeport
Ammonia Project should require $1 billion capital expenditure. After choosing Freeport on the Texas Gulf
Coast, BASF and Yara are expecting to make the final investment decision (FID) for their
greenfield ammonia plant on second half 2014.

GE Oil & Gas and Devon Energy sign new technology collaboration

GE Oil & Gas and Oklahoma City energy exploration and production company Devon Energy Corp have
signed a new technology collaboration agreement (TCA) to drive innovations that will enhance the
performance and economics of unconventional oil and natural gas projects as the demand for energy grows
worldwide. The new agreement was announced at the groundbreaking ceremony for GE’s new Oil & Gas
Technology Center in Oklahoma City.
The agreement with Devon - a pioneer in the field of unconventional oil and natural gas exploration and
production - demonstrates how GE and Devon will lead research into unconventional oil and natural gas
technologies. GE’s new technology center will focus on accelerating mid- to later-stage oil and natural gas
technologies developed in GE’s Global Research Center labs. Under the agreement, GE will collaborate
with Devon on advancing innovations in three specific technology areas including:
• Artificial lift systems used for increasing the flow of liquids from production wells.
• Advanced drilling technologies to improve performance, reduce costs and reduce environmental impact.
• Water treatment and processing to reduce water use and better utilize water resources for unconventional
oil and natural gas development.
'Our new TCA with Devon builds on years of collaboration with the goal of helping unconventional projects
reach new levels of efficiency and production capacity,' said Lorenzo Simonelli, president and CEO of GE
Oil & Gas. 'We will collaborate with Devon using the GE Oil & Gas Technology Center to develop ideas
that can be quickly tested in the field. We aim to quickly deploy technologies that can improve the
economics and operational performance of unconventional oil and gas projects throughout the United States
and around the world as more countries seek to develop their oil and natural gas resources.'
The TCA with Devon is closely aligned with GE’s new technology center, which will focus on developing
and applying technologies and processes that are better, smarter, cleaner, safer, faster and more efficient in
the areas of production systems, well construction, water use optimization, CO2 solutions and energy
systems.
'Devon has a long-standing commitment to developing innovative approaches to produce oil and natural
gas,' said John Richels, president and chief executive officer of Devon Energy. 'This relationship with GE is
another great opportunity to accelerate development of new technologies and create solutions that are
important to our industry, our communities and the customers who benefit from these breakthroughs.'
GE has supplied equipment to Devon for many years, providing wellhead and production control as well as
artificial lift systems, and the companies have previously collaborated on industry challenges such as remote
field power.
GE’s new Oil & Gas Technology Center in Oklahoma is due to open in the third quarter of 2015 and will
create 130 high-tech jobs, serving as a global research and development hub for GE’s domestic and
international oil and gas customers. The Oklahoma City location of GE’s new technology center means a
close proximity to customers in an important oil and natural gas-producing region. Devon Energy is active
in this region, so products can be tested quickly in the field, reducing the time it takes to bring them to
market.

US shale output to rise in June - EIA

Oil production across U.S. shale fields will likely rise by 75,000 barrels-per-day in June after rising
nearly as much in May, monthly estimates from the Energy Information Administration (EIA)
showed on Monday.
The largest increase will be recorded in the south Texas Eagle Ford shale, where output will rise
by just over 26,000 bpd to just over 1.4 million bpd between May and June, according to the
department's drilling productivity report. Bakken oil production will rise to just under 1.1 million bpd
in June, some 22,000 bpd above a month earlier. The Permian basin in West Texas and New
Mexico will produce 1.5 million bpd next month, about 21,000 bpd higher than May figures.
The drilling report is based on drilling rigs data and estimates of changes in production from
existing wells. Oil output figures include condensate production.

"Commissioning has started and will be completed by the end of this year," Jasem Ali al-Sayegh told reporters on the sidelines of a conference in the capital of the United Arab Emirates. The expansion is planned to more than double the capacity of Ruwais refinery from 415,000 barrels a day (bpd). It will process Abu Dhabi's Murban crude oil grade. The UAE, a member of the Organisation of Petroleum Exporting Countries, had planned to complete the expansion in the first quarter of this year. "You have to appreciate that this is a mega project and it is a long process," Sayegh said. About the Ruwais Expansion Project :- ( NewBase reasch ) : Abu Dhabi Refining Company (Takreer) has undertaken a major expansion at its existing Ruwais Refinery complex, which was commissioned in June 1981. The plant is owned by Abu Dhabi National Oil Company (ADNOC). The refinery complex is located 240km west of Abu Dhabi. The present refining capacity of the complex is 400,000 barrels per day (bpd) and the expansion will add another 417,000bpd, raising the total capacity to 817,000bpd. The new refinery unit will be located adjacent to the existing Ruwais Refinery. The expansion of the refinery complex was initially planned in 2007, but the official announcement was made in 2008. The project execution started in 2010. It is expected to be completed in 2015. The Ruwais Refinery produces liquefied petroleum gas, premium unleaded gasoline (98 Octane) and special unleaded gasoline (95 Octane). It also produces naphtha, Jet-A1, kerosene, gas oil and granulated sulphur. Previous expansions at Ruwais Refinery Ruwais Refinery was commissioned with an initial capacity of 120,000bpd in 1981. It witnessed its first expansion in 1985, which increased the capacity to 27,000bpd. The refinery was merged with Ruwais General Utilities Plant for the supply of power and water in 1986. A new sulphur handling and granulation units were added in 1991 to handle the sulphur recovered from GASCO and ADGAS. Two condensate processing trains were added to the refinery between 2000 and 2002. The consistent expansions of the refinery are propelled by the rise in demand for high quality refined products in Abu Dhabi.

Page 2 New expansion at the Ruwais Refinery complex The latest expansion will include the addition of crude distillation and sulphur recovery units, a residue fluidised catalytic cracker (RFCC) and a carbon black delayed coker (CBDC) unit. The CBDC unit will have a production capacity of 40,000t of carbon black and 30,000 barrels of crude per day. It will consist of two trains with a designed processing capacity of 700,000t of anode green petroleum coke. The new refinery unit will enable production of 1.1 million tonnes of propylene per annum through integration with nearby petrochemical complexes. Propylene will be supplied as feedstock to the Borouge Olefins Complex adjacent to the refinery. Technology used at the Ruwais Refinery The refinery will use Unicracking hydrocracking technology provided by UOP. The process will be used along with the Distillate Unionfining fixed-bed catalytic residue hydrotreating technology for upgrading of heavy feedstock and production of ultra-low- sulphur diesel. Sulphur produced from the saturated LPG streams will be extracted by UOP's MeroxTM process. Benzene content in the gasoline pool will be handled by BenSatTM process. UOP's Naphtha Hydrotreating process and Distillate Unionfining process will be used by the hydrotreating unit to produce low-sulphur kerosene. Contractors involved with ADNOC's refinery expansion A contract was awarded to Foster Wheeler Company in 2006, to conduct the feasibility study. The engineering, procurement, construction and commissioning (EPC) contracts for the expansion were awarded to four companies in four different packages. The first package contract was awarded to SK Engineering and Construction in 2010. The scope of the contract includes the construction of crude oil distillation and downstream units. "The refinery will use Unicracking hydrocracking technology provided by UOP." GS Engineering and Construction received the second package contract to construct the refining and RFCC units at the plant. The third package was awarded to Samsung Engineering for the offsite and utilities construction. Samsung Engineering also won a $2.5bn EPC contract in June 2012 for the construction of the CBDC unit at the complex. The core equipment for the unit will be designed and supplied by Technip, as part of a subcontract awarded by Samsung in May 2013. Daewoo Engineering and Construction received the fourth package contract to construct tanks and interconnecting pipes. CB&I received a $60m subcontract from Daewoo Engineering and Construction for the construction of storage tanks in the refinery. Shaw Group (acquired by CB&I) received a contract from Takreer to provide engineering services and licensing for the RFCC technology. The Fluid Catalytic Cracking (FCC) technology is, however, jointly owned by Axens (the technology developer and licensor), IFP Energies Nouvelles (R&D), Total (operations expertise) and Shaw (licensing and engineering innovation).

Petrochemical exports for the year were valued at $55.5 billion Strong regional multi-stakeholder partnerships will be the key for a dynamic, flexible and growth-driven petrochemicals industry, said industry experts at the sixth Supply Chain conference, organised by the Gulf Petrochemicals and Chemicals Association (GPCA) "The industry needs advanced national and regional infrastructure if we are to succeed," said Mohammad Husain, chairman of the GPCA Supply Chain Committee and chief executive officer of Equate Husain highlighted that the expansion and introduction of new land and sea transport infrastructure would make the Gulf's petrochemicals industry more flexible, a trait that is necessary for this export oriented sector. "If you look at Kuwait, for example, 95 per cent of the products, be it petrochemicals or oil and gas, are exported. Husain recommended that the only way to overcome logistics bottlenecks in the petrochemical industry is to strengthen partnerships between GCC government entities, border and customs regulators, logistics service providers and educational institutions. "The supply chain is made up of many links, and we will only be as strong as the links that make up the entire chain. Meanwhile, ambitious railway developments in the Gulf region will become a critical enabler for industry growth by facilitating intra-regional chemicals trade. The growing capabilities of the petrochemicals industry will likewise benefit the emerging railway network

"Railways will make a return on investment only if it transports high- value freight, like petrochemicals, across long- distances. A well-connected railway network will result in capacity and fuel savings, as well as environmental benefits. "One train is the equivalent of 600 trucks, which can result in savings of 70 per cent for fuel and greenhouse gas emissions," explained Dr Al-Rumaih "The GCC petrochemicals industry has seen astonishing growth over the last few years," said Dr Abdulwahab Al-Sadoun, secretary general of GPCA. "Rapid expansion may pose many challenges to the sector and its partners in the transport, customs and logistics industries. And, in terms of human capital, we are dependent on educational institutions for our human resources. While the challenges are clear, the industry is set to see consistent growth in the near future. The GPCA estimates that petrochemical producers in the Arabian Gulf will increase their capacity by 45 per cent over the next four years, reaching 199.5 million tonnes by 2018 "The emergence of the petrochemical industry is a positive development that strengthens the economic diversification of the region," said Dr Al-Sadoun. "We predict the growing influence of this sector, as we work in conjunction with our partners across different industries related to infrastructure, construction and transportation. Page 5 Opec sees rising crude output outside group BYBLOOMBERG NEWS OPEC should keep pumping crude at about 30 million barrels a day in the near term amid rising global supply, according to the group's Secretary-General and Saudi Arabia, its largest member. The Organisation of Petroleum Exporting Countries (Opec) has no reason to change the current output ceiling of 30 million barrels a day at its next meeting on June 11 because oil markets are stable, Saudi Arabia's Petroleum Minister Ali Al-Naimi told reporters in Seoul yesterday. Supply and demand will remain "fairly balanced" throughout the year, according to comments from Opec's Secretary General Abdalla El-Badri, posted on website of the International Energy Forum . "In the near term, Opec production will remain steady around the 29-30 million barrels of oil per day level," El- Badri said. "At present we are seeing growth in non-Opec supply" and other producers in the group are making up for the supply shortfall from Libya, he said Opec, which is responsible for about 40 percent of the world's crude supply, produced 29.9 million barrels a day in April, the least since June 2011, according to a Bloomberg survey of producers and analysts. Production from Libya, the holder of Africa's largest crude reserves, has plunged to 235,000 barrels a day as protests shut down oilfields and export terminals, according to state-run National Oil Corp "Libya will be accommodated once it starts bringing back its capacity," El-Badri said. Shut Libyan production must come back quickly, he said Opec will not discuss this year imposing a quota on growing output from Iraq, its second-largest producer, El- Badri said. Security and the development of new infrastructure remain challenges to the country's plans to increase production, he said . Iraq plans to pump eight million barrels of oil a day by 2020 and become the world's second- largest exporter of crude by 2030, the country's Oil Minister, Abdul Kareem al-Luaibi, said in separate comments on International Energy Forum website on Sunday. The nation's output is around 3.25 million barrels a day, according to data compiled by Bloomberg.

The company has informed that its subsidiary, JX Nippon Oil & Gas Exploration (Malaysia) Limited, the Operator of Block SK10 offshore Malaysia with a participating interest of 75%, has recently received the approval of the Field Development Plan for Layang Field in Block SK10 from PETRONAS, the national oil company of Malaysia. Layang Field is located approximately 8 km east of producing Helang Gas Field in Block SK10. For the development of Layang Field, the Floating Production, Storage and Offloading system (FPSO) is planned to be installed, and the commercial production is expected to start in the second quarter of 2016 with the initial estimated incremental production of Helang/Layang gas to be about 100 MMscfd and Helang condensate/Layang oil/Layang condensate to be about 7 kbd. Natural gas produced from Layang Field, together with Natural Gas from Helang Gas Field, is planned to be supplied through subsea pipelines of approximately 200km long to the MLNG Tiga Sdn. Bhd. liquefaction plant in Bintulu, Sarawak, which is partly owned by JX Nippon Oil & Energy Corporation. The natural gas will be sold as LNG after liquefaction, while the condensate and Layang oil is planned to be shipped from the FPSO. The company said it intended to improve and strengthen our natural-gas-supply-chain by the production from multiple gas fields, Helang Gas Field and Layang Field. “With the current commitment in a total of 7 blocks including SK10, we consider Malaysia as one of our important core countries and will seek to increase our activities and presence in Malaysia,” JX Nippon Oil & Gas Exploration said in a statement.

Egypt is seeking to raise $2.5 billion to cover natural gas imports until the end of December, the head of state-run Egyptian Natural Gas Holding Company (EGAS) Khaled Abdel Badie has previously told Reuters. BP representatives were not immediately available for comment. Egypt needs to import liquefied natural gas (LNG) for power generation to make up for shortfalls as domestic gas production declines, a sensitive issue awaiting the new president who is due to be elected in a national vote on May 26-27. Former army chief Abdel Fattah Al-Sisi, who is expected to win the vote, has suggested he will take a cautious approach to Egypt's energy problems, saying the government cannot get rid of costly subsidies overnight. Electricity demand is highest in summer, when Egyptians keep air-conditioners running day and night. But the lack of gas has caused blackouts, even in winter this year for the first time in decades.

The FSRU will be moored at a jetty which has been finalized as part of Egas scope, with topsides to be supplied by HLNG. “The LOI is for a 5 year FSRU contract expected to generate an average annual EBIDA of around USD 40 million. EBIDA is after local Egyptian tax expected to be paid under the contract,” Höegh LNG said in a statement. The FSRU is scheduled to start operations in the third quarter of 2014 and the company intends to use the Höegh Gallant for this project. “The LOI is subject to board approval on both sides and the approval of the Egyptian competent authorities,” Höegh added.

Page 10 Azerbaijan, France to sign commercial agreements By Emin Aliyev- Trend: Azerbaijan and France will create a trade and industry chamber, Azerbaijani Economy and Industry Minister, Shahin Mustafayev said Monday, May 12. He made the remarks opening the Azerbaijani-French Business Forum in Baku, Azerbaijan. "The corresponding agreement will be signed today. Aside from that nearly tens of commercial deals on Azerbaijani and French entrepreneurs' joint projects, worth billions of dollars, will be signed today," Mustafayev said. He went on to add that political and economic ties between Azerbaijan and France are developing progressively. "The mutual visits of the heads of the two states have played a special role in this. A total of 45 contracts and various documents have been signed between our countries - some 17 out of them are related to the economic cooperation," Minister Mustafayev said. He went on to add that France is also one of the most important trade partners of Azerbaijan. "Last year the trade turnover between the two countries stood at $1.56 billion, and over $370 million in the first quarter of 2014, whereas this figure has grown by over 50 percent compared to the same period of last year. Joint projects worth over $1 billion have been implemented," the minister said. Mustafayev went on to say that Azerbaijan and France are also cooperating in the investment sphere. "France has invested about $2.4 billion in Azerbaijan's economy. The greatest part of these investments accounted for the oil sector," Mustafayev said, pointing out the role of the French 'Total' and 'GDF Suez'. He also stressed that some 91 companies from France are involved in the oil and gas projects in Azerbaijan as subcontractors. Mustafayev said that a total of 200 million Euros was invested in the non-oil sector. Page 11 BASF and Yara in progress for world-scale ammonia plant in USA The German-based chemical leader BASF and the Norwegian nitrogen fertilizers producer Yara International (Yara) have signed an agreement to build a world-scale ammonia plant on the US Gulf Coast. With the largest agriculture in the world, USA is the most strategic market for fertilizers. Anyway the agriculture is using three type of fertilizers: - Nitrogen-based fertilizer such as ammonia and urea - Phosphate - Potash Depending on the nature of the fertilizers USA plays a different role. In ammonia and urea, USA is the third world largest producer after China and India. For the phosphate, USA ranks second behind China while it has a second league position in potash after Canada, Russia and Belarus. Despite its strong position in the nitrogen fertilizers production, USA stands as the largest importer of ammonia and urea. These imports come for 70% from Canada and Trinidad. As nitrogen fertilizers must be produced out of natural gas, and as long as USA has been the world largest importer of natural gas, it was more interesting for this country to import nitrogen fertilizers than to produce them locally. But the development of the shale gas and the following glut of natural gas returned the situation in favor of a local production of ammonia and urea. To benefit from the competitive gas prices in USA, series of ammonia and urea projects have been announced in US these last twelve months such as this BASF and Yara Freeport Ammonia greenfield plant. With large chemical plants in Geismar, Louisiana, Freeport and Port Arthur, Texas, BASF is one of the largest consumer of ammonia in USA as feedstock for its downstream activities such as adhesives, glues and plastics building blocks. Established in 2004 as spun off from the Norwegian energy group Norsk Hydro, Yara is producing and trading nitrogen fertilizers all over the world, including USA. Well known for its technology, Yara is proposing its hydrogen-synthesis process for higher efficiency. In joining their respective competence in the Freeport Ammonia project, BASF will have access to ammonia in the optimum conditions while Yara will secure the future growth of its market in USA. After comparing the construction costs in North America, BASF and Yara selected the BASF existing facilities on the Gulf Coast of USA to add this ammonia plant. TheFreeport Ammonia project should have a capacity of 750,000 tonnes per year (t/y). According to the last costs estimates performed during the feasibility study the BASF and Yara Freeport Ammonia Project should require $1 billion capital expenditure. After choosing Freeport on the Texas Gulf Coast, BASF and Yara are expecting to make the final investment decision (FID) for their greenfield ammonia plant on second half 2014.

The new agreement was announced at the groundbreaking ceremony for GE’s new Oil & Gas Technology Center in Oklahoma City. The agreement with Devon - a pioneer in the field of unconventional oil and natural gas exploration and production - demonstrates how GE and Devon will lead research into unconventional oil and natural gas technologies. GE’s new technology center will focus on accelerating mid- to later-stage oil and natural gas technologies developed in GE’s Global Research Center labs. Page 13 US shale output to rise in June - EIA Source: Reuters Oil production across U.S. shale fields will likely rise by 75,000 barrels-per-day in June after rising nearly as much in May, monthly estimates from the Energy Information Administration (EIA) showed on Monday. The largest increase will be recorded in the south Texas Eagle Ford shale, where output will rise by just over 26,000 bpd to just over 1.4 million bpd between May and June, according to the department's drilling productivity report. Bakken oil production will rise to just under 1.1 million bpd in June, some 22,000 bpd above a month earlier. The Permian basin in West Texas and New Mexico will produce 1.5 million bpd next month, about 21,000 bpd higher than May figures. The drilling report is based on drilling rigs data and estimates of changes in production from existing wells. Oil output figures include condensate production.
