includingBala HisarFort, Butkara Stupa,Kanishkastupa,Chakdara,PanjkoraValleyandSehri
Bahlol.
2. It is hearteningtosee thattourismpromotionanddevelopmentisbeingprioritizedbythe
Governmentof Pakistananda special taskforce hasbeenconstitutedbythe Prime Ministertoidentify
keyreformareasand actionable itemsthatcouldbe implementedatthe national andprovincial levels
to unlockthe opportunitiesofferedbytravel andtourismindustry.
3. The province of KhyberPakhtunkhwa(KP) hasanaddedadvantage withaprovincial Tourism
Policyanda Cultural Policy,coupledwithintense marketingcampaignstoentice especiallythe
adventurousandfaith-basedtourists.The numberof domestictouristshasseenanimpressivegrowth
since the year2015 and placessuchas Galiyat,Chitral,SwatandKaghanhave gainedtremendous
popularityamongstvarioustouristsegments.
4. In addition,newsitesincludingKumrat(DistrictDir) are alsoopeningupgraduallyforthose
whopreferto remainoff the beatentrack.A recentsurveycompletedbythe Governmentof KPand
fundedbythe WorldBank (WB) administeredMulti-DonorTrustFund,highlightsbothopportunitiesand
challengesforthe tourismsector.
5. The surveysample comprised1,849 tourismenterprises(hotels,restaurants,shopsand
transporters),2,744 touristsand 2,728 householdsinfourtouristdestinations(Kalam,Kumrat,Naran
and Galiyatarea) withinKP.The surveyfindingsrevealthat;(i) the sectorprovidesdirectjobsto8,665
individuals;(ii) around4.5milliontouristsvisitthesefoursitesannually;and(iii) touristsare contributing
more than US$650 milliontothe local economyannually.
6. In additiontothese four,several otherdestinationsacrossthe province suchasKalashValleys
(Chitral),Thandiyani (Abbottabad),MalamJabba(Swat) andGorGathri (Peshawar) are alsoexperiencing
annual growthinthe numberof visitors.The improvementinroadconnectionsbetweencitiesandfew
establisheddestinationshasprovidedanew life totravel andtourismindustry,andtolocal enterprises
as the touristsare able toaccess these sitesduringmostpartsof the year,especiallybetweenApriland
November.
7. FewdestinationssuchasMalamJabba (Swat) andGaliyatare alsoopenforbusinessduringthe
winterseasonbetweenDecemberandMarch withthe exceptionof those dayswhenthese areas
receive heavysnowfall.
8. Therefore,aconsensusisbuildingamongstthe stakeholdersthatspecificactionsare required
to helpthe industrygrowandcontribute towardseconomicdevelopment.Few of these suggested
actionsare listedbelow:
1. Concrete measuresare requiredtofacilitatethe internationaltourists,forexample,implementation
of a more flexible visapolicy(electronicvisasforselective nationalitiesinitially,similartowhatSri Lanka,
Turkeyand Egyptare doing) andincreasedfrequencyof flights tothe destinationsincountry’sNorth;
2. Both existingandemergingtouristsitesrequire destinationmanagementwhichcanhelpthe public-
sectorservice providersaddressthe issuesmentionedabovewhile preservingthe tourismassetsand
ecosystem.Thisisalreadyworkinprocessandrequiresdiligentplanningtoensure thatthe elementsof
environmental sustainability,inclusivenessandprotectionof local communitiesandrevenue
mobilizationare factoredin;
3. The role of local governmentbodiesisinstrumental inthe overallsite planningandmanagement,
otherwise,bothintangible andmonetarybenefitsgeneratedbytourismcannotbe retainedwithinthe
communitiesandlocal economy;
4. It is importanttoreorientthe curriculumof national andprovincial universitiessothatthe young
menand womenare well equippedwithknowledge andskillsinarchaeology,hospitality,aviation,and
foodand beverage industry.Thiswillenhance the opportunitiesforyouthtolandinclusive jobsoropt
for entrepreneurship,therebycreatingnew jobs;
5. The industryshouldbe encouragedtomake anall-outefforttooffertourismproductsandservices
for womentravelersandmore importantly,introduce aconducive workingenvironmentsothatmore

Abbottabad, lying midway between these two places.
 The scope of project includes multiple activities common in an
adventure theme park such as; Bungee Jumping, Tree To Tree
Hopping, Zip Liners, High Rope Course, Climbing Towers,
Tree Top Walkway, Bobsledding, Rock Climbing, Luge
Segway, Twin Drop, Other Eco-friendly Activities, Parking
Areas, Emergency Health Unit, pre-fab chalets and Restaurant.

and Swat. It is therefore, intended to be established as a tourist
destination having the basic facilities along with white water/ fresh

There are a numberof Buddhistarchaeological sitesfromthe GandharacivilizationsuchasTakhtBhai and Pushkalavati.Thereare a numberof otherBuddhistandHinduarchaeological sites includingBala HisarFort, Butkara Stupa,Kanishkastupa,Chakdara,PanjkoraValleyandSehri Bahlol. 2. It is hearteningtosee thattourismpromotionanddevelopmentisbeingprioritizedbythe Governmentof Pakistananda special taskforce hasbeenconstitutedbythe Prime Ministertoidentify keyreformareasand actionable itemsthatcouldbe implementedatthe national andprovincial levels to unlockthe opportunitiesofferedbytravel andtourismindustry. 3. The province of KhyberPakhtunkhwa(KP) hasanaddedadvantage withaprovincial Tourism Policyanda Cultural Policy,coupledwithintense marketingcampaignstoentice especiallythe adventurousandfaith-basedtourists.The numberof domestictouristshasseenanimpressivegrowth since the year2015 and placessuchas Galiyat,Chitral,SwatandKaghanhave gainedtremendous popularityamongstvarioustouristsegments. 4. In addition,newsitesincludingKumrat(DistrictDir) are alsoopeningupgraduallyforthose whopreferto remainoff the beatentrack.A recentsurveycompletedbythe Governmentof KPand fundedbythe WorldBank (WB) administeredMulti-DonorTrustFund,highlightsbothopportunitiesand challengesforthe tourismsector.

The surveysample comprised1,849 tourismenterprises(hotels,restaurants,shopsand transporters),2,744 touristsand 2,728 householdsinfourtouristdestinations(Kalam,Kumrat,Naran and Galiyatarea) withinKP.The surveyfindingsrevealthat;(i) the sectorprovidesdirectjobsto8,665 individuals;(ii) around4.5milliontouristsvisitthesefoursitesannually;and(iii) touristsare contributing more than US$650 milliontothe local economyannually. 6. In additiontothese four,several otherdestinationsacrossthe province suchasKalashValleys (Chitral),Thandiyani (Abbottabad),MalamJabba(Swat) andGorGathri (Peshawar) are alsoexperiencing annual growthinthe numberof visitors.The improvementinroadconnectionsbetweencitiesandfew establisheddestinationshasprovidedanew life totravel andtourismindustry,andtolocal enterprises as the touristsare able toaccess these sitesduringmostpartsof the year,especiallybetweenApriland November. 7. FewdestinationssuchasMalamJabba (Swat) andGaliyatare alsoopenforbusinessduringthe winterseasonbetweenDecemberandMarch withthe exceptionof those dayswhenthese areas receive heavysnowfall. 8. Therefore,aconsensusisbuildingamongstthe stakeholdersthatspecificactionsare required to helpthe industrygrowandcontribute towardseconomicdevelopment.Few of these suggested actionsare listedbelow: 1. Concrete measuresare requiredtofacilitatethe internationaltourists,forexample,implementation of a more flexible visapolicy(electronicvisasforselective nationalitiesinitially,similartowhatSri Lanka, Turkeyand Egyptare doing) andincreasedfrequencyof flights tothe destinationsincountry’sNorth; 2. Both existingandemergingtouristsitesrequire destinationmanagementwhichcanhelpthe public- sectorservice providersaddressthe issuesmentionedabovewhile preservingthe tourismassetsand ecosystem.Thisisalreadyworkinprocessandrequiresdiligentplanningtoensure thatthe elementsof environmental sustainability,inclusivenessandprotectionof local communitiesandrevenue mobilizationare factoredin;

The role of local governmentbodiesisinstrumental inthe overallsite planningandmanagement, otherwise,bothintangible andmonetarybenefitsgeneratedbytourismcannotbe retainedwithinthe communitiesandlocal economy; 4. It is importanttoreorientthe curriculumof national andprovincial universitiessothatthe young menand womenare well equippedwithknowledge andskillsinarchaeology,hospitality,aviation,and foodand beverage industry.Thiswillenhance the opportunitiesforyouthtolandinclusive jobsoropt for entrepreneurship,therebycreatingnew jobs; 5. The industryshouldbe encouragedtomake anall-outefforttooffertourismproductsandservices for womentravelersandmore importantly,introduce aconducive workingenvironmentsothatmore qualifiedwomenopttoworkinthissector. 9. There is a seriouseffortbythe provincial authoritiestopromote andpreserve the cultural heritage andunique landscape of KP.Incollaborationwiththe private sectorandnational platforms,the governmentof KPwill alsoopenupnewandunexploredsitesovernextfive years. 10. The followingare the proposedinvestmentopportunitiesinTourismsectorinKhyber Pakhtunkhwa. 1. Eco TourismVillagesatTouristDestinations. 2. Investmentof RestHousesthroughOutsourcing.
