2. DESIGN
The project offers the Council a
redundancy in the system making down
time almost non-existent. The new
design consists of five hubs.
Each hub retains the capacity to run
network traffic for each of the other
hubs. SPIE is therefore able to undertake
system maintenance without losing a
single camera; a USP compared to other
public space CCTV systems that suffer
downtime for maintenance, upgrades
and loss of network.
In fact, when we switched over from the
leased line to the new system, no-one
noticed! It was so smooth with no loss
of service that it was thankfully a ‘quiet
roaring’ success.
INNOVATION
WIRELESS NETWORK
SPIE’s Fire and Security business
has worked in partnership with Core
Integrated Solutions to design and install
a new state-of-the-art public space CCTV
technology infrastructure.
The new wireless network system
enables the Council to cease paying for an
unreliable leased system. Now it is wholly
owned by the Council; SPIE was able to
revitalise existing technologies to provide
a more reliable and cost-effective service.
The system upgrade included the
installation of innovative IP-based
technology; the Council has now been
able to expand the physical coverage of
its CCTV infrastructure.
To date, a total of 27 residential towers
have been added to the existing network
including vandal proof cameras and
two-way audio alarm systems. This has
capacity for even further expansion.
North Lanarkshire Council has invested considerably in the safety
and welfare of local communities.
INNOVATION
Innovation has also been realised with
the halving of energy consumption (a
direct result of the upgrade) and the
considerably expanded storage capacity
of the system, which is necessary given
the expanded network coverage.
SPIE was able to combine increased
recording capacity of the installation with
reduced energy costs, thus facilitating an
increase in the data the system is able to
transmit.
North Lanarkshire Council has invested
in this ‘spend to save’ initiative, which
will continue to provide enhanced levels
of public security, while offering a 100%
return on investment in as little as three
years.
This represents excellent value for money
for the Council and has improved safety
for all the residents and visitors to North
Lanarkshire. The real-world application
of the new security technology has
resulted in numerous benefits for the
communities of North Lanarkshire.

3. RESPONSE
The girl pressed the alarm and the
monitoring team was able to answer her
call immediately using the system’s new
two-way audio link to reassure and calm
her.
Simultaneously the call went to the lift
maintenance team. The monitoring team
also contacted the girl’s school and she
was given extra exam time as a result.
The time from the alarm being raised to
the fault being fixed was 18 minutes.
Despite the disruption, the girl passed
her exam.
With the system now owned and operated
by the Council, they have been given the
capacity to consider how the system can
further enhance the safety and security
of North Lanarkshire.
The potential for future applications
for this technology are considerable,
with concepts such as integrating life
systems (for example, by integrating
personal alarms and security systems
for sheltered accommodation), providing
better child safety in shopping centres
and leasing back capacity to local
businesses for private CCTV integration
with public space CCTV.
SPIE, and Core Integrated Solutions are
fully supportive of the innovations being
considered, which bodes well for an
exciting future.

4. In partnership with Core Integrated Solutions, SPIE’s Fire and Security
business designed and installed a new Network upgrade for
North Lanarkshire Council.
CONNECTED
This project is different and exciting
because the installation of faster
connections with point-to-point wireless
circuits and five new monitoring hubs
offers a redundancy in the system making
down time almost non-existent.
The system is innovative because it
provides multiple redundant network
paths for all connected devices in the
event of an infrastructure failure and is
capable of re-directing the system in less
than four seconds, making it a robust
system with almost all failure designed
out of the system.
The reduction in man hours dedicated
to keeping the system working is
now focused on public safety and the
increased confidence in the system has
reduced stress for the staff and enhanced
the reputation of the service.
SCHEDULE
The network design was based on
re-locating the existing recording
hardware from its location at the Central
MonitoringUnitandre-deployingitacross
five secure strategic locations.
This lowered the requirement
for overall bandwidth, providing
considerable spare capacity
for using the system for further
applications that can benefit the
community and future-proof’s the
network.
The project was originally to be delivered
within nine months, but due to bad
weather this had to be delivered within
six to meet the deadline, as the network
provider was scheduled to switch off the
existing service.
Submitting this award entry represents
our appreciation of the team who worked
tirelessly to achieve this deadline.

5. This exciting project was delivered by a dedicated team of experts from
SPIE, Core Integrated Solutions and TCA (operators of CCTV on behalf of the
Council) working seamlessly in true partnership.
All projects have their challenges and
this was no different. Due to bad weather,
the nine month programme had to be
delivered in six.
The team pulled together to bring the
service online within just six months,
which was still ahead of time. The project
came in within its £1.3 million budget
providing savings after only three years.
Tonia McBurnie, from TCA said, ‘we are
proud of the service... It is a big plus that
the new system is a Council Asset… It has
given us the ability to add further services
for the community.’
One incident of note occurred during a
spell of heavy rain. The point-to-point
transmitters were being installed on
residential towers. After prolonged heavy
rain we experienced flooding on the tower
roof. The whole team pulled together to
source and transport – including up to
the top of the tower – heavy sandbags.
The TCA said, ‘No one complained and
everyone chipped in’.
The sites were secured keeping the
project on track.
We continue to work closely with North
Lanarkshire Council to maintain their
Public Space CCTV infrastructure with
almost 100% up time.

In North Lanarkshire, we know that public space CCTV makes a real difference to people
in communities. That’s why, where others are scaling back, TCA Ltd – which operates
CCTV on behalf of NorthLanarkshire Council –had the visiontoinvest.
Councillor Jim Logue is the leader of the council. He says: “Improving health, wellbeing
and care in our communities is a key priority, and that means looking after people. CCTV
plays an enormous part in keeping people safe and in dealing with crime and antisocial
behaviour.
“Our public space CCTV has been used time and again to help communities become more
resilient and it’s essential we make best use of the most advanced technology. That
comesat an initial costof £1.3million,butitalsomeanssavingsyearafteryear.”
The first council in Scotland to implement a project of this scale, we had to be sure SPIE
Scotshieldcoulddeliverthe servicewe required,andwe weren’tdisappointed.
In October 2015, SPIE Scotshield and Core were challenged with implementation of the
network before the termination of our previous contract, due for renewal at the end of
March 2016. The dedication of the SPIE Scotshield and Core teams brought this project to
fruition and they surpassed our expectations by delivering a nine month programme in
little oversix.
Due to the design of the network offered by SPIE Scotshield we now offer a service that is
more resilience than the previous solution. Without the need to rely on utility companies,
we have reduced installation timescales and become more responsive in relocation and
installationof camerasallowingourbusinesstobecome more efficient.
This project has been a true spend to save exercise and is already showing great benefits
to our businessandthe communitiesof NorthLanarkshire.
SPIE Scotshield delivered on so many levels throughout the project, not only on customer
service butmeetingtightdeadlinesandalwaysinaprofessionalmanner.
