U.A.E: MHPS wins turbines order for Fujairah plant
MHPS + NewBase
Mitsubishi Hitachi Power Systems (MHPS), a part of Mitsubishi Heavy Industries (MHI) Group, has
received an order for three M701 JAC gas turbine generators to be used in a 2,400 megawatt (MW)
combined cycle (GTCC) plant to be built in Fujairah in the UAE.
The project owners, in which Abu Dhabi National Energy Company (Taqa) and Mubadala
Investment Company will jointly hold a 60% stake and Marubeni Corporation will hold remaining
40%, will build, own, and operate the UAE's largest natural gas-fired GTCC facility.
MHPS will supply three JAC gas
turbines and other auxiliary
equipment through Samsung
C&T Corporation, the South
Korean company that is the lead
contractor for the project. MHPS
has also concluded a Long Term
Service Agreement (LTSA) for
the project. Full commercial
operation of the GTCC plant is
scheduled to begin in 2023.
The new plant (Fujairah F3) is
being built in a coastal area of
Fujairah (Qidfa), approximately
300 km northeast of the UAE
capital of Abu Dhabi. The SPC
that will operate the plant (Fujairah Power Company F3 LLC) expects the facility to supply Emirates
Water and Electricity Company (EWEC) with electricity for 25 years, with capacity sufficient to power
380,000 UAE households.
Commenting on the full-scale start of this project, Othman Al Ali, Chief Executive Officer of EWEC,
said: "This extremely efficient plant will support EWEC's sustainability and energy efficiency, and is
a major project that will enable a reduction in CO2 emissions. I am extremely pleased that through

Saudi Aramco continues to explore its India investment plan
IANS + NewBase
World's largest oil company Aramco remains committed on its investment plan in India, including a
$15 billion deal with Reliance Industries, even though Covid-19 pandemic has made life difficult
for oil companies with suppressed demand and falling oil prices and wide scale erosion in
valuations.
Replying to a query from IANS, Aramco sai d that it remains interested in all its Indian investment
plan and will give appropriate updates soon. This would include proposed $15 billion investment in
RIL's refinery and chemicals business.
Doubts were raised about investment plan of Saudi Aramco after the oil giant reported a 50 per cent
fall in net income for the first half of its financial year, reflecting a devastating year for oil markets
and the global economy at large as the world continues to battle the coronavirus pandemic.
"Aramco continues to explore potential growth opportunities in Asia including India," the company
said in an e-mail reply. "We are still engaging in discussions with Reliance Industries and will make
appropriate updates as and when necessary," it added.
Apart from the Reliance deal, Saudi Aramco has expressed its desire to participate in several other
ventures in India, the worlds third biggest oil consumer.
There have been government-to-government discussions for Aramco to pick up entire government's
stake in state-run refiner Bharat Petroleum Corporation Ltd. This would give the Saudi entity
presence in vast Indian retail market with huge potential for growth.
Indian government is also looking at Aramco's investment in $60 billion oil refinery proposed in
Maharashtra as well get its investment oil marketing and retailing in the country. The oil giant is also
exploring options to put some of its oil in India's strategic oil reserve.
Despite the concerns for the oil market, analysts have said Aramco was better prepared to weather
market volatility, owing to its size and scale, its low cost of production and solid free cash flow
generation in a weak oil price environment. This is good news for its investment plan for Asia.

Egypt: Vestas consortium to build 250MW wind power plant
Vestas + NewBase
Egypt’s New and Renewable Energy Authority (NREA) has signed a major contract with an Italian-
French-Chilean consortium led by Danish turbine maker Vestas Wind Systems to build a 250
megawatt wind power plant in the Gulf of Suez.
Involving an investment of around €228 million ($270.2 million), the project will be financed through
an umbrella agreement between the Egyptian government and several European entities, including
the EU, the European Investment Bank (EIB) and German and French development banks,
according to a statement by NREA.
The project site is located on the west coast of the Gulf of Suez in the
Red Sea Governorate.
The NREA had awarded Vestas the
tender earlier this year after both
Siemens Gamesa and Germany’s
Senvion retracted their bids late in
2019.
The wind power plant is scheduled
to be completed and brought to operation within 35 months, said the
statement. Once in operation, the new facility will generate an
estimated 840 gigawatts per hour, which would save about 175,000
tonnes of oil equivalent, it added.

U.S : Adds 5 Bcf/d of natural gas pipeline capacity to service
Source: U.S. Energy Information Administration, Natural Gas Pipeline Project Tracker
Between January and early July 2020, approximately 5 billion cubic feet per day (Bcf/d) of new
pipeline capacity entered service in the United States, according to the U.S. Energy Information
Administration’s (EIA) Natural Gas Pipeline Project Tracker. Several of these projects could
increase deliverability to growing natural gas demand markets in North America.
Projects that primarily serve to connect additional natural gas supplies to existing infrastructure
include the following:
Cheyenne Connector Pipeline and Cheyenne Hub Enhancement Project
These Tallgrass Energy projects, which entered service in late June 2020, added 1.6 Bcf/d of
capacity in total. The 0.6 Bcf/d Cheyenne Connector is a 70-mile, 36-inch pipeline that brings natural
gas from eastern Colorado into the Cheyenne hub near the Colorado-Wyoming border. The
Cheyenne Hub Enhancement Project increases interconnectivity and deliverability between the
Rockies Express Pipeline and other interstate transmission systems, allowing natural gas
production in the Rockies to access more markets with increased flexibility.
Cheniere MIDSHIP Pipeline
Cheniere’s 233-mile, 36-inch greenfield MIDSHIP Pipeline began operations in April 2020, bringing
1.1 Bcf/d of natural gas produced in the SCOOP-STACK Basin in western Oklahoma to the
Bennington hub at the Oklahoma-Texas border. The Bennington hub will allow these natural gas
supplies to serve growing southeastern demand markets, including liquefied natural gas (LNG)
facilities owned by Cheniere.
Waha hub interconnects
Three projects totaling more than 1 Bcf/d that connect to the Waha hub are located in western Texas
near Permian Basin production areas:

 Northern Delaware Basin Expansion: Completed in February 2020, this 14-mile, 0.32 Bcf/d
expansion of the El Paso Natural Gas Transmission System (EPNG) increased takeaway
capacity out of the Delaware Basin.
 Sendero Carlsbad Gateway Project: This new pipeline was completed in May 2020 and
connects natural gas processing plants in southeastern New Mexico to the Waha hub. The
23-mile, 24-inch pipeline has a capacity of 0.40 Bcf/d.
 South Mainline Expansion Project: Another expansion on EPNG, this project entered service
in early July 2020. Providing 0.32 Bcf/d of additional westbound capacity out of the Waha
Hub, the South Mainline Expansion delivers additional supplies to Arizona and Southern
California markets. A related project, the 0.32 Bcf/d Sierrita Pima Expansion, was also
completed in early 2020, increasing the capacity on the Sierrita export pipeline from Tucson,
Arizona, to the U.S. border with Mexico.
In addition to these projects, which account for most of the new pipeline capacity in the first half of
2020, the second phases of the Sabal Trail Pipeline (0.17 Bcf/d) and the Hillabee Expansion (0.2
Bcf/d) entered service in April, increasing deliverability to Southeast demand markets.
The 0.3 Bcf/d Empire North Expansion Project, which increases deliverability to western New York
consumers on the Empire Pipeline, entered partial service in late June.
Although approximately 5.0 Bcf/d of new pipeline capacity has entered service in the United States
so far in 2020, an estimated 8.7 Bcf/d of pipeline projects have been canceled in 2020.
These cancellations include the 1.5 Bcf/d Atlantic Coast Pipeline, which planned to transport natural
gas supplies from the Marcellus and Utica plays to electric power consumers in the Southeast, and
the 0.65 Bcf/d Constitution Pipeline, which would transport northeastern natural gas production into
New England.
At the regional level, the South Central region had the most potential added capacity canceled, at
3.5 Bcf/d, with the cancellations of the Permian to Katy Pipeline and the Creole Trail Expansion
Project 2.

U.S:Gulf Coast Refineries Shutter Ahead of Storm, Gasoline Soars
Bloomberg - Barbara J Powell
Oil and chemical facilities located along the Texas and Louisiana Gulf Coast are shuttering, securing
equipment or running through emergency protocols ahead of a strong hurricane set to rip through
the region this week.
 More than 1 million b/d of refining capacity will be shut
 Nearly 82% of Gulf of Mexico oil output shut ahead of storms
Some of the largest U.S. refineries are winding down in advance of Laura, which could become a
major hurricane before landfall, potentially shutting in more than 1 million barrels a day of capacity.
Another storm, Marco, had been heading in a similar path, but has lost power and will likely skirt the
shoreline later this week.
The double storm threat was enough to take 82% of oil production in the Gulf of Mexico offline as
of midday on Monday, while also shutting in about 57% of natural gas production.
Oil and gasoline prices rallied on the disruptions, as fears that the shuttering of the key refineries
would mean less availability for oil products. Gasoline futures settled 6.5% higher on the day, the
biggest one-day climb since May. Meanwhile, the the spread between the prompt and second-
month contracts, a closely watched indicator for supply and demand, rallied by as much as 58.8%.
Motiva Enterprises LLC is shutting both its 607,000 barrel-a-day oil refinery and chemical plant in
Port Arthur, Texas, according to people familiar with the matter and a regulatory filing. Valero Energy
Corp. is also shutting its 335,000 barrel-a-day Port Arthur facility, according to people familiar with
the operations. Oil major Total SE is cutting crude runs by more than 50% at its 225,500 barrel-a-

day refinery there. Port Arthur Mayor Thurman Bartie plans to a issue a mandatory evacuation for
the city beginning at 6 a.m. local time tomorrow, according to a a Beaumont TV station tweet.
A Motiva official could not immediately be reached for comment. A Valero spokeswoman said the
company is monitoring the storms and assessing protocols but did not specifically comment on the
shutdown. Total declined to comment on operations.
Meanwhile, at Exxon Mobil Corp., officials are readying production units for a possible shutdown at
its 369,000 barrel-a-day Beaumont refinery, according to people familiar. An Exxon spokesman said
the company is making preparations for any severe weather associated with the storms, though its
downstream operations are normal.
At LyondellBasell Industries NV, which has a refinery in Houston, a spokeswoman said it is
“assessing refining operations, securing equipment” and ensuring adequate supplies. Shell said its
onshore operations remain normal, though it is one of the many companies that evacuated some
personnel from offshore platforms as it shuts in production.
Phillips 66 is shutting its Lake Charles refinery on southeast Louisiana Gulf Coast as the latest
forecasts have Laura aimed at the southeast Louisiana Gulf Coast and across the border into
southwest Texas, both home to a number of refineries.
Traders and investors will likely continue monitoring Tropical Storm Laura, which, if it develops into
a Category 3 storm, would be the first major Atlantic hurricane of the year. The impacts of the
refinery outages on the market will depend a lot on the path of the hurricane and other logistical
factors like how long it lingers and whether serious flooding takes place, according to RBN Energy’s
David Braziel.
“Total inventories are up above 5-year highs for crude, distillate and gasoline,” said Braziel. “And in
most cases at record highs, which would help to mitigate the impacts if the infrastructure to deliver
either feedstocks or refined products are disrupted.”

Mauritius: Nagashiki says has (sunk) part of oil-spill ship
Reuters + NewBase
Japan’s Nagashiki Shipping, which owns the bulk carrier that ran aground on a reef in Mauritius and
caused a large oil spill, said on Tuesday it has completed scuttling of the front part of the vessel on
Monday as instructed by local authorities.
The shipping company will continue planning with local authorities and specialists on the removal
of the remaining part of the carrier from the reef, it said in a statement.
Mauritius said last week it would scuttle the ship’s remains at sea in a way that would avoid further
pollution or interfere with maritime routes, after taking in recommendations from various groups on
how and where to sink the ship to conform with advice of French experts present on the island.
Nagashiki said it has submerged the carrier in water designated by the local authorities.
The MV Wakashio had about 3,800 tonnes of heavy oil and about 200 tonnes of light oil as fuel as
of July 25 when it ran aground.
Except for about 1,000 tons of oil that had spilled overboard almost all of the remaining oil on the
ship was retrieved by August 12, and almost all lubricant and residues, which remained onboard,
collected by August 23, the firm said.

The company will continue to collect oil deposits on board and suspended matter while local
authorities, people and an oil spill cleaning company are continuing to collect oil that has drifted to
the coast, it said.
The carrier struck a coral reef off the Indian Ocean island on July 25 and began spilling oil on Aug.
6, prompting the government to announce a state of environmental emergency.
The spill spread over a vast area of endangered corals, affecting fish and other marine life in what
some scientists have called the country’s worst ecological disaster.
The ship broke apart on Aug 15.
Two of the ship’s officers have since been arrested on charges of
endangering safe navigation. The captain is believed to have been
celebrating a birthday of a crew member on board and failed to respond to
attempts by the coastguard to contact the vessel. The company has declined
to comment. A spokesman at Mitsui OSK, which chartered the ship, said it
was also investigating the carrier’s course but declined to comment further.
Japan has sent teams of experts to assist in the cleanup, while others have
been dispatched from France and Britain to aid the archipelago.

Oil prices mixed on storm-driven output cuts, rising COVID-19 cases
Reuters + NeewBase
Crude oil prices were mixed on Tuesday as traders weighed massive production cuts in the U.S.
Gulf Coast from Tropical Storms Marco and Laura against rising coronavirus cases in Asia and
Europe.
Brent crude oil futures LCOc1 added 14 cents, or 0.3%, to $45.27 a barrel by 0700 GMT, while U.S.
West Texas Intermediate crude CLc1 was down 4 cents, or 0.1%, at $42.58 a barrel.
“A jump last week in the U.S. rig count and mixed data on COVID-19 infections are having a muted
negative effect on oil this week, thanks in part to the possible disruption from two separate
hurricanes moving into the U.S. Gulf Coast region,” said Stephen Innes, chief global markets
strategist at AxiCorp.

Energy companies moved to cut production at U.S. Gulf Coast oil refineries on Monday after shutting
82% of the area’s offshore crude oil output as the rare double-storm assault on key U.S. oil regions
threatens to bring days of heavy rains and strong winds this week.
Producers have shut more than 1.5 million barrels per day of Gulf Coast offshore oil production,
nearly 14% of the nation’s total output.
A top U.S. infectious diseases expert warned on Monday that rushing out vaccines could undermine
trials of other promising candidates, following a boost to markets after U.S. regulators authorised
the use of blood plasma from recovered COVID-19 patients as a treatment option.
Europe is also seeing a rise in coronavirus cases while the first documented case of human re-
infection with COVID-19 was reported with a man in Hong Kong catching the virus again some four
months after first being infected.
Elsewhere, top U.S. and Chinese officials, who spoke by phone on Monday, see progress on
resolving issues over the Phase 1 trade deal agreed in January and both sides are committed to
the success of the agreement, the U.S. Trade Representative’s Office said.
Meanwhile U.S. crude oil stockpiles likely fell for a fifth straight week, while refined product
inventories also decreased last week, a preliminary Reuters poll showed on Monday.

Page 3 U.A.E: MHPS wins turbines order for Fujairah plant MHPS + NewBase Mitsubishi Hitachi Power Systems (MHPS), a part of Mitsubishi Heavy Industries (MHI) Group, has received an order for three M701 JAC gas turbine generators to be used in a 2,400 megawatt (MW) combined cycle (GTCC) plant to be built in Fujairah in the UAE. The project owners, in which Abu Dhabi National Energy Company (Taqa) and Mubadala Investment Company will jointly hold a 60% stake and Marubeni Corporation will hold remaining 40%, will build, own, and operate the UAE's largest natural gas-fired GTCC facility. MHPS will supply three JAC gas turbines and other auxiliary equipment through Samsung C&T Corporation, the South Korean company that is the lead contractor for the project. MHPS has also concluded a Long Term Service Agreement (LTSA) for the project. Full commercial operation of the GTCC plant is scheduled to begin in 2023. The new plant (Fujairah F3) is being built in a coastal area of Fujairah (Qidfa), approximately 300 km northeast of the UAE capital of Abu Dhabi. The SPC that will operate the plant (Fujairah Power Company F3 LLC) expects the facility to supply Emirates Water and Electricity Company (EWEC) with electricity for 25 years, with capacity sufficient to power 380,000 UAE households. Commenting on the full-scale start of this project, Othman Al Ali, Chief Executive Officer of EWEC, said: "This extremely efficient plant will support EWEC's sustainability and energy efficiency, and is a major project that will enable a reduction in CO2 emissions. I am extremely pleased that through cooperation with strong partner companies, we will be able to efficiently and significantly improve water and electricity production." Khalid Salem, president of MHPS Mena (Middle East & North Africa), said: "The UAE government is promoting the introduction of clean energy, and we are pleased that supplying MHPS's most advanced gas turbines will contribute to sustainable economic growth in the UAE." MHPS has to date received orders for a total of 154 gas turbines to customers in the Middle East and North Africa, beginning with the first delivery in 1998 of six units for the Al Aweer Power Plant in the Emirate of Dubai. Together with this order, MHPS will have supplied a total of 12 units in the country. Through this project for a leading-edge thermal power system, MHPS is responding to the robust power needs in the UAE, contributing to the country's economic development and a reduced environmental load.--

Page 5 Saudi Aramco continues to explore its India investment plan IANS + NewBase World's largest oil company Aramco remains committed on its investment plan in India, including a $15 billion deal with Reliance Industries, even though Covid-19 pandemic has made life difficult for oil companies with suppressed demand and falling oil prices and wide scale erosion in valuations. Replying to a query from IANS, Aramco sai d that it remains interested in all its Indian investment plan and will give appropriate updates soon. This would include proposed $15 billion investment in RIL's refinery and chemicals business. Doubts were raised about investment plan of Saudi Aramco after the oil giant reported a 50 per cent fall in net income for the first half of its financial year, reflecting a devastating year for oil markets and the global economy at large as the world continues to battle the coronavirus pandemic. "Aramco continues to explore potential growth opportunities in Asia including India," the company said in an e-mail reply. "We are still engaging in discussions with Reliance Industries and will make appropriate updates as and when necessary," it added. Apart from the Reliance deal, Saudi Aramco has expressed its desire to participate in several other ventures in India, the worlds third biggest oil consumer. There have been government-to-government discussions for Aramco to pick up entire government's stake in state-run refiner Bharat Petroleum Corporation Ltd. This would give the Saudi entity presence in vast Indian retail market with huge potential for growth. Indian government is also looking at Aramco's investment in $60 billion oil refinery proposed in Maharashtra as well get its investment oil marketing and retailing in the country. The oil giant is also exploring options to put some of its oil in India's strategic oil reserve. Despite the concerns for the oil market, analysts have said Aramco was better prepared to weather market volatility, owing to its size and scale, its low cost of production and solid free cash flow generation in a weak oil price environment. This is good news for its investment plan for Asia.

Page 6 Egypt: Vestas consortium to build 250MW wind power plant Vestas + NewBase Egypt’s New and Renewable Energy Authority (NREA) has signed a major contract with an Italian- French-Chilean consortium led by Danish turbine maker Vestas Wind Systems to build a 250 megawatt wind power plant in the Gulf of Suez. Involving an investment of around €228 million ($270.2 million), the project will be financed through an umbrella agreement between the Egyptian government and several European entities, including the EU, the European Investment Bank (EIB) and German and French development banks, according to a statement by NREA. The project site is located on the west coast of the Gulf of Suez in the Red Sea Governorate. The NREA had awarded Vestas the tender earlier this year after both Siemens Gamesa and Germany’s Senvion retracted their bids late in 2019. The wind power plant is scheduled to be completed and brought to operation within 35 months, said the statement. Once in operation, the new facility will generate an estimated 840 gigawatts per hour, which would save about 175,000 tonnes of oil equivalent, it added.

Page 7 U.S : Adds 5 Bcf/d of natural gas pipeline capacity to service Source: U.S. Energy Information Administration, Natural Gas Pipeline Project Tracker Between January and early July 2020, approximately 5 billion cubic feet per day (Bcf/d) of new pipeline capacity entered service in the United States, according to the U.S. Energy Information Administration’s (EIA) Natural Gas Pipeline Project Tracker. Several of these projects could increase deliverability to growing natural gas demand markets in North America. Projects that primarily serve to connect additional natural gas supplies to existing infrastructure include the following: Cheyenne Connector Pipeline and Cheyenne Hub Enhancement Project These Tallgrass Energy projects, which entered service in late June 2020, added 1.6 Bcf/d of capacity in total. The 0.6 Bcf/d Cheyenne Connector is a 70-mile, 36-inch pipeline that brings natural gas from eastern Colorado into the Cheyenne hub near the Colorado-Wyoming border. The Cheyenne Hub Enhancement Project increases interconnectivity and deliverability between the Rockies Express Pipeline and other interstate transmission systems, allowing natural gas production in the Rockies to access more markets with increased flexibility. Cheniere MIDSHIP Pipeline Cheniere’s 233-mile, 36-inch greenfield MIDSHIP Pipeline began operations in April 2020, bringing 1.1 Bcf/d of natural gas produced in the SCOOP-STACK Basin in western Oklahoma to the Bennington hub at the Oklahoma-Texas border. The Bennington hub will allow these natural gas supplies to serve growing southeastern demand markets, including liquefied natural gas (LNG) facilities owned by Cheniere. Waha hub interconnects Three projects totaling more than 1 Bcf/d that connect to the Waha hub are located in western Texas near Permian Basin production areas:

Page 8  Northern Delaware Basin Expansion: Completed in February 2020, this 14-mile, 0.32 Bcf/d expansion of the El Paso Natural Gas Transmission System (EPNG) increased takeaway capacity out of the Delaware Basin.  Sendero Carlsbad Gateway Project: This new pipeline was completed in May 2020 and connects natural gas processing plants in southeastern New Mexico to the Waha hub. The 23-mile, 24-inch pipeline has a capacity of 0.40 Bcf/d.  South Mainline Expansion Project: Another expansion on EPNG, this project entered service in early July 2020. Providing 0.32 Bcf/d of additional westbound capacity out of the Waha Hub, the South Mainline Expansion delivers additional supplies to Arizona and Southern California markets. A related project, the 0.32 Bcf/d Sierrita Pima Expansion, was also completed in early 2020, increasing the capacity on the Sierrita export pipeline from Tucson, Arizona, to the U.S. border with Mexico. In addition to these projects, which account for most of the new pipeline capacity in the first half of 2020, the second phases of the Sabal Trail Pipeline (0.17 Bcf/d) and the Hillabee Expansion (0.2 Bcf/d) entered service in April, increasing deliverability to Southeast demand markets. The 0.3 Bcf/d Empire North Expansion Project, which increases deliverability to western New York consumers on the Empire Pipeline, entered partial service in late June. Although approximately 5.0 Bcf/d of new pipeline capacity has entered service in the United States so far in 2020, an estimated 8.7 Bcf/d of pipeline projects have been canceled in 2020. These cancellations include the 1.5 Bcf/d Atlantic Coast Pipeline, which planned to transport natural gas supplies from the Marcellus and Utica plays to electric power consumers in the Southeast, and the 0.65 Bcf/d Constitution Pipeline, which would transport northeastern natural gas production into New England. At the regional level, the South Central region had the most potential added capacity canceled, at 3.5 Bcf/d, with the cancellations of the Permian to Katy Pipeline and the Creole Trail Expansion Project 2.

Page 9 U.S:Gulf Coast Refineries Shutter Ahead of Storm, Gasoline Soars Bloomberg - Barbara J Powell Oil and chemical facilities located along the Texas and Louisiana Gulf Coast are shuttering, securing equipment or running through emergency protocols ahead of a strong hurricane set to rip through the region this week.  More than 1 million b/d of refining capacity will be shut  Nearly 82% of Gulf of Mexico oil output shut ahead of storms Some of the largest U.S. refineries are winding down in advance of Laura, which could become a major hurricane before landfall, potentially shutting in more than 1 million barrels a day of capacity. Another storm, Marco, had been heading in a similar path, but has lost power and will likely skirt the shoreline later this week. The double storm threat was enough to take 82% of oil production in the Gulf of Mexico offline as of midday on Monday, while also shutting in about 57% of natural gas production. Oil and gasoline prices rallied on the disruptions, as fears that the shuttering of the key refineries would mean less availability for oil products. Gasoline futures settled 6.5% higher on the day, the biggest one-day climb since May. Meanwhile, the the spread between the prompt and second- month contracts, a closely watched indicator for supply and demand, rallied by as much as 58.8%. Motiva Enterprises LLC is shutting both its 607,000 barrel-a-day oil refinery and chemical plant in Port Arthur, Texas, according to people familiar with the matter and a regulatory filing. Valero Energy Corp. is also shutting its 335,000 barrel-a-day Port Arthur facility, according to people familiar with the operations. Page 10 day refinery there. Port Arthur Mayor Thurman Bartie plans to a issue a mandatory evacuation for the city beginning at 6 a.m. local time tomorrow, according to a a Beaumont TV station tweet. A Motiva official could not immediately be reached for comment. A Valero spokeswoman said the company is monitoring the storms and assessing protocols but did not specifically comment on the shutdown. Total declined to comment on operations. Meanwhile, at Exxon Mobil Corp., officials are readying production units for a possible shutdown at its 369,000 barrel-a-day Beaumont refinery, according to people familiar. An Exxon spokesman said the company is making preparations for any severe weather associated with the storms, though its downstream operations are normal. At LyondellBasell Industries NV, which has a refinery in Houston, a spokeswoman said it is “assessing refining operations, securing equipment” and ensuring adequate supplies. Shell said its onshore operations remain normal, though it is one of the many companies that evacuated some personnel from offshore platforms as it shuts in production. Phillips 66 is shutting its Lake Charles refinery on southeast Louisiana Gulf Coast as the latest forecasts have Laura aimed at the southeast Louisiana Gulf Coast and across the border into southwest Texas, both home to a number of refineries. Traders and investors will likely continue monitoring Tropical Storm Laura, which, if it develops into a Category 3 storm, would be the first major Atlantic hurricane of the year. The impacts of the refinery outages on the market will depend a lot on the path of the hurricane and other logistical factors like how long it lingers and whether serious flooding takes place, according to RBN Energy’s David Braziel. “Total inventories are up above 5-year highs for crude, distillate and gasoline,” said Braziel. “And in most cases at record highs, which would help to mitigate the impacts if the infrastructure to deliver either feedstocks or refined products are disrupted.”

Page 11 Mauritius: Nagashiki says has (sunk) part of oil-spill ship Reuters + NewBase Japan’s Nagashiki Shipping, which owns the bulk carrier that ran aground on a reef in Mauritius and caused a large oil spill, said on Tuesday it has completed scuttling of the front part of the vessel on Monday as instructed by local authorities. The shipping company will continue planning with local authorities and specialists on the removal of the remaining part of the carrier from the reef, it said in a statement. Mauritius said last week it would scuttle the ship’s remains at sea in a way that would avoid further pollution or interfere with maritime routes, after taking in recommendations from various groups on how and where to sink the ship to conform with advice of French experts present on the island. Nagashiki said it has submerged the carrier in water designated by the local authorities. The MV Wakashio had about 3,800 tonnes of heavy oil and about 200 tonnes of light oil as fuel as of July 25 when it ran aground. Except for about 1,000 tons of oil that had spilled overboard almost all of the remaining oil on the ship was retrieved by August 12, and almost all lubricant and residues, which remained onboard, collected by August 23, the firm said.

Page 12 The company will continue to collect oil deposits on board and suspended matter while local authorities, people and an oil spill cleaning company are continuing to collect oil that has drifted to the coast, it said. The carrier struck a coral reef off the Indian Ocean island on July 25 and began spilling oil on Aug. 6, prompting the government to announce a state of environmental emergency. The spill spread over a vast area of endangered corals, affecting fish and other marine life in what some scientists have called the country’s worst ecological disaster. The ship broke apart on Aug 15. Two of the ship’s officers have since been arrested on charges of endangering safe navigation. The captain is believed to have been celebrating a birthday of a crew member on board and failed to respond to attempts by the coastguard to contact the vessel. The company has declined to comment. A spokesman at Mitsui OSK, which chartered the ship, said it was also investigating the carrier’s course but declined to comment further. Japan has sent teams of experts to assist in the cleanup, while others have been dispatched from France and Britain to aid the archipelago.

Page 14 Energy companies moved to cut production at U.S. Gulf Coast oil refineries on Monday after shutting 82% of the area’s offshore crude oil output as the rare double-storm assault on key U.S. oil regions threatens to bring days of heavy rains and strong winds this week. Producers have shut more than 1.5 million barrels per day of Gulf Coast offshore oil production, nearly 14% of the nation’s total output. A top U.S. infectious diseases expert warned on Monday that rushing out vaccines could undermine trials of other promising candidates, following a boost to markets after U.S. regulators authorised the use of blood plasma from recovered COVID-19 patients as a treatment option. Europe is also seeing a rise in coronavirus cases while the first documented case of human re- infection with COVID-19 was reported with a man in Hong Kong catching the virus again some four months after first being infected. Elsewhere, top U.S. and Chinese officials, who spoke by phone on Monday, see progress on resolving issues over the Phase 1 trade deal agreed in January and both sides are committed to the success of the agreement, the U.S. Trade Representative’s Office said. Meanwhile U.S. crude oil stockpiles likely fell for a fifth straight week, while refined product inventories also decreased last week, a preliminary Reuters poll showed on Monday.
