The struggles of the City of San Bernardino, California are well documented; one of the highest
crime rates in the state and the country, extensive acres of urban blight, a median household income
under forty–thousand, which has left residents living in poverty, a cash insolvency as a result of
mismanagement, which has left the City in chapter nine bankruptcy for three and a half years, and a
political climate distorted from lack of experience, and conflicting ideologies and agendas. Also
well documented is the strained relationship of between the City and the Unions that represent its
employees. Most notably the firefighter's union, which has sued the City on numerous occasions
over pension, overtime and overall work conditions. As part of the City's plan to exit bankruptcy the
firefighters will be annexed into San Bernardino county fire. This moves makes it that much more
important for the City and the union to resolve its differences for the good of the firefighters.

comes and you're starving!" Maybe it is the fact that our culture revolves around food or that her
family was close to starving when she was growing up, either way, my mother considered wasting
food a sin. Whether I am at a birthday party, holiday dinner, or getting street tacos at 1 a.m. after
work, food is embedded in the happiest moments of my life. Given that I was raised to not only
enjoy but respect food I am interested to learn why so many students at UCR don't take food waste
into consideration. I imagine that many UCR students are uninformed, overestimate the amount of
food they intend to consume, and don't have the time or means to reflect on the harmful effects of
food waste.
According to an article by Linda Poon "The average college student generates 142 pounds of food
waste a year, according to Recycling Works, a program in Massachusetts, college campuses as a
group throw out a total of 22 million pounds of uneaten food each year." As the statistics prove,

A married couple by the name of Syed Rizwan Farook and Tashleen Malik opened fire at a holiday
party on December 2, 2015, at the Inland Regional Center in San Bernardino. During this shooting
spree, 14 people were killed, and 22 were injured with a majority being county employees and were
friends and colleges'. It was approximately 11 a.m. when the couple entered the Inland Regional
Center and opened fire. They opened fire in the employee banquet area where Mr. Farook had been
earlier as he attended a work holiday party. It was reported that Mr. Farook had left angered after
getting into a disagreement with a fellow coworker. Quickly after the shooting they escaped into a
black SUV leaving behind three pipe bombs that did not detonate. The televised chase ended in an
intense shootout that led to a full muti–agency response, to include the use of MRAPs and it was
also reported that 23 officers fired over 380 rounds (Helton, 2015). Ultimately, the shootout resulted
in the death of both Rizwan Farook and Tashleen Malik. The motives for this attack were believed
may have been related to workplace violence or terrorism (Meyers, 2015). It was discovered that
Farrok and Malik had begun plotting a terrorist attack before becoming engaged and before Malik

Unified School District (SBCUSD) has sustained an influx of students who qualify for a moderate
to severe special day classroom (SDC) setting and special education services. Effectively educating
youth with moderate to severe disabilities is not a simplex task, as it requires multifaceted skillsets
involving various special education professionals. Developing and executing a service delivery
model that targets student's individual needs, while simultaneously supporting students in strides
towards life long goals is crucial. Carmack Elementary is one of fifty–two elementary schools
within SBCUSD that only provides educational services to students with moderate to severe
disabilities grades kindergarten through sixth. The community surrounding Carmack Elementary has
been deemed high–poverty, indicating a vast majority of students who attend Carmack are presumed
as low–income status. Lastly, a vast majority of students who attend Carmack Elementary qualify
for the free and reduced meal program offered through the district.

Life Challenges I am a 19 year old female, I come from a family of 5. My family and I came to the
United States of America from Mexico to improve our future. At first having to get into the routine
of adapting to a different environment was difficult, but with time we have adapted. My brother is
21 and has not yet received a diploma instead he works, and my sister is in 8th grade doing decent
in school. I am the first one from my family to graduate, receive a high school diploma, and the first
one to attend college. I am currently enrolled in San Bernardino Valley college, and I plan on
transferring to Cal State San Bernardino to obtain a nursing degree. Throughout my journey I have
faced three major challenges which are in education, health and fitness life, and personal growth.
Education is very important, but it is one of the most difficult challenges I face today. First of all,
having to figure out how to get to school was a hassle. Both of my parents work therefore, aren't
able to take me to school, and I do not own a license or a car. For example, the night before the first
day of school, my mother had told me she was going to take me to school, but in the morning there
was a change of plans and couldn't take me. I then had to take matters on my own hands and drove
myself to school with no driving experience. Another main challenge that I have is procrastination.
For example, my sociology teacher gave a seven page essay with lots of spare time. I always

Rialto Police Department performed most of its duties in the greater San Bernardino County area. At
the time of implementation, San Bernardino County faced bankruptcy, which created challenges for
the department. Being the first police department to implement body cameras department wide was
its own challenge within itself at a time when crime was at an all time high.
Despite the numerous challenges Rialto Police Department faced, the department was able to

improve transparency measures between officers and citizens. The department was able to
efficiently manage funding issues by using state and federal dollars to fund their project. The Rialto
Police Department's story is important to tell because the department was able to attack issues of
efficiency, transparency, and funding in a crime–ridden city. The Rialto Police Department

Advocacy Outreach And Enrollment Activities
In the second quarter of Fiscal Year 2016–17, San Bernardino County continued its outreach efforts
to increase Medi–Cal awareness outreach to individuals who are eligible, but not enrolled. Loma
Linda University School of Public Health (hereinafter referred to as "LLU") is contracted as the
Community–Based Organization (CBO) responsible for providing Medi–Cal Outreach and
Enrollment (MC O&E) Grant services outlined in Assembly Bill (AB) 82, Chapter 23 (2013).
Outreach and enrollment activities are tailored to generate awareness, educate consumers, and
provide enrollment assistance to targeted populations.

During regular, weekly outreach, LLU outreach specialists distribute flyers, answer questions about
health care services, and provide Medi–Cal enrollment assistance. LLU also reached the uninsured
through its partnership with the Rock Church and World Outreach Center in San Bernardino. LLU
was available at their 8,500 square foot Distribution Center where food and other necessities are
provided to over one–half million people a year. LLU staff introduced health care options to
attendees and assisted individuals with completing Medi–Cal applications.
During this quarter, LLU partnered with Molina Healthcare (Molina), a managed care company to
provide enrollment services at their clinics throughout San Bernardino. LLU continues its regular
outreach events at the Mexican Consulate, and the California State University San Bernardino
(CSUSB) Reentry Initiative Orientation. LLU's relationships with other organizations and
participation in a variety of community events remain a vital part of San Bernardino's outreach
strategy and effort.

Enrollment Hubs are the focal point of LLU's outreach and enrollment activities. This quarter, LLU

Local Government Fiscal Sustainability as a Common–Pool Resource Problem According to our
text, people perceive government as a tool to maximize their own self–interest in the political
economy model (Rosen & Gayer, 2014, p. 108). This commonly takes the form of public service
programs, which is why fiscal sustainability is an essential factor in government operations,
especially on the local level. It has turned out to be an immense challenge on every level due to
fluctuating operating deficits, tax revenues, and demographics. These issues are similar to the
tragedy of the commons, which occurs when several people try to obtain the largest profit from a
common resource. As demand surpasses the supply of the resource, those who seek personal gain
disregard society's well–being and other people are not able to experience the benefits ("Tragedy of
the Commons"). The larger problem is that public expenditures are paid for by mostly everyone
within a single jurisdiction, yet the benefits from government expenditures are focused on certain
groups. This leads to each group craving a greater portion of the common revenue pool, however, if
every group tries to increase their share then it would result in unnecessary public spending or

Homelessness is a condition that negatively affects a large number of people in our society, it is an
issue that is undesirable for the entire community. A homeless person is a human being without
permanent housing who may live on the streets; stay in a shelter, mission, single room occupancy
facilities, abandoned building or vehicle; or in any other unstable or non–permanent situation. An
individual may be considered to be homeless if that person is "doubled up," a term that refers to a
situation where individuals are unable to maintain their housing situation and are forced to stay with
a series of friends and/or extended family members. Those who are "doubled up" or "couch surfing"
are also considered homeless if their housing arrangement is for economic reasons and is unstable to
where a disagreement or other scenario could result in being asked to leave. In addition,
Homelessness is a problem for the general population, previously homeless individuals who are to
be released from a prison or a hospital may be considered homeless if they do not have a stable
housing to which they can return. There are groups of people who experience homelessness in
