Oil price hits $90 for the first time in seven years
Inventories at the largest US oil hub fell 1.8 million barrels for the third week in a row
Oil markets rallied alongside a broader market rebound while rising tension in the Russia-Ukraine
conflict caused jitters in the market about potential supply disruptions.
Futures in New York rose as much as 2 per cent with the global benchmark touching $90 a barrel
for the first time in seven years on Wednesday. Inventories at the largest US oil hub fell 1.8 million
barrels for the third week in a row. The oil market’s structure has surged in recent days, signalling
tight supply.
Prices are also moving on mounting concern over a possible Russian incursion into Ukraine, with
US President Joe Biden saying he would consider sanctioning Russian President Vladimir Putin if
he orders an invasion.
While a potential conflict carries large risks for financial markets, especially energy commodities
such as natural gas and oil, Goldman Sachs’s base case is for no disruption to supplies.

Crude is having a volatile week, slumping on Monday then rebounding on Tuesday. Prices are at a
seven-year high with demand continuing to recover from the pandemic as mobility picks up.
A string of Wall Street banks including Goldman Sachs Group have forecast oil will hit $100 a barrel
this year as the global market tightens.
“The market has basically been in persistent undersupply since mid-2020, thanks to Opec+ cuts
and a continued oil demand recovery,” said Helge Andre Martinsen, senior oil analyst at DNB ASA.
“We fully acknowledge that the world is not running out of oil resources, but we might enter an oil-
market squeeze triggered by too little investment and oil demand rebounding quickly.”
U.S. refiner Valero Energy Corp (VLO.N) posted quarterly profit well above Wall Street expectations
on Thursday, as margins nearly tripled on the back of soaring demand for fuel thanks to a vaccine-
induced economic recovery.
Gasoline and distillate consumption in the United States improved drastically in the last quarter of
2021, compared with the year-ago period, as more people commuted to offices and took to holiday
travel on easing coronavirus curbs.
That resulted in Valero's fourth-quarter refining margin jumping to $3 billion from $1.1 billion a year
earlier, portending bright scenarios for peers Marathon Petroleum (MPC.N) and Phillips
66 (PSX.N) that are yet to report results.
The refining segment turned in a strong profit for Valero in the quarter, posting an adjusted operating
income of $1.1 billion compared with an adjusted loss of $476 million in the year-ago period.
San Antonio, Texas-based Valero's total refinery throughput volumes averaged 3 million barrels per
day in the quarter, 483,000 bpd higher than a year earlier.

Saudi Arabia: Stand-alone natural gas wells driving new
growth natural gas production by the U.S. Energy Information Administration,
Saudi Arabia’s dry natural gas production reached an average of 11 billion cubic feet per day (Bcf/d)
for the first time in 2020, a 30% increase from 2010. Oil production cuts related to the December
2016 OPEC+ agreement have reduced Saudi Arabia’s associated natural gas production (natural
gas produced as a by-product of oil production).
However, the country’s total natural gas output has steadily grown over the past two decades
because of the development of non-associated, or stand-alone, natural gas fields.
Natural gas produced from non-associated gas fields in Saudi Arabia increased from nothing in
2000 to 46% of total production in 2020. In 2016, Saudi Aramco, the national oil company, began
to prioritize the development of non-associated gas fields, located mostly offshore.
Saudi Aramco’s strategy includes plans to develop more non-associated natural gas,
including unconventional resources, and to further expand natural gas reserves with new reservoirs
near existing fields and new discoveries to help meet growing domestic demand.
Saudi Arabia’s proved natural gas reserves totaled 333 trillion cubic feet (Tcf) as of January 2021,
including those in an area shared with Kuwait known as the Neutral Zone. Saudi Arabia was the
sixth-largest natural gas producer in the world behind Russia, Iran, Qatar, the United States, and
Turkmenistan in 2020.

At the end of 2021, Saudi Aramco awarded contracts to energy companies to develop the country’s
largest unconventional field, Jafurah, located to the east of Ghawar oil field near the Gulf. The
company expects the Jafurah project to begin production in 2025.
Saudi Aramco expects that by 2030, the project will have a maximum capacity of 2 Bcf/d of dry
natural gas, 418 million cubic feet per day (MMcf/d) of ethane, and 630,000 barrels per day
of condensate.
Saudi Arabia does not import or export natural gas, but it expects to begin exporting natural gas by
2030. The government of Saudi Arabia also plans to replace its crude oil, fuel oil, and diesel-
powered electric generators with natural gas and renewable energy generation by 2030, which will
likely increase domestic natural gas demand.
Replacing crude oil with natural gas-fired generation in the electric power sector could make more
crude oil in Saudi Arabia available for export. Saudi Arabia has extensive natural gas infrastructure
that can capture, process, and transport natural gas to the country’s demand centers.
However, the western and southern regions lack sufficient natural pipeline capacity from the eastern
fields, where most of the country’s production is located. Saudi Aramco intends to expand its natural
gas pipeline capacity along the southwest coast of the country from 9.6 Bcf/d to 12.5 Bcf/d, but it
has not announced a completion date yet.

Indonesia: Kufpec announces 1st offshore exploration discovery

Kuwait Foreign Petroleum Exploration Company (Kufpec) said that its wholly-owned subsidiary
Kufpec Indonesia (Anambas) has made a commercial discovery of gas and condensate in the
Anambas Block, offshore Indonesia.
Kufpec Indonesia made the discovery through the successful drilling of the Anambas-2X well. This
discovery marks the first operated offshore exploration discovery for Kufpec and demonstrates
Kufpec’s growth and potential as an operator of offshore oil and gas projects, consistent with the
Kufpec 2040 Strategy.
The well was drilled in 288 feet of water, using a jack-up rig to reach a total depth of 10,509 feet.
Located in the Natuna Sea near an existing block in which Kufpec is a partner, the Anambas Block
was awarded to Kufpec Indonesia through a competitive bidding process in 2019. The Block is fully
operated by Kufpec Indonesia, which also holds the entire 100% participating interest in the Block.
Kufpec Indonesia’s production sharing contract has a license term of 30 years, including a 6-year
exploration period.
As part of the drilling campaign, Kufpec Indonesia conducted two Drill Stem Tests so far, one in the
Lower Gabus Formation and the other in the Intra Keras Formation.
These tests resulted in a stabilized combined flow rate of 7 MMscfd of natural gas and 1,240 stb/d
of condensate from the two formations. Kufpec Indonesia intends to conduct more tests on other
formations within the same well.
Upon reaching its main drilling objective in the Lower Gabus Formation, Kufpec Indonesia utilized
well deepening operation techniques to successfully penetrate thicker and cleaner reservoirs. The
outcomes of the well deepening program provided an upside to the original well objectives and

identified potential further exploration opportunities in the deeper formations. Kufpec Indonesia will
also continue implementing testing programs for three reservoirs in the Arang Formation, which
could produce even higher gas rates.
Kufpec Acting CEO Shaikh Nawaf Saud Al-Sabah stated that this successful discovery “reflects
Kufpec’s capabilities as a prudent operator in an offshore exploration drilling environment,” and that
the deepening and testing program utilized in this drilling campaign “is one of best examples of
Kufpec’s determination to maximize asset value.”
“I am especially proud of the professionalism of the Kufpec team, which included Kuwaiti experts
who led operations on the drilling platform,” he added. Kufpec Indonesia’s drilling campaign was
conducted on time, below budget and with no reportable health, safety or environmental incidents.
Kufpec is an international upstream company engaged in exploration, development and production
of crude oil and natural gas outside the State of Kuwait and is a wholly owned subsidiary of Kuwait
Petroleum Corporation.
Furthermore, since high gas reading is still shown at the bottom sands prior TD and the 3D seismic PSDM
interpretation indicates deeper sands have hydrocarbon potential, to maximize the project’s value it was
decided to deepen the well with strictly controlled Drilling parameters to mitigate drilling risks. The well has
been secured with 7” liner and drilling the deepening section is in progress. The DST program has been
prepared to test the Anambas-2X well.
Under the supervision of Indonesia Arae office team headed by Abdulaziz al-Mousawi and The guidance of
KUFPEC Exploration Department team managed by Khaled Al-Mulla, KUFPEC Indonesia AO is striving to
fulfill its exploration commitment in the block safely and under budget.
“The Anambas-2X well drilling has shown KUFPEC capabilities as a prudent operator in preparation and
execution of an offshore exploration well in a safe manner and we look forward for a successful well testing
operation” said Abdulaziz Al-Mousawi, Indonesia Country Manager, during a Rig visit accompanied by Naser
Al-Houti Indonesia Operation Manager and Muhammad Farhan Indonesia Subsurface Manager. The
Indonesia Area Office management appraise the successful and efficiency of drilling achievements and
encourage the team to keep up with the good work.

Russia Struggles to Lift Oil Output Despite Wells at 5-Year High

Russia’s operating oil wells reached the highest since OPEC and its allies joined forces, yet bringing
back production curtailed under the current deal remains elusive.
Last month, Russia pumped oil from more than 155,600 wells, according to Bloomberg calculations
based on data from the Energy Ministry’s CDU-TEK unit. That’s the country’s highest number of
active ones on a monthly basis since at least 2017, when Moscow partnered with the Organization
of Petroleum Exporting Countries in coordinating output curbs to rebalance the market.
Yet despite this surge in December, Russia’s crude output that month dropped below its monthly
OPEC+ quota for the first time since the alliance enforced record coordinated cuts.
The figures show the challenge Russia faces in reviving oil output after the deepest-ever curbs and
reduced upstream investment. Over the next six months, Moscow may only be able to deliver about
half of its scheduled increases in crude production, according to analysts.
Russia is among OPEC+ nations that have struggled to bring back oil production curtailed at the
start of the pandemic. Members of the alliance have faced a growing lack of spare capacity, a factor
that could push oil prices higher through the rest of this year as global demand recovers.
Surging Prices
Brent crude prices surged to a seven-year high last week after the International Energy Agency said
that markets look tighter than previously thought. Analysts are increasingly forecasting that the
international oil benchmark will price into the $90s, and potentially above $100 a barrel in the second
half of 2022 as supply tightens.
Russia expects to bring its oil production back to pre-pandemic levels by April or May, provided that its
OPEC+ quota allows it to add 100,000 barrels a day every month, according to Deputy Prime Minister
Alexander Novak. However, a lack of growth in Russia’s production in December and the absence of factors
to boost output in the short-term signals the target may take longer to achieve.
“Russian crude production is likely to be unable to keep up with these full quota increases, falling below the
country’s OPEC+ quotas as summer approaches,” analysts at BCS Global Markets said. By July, the nation’s
output may lag the quota by about 240,000 barrels a day, the analysts said.

U.S. oil states vie for carbon capture oversight to speed permits

Top U.S. oil-producing states are trying to wrest oversight of carbon capture wells from federal
regulators, hoping to speed the oil industry’s preferred approach to combating climate warming amid
calls for limits on fossil fuel production.
Companies are proposing carbon capture and storage (CCS) hubs to sequester greenhouse gas
emissions from refineries, chemical and natural gas plants, a move that could help slow global
warming.
The rules governing the carbon-injection wells for most states require federal approval with the first
permits taking around six years to win a green light.
Oil states, including Texas and Louisiana, want to take over permit reviews and enforcement
authority, also known as primacy, from the U.S. Environmental Protection Agency (EPA) for carbon
dioxide (CO2) and other greenhouse gas storages sites.
The third-largest oil producing state, North Dakota, won oversight in 2018 and issued its first permit
last year after an eight-month review. New Mexico, the second largest oil producer after Texas, has
begun initial discussions with the EPA for applying to regulate carbon sequestration wells, an official
said.
States must demonstrate their own regulations are as stringent as the EPA’s. However,
environmentalists worry putting state regulators in charge will lead to lax monitoring once regulatory
agencies in oil-friendly states take charge.
The EPA last year launched a probe of Texas’ air quality regulator for not properly monitoring a big
air polluter. Environmental groups also have won multi-million dollar settlements in federal courts
for pollution unpenalized by Texas.
FASTER PERMITS
States angling for oversight are home to big energy firms proposing underground CO2 storage
projects. In Texas, Exxon Mobil Corp is evaluating a massive carbon reservoir off the coast along
with more than dozen other energy firms.
The technology will require government support and stable policies, including “a streamlined
permitting process for CCS facilities,” Exxon spokesman Todd Spitler said.

Sempra Energy also has an application pending before the EPA for a Louisiana facility tied to a
liquefied natural gas plant. The company has shared its plans with the state’s regulator and supports
Louisiana’s request for primacy, a spokesperson said.

Giving states primacy over regulating carbon injection wells can speed up the permitting process
through greater efficiency and less red tape, said Marcella Burke, a partner with law firm King &
Spalding and former deputy general counsel at the EPA.
“It is cooperative federalism. If we delegate primary regulatory and enforcement authority to the
state, we’re saying it can handle things in its backyard, so long as the state meets federal standards
” said Burke.
PATCHWORK REGULATION OR GAME-CHANGER?
Some environmentalists worry that delegating enforcement authority to the states for these carbon
sequestration wells could lead to
inconsistent rules, lax monitoring
and potential hazards such as
carbon returning to the
atmosphere.
“Rather than a patchwork of state
regulations, we need a science-
based federal backstop of
consistent and strong regulations
to guarantee that carbon is actually
sequestered and sequestered
permanently,” said Patrick Drupp, a
clean air expert at the Sierra Club.
The environmental group opposes
carbon sequestration in cases
where it promotes the continued
burning of fossil fuels instead of a faster move to renewable energy, he said.
But state control will be a “game-changer” for speeding up carbon sequestration projects, said Jena
Lococo, a program manager for clean energy group ClearPath who previously worked for Exxon.
Unpredictable federal processes are an obstacle to getting projects off the ground, she said.
“States that have primacy or are actively working towards primacy will attract more projects within
their borders, which will certainly help local economies and industries,” Lococo added.
North Dakota this month issued its second carbon-sequestration permit around seven months after
utility Minnkota Power Cooperative applied. Its first permit took eight months to win approval. The
only EPA permits for wells currently in operation - both tied to ethanol maker Archer Daniels Midland
- took nearly six years, according to ClearPath.
“This is a multi-year process,” said Scott Goldberg, who runs the new Carbon Solutions group at
EnLink Midstream, which aims to convert some of its natural gas pipelines in Louisiana to carry
carbon dioxide from certain plants to underground storage sites.
North Dakota and Wyoming, which have carbon-well permitting authority, are “ahead of the game,”
he said.

Oil at seven-year high as Ukraine crisis overshadows Fed

Oil traded at a seven-year high of about $90 a barrel on Thursday as the Ukraine crisis
supported prices despite signs that the U.S. Federal Reserve will tighten monetary
policy. Brent crude futures were up 87 cents, or 0.197, at $90.83 a barrel by 13.14 GMT.
U.S. West Texas Intermediate (WTI) crude futures were at $88.25.
Crude prices had surged on Wednesday, with Brent climbing above $90 a barrel for the first time
in seven years amid tensions between Russia and the West. Russia, the world's second-largest oil
producer, and the West have been at loggerheads over Ukraine, fanning fears of disruption of
energy supplies to Europe.
Both contracts were lower in early trading after the U.S. Federal Reserve said on Wednesday that
it is likely to raise interest rates in March and plans to end its bond purchases that month in its battle
to tame inflation.

"A more pronounced price slide is being prevented by the Ukraine crisis, as there are still concerns
that Russian oil and gas deliveries could be hampered in the event of a military escalation,"
Commerzbank said after the morning price dip.
Market attention is also turning to a Feb. 2 meeting of the Organization of the Petroleum Exporting
Countries (OPEC) and allies led by Russia, a group known as OPEC+.
The group is likely to stick with a planned increase to its oil output target for March, several OPEC+
sources told Reuters. OPEC+ has raised its output target each month since August by 400,000
barrels per day (bpd) as it unwinds record production cuts made in 2020.
However, the group has faced capacity constraints that have prevented some members from
producing at their quota levels. read more
Still, an increase in crude oil and gasoline inventories in the United States alleviated some of the
concerns about supply.
Crude inventories rose by 2.4 million barrels last week, the Energy Information Administration (EIA)
said on Wednesday. That compared with expectations of a decline of 728,000 barrels in a Reuters
poll of analysts.

The world looks with concern at the tensions on the Ukrainian border, especially with the lack of
tangible progress in negotiations between Western countries and Russia, which do not seem - at
least on the surface - to care about the constant threats of sanctions.
While the war represents a humanitarian and security nightmare, its economic effects may not be
borne by the world, starting with its impact on energy, grain, dollar bonds and stock markets.
According to Reuters, it is possible to sum up five main economic axes that will be hit in any possible
war between Ukraine and Russia.
Safe financial havens
Inflation at multi-decade highs and potential interest rate hikes led to a bad month for bond markets,
with US interest rates still hovering near the 2 percent level.
But the conflict between Russia and Ukraine may change that.

Typically, when major crises occur, investors rush back to credit bonds, which are generally seen
as the safest assets, and this time may also happen, even if the Russian invasion of Ukraine risks
driving up oil prices — and thus inflation.
Investors have long viewed the Swiss currency as a safe haven, and on Monday, the currency
reached its highest level since May 2015 although some of that rally was due to a widespread sell-
off on Wall Street.
Gold, which is also seen as a shelter in times of strife or economic strife, reached a peak in prices
two months ago.

Any disruption to the flow of grain from the Black Sea region is likely to have a significant impact on
prices and add more fuel to food price inflation at a time when affordability is a major concern
worldwide in the wake of the economic damage from the COVID-19 pandemic. .
Four major exporters - Ukraine, Russia, Kazakhstan and Romania - ship grain from ports in the
Black Sea, but they could face disruptions due to any military action or sanctions.
Ukraine is expected to be the world's third largest exporter of corn in the 2021/22 season and the
fourth largest exporter of wheat, according to data from the International Grain Council. While
Russia is the largest exporter of wheat in the world.
"Geopolitical risks have risen in recent months in the Black Sea region, which may affect future
wheat prices," Dominic Schneider, strategist at UBS told Reuters.

Ukraine is one of the largest wheat exporters in the world

Energy markets are likely to be affected if tensions turn into conflict.
Europe relies on Russia for about 35 percent of its natural gas, most of which comes through
pipelines that cross Belarus and Poland to Germany, Nord Stream 1 that goes directly to Germany,
and others through Ukraine.
In 2020, gas volumes from Russia to Europe fell after lockdowns reduced demand and supplies did
not fully recover last year when consumption soared, helping drive prices to record levels.
As part of possible sanctions in the event of Russia's invasion of Ukraine, Germany said it may halt
the new Nord Stream 2 gas pipeline from Russia.
The pipeline is expected to increase gas imports to Europe, but also underscores its dependence
on Moscow for energy.
Markets expect natural gas exports from Russia to Western Europe to drop significantly in the event
of sanctions being imposed, said SEB commodities analyst Bjarne Schieldrop.
After weeks of calls and meetings in European cities, US officials said Tuesday that they see a

US officials said they are searching for energy stocks in North Africa, the Middle East, Asia and
within the United States.
"If Russia decides to militarize its supplies of natural gas or crude oil, it will not be without
consequences for the Russian economy," one US official told the Wall Street Journal on Tuesday.
"It is a one-dimensional economy, which means that it needs oil and gas revenues at least as much
as Europe needs energy supplies," he added.

European officials said discussions with the United States and Middle Eastern countries were
progressing on how to bridge the gap in the energy supply in the Kremlin to reduce gas flows.

for a third of the country's total LNG exports, and has a number of joint ventures with state energy
giant Gazprom.
US energy company Exxon operates through a subsidiary of the state-run Sakhalin-1 oil and gas
project.
Stock market and financial sector
In the financial sector, risks are concentrated in Europe, according to JP Morgan's calculations.
Several European banks are expected to be affected by the potential war, and French and Austrian
banks have the largest proportion among Western lenders to Russia, with their dues together
amounting to about $41 billion, followed by American lenders with $16 billion, Japanese with $9.6

US officials say the United States is prepared to impose export controls in vital sectors of the
Russian economy if Putin invades Ukraine, while also mitigating market shocks if Russia withholds
energy supplies in retaliation.
Senior administration officials said on Tuesday that the United States could ban exports to Russia
of various products using microelectronics based on US equipment, software or technology.
While officials did not specify the products, they said the goal would be to hit vital Russian industrial
sectors such as artificial intelligence, government computing and aerospace, depriving Russian
industry of high-tech components that the country cannot replace domestically or through alternative
suppliers.
"The export control options that we are considering alongside our allies and partners will severely
hit Putin's strategic ambitions to industrialize his economy and weaken areas considered important
to him," a senior administration official told the Wall Street Journal.
Administration officials declined to provide many details about the types of sanctions they would
impose, but said that these moves would exacerbate sales in Russian markets, increase the cost
of borrowing in the country, and hurt the value of the Russian currency, raising the domestic political
costs for Mr. Putin of the war in Ukraine. .
And the newspaper quoted a senior official in the US administration, whose name was not
mentioned, that "any leader, no matter how rogue or tyrannical ruler or not, has to care about
popularity," adding, "When you have inflation and stagnation, this does not win hearts and minds."
He added, "Putin may bear the economic pain more than other leaders, but there is a threshold of
pain that we believe his calculations can be affected when he exceeds it."
In recent months, Russia has amassed more than 100,000 troops along the Ukrainian border,
moved tanks and military equipment westward from bases in the east, and deployed troops in
neighboring Belarus, which also borders Ukraine.
Russia also conducts naval maneuvers in the Atlantic and Pacific oceans, and in the Arabian Sea
with the Chinese naval forces.
On Tuesday, Moscow announced new military exercises in the North Caucasus.
President Biden told a news conference that the United States was ready to launch sanctions
against Russia if President Vladimir Putin moved against Ukraine.
"I made it clear early on to President Putin that if he moved to Ukraine there would be serious
consequences, including significant economic sanctions, as well as that I would feel obligated to
strengthen our presence, that of NATO, on the eastern front, Poland and Romania, and so forth,"
Biden said Tuesday. till then".
French, German, Russian and Ukrainian officials are due to meet on Wednesday in Paris for the
so-called Normandy talks, a diplomatic channel set up to settle outstanding issues related to
Russia's incursion into Ukraine in 2014.

US officials said the export controls under consideration would be implemented through a powerful
US policy tool known as the Foreign Direct Products Base, which the Trump administration has
used to cripple China's Huawei.
Using this rule to target a country or multiple industry sectors rather than a single company is a new
strategy that could have wide-ranging implications given the global dominance and proliferation of
chipmaking tools and software in the United States.
For example, the US could use this rule to prevent a foreign company that made a phone in a
different third country from selling it to Russia if the device used any US chips.
European officials said they would also enforce an export ban, including on high-tech goods,
although debates continue over its broad scope.

Futures in New York rose as much as 2 per cent with the global benchmark touching $90 a barrel for the first time in seven years on Wednesday. Inventories at the largest US oil hub fell 1.8 million barrels for the third week in a row. The oil market’s structure has surged in recent days, signalling tight supply. Prices are also moving on mounting concern over a possible Russian incursion into Ukraine, with US President Joe Biden saying he would consider sanctioning Russian President Vladimir Putin if he orders an invasion. While a potential conflict carries large risks for financial markets, especially energy commodities such as natural gas and oil, Goldman Sachs’s base case is for no disruption to supplies.

Page 2 Crude is having a volatile week, slumping on Monday then rebounding on Tuesday. Prices are at a seven-year high with demand continuing to recover from the pandemic as mobility picks up. A string of Wall Street banks including Goldman Sachs Group have forecast oil will hit $100 a barrel this year as the global market tightens. “The market has basically been in persistent undersupply since mid-2020, thanks to Opec+ cuts and a continued oil demand recovery,” said Helge Andre Martinsen, senior oil analyst at DNB ASA. “We fully acknowledge that the world is not running out of oil resources, but we might enter an oil- market squeeze triggered by too little investment and oil demand rebounding quickly.” U.S. refiner Valero Energy Corp (VLO.N) posted quarterly profit well above Wall Street expectations on Thursday, as margins nearly tripled on the back of soaring demand for fuel thanks to a vaccine- induced economic recovery. Gasoline and distillate consumption in the United States improved drastically in the last quarter of 2021, compared with the year-ago period, as more people commuted to offices and took to holiday travel on easing coronavirus curbs. That resulted in Valero's fourth-quarter refining margin jumping to $3 billion from $1.1 billion a year earlier, portending bright scenarios for peers Marathon Petroleum (MPC.N) and Phillips 66 (PSX.N) that are yet to report results. The refining segment turned in a strong profit for Valero in the quarter, posting an adjusted operating income of $1.1 billion compared with an adjusted loss of $476 million in the year-ago period. San Antonio, Texas-based Valero's total refinery throughput volumes averaged 3 million barrels per day in the quarter, 483,000 bpd higher than a year earlier.

Page 3 Saudi Arabia: Stand-alone natural gas wells driving new growth natural gas production by the U.S. Energy Information Administration, Saudi Arabia’s dry natural gas production reached an average of 11 billion cubic feet per day (Bcf/d) for the first time in 2020, a 30% increase from 2010. Oil production cuts related to the December 2016 OPEC+ agreement have reduced Saudi Arabia’s associated natural gas production (natural gas produced as a by-product of oil production). However, the country’s total natural gas output has steadily grown over the past two decades because of the development of non-associated, or stand-alone, natural gas fields. Natural gas produced from non-associated gas fields in Saudi Arabia increased from nothing in 2000 to 46% of total production in 2020. In 2016, Saudi Aramco, the national oil company, began to prioritize the development of non-associated gas fields, located mostly offshore. Saudi Aramco’s strategy includes plans to develop more non-associated natural gas, including unconventional resources, and to further expand natural gas reserves with new reservoirs near existing fields and new discoveries to help meet growing domestic demand. Saudi Arabia’s proved natural gas reserves totaled 333 trillion cubic feet (Tcf) as of January 2021, including those in an area shared with Kuwait known as the Neutral Zone. Saudi Arabia was the sixth-largest natural gas producer in the world behind Russia, Iran, Qatar, the United States, and Turkmenistan in 2020.

Page 4 At the end of 2021, Saudi Aramco awarded contracts to energy companies to develop the country’s largest unconventional field, Jafurah, located to the east of Ghawar oil field near the Gulf. The company expects the Jafurah project to begin production in 2025. Saudi Aramco expects that by 2030, the project will have a maximum capacity of 2 Bcf/d of dry natural gas, 418 million cubic feet per day (MMcf/d) of ethane, and 630,000 barrels per day of condensate. Saudi Arabia does not import or export natural gas, but it expects to begin exporting natural gas by 2030. The government of Saudi Arabia also plans to replace its crude oil, fuel oil, and diesel- powered electric generators with natural gas and renewable energy generation by 2030, which will likely increase domestic natural gas demand. Replacing crude oil with natural gas-fired generation in the electric power sector could make more crude oil in Saudi Arabia available for export. Saudi Arabia has extensive natural gas infrastructure that can capture, process, and transport natural gas to the country’s demand centers. However, the western and southern regions lack sufficient natural pipeline capacity from the eastern fields, where most of the country’s production is located. Saudi Aramco intends to expand its natural gas pipeline capacity along the southwest coast of the country from 9.6 Bcf/d to 12.5 Bcf/d, but it has not announced a completion date yet.

Page 5 Indonesia: Kufpec announces 1st offshore exploration discovery TradeArabia News Service Kuwait Foreign Petroleum Exploration Company (Kufpec) said that its wholly-owned subsidiary Kufpec Indonesia (Anambas) has made a commercial discovery of gas and condensate in the Anambas Block, offshore Indonesia. Kufpec Indonesia made the discovery through the successful drilling of the Anambas-2X well. This discovery marks the first operated offshore exploration discovery for Kufpec and demonstrates Kufpec’s growth and potential as an operator of offshore oil and gas projects, consistent with the Kufpec 2040 Strategy. The well was drilled in 288 feet of water, using a jack-up rig to reach a total depth of 10,509 feet. Located in the Natuna Sea near an existing block in which Kufpec is a partner, the Anambas Block was awarded to Kufpec Indonesia through a competitive bidding process in 2019. The Block is fully operated by Kufpec Indonesia, which also holds the entire 100% participating interest in the Block. Kufpec Indonesia’s production sharing contract has a license term of 30 years, including a 6-year exploration period. As part of the drilling campaign, Kufpec Indonesia conducted two Drill Stem Tests so far, one in the Lower Gabus Formation and the other in the Intra Keras Formation. These tests resulted in a stabilized combined flow rate of 7 MMscfd of natural gas and 1,240 stb/d of condensate from the two formations. Kufpec Indonesia intends to conduct more tests on other formations within the same well. Upon reaching its main drilling objective in the Lower Gabus Formation, Kufpec Indonesia utilized well deepening operation techniques to successfully penetrate thicker and cleaner reservoirs. The outcomes of the well deepening program provided an upside to the original well objectives and

Kufpec Indonesia will also continue implementing testing programs for three reservoirs in the Arang Formation, which could produce even higher gas rates. Kufpec Acting CEO Shaikh Nawaf Saud Al-Sabah stated that this successful discovery “reflects Kufpec’s capabilities as a prudent operator in an offshore exploration drilling environment,” and that the deepening and testing program utilized in this drilling campaign “is one of best examples of Kufpec’s determination to maximize asset value.” “I am especially proud of the professionalism of the Kufpec team, which included Kuwaiti experts who led operations on the drilling platform,” he added. Kufpec Indonesia’s drilling campaign was conducted on time, below budget and with no reportable health, safety or environmental incidents. Kufpec is an international upstream company engaged in exploration, development and production of crude oil and natural gas outside the State of Kuwait and is a wholly owned subsidiary of Kuwait Petroleum Corporation. Furthermore, since high gas reading is still shown at the bottom sands prior TD and the 3D seismic PSDM interpretation indicates deeper sands have hydrocarbon potential, to maximize the project’s value it was decided to deepen the well with strictly controlled Drilling parameters to mitigate drilling risks. The well has been secured with 7” liner and drilling the deepening section is in progress. The DST program has been prepared to test the Anambas-2X well. Under the supervision of Indonesia Arae office team headed by Abdulaziz al-Mousawi and The guidance of KUFPEC Exploration Department team managed by Khaled Al-Mulla, KUFPEC Indonesia AO is striving to fulfill its exploration commitment in the block safely and under budget. “The Anambas-2X well drilling has shown KUFPEC capabilities as a prudent operator in preparation and execution of an offshore exploration well in a safe manner and we look forward for a successful well testing operation” said Abdulaziz Al-Mousawi, Indonesia Country Manager, during a Rig visit accompanied by Naser Al-Houti Indonesia Operation Manager and Muhammad Farhan Indonesia Subsurface Manager. The Indonesia Area Office management appraise the successful and efficiency of drilling achievements and encourage the team to keep up with the good work.

Page 7 Russia Struggles to Lift Oil Output Despite Wells at 5-Year High Bloomberg + NewBase Russia’s operating oil wells reached the highest since OPEC and its allies joined forces, yet bringing back production curtailed under the current deal remains elusive. Last month, Russia pumped oil from more than 155,600 wells, according to Bloomberg calculations based on data from the Energy Ministry’s CDU-TEK unit. That’s the country’s highest number of active ones on a monthly basis since at least 2017, when Moscow partnered with the Organization of Petroleum Exporting Countries in coordinating output curbs to rebalance the market. Yet despite this surge in December, Russia’s crude output that month dropped below its monthly OPEC+ quota for the first time since the alliance enforced record coordinated cuts. The figures show the challenge Russia faces in reviving oil output after the deepest-ever curbs and reduced upstream investment. Over the next six months, Moscow may only be able to deliver about half of its scheduled increases in crude production, according to analysts. Russia is among OPEC+ nations that have struggled to bring back oil production curtailed at the start of the pandemic. Members of the alliance have faced a growing lack of spare capacity, a factor that could push oil prices higher through the rest of this year as global demand recovers. Surging Prices Brent crude prices surged to a seven-year high last week after the International Energy Agency said that markets look tighter than previously thought. Analysts are increasingly forecasting that the international oil benchmark will price into the $90s, and potentially above $100 a barrel in the second half of 2022 as supply tightens. Russia expects to bring its oil production back to pre-pandemic levels by April or May, provided that its OPEC+ quota allows it to add 100,000 barrels a day every month, according to Deputy Prime Minister Alexander Novak. However, a lack of growth in Russia’s production in December and the absence of factors to boost output in the short-term signals the target may take longer to achieve. “Russian crude production is likely to be unable to keep up with these full quota increases, falling below the country’s OPEC+ quotas as summer approaches,” analysts at BCS Global Markets said. By July, the nation’s output may lag the quota by about 240,000 barrels a day, the analysts said.

Companies are proposing carbon capture and storage (CCS) hubs to sequester greenhouse gas emissions from refineries, chemical and natural gas plants, a move that could help slow global warming. The rules governing the carbon-injection wells for most states require federal approval with the first permits taking around six years to win a green light. Oil states, including Texas and Louisiana, want to take over permit reviews and enforcement authority, also known as primacy, from the U.S. Environmental Protection Agency (EPA) for carbon dioxide (CO2) and other greenhouse gas storages sites. The third-largest oil producing state, North Dakota, won oversight in 2018 and issued its first permit last year after an eight-month review. New Mexico, the second largest oil producer after Texas, has begun initial discussions with the EPA for applying to regulate carbon sequestration wells, an official said. States must demonstrate their own regulations are as stringent as the EPA’s. However, environmentalists worry putting state regulators in charge will lead to lax monitoring once regulatory agencies in oil-friendly states take charge. The EPA last year launched a probe of Texas’ air quality regulator for not properly monitoring a big air polluter. Environmental groups also have won multi-million dollar settlements in federal courts for pollution unpenalized by Texas. FASTER PERMITS States angling for oversight are home to big energy firms proposing underground CO2 storage projects. In Texas, Exxon Mobil Corp is evaluating a massive carbon reservoir off the coast along with more than dozen other energy firms. The technology will require government support and stable policies, including “a streamlined permitting process for CCS facilities,” Exxon spokesman Todd Spitler said.

(For a map of carbon storage projects proposed along the U.S. Gulf Coast, click here: here) Giving states primacy over regulating carbon injection wells can speed up the permitting process through greater efficiency and less red tape, said Marcella Burke, a partner with law firm King & Spalding and former deputy general counsel at the EPA. “It is cooperative federalism. If we delegate primary regulatory and enforcement authority to the state, we’re saying it can handle things in its backyard, so long as the state meets federal standards ” said Burke. PATCHWORK REGULATION OR GAME-CHANGER? Some environmentalists worry that delegating enforcement authority to the states for these carbon sequestration wells could lead to inconsistent rules, lax monitoring and potential hazards such as carbon returning to the atmosphere. “Rather than a patchwork of state regulations, we need a science- based federal backstop of consistent and strong regulations to guarantee that carbon is actually sequestered and sequestered permanently,” said Patrick Drupp, a clean air expert at the Sierra Club. The environmental group opposes carbon sequestration in cases where it promotes the continued burning of fossil fuels instead of a faster move to renewable energy, he said. But state control will be a “game-changer” for speeding up carbon sequestration projects, said Jena Lococo, a program manager for clean energy group ClearPath who previously worked for Exxon. Unpredictable federal processes are an obstacle to getting projects off the ground, she said. “States that have primacy or are actively working towards primacy will attract more projects within their borders, which will certainly help local economies and industries,” Lococo added. North Dakota this month issued its second carbon-sequestration permit around seven months after utility Minnkota Power Cooperative applied. Its first permit took eight months to win approval. The only EPA permits for wells currently in operation - both tied to ethanol maker Archer Daniels Midland - took nearly six years, according to ClearPath. “This is a multi-year process,” said Scott Goldberg, who runs the new Carbon Solutions group at EnLink Midstream, which aims to convert some of its natural gas pipelines in Louisiana to carry carbon dioxide from certain plants to underground storage sites. North Dakota and Wyoming, which have carbon-well permitting authority, are “ahead of the game,” he said.
