Currently, I am serving on a aircraft carrier where my principal assistance who is the third in charge
under a department and assistance department head (both which are unrestricted line pilots) which
mange a 742 people within air department on a nuclear powered aircraft carrier. By design my
position requires me to report all matters to the department head first pertaining to the aviation fuels
system. Out of respect to my principal assistance which is a limited duty officer and falls into the
category (e–6 to ensign never serving in the chief mess) I brief him second usually in conservation.
Additionally, I follow up with an email to all parties involved with an email communication to
provide a written documentation. Finally, the principal assistant I work others know he never served
in the chief mess and his knee jerk reactions are part of his leadership styles. Senior enlisted
leadership within my fuels division at my current command interact with the principal assistance
due to his third position in the department. The four chief's who fall under my charge attempt to
undermined the authority of the principal assistant and complain about his actions. Personally, I now
the principal assistant has shortcomings in how he talks to individuals and his attempting to micro

Each airframe is divided into shops and shifts. The different shops consist of two separate ratings;
Aviation Maintenance Technicians (AMT) who maintain the airframe (fuselage and engine) and
Avionics Electronics Technician (AET) who maintain all the electronic components. The fixed wing
shop has two distinct shops made up of each rating compared to the rotary wing shop where both
ratings share a space. The shifts are divided in to a day and night shift – sometimes there will be a

1. Currently program managers impose upon field commands artificial restrictions to serve in
collateral duties. These artificial restrictions can limit the local command's autonomy to assign the
best qualified member to do the job thereby resulting in lower quality performance for that collateral
duty. The Coast Guard needs to eliminate artificial restrictions imposed on field commands.
2. Law Enforcement Instructors (LEIs) are instrumental in providing initial and refresher law
enforcement training to members of their crew. They are the cornerstone of the law enforcement
training program and necessary to keep multi–mission units law enforcement capable. Only LEIs are
permitted to sign off on initial and refresher certification for members' training. Reference (a)
requires a member be an E–5 or above in order to be eligible to be assigned as a Law Enforcement
Instructor. This precludes E–4 members, or third–class petty officers, from even being considered to
be an LEI, without regard to their experience or maturity level.
3. Some would argue that pay–grade limitations such as the requirement to be a second class petty
officer or above to serve as an LEI exist to protect the integrity of the law enforcement training
program. While, by and large, that may be true, preventing otherwise impeccably qualified third

1. Current Chief Warrant Officer (CWO) eligibility requirements allow E–6 applicants to compete
for CWO. The eligibility requirements not only allow for the eligibility of an E–6, but loose
standards for E–7, E–8, and E–9 exist as well. This allows for a nonstandard means of leadership
opportunities and unequal qualification standards. Therefore, CWO requirements need to be
changed.
2. IAW ref (a), E–6 applicants that placed in the top 50% of their perspective E–7 Service Wide
Exam (SWE) and have a minimum of 8 years active service are eligible to compete for CWO
appointment. By definition and again IAW ref (a), CWO's are commissioned officers and must be
"mature individuals with appropriate education and specialty experience" and "require strong
leadership skills". IAW ref (b) there is 118 CWO applicants above the cut to promote the CWO2 on
01 JUNE 2017. Of those 118, 9 are of the E–6 pay grade, and 4 more E–6's are just one place below
the cut and have a very good chance to promote to CWO. This adds up to approximately 7.6% –
10% of the new CWO workforce will be of the E–6 pay grade. Though some E–6s may have the
technical skills required as per ref (a), the one week Leadership and Management School (LAMS)
that many E–6's attended at sometimes the third class petty officer level does not lay the foundation

This class incorporated everything we had learned the first three weeks and pulled it all together in a
final push to help us motivate and lead the future. It broke down tried and true philosophies from the
1890's to 1960's and gave us tools on how we can apply them to members we are trying to move

The OIC told me that he would have rather the unit fail the inspection than to see me allow someone
to take a short cut. This immediately taught me a valuable lesson to not ever take the easier route
just because it is easy. Meaning, had I took the extra few minutes to have my personnel properly

Courageous Follower Report
After reading The Courageous Follower, I have determined that I have to be both a "courageous
follower" and leader on a daily basis. Throughout my career in the Navy, I have progressed through
the enlisted ranks to selection as a chief petty officer (E7) followed by commissioning as a chief
warrant officer. As a warrant officer, I belong to a community that also contains those serving as
limited duty officers. A limited duty officer out ranks a warrant officer however, a warrant officer
must promote to the enlisted rank of chief petty officer (E7) prior to promotion whereas a limited
duty officer can promote from the enlisted rank of first class petty officer (E6). Additional criteria

So the next day I discussed the issue with my division officer who totally wanted to wait another

In the U.S. Military services, rank determines who gets to tell whom what to do. The higher one 's
rank the more authority (and responsibility) they have. U.S. Military personnel fall into one of three
categories: (1) enlisted members, (2) warrant officers, and (3) commissioned officers. Warrant
officers outrank all enlisted members, and commissioned officers outrank all warrant officers and
enlisted members.
"Rank" and "pay grade" are closely associated terms, but not quite the same. "Pay grade" is an
administrative classification, associated with a member 's pay. "Rank" is a title and denotes the

USNA Summer STEM Program
I am interested in attending the USNA summer STEM program because I have the desire to one day
attend the United States Naval Academy and for my love of science, biology in particular. I believe
that gaining the exposure to the academy's campus and the various STEM activities provided will
cause me to become even more determined in reaching my goals. I also bring the aspect of military
lifestyle and the long term future goal of becoming an officer in the United States Navy into my
reason of interest in the program. I would be very proud and honored to graduate from the academy
and go on to serve in the United States Navy, fighting for, and retaining the freedom many before
