On the civil level the higher authority
should not usurp functions or powers
that properly belong to the lower authority.
e.g.
The state
shouldn’t usurp the functions
of the family or the local community
The intergovernmental structure
should not usurp
the sovereign power of the national state
Problems with New European Legal Order

• Basic religious and moral values constitutive for the national societies
are disregarded
• Genuine human rights foundations and and that of the society are
deconstructed though the arbitrary reinterpretation of human rights
• The source of law is no longer the will of sovereign people but the
non-transparent social engineering by interest groups
• New norms are arbitrary created by non-elected Judges and/or
Bureaucracy
• New invented norms are imposed despite the real will of sovereign
peoples and contrary to the basics of their national legal systems
• The objective moral foundations are substituted by the arbitrary and
conventional new “human rights” norms
• National sovereignty and national constitutional order is gradually and
forcefully replaced by the new top-down “European standards”.

Was adopted by the State Duma without waiting
for the Venice Commission’s opinion
and approved by the Council of Federation
despite the negative opinion by the Venice Commission
and the negative comments
by the CoE Committee of Ministers
The European institutions are more and more often ignored
because their ideological bias is seen as delegitimizing

rights and legal status of children and parental

life of each human society is absolutely unique, and no
other form of domestic relationship can be regarded as
having equal status and value. Any attempt to provide
the equal status to any other form of domestic
relationship, particularly to same-sex unions, is socially
destructive”.

Saint-Petersburg Resolution on the anti-family trends in the United Nations,
on the unacceptable actions of the United Nations human rights treaty monitoring
bodies and on the Optional Protocol to the Convention on the Rights of the Child
on a communications procedure
“We declare and proclaim our strong conviction that all UN human rights treaties must be interpreted in a
way favorable to the natural family and natural parental rights. They also must be interpreted as
defending the natural right of unborn children to life from the moment of conception.
All interpretations contradicting this approach must be rejected, as contrary to natural human rights,
even if given by an authoritative body. If any provision under any international treaty or other
international human rights instrument cannot be interpreted in compliance with this principle, such a
provision must be amended or such an instrument must be denounced in tote as inhuman.”

“The Report notes with concern that many CRC acts can be viewed as
being:
•contrary to the principle of the sovereign equality of the UN member
States (Article 2 of the UN Charter);
•beyond the mandate of the Committee;
•contrary to or not based on intergovernmental consensus”.
“Ultra vires acts by the Committee can seriously threaten the
sustainability of international human rights framework, the sovereignty of
states parties, cultural identity of their peoples, and the standing of the
family, which is ‘the natural and fundamental group unit of society and is
entitled to protection by society and the State’ (Article 16 (3) of the
Universal Declaration of Human Rights), and, therefore, by the
international community”.

to the Venice Commission on the laws prohibiting
homosexual propaganda among children

“This Memorandum deals primarily with the issue of the compatibility of laws on
prohibiting propaganda of homosexuality to minors … It demonstrates that the
laws/bills under consideration are fully compatible with international human rights
law provisions.
…
The Memorandum also expresses concern as regards judgements made by
ECtHR in a number of cases. Its authors argue that in some of its judgements
ECtHR has disregarded the need to protect the social morals, as well as the rights
and interests of children. Moreover, the Court unreasonably regarded recent
European trends and its own case-law as constituting a binding “European
consensus”, thus undermining the sovereignty of ECHR signatories, with some of
its judgements being explicitly ideological in their nature. This may lead ECtHR to
passing untenable and ultra vires decisions, which poses a grave threat to the
authority, effectiveness, and sustainability or the European human rights
framework”.

“We proclaim that the marriage between a man and a woman, Natural Family, right
to life from the moment of conception to the natural death, rights of parents, freedom
of religion and worship, necessity to protect public morals, originate from the nature
of human being and family, and constitute an indispensable foundation of any
society.
All the good governments and healthy social forces must protect these values.
Propaganda in favour of their derogation or destruction is similar to the propaganda
of war or racial hatred and must not be tolerated. The governments that reject these
values and persecute people defending them cannot be considered democratic and
must be declared illegitimate, as they act against genuine interest of both their
nations and humanity as a whole.”
“We own genuine family values based on Christian traditions and are convinced that
the global community, including the European community, needs the cultural and
moral legacy that we keep and pass on. Therefore, if any intergovernmental
structure, even the one that believes itself entitled to speak on behalf of the
international structures, for instance, on behalf of the whole Europe, rejects our
family, moral and cultural values, imposing instead sinister things that are against
nature, we will reject such structure. We do not need structures that bring destruction
instead of creation.”
World Congress of Families (WCF) – leading intl network
Represents hundreds of Pro-Family organizations from 80 countries
The idea of periodic meetings of people sincerely concerned about the deep crisis of the Family and search for its rebirth as the fundamental unit of society, was
born in Moscow in 1995, during the visit by Dr. Allan Carlson (author of the well-known throughout the world Manifest "Natural Family»). Thanks to the
enthusiasm it has created, the idea was quickly put into practice. A year later, in 1997, the first World Congress of Families was held in Prague. So far 5 World
Congress of Families have been held in various parts of the world, attracting thousands of defenders of Life and Family from all over the world. In the last
Congress in Amsterdam around 3 800 people representing 65 countries.

World Congress of Families represents the most extensive and widespread association of a large number of organizations advocating for the
preservation of the Natural Family. Members of the Congress are opponents of the “childfree” movement, the radical feminists and various
"sexual minorities". The main objective of the Congress is to coordinate and unite all healthy forces working to strengthen the Family, Childhood.
WCF DEFINITION of the NATURAL FAMILY: The natural family is the fundamental social unit, inscribed in human nature, and centered
around the voluntary union of a man and a woman in a lifelong covenant of marriage, for the purposes of: satisfying the longings of the human
heart to give and receive love; welcoming and ensuring the full physical and emotional development of children; sharing a home that serves as
the center for social, educational, economic, and spiritual life; building strong bonds among the generations to pass on a way of life that has
transcendent meaning; extending a hand of compassion to individuals and households whose circumstances fall short of these ideals.
WCF 1997-2014
WCF VI has taken place in Madrid, Spain on May 25-27, 2012. WCF VII was held in Sydney, Australia in 2013,
and
WCF VIII will be held in September 2014 in Moscow Kremlin for 5 000 people from 65 countries.

M.Obukhov and A.Komov WorldCongress.ru Interregional Public Organization “For Family Rights” is defending the natural family in Russia since 2010, Chairman Pavel Parfentiev has initiated in 2011 St.Petersburg Resolution on Anti-Family Trends at the UN signed by 126 NGOs of Russia and Ukraine ProFamilia.ru Our mission is to reinforce the natural family values among the expert and scientific community, in the mass media, in the laws in Russia / CIS, at the U.N. and internationally.   • 2. Genuine Human Rights Foundations 2 These are the natural foundation of each human society and of genuine human rights All of them should be equally and effectively protected against false “human rights” claims
  • 3. Genuine European Legal Order 3 Human Rights are founded on the God's values through Natural Law. Without this foundation human rights gradually become groundless and void. Genuine European Legal Order is built upon the Judeo-Christian values
  • 4. General Principle of Subsidiarity 4 On the civil level the higher authority should not usurp functions or powers that properly belong to the lower authority. e.g. The state shouldn’t usurp the functions of the family or the local community The intergovernmental structure should not usurp the sovereign power of the national state
  • 5. Problems with New European Legal Order 5 • Basic religious and moral values constitutive for the national societies are disregarded • Genuine human rights foundations and and that of the society are deconstructed though the arbitrary reinterpretation of human rights • The source of law is no longer the will of sovereign people but the non-transparent social engineering by interest groups • New norms are arbitrary created by non-elected Judges and/or Bureaucracy • New invented norms are imposed despite the real will of sovereign peoples and contrary to the basics of their national legal systems • The objective moral foundations are substituted by the arbitrary and conventional new “human rights” norms • National sovereignty and national constitutional order is gradually and forcefully replaced by the new top-down “European standards”. Most important fruit – denial of life, natural family and marriage, natural rights of parents, free exercise of religion.

Recent Russian legal development 9 The law prohibiting homosexual propaganda among children: Was upheld in its regional variants by the Constitutional Court and by the Supreme Court of the Russian Federation Was adopted by the State Duma without waiting for the Venice Commission’s opinion and approved by the Council of Federation despite the negative opinion by the Venice Commission and the negative comments by the CoE Committee of Ministers The European institutions are more and more often ignored because their ideological bias is seen as delegitimizing

  • 12. 2011, Resolution on the “Draft Recommendation on the rights and legal status of children and parental responsibilities” of the Committee of Ministers of the Council of Europe 12 “[p]lace [of the natural family] in the history and in the life of each human society is absolutely unique, and no other form of domestic relationship can be regarded as having equal status and value. Any attempt to provide the equal status to any other form of domestic relationship, particularly to same-sex unions, is socially destructive”. Supported by 90 Russian and Ukrainian NGOs

Interregional Public Organization “For Family Rights” initiated St.Petersburg Resolution signed by 126+ NGOs in November 2011 13 13 Saint-Petersburg Resolution on the anti-family trends in the United Nations, on the unacceptable actions of the United Nations human rights treaty monitoring bodies and on the Optional Protocol to the Convention on the Rights of the Child on a communications procedure “We declare and proclaim our strong conviction that all UN human rights treaties must be interpreted in a way favorable to the natural family and natural parental rights. They also must be interpreted as defending the natural right of unborn children to life from the moment of conception. All interpretations contradicting this approach must be rejected, as contrary to natural human rights, even if given by an authoritative body. If any provision under any international treaty or other international human rights instrument cannot be interpreted in compliance with this principle, such a provision must be amended or such an instrument must be denounced in tote as inhuman.” SIGNED BY 126+ NGOs ALL OVER RUSSIA & UKRAINE Approved at the Public Hearing On November 24th, 2011 Saint-Petersburg, Russian Federation
  • 14. 2012, “Ultra Vires Acts by the Committee on the Rights of the Child” report by FamilyPolicy.ru 14 “The Report notes with concern that many CRC acts can be viewed as being: •contrary to the principle of the sovereign equality of the UN member States (Article 2 of the UN Charter); •beyond the mandate of the Committee; •contrary to or not based on intergovernmental consensus”. “Ultra vires acts by the Committee can seriously threaten the sustainability of international human rights framework, the sovereignty of states parties, cultural identity of their peoples, and the standing of the family, which is ‘the natural and fundamental group unit of society and is entitled to protection by society and the State’ (Article 16 (3) of the Universal Declaration of Human Rights), and, therefore, by the international community”.
  • 15. 2013, Memorandum by FamilyPolicy.ru and other NGOs to the Venice Commission on the laws prohibiting homosexual propaganda among children 15 “This Memorandum deals primarily with the issue of the compatibility of laws on prohibiting propaganda of homosexuality to minors … It demonstrates that the laws/bills under consideration are fully compatible with international human rights law provisions. … The Memorandum also expresses concern as regards judgements made by ECtHR in a number of cases. Its authors argue that in some of its judgements ECtHR has disregarded the need to protect the social morals, as well as the rights and interests of children. Moreover, the Court unreasonably regarded recent European trends and its own case-law as constituting a binding “European consensus”, thus undermining the sovereignty of ECHR signatories, with some of its judgements being explicitly ideological in their nature. This may lead ECtHR to passing untenable and ultra vires decisions, which poses a grave threat to the authority, effectiveness, and sustainability or the European human rights framework”.

All the good governments and healthy social forces must protect these values. Propaganda in favour of their derogation or destruction is similar to the propaganda of war or racial hatred and must not be tolerated. The governments that reject these values and persecute people defending them cannot be considered democratic and must be declared illegitimate, as they act against genuine interest of both their nations and humanity as a whole.” “We own genuine family values based on Christian traditions and are convinced that the global community, including the European community, needs the cultural and moral legacy that we keep and pass on. Therefore, if any intergovernmental structure, even the one that believes itself entitled to speak on behalf of the international structures, for instance, on behalf of the whole Europe, rejects our family, moral and cultural values, imposing instead sinister things that are against nature, we will reject such structure. We do not need structures that bring destruction instead of creation.”

World Congress of Families (WCF) – leading intl network Represents hundreds of Pro-Family organizations from 80 countries The idea of periodic meetings of people sincerely concerned about the deep crisis of the Family and search for its rebirth as the fundamental unit of society, was born in Moscow in 1995, during the visit by Dr. Allan Carlson (author of the well-known throughout the world Manifest "Natural Family»). Thanks to the enthusiasm it has created, the idea was quickly put into practice. A year later, in 1997, the first World Congress of Families was held in Prague. So far 5 World Congress of Families have been held in various parts of the world, attracting thousands of defenders of Life and Family from all over the world. In the last Congress in Amsterdam around 3 800 people representing 65 countries. The Congress brings together hundreds of permanent members and 32 partner organizations WCF publishes a monthly Newsletter World Congress of Families represents the most extensive and widespread association of a large number of organizations advocating for the preservation of the Natural Family. Members of the Congress are opponents of the “childfree” movement, the radical feminists and various "sexual minorities". The main objective of the Congress is to coordinate and unite all healthy forces working to strengthen the Family, Childhood. WCF DEFINITION of the NATURAL FAMILY: The natural family is the fundamental social unit, inscribed in human nature, and centered around the voluntary union of a man and a woman in a lifelong covenant of marriage, for the purposes of: satisfying the longings of the human heart to give and receive love; welcoming and ensuring the full physical and emotional development of children; sharing a home that serves as the center for social, educational, economic, and spiritual life; building strong bonds among the generations to pass on a way of life that has transcendent meaning; extending a hand of compassion to individuals and households whose circumstances fall short of these ideals. WCF 1997-2014 WCF VI has taken place in Madrid, Spain on May 25-27, 2012.
