• competencies of specialists does not meet the requirements of employers :
• in substance
• on a number of well-trained in professions;
• by changing occupational requirements
• the list of professions in the classifications do not corresponds with position
descriptions;
• “fine-tuning” of specialists in organizations – is a cost procedure;
• weak view of professional competencies’s expansion in the training
programs;
• using of the requirements of international standards in corporate training of
employees in the organizations does not change the situation, because they
are a reflection of other economies, other organizations.

10. • limited knowledge of the prospects and the content of chosen profession;
• Non-systemic, non-structural and not a modern vocational guidance;
• lack of motivation to getting professions for the manufacturing industry;
• focus on the future employment in not their specialty leads to

and qualifications
The purpose of the project:
creation of a system describing and shaping the attitude of citizens, businesses
and government agencies to create, develop, accumulate, reproduce, evaluate
and protect of competencies in order to improve the competitiveness.
Expected results of the project:
Providing by high qualified personnel 25 million jobs by 2020;
Increase by 2020 the number of highly skilled workers, so that it will be at
least a third of the number of skilled workers;
Ensuring by 2020 Russia's position not lower than 20th place in the ranking
of countries by the World Economic Forum on the following criteria:
• quality of vocational education and training;
• level of management talent;
• innovations.

The innovation infrastructure that started in 2010–2012
within a project under the Resolution No. 219 of the Government
of the Russian Federation On Support for Development
of Innovation Infrastructure in Federal Institutions of Higher
Education is the main tool of technology transfer at TPU.
The infrastructure is based on a collaboration of University
structural units and legal entities founded
with the participation of the University that ensures transfer
of scientific, technical and technological inventions, including
their reproduction and placement on the market in course
of innovative activity:

Best practices: Tomsk Polytechnic University
• Research and academic institutes house departments
and scientific laboratories and generate scientific
and technological inventions and innovative projects in line
with TPU development priorities.
•Technology Transfer Center provides transfer
and commercialization of intellectual property of the University.
•Engineering Prognostication Laboratory performs strategic
analysis and planning R&D and innovative activities.
•Business Incubator promotes research by students and young
scientists, provides training for personal and professional growth,
prepares student teams to marketing, economic and technical
support of innovative projects.
•Intellect Technology Investment, Ltd. creates and incubates
innovative enterprises that exploit intellectual property

Best practices: Tomsk Polytechnic University
•Engineering Institute with Pilot Production provides services
in technological design: prepares project, design, regulatory,
technical and operational documentation for TPU scientific
and technical products and technology, carries out small-scale
production.
•Department of Engineering Entrepreneurship teaches
engineering entrepreneurship to TPU students of all engineering
fields and prepares managers in the area of engineering,
technology, research and education.
•International MBA Center, started in 2002, was the first in Tomsk
to offer licensed and accredited MBA program.
•Experts — competent Russian
and foreign specialists — carry out objective and systematic
assessment of development strategies, scientific, academic

Social partners in VET
Today Russia is clearly visible desire of employers to
dominate in the field of social and labor relations,
including VET.
But , despite the key role of employers in this area,
vocational education and training is an area of genuine
social partnership of many stakeholders ( government,
business, workers, trade unions, professional
associations , educational institutions).
Trade unions can and must become as full and
influential participants of social dialogue including
development of the VET system .

Perspectives of our project
Academy of labor and social relations studies this problem during
many years. We have a lot of information describing best
practices of collaboration between Russian high schools and
associations of employee in details.
